2 CAMPUS LOCKDOWN IMMEDIATE RESPONSE, RECOVERY, PLANNING FOR THE FUTURE On January 15, 2019 Citrus College was placed on lockdown due to a confirmed threat of violence against the campus. As a result of the actions by many, the campus lockdown ended peacefully with no fatalities or injuries. As part of the recovery process, the following has occurred: Mental Health Debriefs January 24 th and January 31 st Crisis Action Team (CAT) Training February 8 th Online Survey Employees Students Campus Forums February 14 th Two sessions Campus Safety Debrief GPD Debrief Emergency Preparedness Presentation at Flex Day Emergency Preparedness/Active Shooter Presentations for various classes Online Active Shooter Training for Managers and Supervisors Some of the things we are working on: Classroom lockdown kits 5 gallon buckets (toilets) with supplies Communication Hard-wired direct telephone lines for Campus Safety and Crisis Action Team, in case of network failure Additional lettering/building identifiers for first responders Digital, encrypted campus radio frequencies WEBS-enabled blue light emergency phones Building Access Control District standard interior locks on all doors Evaluate systems for remote access from a central location Crisis Response Continue to provide trainings/workshops regarding how to deal with students in crisis Strategies on how to manage the emotional stress during a prolonged lockdown Overall Emergency Preparedness Continue to provide trainings and workshops for students and employees Did You Know? Campus Safety provides ongoing emergency preparedness workshops. To request a presentation, contact Ben Macias, Director of Campus Safety, at bmacias@citruscollege.edu Over 90 percent of classroom door locks have been retrofitted with an internal thumb-turn deadbolt lock to quickly and easily lock the door from the inside during an emergency 200 emergency lockdown kits will be placed in classrooms this semester Blue light emergency phones will be installed on the interior of campus this semester

3 EMERGENCY PREPAREDNESS CAMPUS WIDE EMERGENCY DRILLS WHAT TO DO IN THE EVENT OF A LOCKDOWN As part of our ongoing emergency preparation and in accordance with Focus Area 6 of the Strategic Plan, Citrus College conducts multiple campus wide emergency drills throughout the year. Testing of emergency notification systems, fire systems, alarms, and other emergency preparedness equipment are conducted periodically. During the academic year, Citrus College had two drills in the fall and one in the spring. Drills vary in type, dates and times, in an effort to train and prepare students and employees on the District s emergency response procedures. These procedures are intended to save lives, reduce injuries, minimize damage to facilities, and enable the college to resume operations in a timely manner. RESPONDING TO A LOCKDOWN On Thursday, March 21, 2019 at 6:05 p.m. a campus wide lockdown drill was conducted. For the purpose of this drill, students and employees were encouraged to follow the District s lockdown procedures: Stay inside the classroom or building until more information is provided Close, lock and barricade all doors Move everyone away from doors and windows where they can be seen Lights off! ACT AS IF NO ONE IS IN THE ROOM Silence or turn off cell phones Get into the most secure place/position you can find and remain quiet and hidden For situations involving the potential discharge of firearms, all shall drop, cover and hold until the discharge has seized Stay down until subsequent instructions are given DO NOT ANSWER OR UNLOCK THE DOOR. All safety responders will have the necessary access keys to gain entry Do not unlock doors or resume regular activities until Campus Safety, law enforcement, Citrus Alert or the Alertus Beacon provides an All Clear and advises In the event you are outside when a lockdown directive is given, take the following actions: Move away from the affected area and get to a safe location Proceed to a classroom, building or a safe indoor area unless otherwise instructed by the building administrator, Emergency Information Officer (EIO) or Campus Safety If the classroom or building is not accessible or is unsafe, proceed to the nearest, safest classroom or building If no classroom or building is available, seek shelter in the safest place available that will conceal (hide you) or provide cover (protect you from gunfire) Act quickly and choose the best space that is available Did You Know? Citrus College has an Emergency Operations Plan (EOP) The EOP is placed into operation whenever an emergency affecting the campus cannot be controlled through normal channels The EOP applies the principles of: Incident Command System (ICS); National Incident Management System (NIMS); and Standardized Emergency Management System (SEMS). The purpose of the EOP is to effectively coordinate the use of the college and community resources to protect life and property immediately following a major natural or accidental disaster or emergency The EOP is activated by the Superintendent/President or her delegated representative While there are many objectives, the EOP has three main goals: Preservation of life Protection of property Restoration of campus operations Preservation of life Protection of property Restoration of campus operations In the event of an emergency, always follow the direction of your building s EIO, Campus Safety or law enforcement.

4 EMERGENCY PREPAREDNESS RESPONDING TO AN ACTIVE SHOOTER: RUN, HIDE, FIGHT An active shooter is an individual actively engaged in shooting or attempting to shoot people in a populated area. Recent active shooter incidents have emphasized the need for a coordinated response by all. If you encounter this type of incident, remain calm, have a plan, be aware of your environment, and know the possible escape routes and safe rooms. You will have three options: Run, Hide or Fight. RUN: If you believe you can safely do so, exit the building immediately, move far away and seek shelter. Notify anyone you may encounter to also exit the building As soon as possible, call 911 and Campus Safety at , or extension 8611, if you are calling from a campus phone. Calls can also be made by pressing the panic button function on the Campus Safety mobile app, Citrus Guardian Calmly state: Your name and location Location (building/room) of incident Number, identity and description of shooter(s), if known Other information as requested Remain in a safe place until the threat is over HIDE: If you are NOT able to flee: Go to the nearest room or office Close, lock and barricade the door by any possible means Stay away from doors or windows where you might be seen Turn off cell phones, radios, computers or anything else that might draw attention Lights off! ACT AS IF NO ONE IS IN THE ROOM Get into the most secure place/position you can find, away from doors and windows, and remain quiet and hidden DO NOT ANSWER OR UNLOCK THE DOOR. First responders will have the necessary access keys. It may take time for help to get to you. If injured, quietly call 911 and give your location Be prepared to fight FIGHT: If confronted by an active shooter, an attempt to overpower the shooter may be your only option. You may need to incapacitate the shooter by throwing items or attacking with physical aggression. Look for items you can use as a weapon, e.g., a fire extinguisher, chairs or flagpole Disrupt the shooter s ability to see, breathe or control their weapon Fully commit to taking action. Be violent, be ruthless. DO NOT HESITATE to follow through Citrus Alert and Citrus Guardian As a reminder, if you have not already done so, register and update your emergency contact information to receive emergency notifications from Citrus Alert. Click on the following link to update your information: The Citrus Guardian mobile app is another important layer of safety to help keep you safe on campus. Some of the features from the app include emergency notifications from Citrus Alert, a phone directory of important on-campus phone numbers, an emergency call button, the text-a-tip function and a virtual escort service. Additional information about the Citrus Guardian app may be found here: Emergency preparedness is a shared responsibility. Safety is not the responsibility of one department, but rather the college as a whole. Collectively, we can make a difference. 5 UPCOMING EVENTS COFFEE WITH A COP On Tuesday, April 2, 2019, Campus Safety, in partnership with the Glendora Police Department (GPD), will host a community event called Coffee with a Cop. The event will take place in the Campus Center mall from 11 a.m. to 1 p.m. Coffee with a Cop is a community outreach opportunity intended to enhance lines of communication between GPD, Campus Safety and the Citrus College community. Citrus students, employees and community members will have a chance to get to know the officers serving our community, voice concerns and ask any questions they may have pertaining to campus safety. Please stop by and meet some of the officers that serve and protect the Citrus College community. Free coffee, pastries and a safety whistle will be provided, while supplies last. Aside from being first responders to every incident and emergency on campus, Campus Safety also provides the following: Campus maps, parking information, directions Daily or semester parking permits Fingerprinting services (Livescan) Lost and found services Parking enforcement, citation appeals Safety escorts to anywhere on campus Various emergency preparedness trainings, including how to respond to an active shooter Vehicle jumpstarts, vehicle unlocks, lock cuts CONTACT US YOUR SAFETY IS OUR PRIORITY LOCATION We are located at the main entrance of the college on Citrus Avenue and Foothill Boulevard in the Campus Safety (CS) Building.
