2 Contamination Measurement CoMo-170 ZS CoMo-170 ZS in the entrance area of an emergency center CoMo-170 ZS The CoMo-170 ZS is available in two password-protected software versions: Mobile contamination monitor with thin-layer plastic scintillation The mobile contamination monitor with thin-layer plastic scintillation detector is used for highly sensitive measurements of α- and β-/γ-contamination. In terms of system technology, the CoMo-170 ZS device is identical to the standard version of the mobile contamination monitor CoMo-170. This is a well-tested and proven system, with more than 8,000 devices in operation in radiation protection. The ZS-version differs mainly in terms of the software and is optimized for heavy use in civil protection and disaster relief. ATF Version for the Analytical Task Force (version for specialist): This version supports measurements of the contamination in cps or nuclide-specific in Bq and Bq/cm². Dekon-P Version for the decontamination of persons (version for measuring staff): This version can only be used to measure the count rate. Thus, the measuring staff can see directly whether contamination according to the FwDV 500 (Fire Service Regulation) is present or not. In addition to the CoMo-170 ZS, there are other device versions such as the CoMo-170 F and the CoMo-170 D. The basic versions of the devices are largely identical. Task Experiences after the reactor accident at Chernobyl and Fukushima clearly show that large areas can be contaminated by the radioactive substances released during the incident. If such a disaster occurs, mobile contamination monitors are needed to measure α- and β-/γ-contamination and to check persons to be evacuated from the danger zone. The same applies for vehicles and materials leaving the control area. The measuring device should be designed for the specific duties of fire departments and technical support services. 4 Emergency Center Practice-oriented system solutions for radioactivity monitoring for Civil Protection and Disaster Assistance in emergency centers The nuclear disaster at Fukushima has put the topic of radioactivity monitoring in civil protection on the agenda again. As soon as the hot phase was over in the press, work commenced on a professional level. For example, the new Euratom Directive on Radiation Protection (Directive 2013/59) was extensively revised and is now being implemented over the next four years in German radiation protection law. The Commission on Radiological Protection has analyzed the radiological consequences in detail and on this basis has revised, for example, the Radiological Bases for Decisions on Measures for the Protection of the Population against Accidental Releases of Radionuclides. Furthermore, Questions regarding the Setup and Operation of Emergency Centers were published as uniform standards. In 2013, the Procurement Office of the Federal Ministry of the Interior placed an order for about 1,000 contamination detection devices to equip the Federal Office for Civil Protection and Disaster Assistance with modern measurement technology. Similarly, the NBC areas of various federal states and the German Federal Agency for Technical Relief were equipped with new contamination measuring instruments of the type CoMo-170 ZS. S.E.A. GmbH, a company specializing in radioactivity measurement systems, has developed a practical approach to the measurement equipment of emergency care centers through close contact with the different areas of CBRN protection, and would like to present this concept below. Our focus is on practical solutions, on systems that can be used easily and safely, because the stress prevailing in an emergency situation requires a measurement technique that can be easily and safely operated! ECMo system with 4 CoMo-170 ZS System solutions for emergency centers The federal states are responsible for setting up and operating emergency centers. Appropriate procedures are laid down in detail for each facility in disaster prevention plans. After a reactor accident involving the release of radioactive material, emergency centers will be set up within a radius of 30 km around the nuclear power plant to provide protection and care for the population. The planned procedure with the metrological steps is depicted in the flow chart hereafter. An emergency center offering a similar procedure will be needed after a terrorist attack involving the use of radioactive material. The Supervisory and Service Directorate of Rhineland- Palatinate operates several ECMo systems for planned emergency centers in the French-German border region. The Ministry of the Interior of Baden-Württemberg ordered 22 complete FAMO systems from S.E.A. GmbH for premonitoring of 11 Ro/Ro containers Emergency Center, 22 thyroid measuring devices SCINTO-Thyroid, and 110 contamination monitors CoMo-170 ZS. 6 Emergency Center ECMo Emergency Contamination Monitor Detector array of mobile contamination monitors type CoMo-170 ZS for easy and safe contamination monitoring of large groups of persons in emergency centers. The ECMo configuration offers an alternative to the use of mobile contamination monitors. The system works with 4 or more contamination monitors. They are connected to a PC system for the visualization of the measured data. A CBRN specialist provides simple instructions to the persons being measured: Please stand in front of the measuring device. After 5 seconds: Please turn around. A second person (CBRN), located at an appropriate distance, controls the measurement and informs the person being measured about the outcome or gives instruction on what to do next: Please turn to the right. Everything takes place without body contact and without acoustic stress. The control person sees the measurement results displayed on the PC screen by colored symbols (bars, signal lights). The sound remains turned off deliberately. The mechanical construction of the detector system is designed to allow easy and quick adjustment of the detector height. Adults and children can be checked for contamination quickly, safely and comfortably. Only two CBRN staff members are needed. Up to persons per hour can be monitored. Special versions of this measuring technology can very easily be provided, for example, to check shoes or hands. Traffic light display (Software CoMo logger) After presentation and test of the ECMo system during a civil protection exercise in Konz (near Trier, Germany), the Supervisory and Service Directorate of Rhineland-Palatinate decided to order several systems for the planned emergency centers in the French-German border region. The ECMo mechanics is easily and quickly set up and running in a few minutes. No special requirements have to be observed regarding the installation site. The measuring technology is largely maintenance-free and can be packed, stored and transported, for example, in an aluminum box. The detector array can easily be protected by a foil against contamination during the measurement (e.g. by touching). The Contamination Monitor CoMo-170 ZS employed in the ECMo system uses the gas-free detector technology of a thin-layer plastic scintillator. 7 FAMO Multifunctional Radioactivity Monitor used as a portal monitor at the entrance area of a decontamination site (emergency center) or as mobile radioactivity monitoring device Emergency centers will be set up for the affected population after a nuclear accident which caused the release of radioactive materials. Persons passing through the emergency center first have to be checked for contamination using a portal monitor. As a result of this γ-measurement, persons having a very high contamination level (> 40 kbq/cm2) are directly guided to the decontamination process. The FAMO system, a universally usable measuring system with NaI scintillation detectors, is perfectly suited for this task. The detectors are integrated into housings that can easily and quickly be mounted on smooth surfaces via suction cups. Alternatively, the system can also be mounted on tripods. Detectors mounted on tripods can also be used, for example, to monitor vehicles. The FAMO is able to respond flexibly to the installation site and the measurement task. The system can also be used for measurements after a terrorist attack involving the use of radioactive material. More than 50 of these systems are used by the German customs authorities for mobile radioactivity monitoring. 8 Thyroid Measurement SCINTO-Thyroid Mobile measuring system used in emergency centers to calculate the thyroid dose Emergency centers will be set up for the affected population after a nuclear accident which caused the release of radioactive materials. After contamination control and decontamination, if necessary, the thyroid dose is determined by medical professionals in the emergency center. The dose and dose rate meter SCINTO-Thyroid was designed specifically for this task. This special SCINTO version which is also used in safety engineering uses a highly sensitive NaI scintillation detector connected to an application-specific software. The Ministry of the Interior of Baden-Württemberg ordered 22 complete systems for the Ro/Ro container Emergency Center accommodating radiation protection equipment and measuring instruments for civil protection. The SCINTO standard version is used by the German customs authorities and in the recycling field. 9 Radioactivity Monitoring ISOMED 2163 Incorporation monitoring e.g. in an emergency center As a consequence of a nuclear accident involving the release of radioactive materials, the population and the emergency personnel may incorporate radioactive substances into the body through inhalation or ingestion, e.g. by eating contaminated food. In addition to the SCINTO-Thyroid measuring system, which is used to come to a rapid decision, we also offer incorporation monitors that carry out nuclide-specific measurements, e.g. with chair geometry. The incorporation monitor is primarily used for monitoring employees of nuclear-medical therapy centers. The Korea Institute of Nuclear Safety (KINS) employs several mobile measuring systems to be prepared for emergencies. The detector systems form a portal through which, for example, a truck passes slowly (dynamic measurement). After a nuclear power plant accident, such as in Fukushima, a lively exchange of goods takes place between the evacuation zones and the uncontaminated zones as part of large-scale decontamination measures. The detector system is designed to reliably detect the presence of a γ-radiation source. The RAMBO system is used by the German customs authorities and in the recycling business to check vehicles for radioactivity. Detector housing with integrated highly sensitive plastic scintillation detector (PVT), 350 x 1000 mm 2 or 500 x 1000 mm 2, 2 units, complete with integrated photomultiplier, packed light-tight and thermally insulated. The incorporation monitor can also be integrated in vehicles, for example, to perform measurements of the general population in the extended control zone after a reactor disaster. 10 Food Control The monitoring of foodstuffs contaminated by radioactivity is an important component following the wide-spread release of radioactive material. The two most important nuclides released in accidents with light water reactors are, according to IAEA guidelines, the radioactive isotopes Cs-137 and I-131. Due to their short half-life, however, radioactive iodine elements are not detectable in the environment for a long time. Therefore, the focus in food control is on radioactive cesium. EL 25 Foodstuff Counter Radioactivity monitor with integrated NaI scintillation detector for safe control of solid and liquid foods The nuclear disaster in Fukushima caused the release of large amounts of radioactive substances, Cs-137 and I-131, into the air and water and spread radioactivity in the environment over a large area. Pastures and arable land for rice and vegetables were contaminated. In addition, algae, fish and shellfish were radioactively contaminated by the seawater that was used for cooling and by leaks. A few weeks after the nuclear disaster, there have been increasing reports on radioactively contaminated food ranging from beef to drinking water. Consumers, farmers, fishermen but also producers of foodstuffs, restaurant owners and hoteliers were rather worried. To make sure that the purchased or produced food is free of radioactive contamination, this food has to be checked using a highly sensitive measuring detector system. We have designed the low-priced foodstuff counter EL 25 for this purpose. With its built-in NaI scintillation detector, the EL 25 checks all solid and liquid foods quickly and safely. Samples can be checked repeatedly in the food production process. After Fukushima, these devices were delivered in large numbers to the Japanese food authorities and private users. 11 PC-based foodstuff counter with multi-channel analyzer Food Nuclide Finder FNF (ISOMED 2150) Even 30 years after Chernobyl, mushrooms and wild boar in Southern Germany are still radioactively contaminated. Especially bay boletus still shows high Cs-137 values even today. The Food Nuclide Finder FNF (ISOMED 2150) is designed for nuclide-specific measurements of samples in Marinelli beakers. The device operates on the basis of a powerful PC system. The measured values are displayed, for example, on a notebook. Food Nuclide Finder FNF The counter is easy to operate due to user-guided menus. The currently measured values are displayed during the measurement, in addition the graph of the control spectrum (energy spectrum). The spectrum is determined using a multichannel analyzer. At the same time, the count rate or Bq/l value is displayed. The spectrum can be analyzed in a large representation. Software interface with spectrum The program analyzes the sample depending on the calibration. No automatic nuclide analysis is carried out for possibly additionally existing nuclides. However, the spectrum can be analyzed in detail for this purpose. All measurement results can be saved as a file and printed. In addition, the software includes a menu for carrying out a comprehensive quality control. The FNF is used in Japanese food laboratories, in wholesale companies and by the German Armed Forces for monitoring food. The German Armed Forces use a mobile system with a multi-part lead shielding. The company specializes in measuring instruments for mobile gamma ray spectrometry. PGIS-2 Mobile Gamma Spectrometer The PGIS 2 is a robust, mobile gamma spectrometry system designed for outdoor use. It can be used, for example, for environmental monitoring or civil protection. A connection with expert software modules (such as pilot guide systems) provides a good overview and ensures simple operation. The data acquisition software is optimized for internal data synchronization with real-time analysis in conjunction with precise GPS and meteorological data. The measurement results are displayed graphically in real time in a map or a report. 14 Dose and Doserate Measurements GRAETZ Strahlungsmeßtechnik GmbH is an independent company that has closely cooperated with S.E.A. GmbH for many years. Doserate meter GammaTwin Calibratable dose rate meter with warning function for personal radiation protection when handling ionizing radiation and for detecting the dose rate and the local dose. The easy to use and very robust GRAETZ dose rate meter GammaTwin for measuring gamma and X-rays for the ambient dose equivalent rate H*(10) and ambient dose equivalent H*(10) (local dose) includes 4 factory-defaulted dose and dose rate alarm thresholds each and a selectable acoustic single-pulse indication. The large illuminated display ensures good legibility of the measured values even while wearing a protective mask. One can choose between separate and simultaneous dose and dose rate display. The combined display of local dose and dose rate makes the GammaTwin an ideal device for first responders. Hundreds of devices are already used in German civil defense. Alarmdosimeter GPD150G(F) Electronic dosimeter GPD150G (F) with dose and dose rate alarm functions for detection of gamma and X-rays for the quantity Hp(10) (depth personal dose). The GRAETZ Alarm dosimeter GPD150GF based on the GPD150G warns the emergency services upon reaching the application related dose value. After power on, the lowest application dose warning threshold is automatically selected according to the FwDV 500 (15 msv). Optical warning takes place through colored LEDs on the top of the device and by a loud audible alarm as soon as the accumulated dose exceeds 15 msv. The alarm can be acknowledged by pressing a button and the next warning threshold (100 msv) can be enabled. The very large display enables reading of the dose while wearing a NBC protective mask. The device can operate about 700 hours with standard batteries. All set parameters and the accumulated dose will remain stored when the device is switched off. 935 units of the GPD150G(BW) are used in the Ro/Ro container Emergency Center (Baden-Württemberg).
