Controlling Urban Stormwater at the University of Wisconsin - Madison Gary A. Brown, FASLA Director, Campus Planning & Landscape Architecture UW Facilities Planning & Management

UW-Madison Stormwater Management Overview Stormwater Management Policy & Requirements Current Stormwater Best Management Practices (BMP s( BMP s) BMP s in Design BMP s in Planning 2008 Strand Stormwater Report & Recommendations

UW-Madison Stormwater Management In October 2003,, the UW-Madison Campus Planning Committee recommended that the University of Wisconsin-Madison commit to a policy that ensures that the amount of runoff from newly developed and redeveloped areas be no greater than the amount (of runoff) that occurred under native conditions. Leads to a long-term reduction in the University s impacts on the Yahara Lakes University provides strong leadership in the community on stormwater planning Results are sometimes difficult to achieve in our increasingly urban u campus setting Funded through the construction costs associated with building projectsp

UW-Madison Stormwater Management Joint Municipal Stormwater Permit (WPDES Permit No. WI (WPDES Permit No. WI-SO ) 1 of 19 surrounding municipalities regulated under the permit Permit will be renewed in March 2009 Requires comprehensive stormwater management program at UW - Madison DNR requirement a reduction in total suspended solids by 40% by To help develop a comprehensive plan, Strand Engineering studied: all watersheds & their boundaries on campus & in the Arboretum reviewed all stormwater facilities existing on campus soil types across campus & infiltration capabilities defined land uses for runoff analysis SLAMM analysis looking at runoff coefficients & pervious vs. impervious areas (ie.. stormwater quality modeling) reviewed current projects in design & development for stormwater mgmt options Provided recommendations to meet the 40% TSS reductions Final report delivered; starting to budget for implementation

Completed Stormwater BMP s Lot 76 Parking Ramp Rain Garden Cogen Bioswales & Infiltration System Lot 34 Pervious Asphalt & Detention Basin Lot 92 Pervious Concrete Trial Green Roof at University Square Stormwater diversion at IRC & Children s Hospital

Stormwater BMP s In Design Green Roofs at Education Building & redevelopment of Lot 10 (covered lot Cisterns at Wisconsin Institutes for Discovery Cisterns at Wisconsin Institutes for Medical Research Green Roof and stormwater collection at New South Campus Union Green Roof at School of Human Ecology

Stormwater BMP s In Planning Eagle Heights Infiltration Gardens University Bay Drive wet pond (area of old tennis courts, north of Class of 1918 marsh) Lot 60 (old impound lot) wet pond

Lot 76 Parking Ramp Rain Garden ~7500 SF site Accepts roof water from parking ramp Sand & oil separator filters water before entry Native plantings provide local habitat

CoGen Bioswales ~2.5 acre site; series of 4 connected bioswales Accepts roof water from CoGen Plant Water cools & evaporates as it makes it way to an underground infiltration bed Native plantings provide local habitat

Lot 34 Porous Asphalt Standard Asphalt Porous Asphalt

Lot 34 Detention Basin ~ 7900 SF area Accepts runoff from parking lot Settling pond / detention basin & bioswale Slows water flowing overland toward the lake Native plantings provide local habitat Monitoring flows, water temperature differentials and parking lot surface temperatures

Lot 92 Porous Concrete Trial

University Square Green Roof ~ 0.62 acre site (27,000 SF) on 3 rd floor roof deck Extensive green roof tray system (Greengrid( Greengrid) - 4 deep Some deeper trays with grasses & forbes in center (8 deep trays) w/ planters around edge of patios Reduces roof water run off and provides aesthetic views for users in adjoining towers

Education Building Addition & Renovation Three different green roof systems Intensive green roof with tree, shrub groundcover plantings Extensive system planted over parking garage Extensive system with LiveRoof LiveRoof trays on 3 rd floor deck Reduces overall stormwater runoff from former parking lot and reduces runoff from new roof surfaces Parking lot is now all under the plaza & green roof

UW-Madison Stormwater Management 2008 Strand Report recommends these other projects to meet our TSS T removal requirements by 2013 (in no order): Purchase of vacuum sweeper to do additional street sweeping & vacuuming Porous pavement on Library Mall (future) Bioretention in or near Lot 11 near Bascom Hall (under review) Bioretention in or near Lot 43 Removal of impervious areas around WARF building (future) Eagle Heights Wet Pond #1 (north side) Eagle Heights Wet Pond #2 (east side) Eagle Heights Wet Pond #3 (University Bay Drive) Lot 60 overflow lot (north end) Wet Pond
