3 The information in this guidebook has been designed to help greenhouse operators retrofit their lift carts with guardrail systems. It does not replace or supersede any occupational health and safety regulation or requirement nor is it a legal document to be used for law enforcement. Should you have any specific questions, you should consult a representative from the Farm and Ranch Safety and Health ssociation (FRSH), Tel: (604) or Toll Free: Introduction This guide was developed to assist and encourage greenhouse operators to implement guardrail systems onto the work platforms of lift carts used in their greenhouse operations. There is extensive usage of lift carts (Figure ) in the British Columbia greenhouse industry. Greenhouse workers use lift carts to perform a variety of functions during the growing, harvesting, and post-harvesting phases. Many of these functions are performed at working heights ranging from 6 feet to 2 feet. Falls from these heights can, and usually do, result in serious injury. properly configured guardrail system incorporated onto the work platform of a lift cart can be an effective fall protection solution for falls from lift carts. 4 2. Occupational Health and Safety Requirements Many workers in industry are killed or suffer serious injuries as a result of falls when working at heights. Falls from heights are often easily preventable and, in many instances, happen due to a lack of planning, training, or use of proper equipment. If it is determined fall protection is required, a fall protection program needs to be established. The program should focus on training workers and selecting, inspecting, and using fall protection equipment. The British Columbia Occupational Health and Safety (OH & S) Fall Protection Regulation (Regulation Part ) requires appropriate fall protection for workers if they are at risk of falling 3 m (0 ft) or more or where a fall from less than 3 m (0 ft) involves an unusual risk of injury. In addition, the General Conditions Regulation (Regulation Part 4) requires guardrails installed if a moving work platform is 22 cm (4 ft) or more above the adjacent floor or grade level. The injury statistics from the greenhouse industry have shown a high frequency of serious injury due to falls from heights. Given greenhouse growing practices for crops such as tomatoes, peppers, and cucumbers, workers are required to work at heights during growing, harvest, and post-harvest operations. The requirement to work at heights and the associated fall hazard indicate the need for a fall protection program in greenhouse operation. Greenhouse growers should consider the following fall protection recommendations when establishing a fall protection program or assessing their existing program:. practical and effective fall protection device for a lift cart is a guardrail system. guardrail on the work platform of the lift cart (Figure 2) will remove the risk of falling by putting a physical barrier between the worker and the edge of the platform. 2. If a full guardrail system on the lift cart platform is not practicable, then a fall restraint system that prevents a worker from getting too close to the edge of the work platform must be used. 3. If guardrails or a fall restraint system are not practicable, then a fall arrest system must be used. Fall arrest systems stop workers from hitting the surface below once they have fallen. full-body harness attached by lifelines to secure anchors is an example of a fall arrest system. Regardless of the fall protection system selected, greenhouse growers must ensure workers are trained and that they properly utilize the equipment. 2

6 3. Lift Cart Guardrails Lift carts used in the British Columbia greenhouse industry typically have only partial guardrail systems (Figure 3) mounted to the work platform or no guardrail system at all (Figure 4). Figure 3. Partial Guardrail System. 4

Since the vast majority of lift carts being used have been manufactured and imported from Europe, the local safety standards and regulations for fall prevention may not be met by the cart as supplied from the manufacturer. It then becomes the responsibility of the greenhouse operator to make the necessary additions/modifications to the lift cart to ensure it meets the applicable regulations and standards. For greenhouse operations that require the lift cart work platform to be operated at elevated heights, it is highly recommended that a full guardrail system be added to the work platform. This system provides a protective barrier around all sides of the platform. For operations at low heights, an alternative to the full guardrail system is the partial guardrail system. However, this system does not provide a protective barrier around all sides of the platform and will not satisfy the applicable British Columbia OH & S fall protection regulations. Full (Figure 5) and partial (Figure 6) guardrail designs that greenhouse growers can use to retrofit existing lift carts are provided as part of this guide. Fabrication drawings are provided in ppendix II. Features associated with these guardrail designs include: Designs approved by a professional engineer. 8 Figure 5. Retrofit Full Guardrail System. Figure 6. Retrofit Partial Guardrail System. Given the variety of lift cart models being used in the greenhouse industry, it will be necessary to fabricate the guardrail to accommodate the actual dimensions and 6
9 features of the cart s work platform. measurement guide is provided in ppendix II for establishing the important dimensions required for fabricating and ensuring proper fit-up of the guardrail system. The full guardrail system can be fabricated with common metal fabrication equipment and processes. The cost of raw materials for fabricating this guardrail system will be in the $75 to $90 range. Fabrication labour costs and any finishing/painting costs will have to be added to determine final cost. Depending on these costs, final cost for the guardrail system may be in the $200 to $250 range. Mounting of the guardrail system to the picking platform will require drilling of holes in the work platform. The correct size mounting hardware, as specified in ppendix II, is required to safely secure the guardrail to the work platform. 7
10 4. Guardrail Options from Lift Cart Manufacturers Manufacturers of lift carts offer guardrail systems for the various models of carts they manufacture (Figure 6). In the majority of cases, manufacturers can also supply custom guardrail options to meet any special requirements that a customer may have. Since the majority of lift carts used in the greenhouse industry are purchased from Europe, sourcing a guardrail system for an existing lift cart directly from the manufacturer may not be cost-effective due to the likelihood of high transport costs. However, when purchasing new lift carts, it is recommended that the cart be configured with a guardrail system meeting the greenhouse operational requirements and the requirements of applicable OH & S regulations. ppendix III provides a list of manufacturers whose lift carts are used in the British Columbia greenhouse industry. Local Fabrication Options The guardrail system described in Section 3 was designed to be an effective fall prevention device that can be easily manufactured using common materials and fabrication processes. It can be easily attached to a lift cart that lacks any guardrail system, or it can replace a partial guardrail system that is not adequate for the operational heights. This fabricated guardrail system can also be an alternative to pursuing a system from the lift cart manufacturer, which will likely be costlier. If a greenhouse does not have the capability to fabricate in-house, a search for metal fabricators in the local telephone directory will provide a listing of local fabricators that could be contacted for quoting on fabrication of the guardrail system. There are a number of fabrication shops in the Lower Mainland and Fraser Valley regions who have experience fabricating guardrail systems. See ppendix IV for a sample list of companies that provide fabrication services. 9

Other Equipment & Operating Practice Considerations In addition to a guardrail system mounted to the work platform of the lift cart, there are several other important equipment requirements and operating practices that need to be considered for ensuring fall protection from lift carts. For example, guardrails will prevent falls from the lift cart work platform, but level and stable hot water pipe rails are required to prevent the lift cart from tipping over. dministrative controls, such as documented operator training and lift cart maintenance programs, are also important components for a complete fall protection program. ppendix V contains lift cart safety guidelines and sample checklists that greenhouse growers can incorporate into their existing fall protection program, or use as an aid for developing their own lift cart fall protection program. 6. Hot Water Pipe Rails and Supports The hot water pipe rails and support stands are critical components for ensuring safe operation of the lift cart. The two pipe rails between each crop row must be kept level with respect to one another to eliminate any side-to-side tilting of the cart. If the lift cart work platform is in an elevated position, the potential of the cart completely rolling/tipping off the pipe rails greatly increases if any side-to-side tilting of the cart occurs. The most important factor in maintaining level pipe rails is the pipe rail support stand. planned periodic maintenance program should be in place to check the following: Condition of Support Stand: ny broken, bent, corroded, or otherwise compromised support stands must be replaced or repaired. Broken straps on strap-type support stands should be repaired to ensure the support stand remains secured to the pipe. Spacing of Support Stand: Support stands will shift and move along the pipe rails over time due to repeated lift cart travel over the stands. This can result in the support stands shifting to a position that is not level and/or pipe rail sag due to increased distance between support stands. Both these conditions can result in the pipes being out of level with respect to one another. The spacing between pipe support stands should be checked to ensure even spacing along the length of the pipe rails. Typical maximum recommended spacing interval to ensure adequate pipe rail support is 2.5 m (8 ft) but may vary with individual systems. Levelling of Support Stands/Pipe Rails: Uniform support and levelling of the pipe rails is critical to the stability of the picking cart. The base material/ground under the support stand must be level. lternatively, a method for shimming the support 0
13 stands, such that the pipe rails are level, should be utilized (Figure 7). Figure 7. Shimming of Support Stands. 6.2 Operator Training Training employees on the safe operation of lift carts and making them aware of the inherent hazards associated with their use is critical to ensure the safety of employees using the carts. Greenhouse operators should have in place a thorough lift cart operator training program that includes: Documented training procedures on the safe operation and use of the lift cart. Comprehensive training on the cart operating controls. review and understanding of the cart owner s manual. Daily inspection procedures to ensure safe and proper operation of the cart. Training workers on lift cart operation should also take into consideration whether they are comfortable working at heights. Workers should also be advised during training that illness, medications, and illegal substances (drugs, alcohol, etc.) may impair their judgement when working at heights and create a fall hazard. Training should also include any other OH & S requirements applicable to the work tasks that will be performed and the equipment that will be used.

16 7. Conclusion The lack of fall protection on lift cart work platforms is recognized as a primary reason for high injury rates among workers in the vegetable greenhouse industry. The information contained in this guide provides greenhouse employers and employees the working tools to safeguard lift carts against fall-related injuries. Utilizing the engineered drawings included in the guide for fabrication and installation of guardrails will provide a practical and effective fall protection device for a lift cart. It has been argued that guard rails result in decreased worker productivity, contribute to lift cart tip-overs due to workers leaning on the guardrails and extending beyond their reach, or result in contact stress on worker s abdomens from leaning against the guardrail. However, these negative perceptions can be countered by actual feedback from greenhouse operations that have successfully implemented the use of guardrails on lift carts. Through proper worker training and modification to accepted best practice, these greenhouse operations have realized a significant reduction in fall-related injuries with no decrease in worker productivity. rguably, there may be equipment and growing system features associated with the greenhouse operation that will hinder the implementation of guardrails on lift carts, but the majority of greenhouse operations will realize the safety benefit that guardrails provide. In addition to installation of guardrails (or another type of fall protection system), implementation of administrative controls is highly recommended for a complete fall protection program. These controls can include, for example, policies and procedures on training and safe operation of lift carts, a safety orientation checklist, and a lift cart inspection checklist. By implementing a fall protection system and the necessary administrative controls, greenhouse growers will have shown due diligence in providing a fall protection program for employees that satisfies the requirements of applicable British Columbia OH & S fall protection regulations. Place guardrail assembly on work platform of lift cart so that it is located as far forward as possible and butted up against the support post for the cart operating control module. NOTE: If constructed according to the supplied drawings, the guardrail does not cover the entire length of the cart work platform. This provides an unobstructed area at the end of the work platform for the operator to access when stepping up and onto the platform. 2. Using the holes drilled in the base structure of the guardrail as a template, mark the hole locations for drilling mount holes in the work platform. It is recommended that 3 mount holes be drilled along each side of the work platform, and 2 mount holes across the front so that mount fasteners can be placed at the ends and center point along both sides and front of the guardrail base structure (8 mount holes total). Remove or re position the guardrail to allow access for drilling the mount holes. 3. Prior to drilling holes at these marked locations, verify that the drilled hole will pass through the work platform frame structure in an acceptable location. The holes should be located so that the mount fastener will provide secure mounting to the work platform, and no interference will occur between the mount fastener and any other component of the cart. If the specified hole locations are not acceptable due to structural or interference reasons, try
38 utilize another mount hole location(s) that is provided in the guardrail base structure as a substitute. 4. Drill 3/8 diameter holes (quantity = 8) at the marked locations. 5. Re position the guardrail so that the mount holes in the base structure align with the holes drilled in the work platform. 6. Secure the guardrail to the work platform using a 5/6 diameter bolt, 5/6 flat washers, and a 5/6 lock nut at each of the 8 mount hole locations. The bolt and lock nut can be coarse thread (UNC), Grade 5 specification. NOTE: The length of the bolt will be determined by the work platform structure which the mount hole is drilled through. The minimum bolt length required should result in at least 2 3 threads extending out past the top of the locknut. 7. In addition to the required base mounting locations, the guardrail can also be fastened to the operating controls mount post, if the lift cart configuration allows. This will require drilling two 3/8 diameter holes in the mid rail at the front of the guardrail one hole on each side of the mount post. mounting strap/plate/angle with corresponding holes can then be fastened to the opposite side of the mount post using 5/6 fasteners. 8. Tighten all mounting fasteners. If a torque wrench is available, torque the fasteners to 7 ft lb. 9. Verify operation of the guardrail gate, ensuring the lower gate rail clears then engages the gate stop. Installation of Partial Guardrail The above instructions can be used as a guide for installation of the partial guardrail system. Some procedures and components (i.e. fastener lengths) will differ due to the configuration of the partial guardrail.
