1 PRACTICE YOUR PLAN!! Saturday, April 26, :00 am to Noon (ish) (Actual time of drill is 10:00 am to 2:00 pm; however, resident participation will likely conclude shortly after Noon.) The Topanga Emergency Management Task Force has organized an annual Topanga emergency drill for the past several years. Each time we run one of these drills, LA County emergency agencies refine their wildfire response plans, and Topangans get a chance to practice their emergency plans. This year s drill is very special to us, as it will be the last drill we conduct under the leadership of LA County Supervisor Zev Yaroslavsky. So, let s all take just a little bit of time on April 26 to participate and convey our utmost gratitude to Supervisor Yaroslavsky and his staff for their ongoing support of public safety efforts. We strongly believe that residents need to experience what it might be like to evacuate. If you practice the scenario, it will encourage you to get better prepared NOW, before a real fire threatens, and could very well save your life one day. Please participate with a positive community spirit and help make Topanga a safer place to live. We will make every attempt to be as realistic as possible during this drill. But out of consideration, Topanga Canyon Blvd. will NOT be closed. We want everyone to be able to get back to their homes as quickly as possible after reaching the Evacuation Centers at either Taft High School or Palisades High School. Stay Connected Get updates on evacuation orders, traffic conditions, and ongoing drill info. 3. Topanga Tactical Zone Map Updates Revised Zone maps which include up-to-date information about Public Safe Refuges (PSRs) and Temporary Refuge Areas (TRAs). 3 TOPANGA EVACUATIO ON DRILL SATURDAY APRIL 26,, AM-12PM 1 HO OW TO EVACUATE What will happen At 10am you will receive a phone call from Alert LA (to register additional contact info other than your home telephone number, see the Resource Guide for details). Listen carefully. Instructions will call for evacuations of the Canyon. Evacuations will be gradual, by zones (see Zone Maps in this packet), so please listen to the phone instructions carefully. Your zone might not bee included in the first Alert LA call. Follow up Alert LA phone calls will go out as more zones are rolled into the evacuation. You can also get your specific zone evacuation instructions through any of the communication methods outlined on the Stay Connected sheet. What you need to do People instructed to evacuate northbound on Topanga Canyon Blvd. should go to Taft High School, at 5461 Winnetka Ave., Woodland Hills (corner of Winnetka and Ventura Blvd.) ). o Check in will be in the Taft overflow parkingg lot on Winnetka Avenue, across from the school. From Ventura Blvd., take Winnetka south to the 1 st light (Santa Rita), turn left. Take the 2 nd entrancee on the left (closer to Quakertown Street). People instructed to evacuate southbound onn Topanga Canyon Blvd. should go to Palisades High School, at Bowdoin St., Pacific Palisades (off of Temescal Canyon.). o Check in will be either directly in front of the school on Bowdoin, or you will continue on Bowdoin past the main entrancee and turn left into the parking lot above the field. At press time, the exact location has not beenn confirmed,, but there will be clear signage when you arrive, and both of these options are extremely convenient and easy to find. At the Evacuation Centers DRILLL STARTS AT 10:000 am After checking in at your Evacuation Center, pick up your freee gifts, courtesy of the Topanga Town Council and SOS Survival Products. Please take a few moments to answer our survey questions. You can then leave and return to your normal Saturday routine. Your total participation time at the evacuation center can be as little as 5 minutes or as long as you d like if you have questions for the volunteers. Volunteers from the Red Cross and Topanga emergency teams will be available at the Centers to answer questions. Volunteers from Los Angeles County Department of Animal Care and Control will also be on hand to answer questions regarding both small and large animal evacuations. Learn the locations of Public Safe Refuges (PSRs)) throughout the Canyonn (see accompanying Zone Map update). In the event of a real fire and evacuation order, at some point evacuation may be impossible due to traffic gridlock and you may then be redirected to the closest PSR. (Note: These were previously named Community Safety/Survival Areas). If you choose to participate a little later in the morning When it is determined by Incident Command that evacuating the Canyon is no longer feasible due to gridlock, a messagee will go out for residents to proceed to their closest Public Safe Refuge (PSR). Check in at your closest PSR, answer a few questions, and you re done!

KNX Radio (AM 1070) Keep your radio tuned to KNX during the drill to hear live updates from the Command Post, as time permits, as well as other important information/features targeted to anyone who lives in areas prone to wildland fires. Text Updates Subscribe to our cell phone emergency notification service. Text the word EVACUATION to Once you subscribe, important text messages will be sent to your cell phone during the Drill (from 10am-2pm April 26) ). Normal text rates apply. 7 3 T TOPANGA EVACUATIO ON DRILL SATURDAY APRIL 26,, AM-12PM TOPANGA SAFETY WEEK Commu unity Events April HORSE TRAILER INSPECTIONS Thursday, April 24, :000 pm to sundown Pine Tree Circle (parking area near entrance at stop light) CHP will inspect empty horse trailers for road readiness. No enforcement issues (tickets, impounds, etc.) will be addressed during these inspections. Inspections are free and for informational purposes only. TOPANGA ELEMENTARY SCHOOL DRILL Friday, April 25, 2014 Morning Topanga Elementary School Los Angeles County Fire Department will present the Wildlandd Fire Drill designed for students and teachers at the school. Designed to educate students and teachers on how the Fire Department will respond to a fire in Topanga during school hours. Firefighters will review shelter-in-placee procedures and give demonstrations, including a helicopter fly-over. In a real fire emergency, firefighters and equipment will be deployed to the school. Children will be sheltered in place and protected until it is safe forr parents to come and pick them up. Parents should not attempt to immediately drive to the school to get their kids. Doing so may put the children in more danger by creating traffic problems.

9 TOPANGA EVACUATIO ON DRILL SATURDAY APRIL 26,, AM-12PM 4 C CHECKLIST & RESOURCES I live in Topanga Tactical Zone My closest Public Safe Refuge (PSR) is If I m on the road trying to evacuate the Canyon but can t due to gridlock, I know where all 9 PSRs are located so I can divert to the nearest PSR ( I carry a copy of the Topanga Tactical Zone Mapp in my carr (there is a large pull-out map at the back of your Topanga Disaster Survival Guide). My closest Temporary Refuge Area (TRA) is I ve reviewed the revised list of TRAs and made necessary adjustments to my evacuation plan. I ve corrected my Topangaa Disaster Survival Guide to reflect that some TRAs have been eliminated. MAKE PREPAREDNESSS A PRIORITY! I have at least one disaster supply kit, and maintain at least a 3-day supply of food and water. I have an emergency plan for my pets, and havee pet supplies in my disaster kit. My family has at least one out-of-state contact person. I keep a list of critical items that I would want to take with me if I have to evacuate. I have registered all my phone, text and contacts with the Alert LA mass notification system (see Resources). I have taken steps to harden my home, as outlined in the Ready Set Go Wildfire Action Plan (see Resources). I know what Red Flag Weather means (see Resources). I have my 2014 Topanga Access Card (see Resources). I have an FRS Radio and know the channel for my neighborhood (seee Resources). I belong to a T-CEP Neighborhood Network (seee Resources). For parents of school-aged kids: I am aware of my child s school emergency plans. For those with specific needs: I have registered myself or a family member with SNAP (see Resources).
10 ALERT LA TOPANGA EVACUATIO ON DRILL SATURDAY APRIL 26,, AM-12PM RESO OURCES Alert LA is a mass notification system used to broadcast critical emergency information to residents and businesses throughout LA County. All residential and business landline phone numbers (listed and unlisted) are automatically included in the database. You must manually add cell phone numbers, VOIP, and addresses. The Fire Department cannot doo this for you. Go to and follow the step-by-step instructions. To see a sample message, please visit and click on the Alert LA tab at the top. When you receive an Alert LA call, it is very important that you listen to the ENTIRE MESSAGE, as critical information may be at the very end. SNAP (SPECIFIC NEEDS AWAREN NESS PLANNING) The SNAP Program is a voluntary disaster registry that can help emergency personnel find people who may need additional assistance in a disaster. Do you have a permanentt or temporary disability? Would you need help getting out of the canyon safely or traveling to an emergency evacuation center during a disaster? Do you need extra help taking care of yourself in your home or at an evacuation center? Do you use assistive equipment that requires electricity? If you answered YES to any of these questions, consider registering with SNAP. SNAP does not guarantee priority service to those who register, but it does give emergency responders an additional tool to identify, locate, and assist people with specific needs or health conditions during disasters. For more information or to register, visit RED FLAG WEATHER Red Flag Weather conditions may exist when winds are in excess of 25 mph and humidity is less than 15%. Red Flag Weather does not mean that a fire will start; ; it means that if a fire were to start under these conditions, it will burn out of control and spread at a rate much faster than the ability of firefighters to contain it. Prior to evacuating, take these steps to increase the chance your home will survive and possibly provide firefighters a safer environment to make every effort to save your home: Move all outdoor combustible materials (fire wood, patio furniture, etc.) at least 30 feet away from the home. CLOSE all interiorr and exterior doors; keep windows closed. OPEN all curtains, blinds, and other window treatments. (If yourr window treatments are made of fire-resistant materials, then keep them CLOSED.) ) Move interior furniture away from windows and toward the center of the room. Turn on all lights in your home (to make it easier forr firefighters to see your home in smoky conditions). READY SET GO WILDFIRE ACTION PLAN It s important to put your home in a better position to withstand a fire front and prevent embers from entering through the use of fire-resistant building materials and ember-resistant features, go to and click on Ready Set Go in the left vents, among other solutions. 11 TOPANGA EVACUATIO ON DRILL SATURDAY APRIL 26,, AM-12PM WALKIE-TALKIES (FRS RADIOS) AND HAM RADIOS In a disaster, landline phones and cell phones may not work. FRS radios are an inexpensive and simple way to communicate with nearby neighbors and to receive emergency updates from T-CEP s Disaster Radio Team (DRT) at the top of every hour when the T-CEPP Emergency Operations Center is activated. See page 115 of the Survival Guide for more about FRS andd the top-of-the-hour and many are DRT members (see page 117 in the Survival Guide). These volunteers provide crucial communications throughout the canyon when all other communications fail. For more information, or if you re interested in getting your HAM license, Bryce Anderson at drt@t-cep.org. reports on channel 7 and your own neighborhood designated FRS channels.
