2 The purpose of the safety program is to prevent or reduce Accidents Injuries Losses of Time & property

3 Safety Program UMHB Safety Manual posted on the UMHB website under Human Resources Handbooks & Manuals

4 Safety Program The Safety Manual Requires: Employee safety training (OSHA 1910) Accidents to be reported

5 Safety Program The Safety Manual Establishes: Safety Committee Building Coordinators for all buildings to: Assist with reporting Assist during emergencies Evacuations & Sheltering [BC list post on Safety webpage] [My Campus / Faculty & Staff / Safety Dept.]

6 Safety Program Safety program includes: STARS driver safety program All drivers of university operated vehicles Hazardous Waste Disposal Hazardous Wastes (chemicals, lab wastes) Universal Wastes (bulbs, ballasts, batteries) Bio-hazards (needles & bandages) Safety Surveys All 12 to 18 months

7 Workplace Safety Prevent Accidents Clean up spills (or block off area) Eliminate or report trip hazards Keep work areas clean & orderly Use approved step-stools or ladders only Use of furniture (chairs, tables, etc.) as ladders is prohibited.

8 Workplace Safety Proper lifting technique: Check load weight if too heavy get help. Check load for hazards staples, nails, sharp edges, etc. Stand close to load - Squat & lift with legs. Bend down at knees not over at waist. Keep back straight during the lift.

9 Ergonomics Ergonomics is human efficiency in the work environment Workstation arrangement is important. Computer work stations Other work stations i.e. work benches On-site work locations

10 Ergonomics Computer Operator s Position: Sit up straight Feet flat on floor Elbows at 90 degree angle Wrists in natural position on a wrist pad / not on edge of desk

11 Ergonomics Computer monitors: Should be 18 to 24 from your face The center of screen should be degrees below line of sight. Improperly positioned monitor can cause Eyestrain Headaches Stiff neck & shoulders Backache

12 Electrical Safety Electrical Safety Rule of thumb Use one single surge protected power strips per outlet Avoid use of multiple strips (daisy-chaining) Avoid using extension cords as a permanent power supply If an extension cord is necessary use grounded (3 prong) cords only No two-wire cords Report electrical problems Physical Plant (ext. 4586)

13 Workplace Safety Prohibited items include; Open Flames No (burning) candles Smoking Inside building & within 50 ft. Illegal knives blades >5½ in. Firearms Including LTC/Licensed to Carry May be locked in personal vehicles

14 Workplace Safety Prohibited items include; Flammables; UMHB observes a zero-tolerance policy for flammables, including but not limited to Paints Adhesives Lubricants Portable heaters Unless approved & issued by Physical Plant At employee s department expense If approved - plug into outlets / not power strips

15 Plug-in Air Fresheners Plug-in air fresheners are not prohibited, but Must be deactivated at the end of each work-day.

16 Transportation Safety Cart & Vehicle Operators must Possess a valid driver s license Submit to a driving record check Complete the Stars on-line Cart or Vehicle training program Driving records checks are conducted initially & annually thereafter (birth month).

17 Emergency Preparedness Two Emergency Sirens on campus: 10 th Ave. and College Street Parker Dr. (behind McLane Hall) Activated for various events: Hazardous materials incident Tornado warning Weapons-related incident When sirens are activated employees should SHELTER-IN-PLACE Check UMHB website Check for Cru-Alert phone messages

18 Emergency Preparedness SHELTER-IN-PLACE means Get everyone inside immediately Ensure windows & doors are closed Remain sheltered until advised otherwise by the Authorities

19 Emergency Preparedness Tornado Warning tornado sighted or detected SHELTER-IN-PLACE On lowest floor of building In most interior rooms w/o windows Note: Avoid sheltering in corridors/hallways Wind-tunnel effect can cause debris to be carried through corridors at a high rate of speed resulting in danger to occupants.

22 Emergency Preparedness Weapons / Active Shooter: Run-Hide-Fight Run If safe to do so evacuate (be cautious) Report to 911

24 Emergency Preparedness Weapons / Active Shooter: Run-Hide-Fight FIGHT Assume shooter s intentions are lethal Survival may require neutralizing the threat Use improvised weapons i.e. stapler, paperweight, etc. Two or more people ambush/overcome the shooter Choose to Survive

25 Hazard Communication Hazard Communication Standard is required by State & Federal Regulations: State HSC 502 Federal OSHA 29 CFR 1910 Commonly known as the Right to Know Law Employees must be trained regarding each hazardous product they use in the workplace, and on each new haz-mat product.

26 Hazard Communication GHS / Global Harmonized System utilizes: Pictograms Signal Words Hazard Statements Precautionary Statements

27 Label Signal Word A Signal Word indicates the severity level of the hazard Two Signal Words are: "Danger" - for more severe hazards Warning" - for less severe hazards.

28 Safety Label Training - Hazard Statement A Hazard Statement describes the nature of the hazard(s).

29 Safety Label Training Precautionary Statement Precautionary Statement; recommended measures that should be taken to minimize or prevent adverse effects.

31 Hazard Communication Safety Data Sheets (SDS): Required for each hazardous product in the workplace Must be readily accessible to all employees

32 Hazardous Materials Hazardous materials must always be stored properly: flammable cabinets or type-specific cabinets (i.e. acids, corrosives, etc.)

33 Always use proper PPE for the task: Eyes & Face: safety glasses, goggles/shields Hands: gloves Feet: closed-toe steel-toe (Physical Plant) Hearing: plugs and/or muffs Respiratory System: paper filters dust and fitted respirator - hazmats

35 Blood-borne Pathogens Observe U.P. / Universal Precautions UP is an approach to infection control Human blood & tissue is potentially infectious Avoid exposure Use PPE (gloves, eye protection, etc.) Avoid contact with Infectious materials (blood/body fluids) Sharps (i.e. needles) If exposed wash thoroughly with soap & water Always report exposure (1) Supervisor & (2) Human Resources Don t clean blood/body fluids Call Housekeeping [PP 4586 / HK 4588]

36 Fire & Life Safety UMHB buildings equipped with: Fire alarms Pull Stations Annunciators Sprinklers Fire extinguishers Emergency lighting Exit signs

37 Fire & Life Safety Fire Alarms are local only transmitted to Campus Police only (not to 911) All alarms are required to be reported to 911 Rely primarily on BCs (building coordinators) If a fire alarm is activated Evacuation from the building is mandatory For all alarms - actual & false alarms Report to the designated Emergency Assembly Point Posted on Safety Dept. webpage Don t return to building until cleared by authorities

38 Fire & Life Safety Be sure to: Keep exit paths & corridors clear at all times Maintain 18 clearance around fire sprinkler heads Stay Low & Go to avoid heat & smoke Do not use elevators during fire alarm events

39 Fire & Life Safety Fire Response If fire alarm activates Manually or automatically (smoke/heat detector) Report the alarm to 911 Evacuate to the EAP/Emerg. Assembly Point If you discover a fire - activate the fire alarm system Use the Fire Pull Station located at or near each exit Report the alarm to 911 Evacuate to the EAP/Emerg. Assembly Point Employees are not required to extinguish fires May do so only if trained to operate fire extinguisher, and Only if the fire is small & manageable

40 Asbestos Notification The State of Texas requires building occupants to be notified of the presence of asbestos in the workplace. Asbestos is used as insulation and fire retardant. It s only a health hazard if disturbed or becomes friable (crumbles when disturbed releasing fibers). If inhaled or ingested can cause asbestosis, lung cancer, mesothelioma, etc. It s not a health hazard if in good condition and non-friable. Asbestos is located in some older buildings (i.e. built prior to or around 1980), is maintained in good condition, and is safely removed during renovations. Employees should avoid disturbing asbestos, electrical, data and/or water lines by submitting a work order to Physical Plant to hang pictures, shelves, etc. in offices.

41 Acknowledgement & Release Agreement Acknowledgement & Release Agreements (ARAs) are required for high risk activities High contact / high impact - likely to result in injury activities All International travel Domestic travel that includes high-risk activities ARAs are issued by the Business Office for each high risk activity/event

42 Reporting Building / Equipment Issues: Physical Plant ext Fire & Life-threatening Emergencies: Call 911 As time/circumstance allows call or have someone call Campus Police at (254) and send someone to meet emergency services. As time/circumstance allows Medical Emergency; provide basic first aid/cpr within scope of training until emergency personnel arrive. Fire; activate fire alarms, evacuate, assist others. Crime in progress; evacuate or shelter-in-place. Note: during power or data outage interrupting phone service use cell phones to call 911.

43 Reporting On-the job-injuries: Your Supervisor & Human Resources H.R. will schedule appointment w/occupational Medicine After hours, weekends, holidays use primary care clinic, urgent care, or ER. Be sure to not use the health plan insurance for on-the-job injuries Advise medical personnel to specify work-related injury Safety issues: Univ. Police ext Physical Plant
