Section 8.2.9.d (3) - Drainage Criteria for Basin 2 CODE states for ponds not able to recover the design volume within 14 days, the pond volume shall be increased to retain the post development runoff volume from the 25 year 24 hour design storm in an open basin, or the 100 year 24 hour design storm if in a closed basin. APPLICANT requests waiver because, due to the small size of the basin and shallow SHWL, providing full recovery of the 100 year 24 hour storm within 14 days using the accepted routing method proved difficult. An alternative design method was used by providing storage for runoff from all the impervious area due to the 100 year 24 hour storm without discharge and showing recovery of that volume within 14 days of the storm. Section 8.2.10.k (6) (d) - Shade Trees CODE states in all cases, the post development ratio of shade trees to the area of the site shall be a minimum of one shade tree per 3,000 square feet. L.D.C. Section 8.2.9.c (1) (a) - Boundary Survey CODE states all Major Site Plans shall provide a signed and sealed boundary and topographic survey of the site. At least two colinear corners of the site shall be identified and referenced to the Florida State Plane Coordinate System. Motion by Sam Martsolf to waive all the requirements for this Major Site Plan in regards to the current boundary survey, seconded by Greg Stubbs L.D.C. Section 8.2.9.d (11) - Soil Test Borings Logs CODE states all test hole locations shall be shown and identified on the Major Site Plan and the soil types and water table information shall be indicated in tabular form. Section 8.2.9.d (11) - Number of Soil Test Borings CODE states one test shall be performed within the boundary of each proposed water retention area. For each half acre of pond bottom area and for each lineal retention of 250 feet, an additional test shall be conducted. Motion by Greg Stubbs to deny, seconded by Paul Nevels Motion carried 4-1 with Sam Martsolf voting in opposition L.D.C. Section 8.2.9.d (3) - Total Volume Recovery CODE states for ponds not able to recover the design volume within 14 days, the pond volume shall be increased to retain the post development runoff volume from the 25 year 24 hour design storm in an open basin, or the 100 year 24 hour design storm if in a closed basin. Motion by Sam Martsolf to approve the waiver for recovery, seconded by Doug Andrews L.D.C. Section 8.2.9.d (9) - Pond Maintenance Sign CODE states private retention/detention basins or areas shall have a two feet x three feet metal sign, facing the street, mounted on U-channel post installed on the tract and shall adhere to regulatory signing specifications. Motion by Sam Martsolf to approve the waiver for signage on the DRA, seconded by Paul Nevels L.D.C. Section 8.2.9.d (8) - Drainage Retention Area Berm Width CODE states drainage retention/detention basins or areas, either public or private, shall have side slopes no steeper than 4:1 (horizontal:vertical) with a 12 foot stabilized vehicle access at six percent grade maximum. The maximum sideslope allowed is 3:1 with 15 foot minimum stabilized vehicle access at six percent grade. Motion by Sam Martsolf to approve a 5 foot maintenance berm, seconded by Doug Andrews L.D.C. Section 6.4.6.B.1 - Springs Protection CODE states the intent is for new and expanded development and redevelopment to be designed and constructed in a manner that minimizes adverse impacts to groundwater quality and preserves recharge

DRC Minutes September 9, 2013 Page 7 of 8 FLORIDA HORSE PARK PHASE 1B & 1C CONTINUED Motion by Sam Martsolf to waive the springs protection requirement on this pond provided that the elevation on the western portion is raised from 68 to 69 and stabilizing the pond bottom to 85% vegetative growth, seconded by Paul Nevels L.D.C. Section 8.2.5.a (1) (d) - Sidewalks CODE states a sidewalk system shall be provided in the urban area where expected vehicle traffic conditions dictate the need for physical separation of pedestrians from street traffic. Motion by Paul Nevels to approve, seconded by Doug Andrews L.D.C. Section 8.2.6.c - Parking Areas CODE states all parking areas and access shall be paved except those listed as an exception. Off-street parking areas shall be provided. Carla Sansone stated that the meeting for staff to go over the checklists will be Monday, September 16th, immediately following DRC. B. Shawn Hubbuck discussed legal document requirements. The code does not automatically waive them to CO. There was a period of time when they were received prior to plan approval and that is what the County should hold firm to. Then, in certain situations, possibly consider something different than prior to plan approval. Mounir added or permit approval if there is a building permit. Shawn added that he definitely does not think it should be prior to CO. It is a plan requirement and a code requirement just like everything else. Chris Rison added that there are additional functions in the CD Plus database that can be activated regarding release of plan approval prior to receipt of required documents.

STATUS OF REVIEW: ENGINEER ACKNOWLEDGED INFO COMMENT REMARKS: Has any consideration been given to shift the sidewalk to the north within the R/W easement between station 100+50 to 105+50? There appears to be no swale in this area. 2. DEPARTMENT: ENGIN - DEVELOPMENT REVIEW REVIEW ITEM: All sheets signed and sealed. STATUS OF REVIEW: ENGINEER WILL COMPLY REMARKS: After approval, plans will be electronically stamped by the county. The applicant will receive an email indicating that approved plans are available for download and are located in the eplans project Approved folder. For Development Review submittals, with the exception of Final Plats and Minor Site Plans, applicants are required to print, obtain required signatures, and sign and seal two 24 x 36 sets of the electronically stamped approved plan and deliver them to the Office of County Engineer, Development Review Section, located at 412 SE 25th Avenue Ocala, FL 34471. Upon receipt, a development order will be issued. Until such time as that development order is issued, the project does not have final approval and construction, if applicable, shall not commence. For plans requiring As-Builts, As-Builts and associated documentation shall be submitted on paper in accordance with current county requirements. 3. DEPARTMENT: 911-911 MANAGEMENT REVIEW ITEM: 3. Section 8.2.6.a - Number of Spaces and Parking Area CODE states for non-residential developments, the parking standards shown in Table 8-5 shall be used as a guideline. APPLICANT requests waiver because, based on square footage of office building and harvesting facility, Code requires 115 spaces at startup and 165 spaces for future build out. Applicant requests that the number of parking spaces be based on the number of employees: 50 employees/spaces at startup and 100 employees/spaces at build out.
