Larry Teixeira Selma Unified School District 3036 Thompson Avenue Selma, CA 93662 Subject: Feasibility Study for New Library Building Project Number A 12-8581.00 C Dear Mr. Teixeira: At your request, we are providing a Feasibility Report for the construction of a new Library Building on the James Campus. This report will analyze the scope discussed in our previous meetings. As you are aware, the addition of a new building to the campus will trigger other upgrades to the existing campus to meet current Building Code, DSA and ADA requirements. These items are included within this report. Please note that we have classified the scope of work as Minimum for budgeting purposes. The Minimum classification indicates the basic level of work to accommodate the Code required minimums. The finished product will appear patched within the existing context. BUILDING LOCATION / SITEWORK: There are (2) proposed locations for the new building as indicated on the attached Site Plan (North and South Option). Upon review of the site conditions and existing building, we are recommending that the new building be placed at least 30 feet away from the existing building for either. If the buildings were any closer, a minimum 2- hour fire rated construction (Fire Barrier) would be required within the new building. We understand there would be no requirement for Fire Sprinklers, however, the final terms of the fire-rated construction would be dependent on project specific determinations by DSA. In regards to the Sitework for either of the locations, both Options would be very similar in scope and cost. Both would require similar amounts of earthwork, and trenching for the electrical utility connection. The North Option would require the relocation of playground equipment and possibly a new fire hydrant (pending the Local Fire Authority); the South Option would require additional paving for the adjacent Fire Lane.

Selma Unified School District Library Building Feasibility Study Page 2 ARCHITECTURAL SCOPE OF WORK: The main scope included within this project is a 30 x36, Slab-on Grade, Modular Building, similar to the Meehleis Modular Buildings located on your other campuses. The building will be basic in nature and accommodate the following: o Single, open room layout o Casework/shelving for reading materials, o Reading area o Check-out area o Capacity and area for multiple computer stations Additional work required to the existing campus includes the following: Boys, Girls Restrooms: o Replace (2) toilets with (1) new fully accessible toilet compartment. o Replace (1) toilet with (1) semi-ambulatory toilet compartment. o Modify existing piping and wall framing for (2) new toilets. o Provide new toilet partition and toilet accessories for (2) new toilets. o Patch existing floor and wall finishes. o Replace sink and hardware. Patch wall finish Staff Restrooms: o Minimum: Modify sink/door location of Women s Staff restroom for proper ADA clearances. Patch wall/floor finishes as required. Drinking Fountain: o Provide accessible Hi-Lo Drinking Fountain with guardrails. Accessible Parking: o Re-stripe and provide new signage for existing parking stall at the south side of the campus. Path-of-Travel : It is required to upgrade the accessible Path-of-Travel to connect from the new building to the Main Office, the Accessible parking, and Public Right-of-way. o Modify stair/ramp handrails for proper extensions at top and bottom of landings. Add handrails to stairs which do not have any handrails. This pertains to both existing ramps and all stairways. o If the new building is placed at the North Location, a new ramp will be required at the west side of the existing building. o Modify Door landings for level landing and threshold by removing and replacing concrete. o Add door and way-finding signage.

Selma Unified School District Library Building Feasibility Study Page 3 ELECTRICAL SCOPE OF WORK: POWER: The campus is supplied from an existing 120/208-Volt, 3-Phase, 4-Wire, 2000-Amp main switchboard located in the central courtyard of the campus. Based on the way the campus electrical distribution is currently structured, it would be the most practical to supply the new modular building directly from the main switchboard. The main switchboard appears to have been recently upgraded and in good repair, and from preliminary evaluation it appears to have sufficient electrical capacity and physical space to supply power to the new building. The overall feeder length required would be marginally shorter for the proposed South location than for the proposed North location, and slightly less saw-cutting and patching of the existing courtyard would be required. Directional boring can be explored as a conduit installation method if saw-cutting of the existing courtyard is undesirable. SIGNAL AND COMMUNICATION: The existing signal headend equipment, including the Main Distribution Frame (MDF) and Intercommunication System headend equipment, is located in a closet at the northeast side of the main building adjacent to the library. The campus master clock is located in the library itself. This equipment appears to be in good repair and should be able to accommodate installation of additional equipment to support the new building. New conduit for fiber optic and/or copper communication cabling, intercommunication system cabling and clock system cabling can be routed within the attic space of the existing building, then routed to the building exterior and down to below grade at a visually out-of-the-way location for both proposed locations of the new building. FIRE ALARM: The existing campus Fire Alarm Control Panel (FACP) is a Pyrotronics System 3 conventional type FACP. The existing initiation devices within the main building do not constitute a full coverage automatic Fire Alarm system as required by CA SB575 and current code. Installation of a new FACP with a current CSFM listing will be required. This panel can be installed at any convenient location within the main building. New, full-coverage initiation devices consisting of smoke detectors on ceilings and heat detectors in attic spaces will be required for the new building and the restroom spaces being modernized in the main building. The new FACP can be provided with a conventional zone interface module to communicate with the existing FACP and its monitor its existing conventional initiation device zones. The new FACP should additionally have sufficient capacity to eventually supply the

Selma Unified School District Library Building Feasibility Study Page 4 entire campus as spaces are modernized within the main building, the existing conventional devices can be removed and replaced with a full coverage automatic system connected to the new FACP. The 2013 CA Electrical code contains a new requirement for voice evacuation-type fire alarm notification systems in school buildings. The new FACP should be fully voice-evacuation capable to meet this requirement for the new building. For the spaces in the existing building being modernized, upgrading to a voice evacuation system depends on the application of several exceptions within the new portion of the code. DSA guidance on the application of these exceptions is still in progress, so they have advised contacting them on a case-by-case basis to determine whether upgrade to voice evacuation in an existing building is required. However, we have received word that the Building Standards Commission intends to rescind one of the relevant exceptions as of July 1, 2015. DSA CLOSEOUT (PREVIOUS PROJECTS): As of January 2014, DSA requires that all previous projects completed on a campus, be Closed and Certified, prior to any DSA approval of any new projects. DSA records indicate that there is one (1) project that has not been Closed and Certified: DSA Application 49096; Alterations to Classroom/Administration/Multi- Purpose Building (see attached letter).
