If selected by the State of Arkansas the applicant intends to construct a facility approximately 1.5 acres in size, with a 4,160 sq ft head house and four 3,840 sq ft greenhouses on a 48.2 acre property, south of Lincoln, Arkansas off Bush Road, WC-448. *See attached Statement of Intent. Health Department: The soil analysis field work was scheduled to be conducted on 9-11-17, but the soil work report has not yet been submitted. Other than approved soil work for the septic system, does the Health Dept have any other requirements for this kind of hydroponic greenhouse facility? Fire Safety: This CUP request should be reviewed by the Washington County Fire Marshal and Lincoln Rural FD. Planning staff has not received gpm fire flow for the nearest hydrant, but the Fire Marshal has agreed that at this rural location tanker support will be employed. A life safety plan has been submitted. Are the exits adequately spaced for fire safety? A site plan has been submitted. The 26 fire lane encircles the facility, inside the security fence. What concerns do you have? Drainage: The applicant has submitted a Site Plan, Traffic Statement, and a Drainage Statement. *See attached. Zach, do these submittals satisfy the requirement, or will you require a full Traffic Study and/or Drainage Report?

Roads: This project accesses off WC-448, Bush Road. The plans show the development with two driveways. Will driveway tiles be required? The Statement of Intent says the property gently slopes away from the road. Will the development require a paved driveway apron? Do you have any other concerns? Additional (utilities, Sheriff, other): Are utilities available to service this development? Do any utility providers need additional easements? Are all existing easements shown? Are there any concerns from the Sheriff Department about the establishment of this type of business in this area? Environmental Affairs: According to the Planning maps this property is not designated as an urban area. Michelle, will the applicant be required to secure a construction stormwater permit? Require Additional Review: Please consider these and any other concerns as you review this Conditional Use Permit request. If the CUP is approved, the developer will be required to return for further review (Preliminary & Final Large Scale Development).
