2 BACKGROUND Penang is one of the thirteen states of Malaysia and is situated in the northern part of the Peninsular Malaysia. Local Government is the third tier in the administrative structure of the Malaysian Government. In Penang, local government has been in existence since The City Council of Penang Island administers an area of approximately 292 sq. kilometers with a multi-racial population of about 741,000 (2010). The Municipal Council of Penang Island was established on 15 December 1976 under the Local Government Act, The Council is an organization that provides local government services on the island. The Council's activities and operation have direct bearing on the quality of life of the people.

5 ELECTRONIC WASTE THE MOST RAPIDLY GROWING WASTE PROBLEM IN THE WORLD AND IS A CONCERN BECAUSE IT IS HIGHLY HAZARDOUS AND POSES OCCUPATIONAL AND ENVIRONMENTAL HEALTH THREATS. Waste Electrical and Electronic Equipment (WEEE) - is the term used to describe old, endof-life or discarded appliances using electricity. It includes computers, consumer electronics, fridges etc which have been disposed of by their original users.

6 E-waste Impact On Environment And Human Health IF DISCARDED TOGETHER WITH OTHER HOUSEHOLD WASTES IT WILL BE A THREAT TO THE HEALTH AND ECOSYSTEM. IT WILL POLLUTE THE ENVIRONMENT, ESPECIALLY THE SURFACE AND UNDERGROUND WATER.

7 Concept Of The System Currently, the e-wastes are majorly dealt by the conventional recyclers. The e-wastes are going finally to the scrap dealers. 10 Our Responsibility To Ensure Proper Management Of E-waste. To Enhance The E-waste Collection System From Households And From Other Sources. To Encourage Recycling Programmes By Recognizing Their Contribution Towards This Noble Act.

12 1) Smart Private Partnership PC Recycling Programme by MBPP with PEEWOG, Sunshine Wholesale Mart S/B, IRM Industries S/B and Dell Inc The current programme was launched together with Dell Inc. on 7th May NGO S and corporate bodies such as Sunshine Wholesale Mart, IRM Industries and Penang Environment Working Group (PEEWOG) worked together with Penang Island City Council in making this programme a success. This noble project is our aim to preserve our nature and to sustain a healthy environment for the public and the future generation

14 Shopping vouchers only at 50 sen per kg when other collectors are paying more. Many Penangites are still unaware of this programme Need to establish more community based collection points e.g. RA, RT, JMCs Programme needs to be expanded to include other electrical & electronic household appliances e.g. TVs, video players, washing machines etc. Illegal collection centres doing crude recovery operations. Manufacturers of E&E equipment need to have a take/buy back policy. Cradle to grave responsibility. CHALLENGES

15 2) Schools Recycling Campaign Partnership with F&N (M) Sdn Bhd, Ministry of Education (JPN) and Tetra Pak Sdn Bhd The campaign required schools to collect items such as aluminum cans, plastic bottles, paper, e-waste materials and tetra pack cartons. Three Special Awards for highest accumulated aluminum, plastic, and e- waste items were also given out to the school, regardless of category. Special awards were also offered to all categories for the highest tetra pack material collected.

17 3) ewaste Collection Programme continues project after E-Waste Alam Alliance Penang In Malaysia, e-waste is collected and treated at DoE-licensed facilities to recover precious metals such as gold, silver, platinum, copper, aluminium and nickel. The facilities are also expected to handle hazardous heavy metals like cadmium, lead and mercury found in e- waste. This is to prevent them from polluting the environment and putting the people s health at risk.

18 History The e-waste collection system was developed in year 2012 in a JICA Project: The Project for Model Development for e- waste Collection, Segregation and Transportation from Households for Recycling" whose short name is E-Waste Alam Alliance Penang A Pilot Project was planned to test the developed e-waste collection system in the Project. The Pilot Project was initiated from June 2012 until Mac The project was then continued by Shan Poornam Sdn Bhd as the main MRF and has totally changed to a new design and partnership.

19 Continuous Project After the pilot project ended, Shan Poornam Metals as the authorised private-sector recycling infrastructure continues with the project through a partnership with Senheng Group starting from 11 th December PENANGITES can now hand over their household electronic waste (e-waste) at Senheng outlets in exchange for cash vouchers. Household e-waste includes electrical and electronic appliances such as TV, radio, refrigerator, washing machine, air-conditioner, printer, mobile phone, computer, e-toys and other products using a battery or electrical cord. These items will then be collected by Shan Poornam Metals Sdn Bhd that specialises in handling both hazardous and non-hazardous waste.

BULKY ITEMS (CATEGORY B) Conventional TV, LCD TV, LED TV, Plasma TV, Refrigerator, Side- By-Side Fridge, Freezer, Frontloading & Toploading Washing Machine, Small Appliances, Washer Dryer, Tumble Dryer and Air Conditioner.

23 Future Planning The new system should include any economic incentives attractive enough to change the discarders' behavior Enhance e-waste take-back programme that includes the proper collection, segregation and recycling e-waste system to allow public to engage in the waste management in a highly effective way, recovery and reducing the contaminants. Education and awareness programme
