2 Why 3S Safety, security, and safeguards 1. aim at a common objective, 2. share a great proportion of their control measures, 3. have some conflicting requirements, benefit from a coordinated approach 2

3 Synergies of security and safeguards (nationally) Common motivation: to secure material and information Safeguards: counter-proliferation, deterrent through material accountancy and control designed to prevent and detect diversion regulatory control of nuclear materials: system audits, unannounced inspections, short notice inspections, material verification, trade analysis export control (NSG) Security: prevention and detection of and response to unlawful activities intelligence and analysis, threat assessment, DBT, regulatory control, emergency preparedness, border control, law enforcement and combating crime as a whole physical protection system (PPS) at nuclear facilities and for nuclear materials to detect, delay and respond to unlawful activity (theft, sabotage) 3
