1 VI Public disaster preparedness abilities can be heightened with various efforts like the close cooperation between administrative bodies including the fire department and community residents, sophistication of neighborhood disaster response systems, citizens participation in fire drills given by the local fire station or neighborhood associations, etc. The TFD promotes varied life safety and disaster preparedness for residents. They are (1) home fire safety measures such as home visits and promotion of fire safety equipment, (2) measures for people in need of aid during disasters by utilizing the Emergency Alarm System, Fire Safety System, Emergency System, etc., (3) daily accident prevention measures, and (4) conducting fire and disaster drills which suit the needs of residents. The TFD also offers disaster training to the public, such as for an earthquake or escaping from smoke, at the Life Safety Learning Centers in Ikebukuro, Honjo, and Tachikawa. In addition, the TFD Band and the Fire Museum also assist citizens in raising their disaster preparedness awareness

2 6-1 Life Safety Education for Citizens 1 Enhancement of Disaster Preparedness Awareness/Improvement of Capability to Act against Disaster The TFD conducts various fire drills with community associations to enhance citizens capabilities to prepare for and act against disasters like fires and earthquakes. Earthquake simulation vans and other training facilities and equipment help people develop their skills in self protection, fire prevention, initial firefighting, rescue work, medical first aid, etc. Meanwhile, the TFD Life Safety Learning centers (in Ikebukuro, Honjo and Tachikawa) give disaster training and planned presentations such as in the Disaster Preparedness Week, working to raise fire and safety consciousness. The TFD promotes first-aid treatment education, carrying out its training programs with lifesaving courses for citizens to renew their first aid abilities. With emphasis also placed on citizen-initiated CPR (cardiopulmonary resuscitation), we push forward EMS training along with the Tokyo Disaster Prevention & Emergency Medical Service Association. Furthermore, we prepare medical manikins for CPR practice, advice booklets, etc. for public first aid education. 3 Fire Safety in Citizens' Daily Life (1) Fire Safety in Homes More than half of mass-casualty structure fires are caused in homes. The TFD promotes overall disaster preparedness and life safety measures in cooperation with related administrative bodies. We urge community residents to make sure they have home fire safety items, too. (2) Measures against Arson We work at creating fire safe surroundings, asking people to make sure storage sheds and other vacant spaces are locked up, flammable items placed outdoors are kept neat and out of strangers sight, and the house is kept lit up at night against possible arson. We promote arson precautions with neighborhood associations and others. (3) Measures for the Proper Use of Household Commodities Fires and injuries can also be attributable to the wrong use of daily items like aerosol canisters and cassette gas cylinders. We give household commodities safety guidance to community residents, following what we find out about the causes and tendencies of daily life accidents. (4) Daily accident prevention measures Useful accident information gained from on-scene EMS members is disclosed to the public for the future prevention of daily life accidents. 4 Measures for Elderly and Disabled Residents The population is rapidly aging and the elderly population as of January 2015 accounts for about 22 percent of the total population of Tokyo. This trend is expected to continue. This situation

4 presents an extremely serious concern in terms of securing the safety of the elderly and people with disabilities who need special care (people with special needs). Therefore, the TFD has set a goal to ensure safety and security by promoting disaster and fire prevention measures together with the community. It is actively collaborating with municipalities, welfare organizations such as Councils of Social Welfare, town and neighborhood councils to promote these measures in line with the living conditions of those requiring assistance during a disaster. Specifically, these measure are: (1) The promotion of a comprehensive diagnosis of fire safety and disaster preparedness for those needing assistance, (2) The promotion of fire and disaster drills incorporating support for those needing assistance, (3) The building of a cooperative structure through working closely with municipalities and related organizations led by the fire station s committee to promote residential fire prevention and disaster preparedness, (4) The promotion of the sharing and effective use of information on these people. These efforts push ahead measures in line with the situation in the community. In addition, we have emergency mutual-aid agreements with social welfare facilities for the elderly and disabled, neighborhood associations, local disaster organizations, and businesses, etc. We provide regular training to them, and build up a cooperation rapport. (1) Measures for Elderly People The number of people killed in fires aged 65 or over accounts for over 60% of total and residential fires. The TFD takes various fire precautions for aged residents. Specifically, we investigate the status quo of solitary old people, and renew our data; we visit their homes to improve their surroundings, give fire comprehensive safety counseling, check home fire equipment for defects, and so on. Efforts have also been made, in cooperation with organizations concerned, to provide individuals homes with more residential fire alarms and fire-retardant materials. Furthermore, we push forward disaster education for welfare facilities safety. (2) Measures for Handicapped People The TFD has an emergency 119 facsimile reporting system together with an system linked with cellular phones/smartphones. Emergency apparatus like ambulances and pumpers are, on request, immediately dispatched to the scenes of emergency. In addition, the TFD raises awareness concerning life safety through training sessions and events for handicapped organizations, and works to ascertain the needs of handicapped people. (3) Emergency Alarm System and Fire Safety System In cooperation with the Tokyo Metropolitan Government (TMG) and each municipality, the TFD operates both the Emergency Alarm System and the Fire Safety System. A medical emergency like acute sickness can be directly indicated to the TFD through the telephone circuit for the Emergency Alarm System. On request, emergency apparatus like ambulances and pumpers are dispatched to people asking for aid (ex., sickly old people living alone, severely handicapped

5 members, single life residents at the age of 18 or over, and patients with serious disabilities). In the event of a fire, the Fire Safety System detects the fire by a residential fire alarm installed indoors and automatically notifies the TFD. The TFD immediately directs pumpers to the scene of the fire. Simultaneously, the outdoor alarm sounds to inform the neighbors of the emergency. It is also possible to omit having the outdoor alarm installed. The System is designed for elderly people living alone and needing assistance, and disabled people aged 18 or over who live alone. 5 Education of the TFD Disaster Volunteers In foreign countries, volunteers play a great role in case of disasters such as large earthquakes. At home, in January 1995, many volunteers rallied around in response to the Great Hanshin-Awaji Earthquake and gave huge assistance. To further reduce damage caused by disasters such as earthquakes, TFD believes that cooperation with volunteers is indispensable in addition to existing fire department resources. Therefore, from this viewpoint TFD introduced the TFD Volunteers system in July1995 in advance of other fire departments in Japan. The TFD Volunteer application is open to Tokyo citizens and people who work or study in Tokyo, aged 15 years or older (excluding junior high school students) with knowledge of first aid techniques and other necessary skills. Registration is required in joining. In July 2006, TFD introduced Volunteer Masters system, where former TFD staff with rich experience of disaster operations is registered. In case of an earthquake with the intensity weak 6 or over in Tokyo, other large-scale natural disasters or accidents, registered volunteers assemble in designated fire stations for the cooperation work with fire station personnel performing firefighting, rescue, and others. Immediately after an earthquake, volunteers may also conduct fire damage investigation and maintenance of fire protection equipment. The number of registered disaster volunteers is around 17,000 people. Volunteer training classes and drills are conducted round the year in various fire stations. The TFD section in charge aims for continuous upgrading of skills by offering volunteer training such as leadership or coordinator training, and practical joint training using portable pumps and mock collapsed buildings. 6 Disaster Education Starting from Childhood The TFD provides disaster preparedness education relating to earthquakes and fires and education on the prevention of unforeseen accidents in daily life to children in accordance with their developmental stage. This is called Comprehensive Disaster Education. The promotion of continuous comprehensive disaster education from infancy increases children s fire prevention capabilities and danger avoidance skills with respect to various kinds of disaster or accident. It also relates to increasing the disaster preparedness capabilities of households and the region, and securing the disaster activity leaders of the future. Comprehensive Disaster Education in lessons or

6 events at schools or the like are conducted with the cooperation of fire service personnel, volunteer firefighters and local people. 7 TOPIC 6 Promotion Video for Community Fire Drills If an earthquake directly hits the metropolitan Tokyo area, a number of fires will occur simultaneously. Fire departments will not be able to respond to all the incidents. In order to protect our towns from fires, it is important for us to know the locations of hydrants and conduct fire drills, including the practice of shooting water and using fire equipment stored for the community. Practical fire drills will help us to be familiar with the disaster preparedness concepts of Take care of yourself and Take care of others. The Tokyo Fire Department made a promotion video to encourage the residents to participate in the community fire drills. The video is uploaded on the Tokyo Fire Department s website. Please check it

Our activities are conducted to correctly inform citizens of the current status and policies on fire prevention and to obtain their understanding and cooperation. Also, we maintain a close relationship with citizens, taking their requests and opinions into consideration. Specifically, we issue related newspapers, posters and pamphlets, and also our website and social media to provide information. In addition, we present timely, information pinpointing social needs to the mass media, carry out events, expositions, activities, fire prevention campaigns, etc. for the purpose of making our job widely known to citizens and raising their disaster preparedness awareness. In particular, the TFD is making a concerted effort to promote policies to influence the awareness and behavior of Tokyo residents in order to realize various measures concerning fire administration. 2 The Tokyo Fire Department Band and the Color Guard The TFD Band was started on July 16, 1949 as the first firefighters band in Japan, and this year marks the 66th year since its establishment. The band performs the events at held by the TFD, municipal events and international functions, giving around 200 performances a year. The Friday Concert held in spring and autumn in Hibiya Park has seen 876 performances since its start. The annual Friendly Community Concerts have also been held a total of 42 times, and this year saw many citizens coming to enjoy the show. These events act as a bridge between the Tokyo residents and the fire department, raising fire safety and disaster preparedness awareness and calling for cooperation. They also contribute to the building of safe and secure neighborhoods that place importance on the bonds between people and

9 the realization of a kind and considerate society through the medium of music. The Color Guard was established in April 1986 and is made up of female staff working in the headquaters/fire stations. Showing off their magnificent performance at the New Year s Fire Review and other ceremonies, they join parades, perform drills and are recognized by many Tokyo residents. In 2015, the ground floor of the museum was substantially renovated to utilize the space for the TFD s public relations activities. 4 Practical Education at Fire Department Facilities The TFD also contributes to the Tokyo Metropolitan Government s projects to promote work experiences for junior high school students (Work-work-week Tokyo), and to realize the sophistication of Tokyoites sentiments. The TFD provides them with opportunities for the educational tours to fire stations, and other learning experiences. Simultaneously the TFD makes efforts for citizens to raise their awareness of fire prevention/disaster preparedness, emergency response capabilities, and knowledge of the fire service. 5 Main Events of Fire and Emergency Services (1) Disaster Volunteer Day/Week At the scene of the Great Hanshin-Awaji Earthquake of January 17, 1995, volunteers came from all parts of Japan and played a significant role to support victims. Stimulated by their example, this day and the week of January 15 through 21 were designated as the Disaster Volunteer Day and the Disaster Volunteer Week respectively. At this time fire stations organize various events to inform residents of the importance of volunteer activities and to prepare them for disasters. (2) Tokyo Volunteer Fire Corps Day To deepen public awareness on the volunteer fire corps activities, January 15 is designated as Tokyo Volunteer Fire Corps Day

10 (3) Cultural Property Fire Prevention Day In order to protect valued cultural heritage handed down from our ancestors, January 26 of every year is designated as the Cultural Property Fire Prevention Day. Mainly on this day, fire protection equipment and tools in cultural property facilities are inspected, and fire drills are conducted. These are carried out with lessons learned from a Buddhistic golden pavilion fire of the Horyuji Temple in Nara Prefecture on January 26, Besides, guidance is given to enhance citizens awareness about the protection of cultural property. (4) Fire Prevention Campaigns In spring, the fire prevention campaign is conducted March 1 through March 7. During the campaign, safety of automobiles, ships and buildings, and forest fire prevention are also emphasized. In autumn, the campaign is conducted November 9 through November 15 every year, as an alert, before a period with a potential sequence of building fires. During the autumn and spring fire prevention campaigns, fire prevention lectures and fire drills are also held in Tokyo by each fire station to develop people s disaster preparedness awareness and their capability to act in times of fires and other emergencies. There were 2.18 million residents participating in fire prevention events in (5) Fire Engines Sketch Meet for Schoolchildren This event is held in April and May for the purpose of developing children s interest in fire service and fire prevention, and heightening their fire safety awareness

(6) Water Pageant The TFD conducts the Water Pageant as part of the Tokyo Port Festival held in mid-may. This draw people s attention to ship fire safety and prevention of water accidents by demonstrating ship firefighting and rescue exercises with fireboats and a helicopter. (7) Hazardous Materials Safety Week The second week of every June is the Hazardous Materials Safety Week. It was thought out in 1990 with the aim of having each hazardous materials-related workplace establish its fire protection system on its own, and preventing fire and leakage caused by flammables. (9) Emergency Medical Services Day/Week September 9 of every year is the Emergency Medical Services Day, and a week with September 9 included is the Emergency Medical Services Week. During the week, practical courses and lectures are held, and people are properly informed of how to take ambulance service properly, and are provided with practical knowledge about first-aid treatment and life-saving skills. (10) Day Since 1987, every November 9 has been the One One Nine Day. Around November 9, we inform people of what we are doing, and give guidance in how to make an emergency call (1-1- 9) by conventional telephones and cellular phones in a proper manner in conjunction with the autumn fire prevention campaign. (11) Life Safety Slogans The TFD invites Tokyo citizens to create and propose life safety slogans to enhance public disaster preparedness awareness. The themes for the 2013 slogans were Disaster Preparedness to Protect Your Family and Community and Prepardness for Hazmat Disasters. The themes in 2014 were Fire Protection in Your Daily Life and First Aid to Protect Precious Lives

12 6 Public Counseling (1) Public Advice Corner There is the Public Counseling Branch Advice Corner in the TFD s headquarters. Similar services are found also in fire stations, fire station branches and fire station divisions. The total number of public counseling in 2014 amounted to 7,920 (a decrease of 21 cases from the previous year). Among the opinions received, nearly half of them (3,113 cases or 39.3%) were thank you calls, 62.2 percent of which were about emergency medical services. By type of the comments received, following thanks, the highest ranked were requests (1,171 cases or 14.8%), complaints (968 cases or 12.2%), inquiries (957 cases or 12.1%), consultations (881 cases or 11.1%), opinions (441 cases or 5.6%), information (214 cases or 2.7%), and others (175 cases or 2.2%). (2) Fire Service Poll The TFD started an annual fire service poll in 1989 (with opinions taken from the males and females at the age of 20 and over in the TFD area) to learn about their awareness on fire services and their wishes, and to give feedback to its fire administration. The questionnaire is about earthquake preparedness, fire prevention, neighborhood disaster preparedness, EMS, and residents in need of support during disasters. (3) New Year s Fire Review Questionnaire Questions are given to Japanese and foreign visitors, and the opinions from them are taken in for the future implementation of the annual event. (4) TFD Website The TFD website ( helps people understand the fire service, and also seeks public cooperation. It gives the public varied kinds of information such as TFD policies, list of buildings with the Fire Safety Certificate, disasters, daily safety, events, recruitment, emergency hospitals, e-library and kids corner, and takes their opinions overall. Residents opinions and requests are received by . In 2013, a streaming server that can accommodate video content (FLV format) was added, enhancing video content with exceptional abilities of both description and information conveyance. The TFD website had 67,764,082 accesses in 2014, playing a greater role in sending messages across to the public

The rescuers, who used a laundry pole to get him out, were soon identified because the story was widely shared on Twitter and TV media. The TFD will continue using various media to stimulate its public relations activities. The main purpose of the TFD s information sharing is to gain public understanding

14 6-3 Fire Protection Management on the Job 1 Fire Protection Management System It is requisite that authorized managers should appoint fire protection managers in the case of being responsible for the management of schools, hospitals, factories, workplaces, entertainment venues, department stores, multiuse fire prevention properties or other fire prevention properties of a certain capacity or greater that a large number of people enter and leave, or work or live in. The managers then make fire protection plans, conduct training based on said plans, and carry out other duties necessary for fire protection management. Others. 2 Fire Protection Management Duties The fire protection management duties that the fire protection manager shall perform based on the fire protection plan are categorized into Preventative Management Duties with the objective of daily fire prevention, and Private Fire Protection Duties with the objective of reducing the human and material damage in an emergency resulting from the outbreak of a fire, earthquake, or other disaster

15 3 Preventative Management Duties In fire prevention management, it is necessary to first take measures to prepare for disasters such as fires. These duties include the periodic examination and inspection of fire protection equipment and buildings such as smoke alarms and other building facilities and maintenance to ensure that they are sufficiently functional. In order to carry out these duties smoothly, it is necessary to establish in advance in the fire protection plan, a Prevention and Control Organization led by the authorized manager and composed of the fire prevention superintendent and the fire security superintendent under the fire protection manager according to the scale, use, etc. of the workplace. In order to effectively perform fire protection management for the workplace, it is important that the fire prevention superintendent and the fire security superintendent are able to take appropriate actions based on their responsibilities determined in the fire protection plan. To this end, disaster training is an essential element and must be implemented at fixed intervals. 4 Private Fire Protection Measures (1) Activities and Training of Private Fire Brigades In order to minimize damage to life and property in workplaces in case of fires, earthquakes and other disasters, workplace managers are required to stipulate in their fire protection plan the organization of their private fire brigades and various self-protection measures against fires and other disasters. According to this fire protection plan, the fire protection manager is required to give regular training to their employees so that the private fire brigade can respond effectively in case of emergency. Large public assembly facilities and companies (such as department stores, hospitals, hotels and theaters and subway stations) are required by law to conduct firefighting and evacuation drills twice or more often in a year. In buildings of business entities where disaster protection management is required (See 9 Disaster Protection Management System, page 91), an evacuation drill must be conducted at least once a year. Private fire brigades training such as reporting to a fire department, initial firefighting, rescue work, and evacuation is crucial to successful initial response before the fire department arrives on the scene

16 (2) Establishment of Private Fire Brigades Fire Service Law requires management entitled persons of buildings of over a certain size to form private fire brigades of their own. The brigades conduct firefighting, reporting to the fire department and evacuation of occupants in case of emergency such as fires and earthquakes. A private fire brigade consists of a Chief who supervises the brigade s activities and brigade members. The Chief and the Group Leader who commands each group of the brigade must have completed the Private Fire Brigade Training Course. 5 Types of Private Fire Brigade Training Comprehensive Training A series of fire brigade training, including firefighting, making an emergency call, and evacuating, is conducted. In a large building of a certain size, fire protection or special fire protection equipment must be exclusively under the control of a building safety center. The supervisors/operators of the equipment who are stationed in the center must be adequately qualified as mentioned in the Fire Service Law and the Fire Prevention Ordinance. The Fire Prevention Ordinance requires building owners to submit a notification on the centralized management of fire protection or special fire protection equipment. The notification must attach a Building Safety Center Management Plan, which includes a simulation estimate of whether private fire brigade activities can be conducted within a given amount of time, and based on the results, how to develop and maintain a private fire brigade system. Entitled persons including building owners must have fire protection managers specify these issues in fire protection plans, so that the Building Safety Center can play the central role in the private fire protection activities. 8 Combined Fire Protection Management In the case of high-rise buildings, quasi-underground arcades and other buildings of a certain scale or larger whose management authority is divided, or underground arcades for which the management authority is divided among those who are designated by the fire chief or fire station chief, persons with management authority shall hold discussions to appoint a Combined Fire Protection Manager, prepare a fire prevention plan concerning the fire protection management for the building concerned, and carry out the drills based on the plan and other activities necessary for

20 11 Fire Protection Management Technician System The management entitled person of a large-scale building such as one with a building safety center shall assign the Fire Protection Management Technician(s) pursuant to the Fire Prevention Ordinance. Their job is to develop the fire protection management duty plan, and assist the fire protection manager and the common fire protection manager so that their jobs can be executed smoothly according to laws and regulations, and the fire prevention plan concerning fire protection management for the fire prevention building. All businesses within Tokyo must determine an advance plan in preparation of an earthquake, an action plan for an earthquake, and a recovery plan for up until the reopening of facilities in the Workplace Disaster Preparedness Plan. In addition, transportation facilities were suspended in the Great East Japan Earthquake that occurred in March 2011 and many commuters were unable to return home. As a result, an ordinance concerning measures for stranded commuters was enacted on April 1, 2013, stipulating controls on all employees returning home at once and the confirmation of the safety of family members to be established in the disaster preparedness plans of businesses

21 At offices larger than the size at which fire prevention management becomes necessary, the office disaster preparedness plan is considered to have been created by through the determination and notification of the details of the office disaster preparedness plan in the fire prevention plan. 13 Regular Building Inspection and Report System The fire protection management done by entitled persons and fire protection managers is to be checked over by qualified inspectors, and the entitled persons are to report inspection results to a fire station chief. The management entitled persons for the buildings of a certain size or over, or with special construction are to have qualified inspectors check over their building in terms of fire protection management once a year. Inspection results are to be reported to a fire station chief by the management entitled persons. When a fire station chief is assured of the proper building fire protection management in due observance of laws, the building personnel will be exempted from the inspection and report for three years. 14 Disaster Protection Management Inspection and Report System This system was introduced on June 1, Similar to the regular building inspection and report system, this new system requires the management entitled person to have certified inspectors inspect their building once a year and report the result to Fire Station Chief

22 The processes of reporting and inspection exemption by special recognition are the same, except that inspected items are disaster protection management status (earthquake measures, for example). Furthermore, management entitled persons of fire prevention properties for which both fire prevention property inspections and disaster protection management inspections are obligatory may display a sign indicating PROPER FIRE/DISASTER PROTECTION for a fire prevention property that implements and passes both inspections, and SPECIAL RECOGNITION FOR FIRE/DISASTER PROTECTION for a fire prevention property that receives special recognition

23 15 Automatic Alarm Systems The TFD adopts the automatic alarm system based on the Fire Prevention Ordinance In this system 119 emergency calls are automatically reported to the fire department. In this system, when an automatic fire alarm is activated in hospitals, care centers, hotels or places which become unoccupied on holidays/weekends and at nighttime, the signal will be automatically and immediately sent to the fire department. Or elderly persons who need an urgent medical help just have to push the button on the transmitter to send the emergency signal to the fire department. (1) Direct Alarm System in an Occupied Building The address and name of a building are automatically given to a fire department through a recorded voice system of a fire call device in case of alarm operation. This system can be found in welfare facilities, hospitals, inns, hotels, cultural property establishments, museums, apartment buildings for the elderly, etc. (2) Direct Alarm System in an Unoccupied Building When this system is activated in a building unoccupied on weekends/holidays and at night, the address and name of a building are automatically given to the fire department through a recorded voice system. Simultaneously, people concerned with the building are to respond to the scene from nearby places. (3) Immediate Alarm System in an Unoccupied Building When this system is activated in a building unoccupied on weekends/holidays and at night, an emergency signal is automatically transmitted to a security company, whose operator reports to the fire department, and sends out a responder to the scene simultaneously. (4) Urgent Alarm System In this system when someone is sick suddenly, and he/she or a family member pushes a button on a pendant transmitter, the signal is sent to the control center of a security company, whose operator reports to the fire department and sends out a responder to the scene. In addition to the above, there are the Emergency Alarm System and the Fire Safety System currently in use. As of April 1, 2015, the fire law newly required that automatic fire detection systems should be able to report emergencies to the Fire Department at the social welfare facilities for the people with difficulties in walking/moving for evacuation

24 6-4 Certifying Examinations and Lecture Courses 1 Examination and Licensing for Hazardous Materials Engineers Applicants are tested on their knowledge and skills on safe handling of hazardous materials. There are Class A, Class B (six groups) and Class C licenses. Successful applicants are provided with licenses of the relevant class. The examination and administrative duties relating to holding the examinations was entrusted to the Japan Fire Engineering Qualification Center for the efficiency of duties on April 1, Furthermore, the issuance of licenses to persons who passed the exam was entrusted on April 1, 1988; the creation of licenses as a result of rewriting or reissuing was entrusted on April 1, 1989; and the issuance of licenses as a result of rewriting or reissuing was entrusted on August 1, Examination and Licensing for Fire Protection Engineers Similarly to the examination for Hazardous Materials Engineers, the examination administrative duties were entrusted to the Japan Fire Engineering Qualification Center on April 1, The issuance of licenses to persons who passed the exam was entrusted on April 1, 1988; the creation of licenses as a result of rewriting or reissuing was entrusted on April 1, 1989; and the issuance of licenses as a result of rewriting or reissuing was entrusted on August 1, Examination and Licensing for Private Fire Brigade Skills This examination is to test required knowledge and skills of the private fire brigade s duties. Successful applicants are given a private fire brigade s skill certificate. This certificate is a pre-requisite to become a core member of the private fire brigade stipulated in the Fire Prevention Ordinance Article 55-5, where more specialized knowledge and skills are required. The Private Fire Brigade Member s license is also required to become staff of the Building Fire Safety Center (Fire Prevention Ordinance Article ), who constantly monitor and control the building s safety systems and respond independently in case of emergency. Further, subway stations prescribed in Fire Prevention Ordinance Article 50-3 shall be staffed with fire brigade s leaders who are selected from those with this certificate

25 4 Lecture Courses for Fire Protection Managers and Disaster Protection Managers The Article 8 - Clause 1 of the Fire Service Law prescribes that the management entitled persons for large public assembly buildings should be responsible for preventing fire and minimizing the damage once a fire occurs. The entitled person is required to appoint a fire protection manager from among qualified employees and entrust him/her to do fire protection management duties. The TFD develops fire protection managers through training courses prescribed in the Article 3-1 of the Fire Service Law Enforcement Order, and the Article 2-3 of the Fire Service Law Enforcement Regulation. On the other hand the disaster protection management system was started on June 1, 2009 to reinforce companies preparedness against major earthquakes. Management entitled persons of buildings of over a certain size are required to assign a disaster protection manager from among qualified employees, and entrust this person to do necessary disaster protection management duties. (Fire Service Law Article 36-1) To develop such disaster protection managers, the TFD started training courses in April 2009 based on the Fire Service Law Enforcement Order (Article 47-1) and the Fire Service Law Enforcement Regulation (Article ). 5 Lecture Courses for Hazardous Materials Managers Those who are qualified as hazardous materials managers and work as hazardous materials manager are obliged to take the lectures about the rules of handling hazardous materials, the revisions of law, and the management methods. There are some types of lectures, depending on the categories of the facility types. The manegers should meet the following schedules: (1) A manager who took the previous lecture and continues working as a hazardous materials manager must take another course within 3 years from the April 1 which first comes after the day of taking the lecture. (2) A manager who will start to work as a hazardous material manager after spending more than two years after the receipt of the qualification must take a course within a year from the day of starting

26 a new hazardous materials manager s job. (3) A manager, who will start to work as a hazardous materials manager and has already received the qualification or completed the course within the two years backward from the day of the expected new duty, must take another course within three years after the first April 1 after the day of the qualification issue or the course completion. The Tokyo Disaster Prevention and Emergency Medical Service Association has been managing the lectures since April 1, 1986, while the TFD has been receiving the application and issuing the certificates of completion. 6 Lecture Courses for Fire Protection Engineers Certified fire protection engineers take the Courses for the related remodeling/repairing work. Each course is conducted according to certificate category. Classification changes in the Classes were given on April 1, Specifically, Classes 1 and 2 were brought into the Fire Extinguishing Equipment and Class 3 into the Alarm Systems. Meanwhile, Classes 4 and 5 were brought together to the Escape Facilities and Fire Extinguishers. Moreover, the Special Fire Defense Equipment Course was started in The completion of courses are required as follows: (1) Within two years after the first April 1 after the day of the qualification issue. (2) Within five years after the first April 1 after the completion of the Course of (1). Also here, the Tokyo Disaster Prevention and Emergency Medical Service Association has been managing the lectures since April 1, 1986, while the TFD has been receiving the application and issuing the certificates of completion. 7 Training Courses for Building Safety Center Employees Those who are to work in a building safety center of a large building for monitoring and controlling of fire protection systems must have finished training courses for building safety center employees. The courses are made up of the Building Safety Technicians Course and the Building Safety Operation Training. Those who finished the Technicians Course are required to take the Operation Training within five years as a refresher course
