Development Permit No for Lot 1, District Lot 368, Range 5, Coast District, Plan 3034 [4342 Lakelse Avenue] RECOMMENDATION: It is recommended that Development Permit No be issued to Grassy Creek Logging Ltd. for the property legally described as Lot 1, District Lot 368, Range 5, Coast District, Plan 3034 (4342 Lakelse Avenue) to permit the development of a Campground with 14 Recreational Vehicle sites. BACKGROUND: On June 24, 2013 Don Kirkby, owner of Grassy Creek Logging Ltd., submitted an application for a development permit for 4342 Lakelse A venue to construct a Campground with 14 Recreational Vehicle sites and the reuse of the existing building for laundry, storage & washroom facilities. The proposal meets the intent of the Official Community Plan (OCP) and Zoning Bylaw; and the applicant has submitted all items required by staff for the processing of the permit. The property is designated Highway Commercial in the OCP and is currently zoned C3 - Service Commercial as per Zoning Bylaw and is appropriate for this use. Mr. Kirkby recently purchased the former "Dog n' Suds" property and building with the intent to redevelop this commercial property as a small Campgroun dlrv park. The park will include 14 fully serviced RV sites with water, sanitary sewer and power. The property is largely paved and minimal clearing and placement of crush material is required to develop the sites across the rear of the property. The existing building will be renovated to provide washroom's with showers, storage space and laundry facilities for guests. A landscape buffer will be required with concrete curb perimeter and will define the two access points to the park along the Lakelse Avenue frontage. A hedge row will be planted for privacy on either side of the entrances with a central landscape bed consisting of a mix of shrubs and feature rocks.

DP Development Services Component of the Committee of the Whole Report This redevelopment and reuse of a vacant property and building will complement the adjacent restaurant and pub businesses on Lakelse A venue as well as the Chances Gaming Centre and will offer visitors and vacationers another option for RV accommodation. The RV Park will likely be used in conjunction with ball tournaments at Riverside Park and bonspiels held annually at the nearby Terrace Curling Club facility. Mr. Kirkby thinks there may also be demand for longer term RV stays related to the LNG pipeline proposals and other major industrial development in the region. Approved for Submission to Council
3 CITY OF TERRACE DEVELOPMENT PERMIT NO Issued to: Grassy Creek Logging Ltd. (Owner as defined in the Local Government Act, hereinafter referred to as the Permittee) Address: 4940 Johnston Road, Terrace, BC V8G OB3 1. This Development Permit applies to those lands within the City of Terrace described as: Lot 1, District Lot 368, Range 5, Coast District, Plan 3034 [4342 LakelseAvenueJ for the following development: (THE LAND) Campground providing fourteen (14) recreational vehicle sites and a service building with bathrooms, laundry and storage facilities. 2. This Development Permit is issued subject to compliance with all of the Bylaws of the City of Terrace applicable thereto with the following exception(s): a) Vary Section 5.08 of Bylaw No to reduce the required buffer area to adjacent parcels from 3 metres to 1 metre. 3. TERMS & CONDITIONS: Subject to Section 920 of the Local Government Act the Land described herein shal! be developed in accordance with the development permit guidelines contained in the Official Community Plan, the attached Schedule (~" and the. following: a) The 2.5 metre wide landscape buffer along the Lakelse Avenue frontage shal! consist of hedge plantings at either side of the accesses and a central landscape bed planted with a mix of shrubs and feature rocks. A minimum of 20 shrubs (#2 pot size) and 3 feature rocks shal! be placed in mulched beds. b) AI! landscaped buffers along the Lakelse Avenue frontage shall be contained by 15cm (6'') concrete barrier curbing.

(4342 Lakelse Avenue) Development Permit No c) The RV Campground shall be serviced with water, sanitary and power at each of the fourteen RV sites and adequate lighting shall be provided to illuminate the access and circulation spaces within the campground. 4. As per Section 925(1) (2) of the Local Government Act the City of Terrace reserves the right to take letters of credit or security deposits for landscaping, for completion of unfinished landscaping requirements, for carrying out any construction required to correct an unsafe condition, or for repairing damage to the natural environment that has resulted as a consequence of a contravention of a condition in a development permit. 5. As a condition of the issuance of this permit, the City requires that the applicant for the permit provide a security deposit in the amount of $6, to guarantee the performance of the terms of the permit. 6. This permit shall lapse if the permittee does not substantially commence the construction of the development permitted by this permit within twelve (12) months of the date of this permit, and complete construction within two (2) years. 7. Terms of this permit or any amendment to it, are binding on all persons who acquire an interest in the land affected by this permit. 8. This permit is not a building permit. 9.
