3 Editor s Note This month we celebrate the achievements of two extraordinary Eldoglen residents, both heroes in their own right; the beautiful and talented Janie Erasmus who was crowned Miss Deaf World 2016 during a glittering ceremony in Prague earlier this year and Philip Boardman (aged 67), who achieved a mind-boggling sporting hattrick by finishing the Marathon des Sables, the Sani2c MTB race as well as the Comrades Marathon in one year. Please also take heed of Jimmie s heart-felt pleas for water conservation. Water conservation at home is one of the easiest measures to put in place, and saving water should become part of everyday family practice. René (potties@iafrica.com) 3

4 Eldoglen Office WATER RESTRICTIONS - VERY IMPORTANT MESSAGE It is of the utmost importance that all residents adhere to the below-mentioned water restrictions. No watering / irrigating gardens with a hosepipe or sprinkler between 06h00 to 18h00; No use of hosepipes to clean driveways and paving; No washing of vehicles with hosepipes; and No filling of swimming pools at all. 6 The limitation for drawing water from the Vaal River System by urban and irrigation users are as follows: MEDIA STATEMENT FROM THE CITY OF TSHWANE ON WATER RESTRICTIONS 13 September 2016 The National Department of Water and Sanitation (DWS) published a notice in the Government Gazette, Notice 910 of 12 August 2016, stating that drawing water from the Integrated Vaal River System should be limited. 15% of curtailment on urban water use in the afore-mentioned areas; 20% of curtailment on irrigation water use in the aforementioned areas; and, The limitation applies from the date of this notice until further notice. This briefing is intended to inform the public and other stakeholders of the measures we are putting in place to conserve water and to manage increased demand through water restrictions, and to manage water shortage due to drought, heat waves and other seasonal changes. The City of Tshwane is therefore obliged to comply with the notice and reduce its water consumption by 15%. We receive 72% of our bulk water from Rand Water, but we also source 28% of our water from our own treatment plants and boreholes. Last year, at the height of the heat wave that gripped the country, we implemented water restrictions in terms of Clause 19 of the Water Supply By-Law, Notice 468 of 24 July

The restrictions specifically applied to the following: Watering/irrigating gardens with a hosepipe or sprinkler from 06h00 to 18h00; Washing of vehicles with hosepipes; and Filling of swimming pools The same above restrictions which were implemented last year will apply with immediate effect from today. The City of Tshwane s Water Supply By-Law states, inter alia, that: The Municipality may by public notice- (a) Prohibit or restrict the consumption of water in the whole or in part of its area of jurisdiction (i) In general or for specified purposes; (ii) During specified hours of the day or on specified days; and (iii) In a specified manner We urge all our consumers to join us in making efforts to reduce the water consumption. Should the consumers not adhere to the restrictions as imposed by the National Department of Water & Sanitation as well as Rand Water, then the situation will worsen and consumers will be without water for longer periods. Furthermore, if the situation does not improve, then the City will be forced to introduce the following stringent measures: Increased tariffs Increased policing Water shedding All consumers are urged to adhere to the restrictions and use water sparingly. Consumers are also encouraged to use water saving tips that are distributed through flyers and through the City s various communication platforms. The City of Tshwane appreciates your cooperation in this regard. Furthermore, the City apologises for the 7

8 OCCUPATION CERTIFICATES WHO NEEDS THEM? An Occupation Certificate is compulsory for every building before occupation, as required by the National Building Regulations and Building Standards Act (1977). This is to show that all requirements have been met and to safeguard the owner. 8

9 Occupation Certificates cont. The Occupational Certificate specifies the type of building freestanding, terraced, cluster complex, town house complex, apartment or commercial building. The Certificate is required before water and electricity deposits can be accepted for newly built properties. It is against the law to occupy a property without: 1) a full set of approved plans / planning permission from Council; and 2) an Occupation Certificate. An illegal / uninspected building is not insured, this could lead to substantial losses in the event of fire / flood etc. After a month s grace to submit building plans property owners can be fined up to R1000 a day for not complying with the Act. In order to get an Occupation Certificate from Council you will need: 1. Approved building plans from the Municipality, plus any documentation from Town Planning regarding rezoning, building line relaxation, consent etc., and if necessary, an approved Site Development Plan (SDP). 2. Completion Certificate from a registered structural / civil engineer this is for the foundations, concrete slabs, staircases, wooden / suspended floors, steel work, roofs, freestanding walls over 2.1m high, swimming pools and all structures built without prior planning permission. 3. Certificate (Roof Truss) your truss supplier / installer should provide you with certification, alternatively consult your engineer. 4. IOPSA Certificate of Compliance (Institute of Plumbing South Africa) this is required for all plumbing / drainage / sewerage work. It can only be issued by a registered plumber for more information visit 5. Glazing Certificate your glazier will supply you with Certification. 6. Electrical Certificate of Compliance this can only be issued by a registered Electrician. 7. Fire Certificate this is required for all public buildings and buildings using flammable materials e.g. wood or thatch roofs. 9

In my geestesoog sien ek hom op sy skip waar hy in hierdie woestyn van ondrinkbare soutwater staan, sonder enige water om te drink en met die vrees dat hy van dors gaan sterf. Is dit nie waar ons tans is in Suid- Afrika en in Eldoglen nie? Ons is gestrand in ʼn droogte wat ons nie ken nie, hitte wat ons nie in dekades beleef het nie en damme wat beslis half leeg eerder as half vol is. Ons sien foto s en televisiebeelde van vee wat vrek van die honger en dors omdat daar nie voldoende gras en water is om hulle te voed nie. Ons hoor van dorpe waar drinkwater letterlik opgedroog het, waar boorgate nie meer eers ʼn druppel modder lewer nie wat nog van water vir mens of dier om te drink. Steeds mors ons nog water in Eldoglen op groot skaal. Ek praat nie van die natmaak van tuine nie, maar ek verwys tog na mense wat hulle besproeiing vir ʼn uur laat loop, waar 15 minute voldoende sou wees. Motors word gewas met tuinslange wat vol oop gedraai word en in die pad lê en spuit met die water wat in die stormwaterdrein afloop. Inritte en sypaadjies moet skoongehou word, maar is dit nodig om ʼn tuinslang te gebruik om die stof en blare mee weg te spoel, eerder as om ʼn besem te gebruik? Eldoglen inwoners moet help om water te bespaar. Het jy geweet dat jy ʼn tenk mag installeer om reënwater vanaf jou dak op te vang? Soos dit deesdae baie gesê word, is dit onderhewig aan bepalings en voorwaardes om ʼn tenk te installeer, maar elke tenk wat reg ingesit word, kan baie water, wat tans in die spreekwoordelike see vloei, bespaar. Reënwater is uitstekend vir gebruik in tuine en dit kan ʼn aansienlike besparing in jou munisipale rekening bewerkstellig. Die besparing van water by jou huis is slegs die oortjies van die seekoei, wat tans duidelik sigbaar is vanweë die tekort aan water, om die groter spektrum van waterbesparing tot voordeel van die hele land te betree. Die aanvaarding van ʼn groener leefwyse is wat moet gebeur. Die gebruik van volhoubare energiebronne kan ook besparings bewerkstellig in die gebruik van water, steenkool, skoon lug en dit kan talle ander voordele vir ʼn beter en veiliger leefwyse teweegbring. Sonkragtoestelle mag in Eldoglen geïnstalleer word onderworpe aan sekere reëls, wat by die Eldoglen kantoor bekom kan word. Selfs alternatiewe boumetodes en materiale mag gebruik word om die doelwit van bewaring van natuurlike hulpbronne, wat skaars is in hierdie land, te bereik. Ons eindig by die welbekende liedjie uit The Sound of Music wat sê Let s start at the very beginning, a very good place to start. BESPAAR ASSEBLIEF WATER 11

12 Shed a on it Water, Water everywhere and not a drop to drink. This is what the Ancient Mariner said in English poet Samuel Taylor Coleridge s famous poem many years ago. I can see him standing on his ship, no fresh water left, looking at this desert of undrinkable salt water, fearing that he will die of thirst. Is this not where we are in South Africa and in Eldoglen at present? We are stranded in a drought unbeknown to all of us, heat which we have not experienced in decades and dams which are rather half empty than half full. We see photos and television images of cattle dying of hunger and thirst due to there not being sufficient grass and water to sustain them. We hear of towns where the potable drinking water has literally dried up, where boreholes do not produce a drop of mud, let alone any water for man or beast to drink. Still, we keep on wasting water at a large scale in Eldoglen. I am not talking about the irrigation of gardens, but I am talking about letting your irrigation run for an hour when 15 minutes would be sufficient for your garden to still be beautiful. Cars are washed with hose pipes turned open to the full and lying in the road, letting the water run down the storm water drain. Surely a car can be washed with a bucket of water. Driveways and sidewalks must be kept clean, but is it necessary to use a hosepipe to wash dust and leaves away, instead of using a broom? All Eldoglen residents must help to save water. Did you know that you may install a tank to harvest rain water from your roof? As is popular to say these days, terms and conditions apply for the installation of a tank, but every tank that is installed correctly can save a lot of water which now runs into the proverbial sea. Rain water is excellent for use in gardens and can bring about a substantial saving in the amount you pay monthly for water to the municipality. The saving of water at your home is only the first step in joining the wider spectrum of saving lots of water for the whole country. Adopting a green lifestyle is the way to go. The use of sustainable sources of energy, can also save water, coal, clean air and create a number of other benefits for a better and safer lifestyle. Again, solar energy systems may be installed in Eldoglen, subject to specific rules, which are obtainable at the Eldoglen office. Alternative building methods and materials may also be utilised to achieve the ultimate goal of saving the natural resources which are scarce in this country. 13 THE PORTAL The portal is an essential tool for you and for the Estate Management in that it will keep contact details up to date quite apart from being a communication tool. The tool is both private and public in that you will be able to continually update your contact details. Moreover, we will be able to communicate generally using the portal rather than and this letter can be sent out to all the right people not just a select few! Before you throw your arms in the air with the thought of yet more user names and passwords, it is simple to use and a very worthwhile tool.. 13

14 Congratulations to our beautiful and talented Eldoglen resident, Janie Erasmus who was crowned Miss Deaf World 2016 at a ceremony in Prague, Czech Republic, in July. The Miss and Mister Deaf World 2016 contest is held annually and aims to integrate hearing impaired young people into society. This year the contest attracted 75 deaf contestants from around the world. Janie says winning was no mean feat, and a lot of ELDOGLEN NEWS ELDOGLEN S & SOUTH AFRICA S JANIE ERASMUS WINS MISS DEAF WORLD 2016 preparation went into competing. I worked hard at modelling classes, dancing classes as well as exercise in preparation for the pageant. Also, with so many South Africans supporting me, I knew I had to make them proud by bringing home the crown. Since winning the title, Janie has been enjoying the responsibility of building a bridge between the deaf and hearing communities. Winning this pageant gave me a platform to make myself heard and to make our country proud. During her reign as Miss Deaf World, Janie will complete projects she started during her term as Miss Deaf South Africa, which include promoting cochlear implants for deaf children, as well as several other charity drives relating to poor and elderly people. I will also start new projects that will further my goal to build bridges between hearing and deaf people. I also want to create awareness about the deaf and inspire people worldwide by telling my story. What a breathtaking achievement, Janie- Eldoglen is super proud of you. 14

15 Personally I have reached the highest point in my sporting career this year - I would like to call it my Sporting Hat Trick - competing in and finishing the Marathon des Sables (also known as The Toughest Race on Earth), the 3 day 267km Sani2c MTB race as well as the Comrades Marathon Airport welcoming: Granddad - You re a champion who has tamed the desert! Proud of you! Love, Grandma, your 3 daughters & all of your grandchildren The Sahare Desert has real mountains and real sandstorms! PHILIP BOARDMAN, SPORTSMAN EXTRAORDINAIRE Philip Boardman must surely be one of Eldoglen s most inspirational residents. He achieved a mind-boggling sporting hat-trick in 2016, by finishing the Marathon des Sables, the Sani2c MTB race as well as the Comrades Marathon in one year - which is no small feat.here is the story of his awe-inspiring adventures in his own words: Three well-deserved Medals Marathon des Sables (Marathon of the Sands) From 10 to 16 April 2016 I completed the MdS for the second time. Marathon des Sables, Marathon of the Sands, in Southern Morocco was the longest in its 31 year history as well as a new higher level of difficulty as the organisers want the MdS to stay known as The Toughest Race On Earth. Also we had strong sand storms most days, either during the day or during the night with temperatures reaching 40 C and humidity as low as 5%. The low humidity and relatively high temperatures, forced you to be more vigilant in fluid consumption and calorie intake. At no time however was I thirsty or hungry which comes from careful preparation. The MdS is a self- sufficiency race. You have to start off with everything you need for 7 days in your backpack - food, clothes, sleeping material, pots, etc - you only receive water, and not much of that, no washing of yourself or your one set of clothes. Wet-wipes have to do the most serious maintenance - they weigh a lot, so very limited. For cooking you have to carry your own fuel tablets - a gas stove is out of the question because of weight. 15

16 SANI2C MTB RACE The Sahare Desert has real mountains and real sandstorms! Before going down the Umkomaas Valley -very high, very scary. Then on 16th May I completed the fairly gruelling (for me) 3 day 267km Sani2c MTB race from Sani Pass to Scottburg South Coast of KwaZulu Natal. Although many sections were very scary for me with only 18 months of MTB king in my life, I did enjoy the challenge, the beautiful scenery and the wonderful fellow riders and amazing organisers. Thank you to Bert van den Raad for inviting me to be his partner. A position in this race is very sought after. 16

17 Finishing Line! COMRADES days later we lined up for the 91st Comrades of 89,3km. As I was concerned about my body s condition after the 2 earlier events I made a conscious decision to start off very slowly on my 12th Comrades. As time - and distance! - went by I felt good enough to put on a bit of speed to eventually finish in 10:48, a 1:00:15 faster second half than first half. This time created a bit of useless record as being the biggest negative split of all runners by 3 minutes. Overall I enjoyed the race very much as it was the first for me to be in control - mostly it ends in a survival mode towards the end. A bit of history: I started my first Comrades in 1974 but did not complete, then ran a couple with the last one in 1986 in a time of 7:27, giving me a silver medal, then did no running at all for 24 years and did my next Comrades in 2010 in a time of 11:48. The Comrades - The Ultimate Human Race - is the most incredible event I know of!! The perseverance, passion and Vasbyt of the runners is appreciated by people from all walks of life and from all corners of the earth. The organisers and the roadside crowds are super unique!! For me at 67 years of age these adventures were exciting but humbling and I thank God for giving me the opportunity. For poor Rentia to be stuck with a husband always training and using a lot of the household money - Thank you Rentia! My children and grandchildren that followed me continuously for 7 days in the desert (we were issued with a satellite tracking device that gave your position every 10 minutes) - thank you! And also to friends and family - especially Genis Pieters that kept everybody updated (the 84km on day 4 of MdS took me 21 hours - so it was an all night vigil for some as I crossed the finish line just minutes before sunup) Lastly - I am now often asked what now? Unfortunately I do not know -yet! Eldoglen salutes your courage, spirit and great sportsmanship, Philip. May you stay forever young. 17

19 Spring Salad Recipe from: Caro de Waal Preparation time: 15 mins Cooking time: 3 mins INGREDIENTS Feta cheese Avocado Baby tomatoes Beetroot sprouts For the caramelised almonds: Slivered/flaked almonds 150g butter 2 Tbs castor sugar METHOD Chop up salad ingredients. Assemble salad, excluding the almonds. Caramelised almonds: Put butter in a small frying pan, let it melt, add castor sugar and then the slivered almonds/flaked almonds. Stir constantly and remove onto some greaseproof paper when the almonds are golden. Let it cool. Break it up over your salad. A fresh salad with gorgeous crunchy nuts. Serve with warm crusty bread. 19

21 Water conservation in the yard and garden... Plant drought-resistant lawns, shrubs and plants If you are planting a new lawn, or overseeding an existing lawn, use drought-resistant grasses. Many beautiful shrubs and plants thrive with far less watering than other species. Replace herbaceous perennial borders with native plants. Native plants will use less water and be more resistant to local plant diseases. Group plants according to their watering needs. Put a layer of mulch around trees and plants line of each plant to form a slight depression which will prevent or minimize water runoff. Don t water the gutter Position your sprinklers so water lands on the lawn or garden, not on paved areas. Also, avoid watering on windy days. Water your lawn only when it needs it A good way to see if your lawn needs watering is to step on the grass. If it springs back up when you move, it doesn t need water. If it stays flat, the lawn is ready for watering. Letting the grass grow taller will also promote water retention in the soil. Deep-soak your lawn When watering the lawn, do it long enough for the moisture to soak down to the roots where it will do the most good. A light sprinkling can evaporate quickly and tends to encourage shallow root systems. Put an empty tuna can on your lawn - when it s full, you ve watered about the right amount. Mulch will slow evaporation of moisture while discouraging weed growth. Adding organic material such as compost or bark mulch will increase the ability of the soil to retain moisture. Press the mulch down around the drip 21

22 Water during the early parts of the day; avoid watering when it s windy Early morning is generally better than dusk since it helps prevent the growth of fungus. Early watering, and late watering, also reduce water loss to evaporation. Watering early in the day is also the best defence against slugs and other garden pests. Try not to water when it s windy - wind can blow sprinklers off target and speed evaporation. Add organic matter and use efficient watering systems for shrubs, flower beds and lawns Adding organic material to your soil will help increase its absorption and water retention. Areas which are already planted can be top dressed with compost or organic matter. You can greatly reduce the amount of water used for shrubs, beds and lawns by: - installing a rain barrel water catchment system - installing a simple drip-irrigation system Don t run the hose while washing your car Clean the car using a pail of soapy water. Use the hose only for rinsing - this simple practice can save an astonishing amount of water when washing a car. Use a spray nozzle when rinsing for more efficient use of water. Check for leaks in pipes, hoses, faucets and couplings Leaks outside the house may not seem as bad since they re not as visible. But they can be just as wasteful as leaks indoors. Check frequently to keep them drip-free. Use hose washers at spigots and hose connections to eliminate leaks. Use a broom, not a hose, to clean driveways and sidewalks 22

23 WISHING WELL My well is dry at present. What little wishing water is still in the well, is quickly being evaporated by the hot sun. The underground stream that usually feeds my well, is just a trickle now. So I am chucking down a dime and I barely hear the small splash. I therefore have a BIG wish this month. I WISH THAT ONE AND ALL IN ELDOGLEN WILL PRAY THAT GOOD RAIN WILL FALL SOON HERE AND ALL ACROSS SOUTH AFRICA WHERE THE DROUGHT IS SO DEVASTATING. 23
