STERLING & COMPREHENSIVE PLAN 68 Future Land Use in the Village of Fair Haven The village s current form developed over time as the Village transitioned from a Lake Ontario deep water port to the quaint and markedly less industrial character of today. Most of the land in Fair Haven has already been developed into the residential neighborhoods, commercial district and parks that the village currently enjoys. This plan proposes modest adjustments to the land use scheme, choosing to focus more on maintaining and enhancing the existing character. The joint comprehensive planning committee noted that the off-the-beaten-path feel that the village currently offers should not be sacrificed for changes that would result in a less authentic and less affordable village aesthetic. Residential Development The Village s residential districts are oriented towards Little Sodus Bay and radiate away from the water with decreasing density. The shore is ringed by a variety of residential and recreational properties on parcels ranging from one-tenth of an acre in size to some that exceed an acre. The Village proposes to maintain the residential character by encouraging infill redevelopment projects to complement the existing neighborhood. Any new residential development should also be appropriate in scale and design. Commercial Development The village is the largest commercial center in the Town of Sterling, and a node within which future growth in restaurant, grocery, marinebased services and appropriately-scaled retail markets will be oriented. The village is also part of a regional economy which includes the City of Oswego and Blind Sodus Bay. Commercial development in the village will inevitably cater to this market region as well as to local needs. To this end, the village will make an effort to focus its retail and service-based commercial development activities on Main Street, while continuing to encourage business development centered on marine activities and hospitality related services in the bayfront district. The village envisions its pedestrian-oriented Main Street commercial district to connect the heart of the village - near the intersection of Fair Haven Road and Main Street - with the Little Sodus Bay. A second, ancillary commercial development area is envisioned on Main Street from Bell Avenue southwestward to the village boundary. A set of voluntary architectural and landscape design guidelines should be developed to describe the aesthetic qualities that the Village would like to see in the Main Street commercial district. The purpose of this document would be to promote positive and enriching development along Main Street by encouraging such development to aspire to a fitting level of architecture and urban design. Voluntary design guidelines should not be confused with mandatory design standards. A village architectural review board should be established to draft the guidelines. In order to promote a viable commercial center, businesses should be encouraged to maintain regular hours of operation. The Chamber of Commerce will be instrumental in coordinating these commercial endevours.

Conservation Areas The Village is fortunate to have many highquality parks and trails within its boundaries including Fair Haven Beach State Park, West Barrier Bar Park, and the terminus of the Cato- Fair Haven Trail. No changes in future land use should degrade or otherwise serve as a detriment to the Village, County and State parks, trails and recreational areas. The Village has two particular land use goals for its conserved areas: (1) the Village would like to encourage the transfer of the West Barrier Bar Park from the County to the Village & Town and (2) parks and other conserved land should be connected with a trail system. Waterfront Development Little Sodus Bay is the village s most unique feature. The village will continue to be a good steward of the bay while making sure that the infrastructure necessary for a thriving Great Lakes destination meets the needs of residents and visitors and remains in good repair. Looking to the future, the Village will encourage the development of mooring buoys or other appropriate anchorage in the Bay in appropriate locations. To the extent possible, the Village will encourage development of infrastructure to support a water taxi service connecting the Bay s marinas and public docks with the Cottage Street Dock and Main Street. Civic Center Currently, the village municipal offices are located on Cayuga Street, away from the heart of the village. In time, the village would like to relocate its municipal offices to create a Civic Center in the heart of downtown. Annexation The town and village will review the advantages or disadvantages of potential village annexation of town land. Industrial Development At this time, no industrial development is envisioned in the village. STERLING & COMPREHENSIVE PLAN 69
