Case studies two Swedish good examples on waste management Dec Municipal Waste Europe Note:&photos&and&pictures&in&the&slides& belong&to&the&municipalities&and&companies&presented and&can¬&be&used&without&permission
Sweden 9,4 million inhabitants km 2 Lund Linköping
City of Lund Local Recycling Regional Recovery Organised in a Lund Cleansing Department - Lunds Renhållningsverk a part of the municipality but managed as a business. The Cleansing Department collects all household waste in the municipality, covering more than inhabitants corresponding to households or different adresses tonnes of waste handled within the municipality in 2011 corresponding to 550 kg / person. Recycling and recovery is mainly done by the municipal waste management company Sysav, that Lund co-owns together with 13 other municipalities. Sysav treats waste from about households in the region. To get large-scale benifits from environmental and economical point of view, also waste from companies is treated. Totally (including industrial waste) tonnes of waste was handled in 2011, 98 % is recylcled as material or energy.
City of Lund Collection and Recycling Collection system with two bins that are divided in four compartments, where every compartment has a designated waste material: Bin 1: Household waste - Food waste - Colour Glass - Plastics Bin 2: Paper - Cardboard - Clear glass - Metals Emptying is done with 4-compartment vehicles that empty all four fractions in the bin in one single cycle. The vehicle has divided walls, thus making mixing of fractions impossible. With this solution a pure high quality fraction is collected: 91 % purity packaging and paper fractions and 98 % purity in foodwaste fraction All collection vehicles run on biogas, produced from foodwaste Bulky waste and electronical waste is collected at drop-off recycling centers
Tools for improved sorting in Lund National, regional and local environmental objectives and national means of control connected to them Communication with households as a tool: Sorting information, for example information flyers, calenders, instructions in waste collection spaces, etc. Motivating information for example appendix to invoice, co-operation with property owners, homepage, advertisments, blogg, study visits, school information, etc Pay-as-you-throw: Lower waste fee for the households that chooses the four compartment vessels Lower waste fee when smaller space for resudial waste
Sysav Recovery The recyclable materials are delivered to recycling companies, while the food waste and the residual waste is delivered to the co-owned company Sysav. The food waste is pre-treated and then digested in a reactor to produce biogas and bio fertilizer. The biogas produced replaces about 2 milj. liter of petrol yearly. The residual household waste is incinerated to produce hot water for district heating and electricity. Yearly, waste from the whole region generates : 1,4 TWh of heat (60 % of the district heating demand of the municipalities of Malmö and Burlöv). 250 GWh of electricity
Sites and plants in the Sysav region One pre-treatment plant for food waste in operation and a biogas reactor under construction One incineration plant with two heat water boilers and two steem boilers from Five waste site areas for pretreatment, sorting, storing, composting, transfer, etc, etc Two operative landfills at the sites One hazardous waste sorting and pretreatment plant 16 recycling centers for dropoff of bulky and electronical
Final recovery Lund Residual Packaging Metal Garden Hazardous Bulky oodwaste scrap and waste electronical and waste to production etc material paper to to energy secure compost to waste recycling material of recovery biogas handling to (Sysav) various (recycling and (Sysav) and recovery biofertilizer (recycling companies) (Sysav) companies) Kg/person*2011 Current*trend:*food*waste*collection* increasing,*residual*waste*collection* decreasing
City of Linköping The municipality inhabitants with households generating tonnes of waste yearly, corresponding to 463 kg/person in average. The municipality makes all formal decision on the waste management (fees etc) Practical operation organised in the full-own company Tekniska Verken, Waste and Recycle Division The company One owner (City of Linköping) but treats also waste from other municipalities in Sweden and Norway and companies on contract (at present from 17 other municipalities) Organsied as a multiutlility company dealing also with water and sewage treatment, district heating, etc in the city.
City of Linköping Collection and Recycling Weight based collection system Waste is collected in one bin with bags in two fractions: green bags with food waste optional bags for residual waste Standard collection vehichles used Automated vacuum systems introduced in areas covering about 6000 households (out of totally households) Optical sorting system With this solution a pure high quality food waste fraction is collected: % purity (average 94 %) All collection vehicles run on biogas. Packaging and paper collected at drop of recycling stations (un-manned) run by recycling companies Bulky waste and electronical waste in collected at drop-off recycling centers (manned) run by the municipality
Tools for improved sorting in Linköping National, regional and local environmental objectives and national means of control connected to them Communication with households as a tool: Sorting information, for example information flyers, calenders, instructions in waste collection spaces, etc. Motivating information for example appendix to invoice, co-operation with property owners, homepage, advertisments, blogg, site visits, school information on site, school-projects, demonstarions at various municipal events, etc. Pay-as-you-throw: Weight measurement and weight dependent waste fee
Treatment and Recovery Waste is either recycled, used as fuel or recovered in the biogas reactor: The food-waste is pre-treated and then digested in a reactor to produce biogas and bio fertilizer. 6% of all vehicle fuel in Linköping is biogas (produced from food waste and from sewage slugde) Waste to energy for district heating, cooling, electricity and industrial heat. Yearly, the plant produces: 988 GWh of heat and cooling (covering 56 % of the district heating demand of the municipality of Linköping)
Waste sites and plants in Linköping One pre-treatment plant for food waste and a biogas reactor One waste incineration plant One waste handling site One landfill Hazardous waste, intermediate storage, partial treatment Three recycling centers One optical sorting plant
Final recovery Linköping Waste Food Packaging Metal Garden Hazardous Bulky Wood Beds Electronical Non recycable scrap waste to energy and waste to material production waste energy paper recovery to secure to recovery recycling landfil material of handling biogas (from recycling and biofertilizer recycling stations) Hazardous waste to secure handling and recycling Kg/person*2011 Comment:*separate*food*waste*collection* started*in*larger*scale*during*2012
Economy Sorting and pay-as-youthrow systems allowing good qualities and a maximum resource recovery Efficient large scale recovery Co-ordination advantages (regional or multi-utility) A sound and suistainable economy in favour for the households: Lund, average per year: 88 Euro per person in house 77 Euro per person in appartement Linköping, average per year: 66 Euro per person Average'daily'fee''' '''' per'household( in'sweden
Conclusions Linköping and Lund Different Organisation and task allocation between municipality and municipal company Sortings systems Pay-as-you-throw systems But same good results, due to, in both municipalities: Resource recovery focus based on source separation systems Integrated systems with different treatment methods for different types of waste
