RECOMMENDATIONS: :" A. THAT an application for funding for the Boundary Bay Airport Cenotaph and Air Cadet Commemorative Garden Project be submitted to Veteran Affairs Canada. B. THAT a copy of this report be provided to The Honourable Carla Qualtrough, PC, Member of Parliament for Delta. PURPOSE: To seek Council's approval of an application for funding through Veteran Affairs Canada for the Boundary Bay Airport Cenotaph Relocation and Air Cadet Commemorative Walkway Project.. BACKGROUND: In 2005, the Corporation of Delta approved a request from the Royal Canadian Air Cadets to erect a cenotaph at Boundary Bay Airport to commemorate the service of the three squadrons of the Royal Canadian Air Force and two units of the British Commonwealth Air Training Plan which were based at RCAF Station Boundary Bay during World War II. The cenotaph is located on the north side of the heritage hangar and on the south side of Montreal Street. It has not been well maintained over the last decade and requires a more prominent location to give it the recognition it deserves (see Attachment A for photos). In August 2015, the Air Cadet League of Canada (Air Cadets) approached the Corporation of Delta with a proposal to develop a walkway at Boundary Bay Airport to commemorate the 75th anniversary of the organization's establishment in Canada. The walkway location proposed by the Air Cadets was not ideal - in order to be within close proximity to the heritage hangar, the only space Alpha Aviation had available was to the west of the terminal building and behind the garbage dumpsters. She directed staff to work with Alpha Aviation and the Air Cadets to find a more visible location that could support both a cenotaph relocation and a commemorative walkway. Delta, Alpha Aviation and the Air Cadets have since formed a partnership and would like to proceed with the Cenotaph Relocation and Air Cadet Commemorative Walkway Project. To assist with the project costs, Delta would like to apply to Veteran Affairs Canada's Cenotaph/Monument Restoration Program for a $25,000 grant. II DISCUSSION: Veterans Affairs Canada (VAC) is committed to honouring those who served Canada in times of war, military conflict and peace, and to keeping the memory of their achievements and sacrifices alive for all Canadians. The Cenotaph/Monument Restoration Program (CMRP), which supports this commitment, aims to expand the reach of remembrance programming by providing funding for projects that recognize traditional and modern-day Canadian Veterans and those who died in service. Supporting commemorative projects ensures that cenotaphs and monuments to Canada's Veterans and war dead are conserved, and that these places of remembrance, reflection and thanks are preserved. The CMRP can provide support of up to 50% of eligible expenses, not exceeding a maximum of $25,000. A minimum of 25% of the applicant's portion of the overall project cost must be cash, while up to 25% can be contributions made in-kind. To be eligible to apply for funding through Veteran Affairs Canada's Cenotaph/ Monument Restoration Program, projects must be related to a statue or a structure (excluding buildings), in need of restoration, repair or expansion, that was erected to commemorate Canadian Veterans or war dead or to commemorate an event associated with a military operation in which Canada was actively engaged since 1867. Staff has reviewed the Boundary Bay Airport Cenotaph relocation project with Veterans Affairs staff and has confirmed that it is an eligible project. The deadline to submit a completed application falls on the first business day of January, April, July and October. Staff would like to submit an application for April 1, 2016. The intention would be to complete the project before the 2016 Battle Britain Commemorative Parade in September 2016. Project Design Alpha Aviation Inc. has granted permission for Delta and the Air Cadets to utilize the grassed entrance outside of the airport's terminal building for the project (see Attachment B for a location map). Delta's landscape architect has created design drawings that include the cenotaph in the middle and walkways extending out on either side (see Attachment C for the design drawing). Pedestrians entering the terminal will be able to either stop to pay their respects at the cenotaph and/or stroll along the walkway to learn about the history of the airport and the Air Cadets at one of eight informative glass plaques. The walkway includes rounded ends to symbolize the rounded wings and nose of a WWII aircraft and from the above, the entire project
Page 3 of 3 Veteran Affairs Canada Grant Application Boundary Bay Airport Cenotaph Relocation and Air Cadet Commemorative Walkway Project February 24,2016 depicts the eagle in the Air Cadet's logo - cenotaph in the middle, representing its head and body, and the walkways extending east and west, representing its extended wings. Implications: Financial Implications - the total estimated project cost is $105,000. The grant program can provide support of up to 50% of eligible expenses, not exceeding a maximum of $25,000. The Air Cadets will provide an additional $25,000. The Corporation of Delta will continue to seek additional funding opportunities for the remaining $55,000. The outstanding balance will be funded through existing corporate budgets.
