Context The Study Area sits on a network of major roadways with regional employment centers. Route 17 s potential to become an Interstate Highway expands the opportunity. 4
Issue The Study Area is currently not situated in the historically favored areas of the region. A plan that further elevates the image and desirability of Chesapeake is required. 5

Concept A place that promotes walkable mixed use centers at major transportation interchanges, connectivity to regional open space networks and a rural preservation. 8

Existing Conditions New developments, rural lots existing roadways and interchanges shape the development framework. The master plan respects these investments.. 10
Environmental Systems 77% Of the respondents think linking stormwater and recreation through green infrastructure is important New development works with environmentally sensitive areas such as forested land, the Great Dismal Swamp, the major canals and the Elizabeth River. 11
Agriculture Agriculture shapes the image, character and lifestyle. Protecting agricultural resources is part of a holistic growth plan. 12
Planning Areas The Study Area is organized into 10 distinct planning areas (Areas). Each Area will have its own theme, character and development program.. 13
Development Scenarios Three potential scenarios were created based on the market study. These scenarios were vetted with the community. Most favored placing Focal Areas on Area 3 and 6 14
Dominion Boulevard Master Plan Walkable Mixed Use Neighborhoods and Districts connected by complete streets and greenways in the Northern portions Rural and Agricultural Preservation in the Southern portions Opportunity Sites located along the Elizabeth River and adjacent to the Chesapeake Regional Airport Environmentally sensitive lands protected and organized into a regional open space network 15

Open Space Framework Minor canals handle stormwater and provide connectivity throughout the study area. Major canals can be wide and deep enough for recreation. Parks, Greenways, Forested Areas and the Canals together create a connected open space network. 17
