CAPITOL REGION COUNCIL OF GOVERNMENTS Bike / Pedestrian Count Project October Introduction In, the Capitol Region Council of Governments (CRCOG) updated the Regional Bike/Ped Plan, The CRCOG Commitment to a Walkable and Bikeable Region. The plan highlights the positive impacts that walking and bicycling can have on local and state economies as well as on our overall health, air quality, and mobility. The plan also lists a set of recommended action steps that CRCOG will carry out in an effort to support the communities in our region in their Bike/Ped planning. Collecting bicycling and pedestrian data falls under recommendations. and. in the plan. The plan provides a snapshot of the current walking and bicycling patterns in our region, however, much of the data represents commuters traveling to and from work. At this time, there is no data source that allows us to truly understand what mode choices people are using for recreation or everyday activities in our region. Whereas vehicle counts are typically conducted as part of standard traffic studies, and bus ridership figures are collected to study ridership, there is not a comparable effort to collect data on bicycle and pedestrian volumes. In September 9, CRCOG participated in the National Bike/Ped Documentation Project (NBPD), a project sponsored by the Institute of Transportation Engineers and co-sponsored by Alta + Planning and Design. The nationwide effort provides a consistent model of data collection and ongoing data for use by planners, governments, and bicycle and pedestrian professionals. The purpose of the project is to encourage agencies nationwide to start conducting bicycle/pedestrian counts and surveys in a consistent manner similar to motor vehicle counts. Working in conjunction with the NBPD, we modified the count and instruction forms to represent our region. The purpose of participating in the NBPD was to initiate a bicyclist/pedestrian data collection program for the Capitol Region.

Capitol Region Council of Governments - Bike / Pedestrian Count Project The 9 count was limited in scope, and in, counts were taken at even fewer locations. In, we expanded the program to include dozens of counters and locations. The extended count was undertaken again in. In all years, we counted in September, during the designated national count period. In, we were able to obtain automatic count data from a counter that was placed on the Hop River Trail in Bolton. We obtained data for September of 9 and. This report updates our earlier work with the count results but does not yet include results. Count Methodology/Implementation It was determined by CRCOG staff that counts would be conducted at intersections (including where paths/trails crossed) and screen line counts would be conducted on trails. In addition, it was determined that bicyclists and pedestrians would be counted at each location, as opposed to bicycle-only or pedestrian-only counts. We developed count forms and detailed instructions for our volunteers. The NBPD recommended that counts take place the second week of September, : to : PM during the weekday and : to : PM during the weekend. We modified the count period to take place at : to : PM during the weekday period which represents the standard peak commute times in our region. We also counted some trails between PM and PM on the weekend, as local trail advocates indicated that was the actual peak for the trail. We chose to conduct only weekday counts at those locations where we expected to measure bicycle commuting. We did both weekend and weekday counts at most trail locations. We were somewhat limited by availability of counters for the intersection counts and so counted most of those locations on weekdays only. Both bicyclist and pedestrians were counted and recorded on an intersection diagram. Bicyclists were recorded by the direction they approached the intersection and their destination (turning right, going straight, and turning left.) Counters also recorded if a bicyclist was travelling the wrong way or riding on the sidewalk. Pedestrians were counted as they crossed the intersection and recorded for the appropriate crosswalk. Diagonal crossings by pedestrians were also recorded. The counter noted if a pedestrian was using a wheelchair or cane, pushing a stroller, or using a skateboard or roller blades. Bicyclists and pedestrians counted were recorded by male and female. Screenline counters counted bicyclists and pedestrians who passed an imaginary line across the trail or roadway being counted. The following page shows the count forms used for the and counts (these are slight modifications of the 9, forms.)

In 9, we counted locations and counted over, bicyclists and pedestrians. In we had increased our program to 9 locations and counted more than, bicyclists and pedestrians. As we increased our count locations, we also increased the number of bicyclists counted, as compared to the first year. Notably, in, we counted almost an equal number of bicyclists and pedestrians in our weekend counts, whereas in the first year, the percent of bicyclists in both weekday and weekend counts was much smaller. It should be noted, that with the automatic counts in (on the Hop River Trail in Bolton), we were unable to determine if trail users were bicyclists or pedestrians or male or female. Therefore, those counts are not included in any of these summary tables. (we do not show data from because most of the counts that year were on trails, and very few roadway bicyclists were counted.) In 9, most roadway bicyclists counted were on the sidewalk (%), only % were riding on the roadway with traffic. In, the number of bicyclists counted on the road riding with traffic increased to % and the number riding on the sidewalk decreased to %. We don t know if this shows an improvement in bicyclist behavior or if this resulted because of the count locations selected. The findings are very interesting, with a majority of women preferring sidewalk riding in the 9 count, and few riding with traffic. In, this is flipped, with female bicyclists preferring to ride on the road over sidewalk riding. More years of data may

Male bicyclists also rode more often on the sidewalk in the 9 count, and in they were split evenly between riding on the sidewalk and riding with traffic. The following charts show that the percentage of females counted on the roadways has actually declined from 9 to. And the actual count of females riding on the road decreased from 9 to ( to ). So while the chart above seems to indicate a nearly equivalent number of male and female

Capitol Region Council of Governments - Bike / Pedestrian Count Project Next steps The count data and database used to summarize the data are a very rich source of information, limited only by the manpower available to analyze and evaluate the data. It would be useful to develop standard queries for the database that would enable us to extract the data for individual towns and locations and then share that information with the towns, for their own analysis. Going forward CRCOG might want to develop a program of counting locations every other year. This might make the counting program more manageable. Additionally, CRCOG should investigate how to incorporate more automatic counters into the program, as this method of counting could lead to understanding of bicycle and pedestrian peaks by type of facility, by time of day, day of week, and month of year. Detailed Count Information The following pages provide detailed information on the counts. The first table summarizes the bike and pedestrian counts, by location, for each year of the count. The counts have been completed, but have not yet been entered into our database for evaluation. The second table
