On the margin, a stamp bearing the National Seal reading: Mexican United States.- Ministry of Energy. CATALOG OF EQUIPMENT AND APPLIANCES FOR WHICH MANUFACTURERS, IMPORTERS, SUPPLIERS, AND DISTRIBUTORS MUST INCLUDE ENERGY CONSUMPTION INFORMATION. EMILIANO PEDRAZA HINOJOSA, General Director of the National Commission for Efficient Use of Energy (Comisión Nacional para el Uso Eficiente de l a Energía, CONUEE) following the provisions of articles: 17 and 33, section X of the Organic Law on Federal Public Administration; 7 section VI, 11 section IV; 23 and 24 of the Sustainable Use of Energy Law; 25, 26, and 27 of the Regulations of the Sustainable Use of Energy Law; 34 sections IV, V, and XXXI of the Internal Regulations of the Ministry of Energy; instructs the issuance of the following: Catalog of equipment and appliances for which manufacturers, importers, suppliers, and distributors must include energy consumption information. CONSIDERING THAT The National Development Plan states that, among its national goals, is ensuring environmental sustainability through the responsible participation of Mexicans in the care, protection, preservation and proper use of the natural wealth of the country, thus securing economic and social development without compromising the natural heritage and the quality of life for future generations. The Mexican Law for Sustainable Use of Energy, published in the Official Journal of the Federation on November 28th, 2008, states the following in its article 23: The equipment and appliances that require a power supply for their operation and which comply with the criteria set forth in the Regulations must include clearly and visibly information regarding their energy consumption; The Mexican Law for Sustainable Use of Energy Regulations, published in the Official Journal of the Federation on September 11th, 2009, in its ninth transient section I, provides that the Commission shall publish the catalog referred to in article 25 of the aforementioned code; The National Program for the Sustainable Use of Energy , published in the Official Journal of the Federation on November 27th, 2009, establishes an Institutional Strengthening in its Transversal Policy Elements Section, particularly in item V, third paragraph regarding the Energy efficiency evaluation and information issue, with the goal of creating and publishing a catalog of equipment and appliances requiring a power supply for their operation. The following catalog is issued, contained in this article for its proper fulfillment. Sole Article.- For the purposes of article 23 of the Mexican Law for Sustainable Use of Energy, 25 and 27 of its Regulations and without prejudice to the provisions of applicable Mexican official standards, new equipment and appliances requiring a power supply for their operation distributed or sold in the country and included in this catalog must include, clearly and visibly on the product, at least the following information: I. Energy consumption per time unit in operation; II. If required, energy consumption in standby mode per time unit, and III. The product or service yield provided by the equipment or appliance, per energy unit consumed, where applicable. ELECTRIC ENERGY CONSUMPTION 1) Energy consumption per time unit for the equipment or appliance under normal operating conditions (1) : If applicable (2) : 2) Standby energy consumption per time unit for the equipment or appliance (3) : (1) Consumption in full charge conditions for a 1-hour period of time. It must be given in any of the following units: kwh/year, kwh/month, Wh/day. (2) As per Article 26, item II of the Mexican Law for Sustainable Use of Energy Law Regulations, the standby energy consumption, if applicable, must be given in time unit. If it is negative, write -not applicable-. (3) Electric energy consumed -passively- by the equipment or appliance when plugged into the electric supply circuit, even when it remains turned off from its main function. It must be given in any of the following units: kwh/year, kwh/month, Wh/day. 2. PRODUCT OR SERVICE YIELD FOR THE EQUIPMENT OR APPLIANCE PER CONSUMED ELECTRIC ENERGY UNIT If applicable (1) : 1) Product or service yield for the equipment or appliance per consumed electric energy unit (2) : (1) As per Article 26, item III of the Mexican Law for Sustainable Use of Energy Regulations, the product or service yield, if applicable, must be given in consumed energy units.
7 28 (Second Section) OFFICIAL JOURNAL Friday, September 10th, THERMAL ENERGY CONSUMPTION 1) Energy consumption per time unit under normal operating conditions for the equipment or appliance (1) : If applicable (2) : 2) Standby energy consumption per time unit for the equipment or appliance (3) : (1) Consumption in full charge conditions for a given period of time. The units used to report this consumption depend on the fuel being used, for example: L/month or kg/month for LP gas, m 3 /month for natural gas, L/h for gasoline and diesel, etc. (2) As per Article 26, item II of the Mexican Law for Sustainable Use of Energy Law Regulations, the standby energy consumption, if applicable, must be given in time units. (3) Thermal energy consumed -passively- by the equipment or appliance when plugged into the thermal supply circuit, even when it remains turned off from its main function. The units used to report this consumption depend on the fuel being used. 4. PRODUCT OR SERVICE YIELD FOR THE EQUIPMENT OR APPLIANCE PER CONSUMED THERMAL ENERGY UNIT If applicable (1) : 1) The product or service yield provided by the equipment or appliance, per energy unit consumed (2) : (1) As per Article 26, item III of the Mexican Law for Sustainable Use of Energy Law Regulations, the product or service yield provided by the equipment or appliance, if applicable, must be given in consumed energy unit. (2) The product or service yield per consumed energy unit. PROVISIONAL SOLE ARTICLE.- This catalog shall come into effect the next day after its publication in the Official Journal of the Federation.
