4 Background In accordance with article 23 of (EU) Regulation No 168/2013 the Commission has conducted a comprehensive environmental effect study to confirm the Euro 5 limits. The draft report is sheared via CIRCABC with stakeholders. The final report will be published in the EU Bookshop in due course. The overall set limits within the Euro 5 step are technically feasible and cost effective. Small changes are made in light of the received comments but still with the findings of the study Based on the findings the Commission shall present to the European Parliament and the Council a report. The report is in the drafting phase, inter service consultation will start before the summer. The Commission shall make any appropriate legislative proposals in the light of that report. 6 Regulation (EU) No 168/2013 implementation of OBD stage II (Article 21) Exemption for L6e-A for OBD, vehicles are similar to mopeds for which no OBD requirements are applicable. (21-1) Delay of catalyst monitoring until 2024 and crate a phase in of OBD stage II by using OTL 1 limit until (21-5) From 2024 OBD stage II full implementation including catalyst monitoring with OTL 2. (21-6) Enduro motorcycles in category L3e-AxE and trial motorcycles in category L3e-AxT are exempted from the obligatory fitting of an OBD stage II system. (21-7) 6

7 Regulation (EU) No 168/2013 Euro 5 for minicars (L6e-B Annex IV )/ Enduro and Trail Implantation of the emission limit within Euro 5 are technically feasible and will lead to a overall monetary benefit. No further changes. For minicars (L6e-B) more lead time is given to allow new powertrains to be developed and move away from the currently used diesel engines ( Annex IV ) In line with comments received for the SME manufacturers of Endure and Trial the implementation more lead time is given until Euro 4: Annex VI A1 L3e;L4e;L5e;L7e ; for L3e-AxE and L3e-AxT

8 Regulation (EU) No 168/2013 Durability requirements (Article 23) The fixed DF and mathematical method will be phased out by 2024, this methode does not effectively control emissions over the useful life of the vehicle. (23-C) Article 23 (C) is amended, the run in for the vehicle is raised to add a safeguard during the transitional period until 2024: 2500 km with max speed of 130 km/h and 3500 km with max speed > 130 km/h The Phasing out this method and adopting one of the methods of physical ageing (half, distance, full distance, or bench testing) is recommended and cost-beneficial mitigated masseurs: Bench ageing is introduced and reclassification of the SRC-LeCV (regulation (EU) No134/2013) 8

(Annex IV) Solving inconsistencies in the date of application of the sound level limits for Euro 5 (Annex IV 1.9.1) The Regulation 168/2013 establishes dates of application for sound level limits for both Euro 4 and Euro 5, without actually laying down sound limits for Euro 5 in the Regulation Sound level test procedure and limit values Annex VI (D) L1e, L2e, L6e Sound level test procedure and limit values ( 3 ), Annex VI (D) L3e, L4e, L5e, L7e

10 Regulation (EU) No 168/2013 Empowerment of the Commission.( Article 75-2) The power to adopt delegated acts referred to in Article 18(3), Article 20(2), Article 21(5), Article 22(5) and (6), Article 23(6) and (12), Article 24(3), Article 25(8), Article 32(6), Article 33(6), Article 50(4), Article 54(3), Article 57(12), Article 65 and Article 74 shall be conferred on the Commission for an indeterminate period of time from [date of entry into force of this Regulation]." 10

14 Regulation (EU) No 44/2014 In Use Performance ratio.( Annex XII, App.1, 4.1.4) Inline with the study a phase in is created from 2020 to 2024 the IUPR of 0,1 level will be voluntary From , if, according to the requirements of this Annex, the vehicle is equipped with a specific monitor M, IUPRM shall be greater than or equal to 0,1 for all monitors M Until the manufacturer shall demonstrate to the approval authority the functionality of IUPR determination, for new types of vehicles as of and for existing types of vehicles as of Annex XII appendix 3,4 and 5 are added to the regulation to ensure that the sample size and selection criteria are specified. (basis: Regualtion (EU) No 692/2008 and R83 ) 14

15 Regulation (EU) No 44/2014 In Use Performance ratio.( Annex XII, App.3) Point 2.1 The reports shall be filed at least once in the vehicle s production cycle, for each vehicle model for the duration of 5 years of age or the distance as laid down in Annex VII(A) in Regulation (EU)No 168/2013, whichever is sooner. Point 2.2 For defining the IUPR family the OBD family parameters listed in Appendix 5 to this Annex shall be used. Point Vehicle registration number ( if known ) is deleted Reference are corrected. 15

16 In Use Performance ratio.( Annex XII, App.5) Parameters defining IUPR family are improved. Appendix 5 is added and sets out the criteria to define an OBD family as referred to in Appendix 3 and 4 Annex XII Selection criteria for the Vehicle types for which at least the parameters described in the appendix are identical are considered to belong to the same engine/emission control/obd system combination are considered to belong to the OBD family. 17 Regulation (EU) No 44/2014 Overview OBD monitor requirements stage I/ II (Annex XII, APP 2, 2.1) Improvements have been made to the table Ap2-1 in appendix 2 to Annex XII, to give more clarification in the requirements.e.g.: Brackets linked to study are removed. Device not operational / not present is a basic monitoring requirement, not link to circuit rationality. It is the lowest level of diagnostics. For the Camshaft position sensor the circuit continuity requirements are deleted, sensor requirements are brought in line with the crankshaft sensor. The activated default mode is deleted was not in line with SAE and is manufacture /model specific. Footnote under the table Ap2-1 have been amended to give more clarity 17

18 Regulation (EU) No 44/2014 The position of the abs switch (Annex XII App.1, 3.2) 3.2 If available, the following signals in addition to the required freeze-frame information shall be made available on demand through the serial port on the standardised diagnostic connector, if the information is available to the on-board computer or can be determined using information available to the on-board computer: diagnostic trouble codes, engine coolant temperature, fuel control system status (closed-loop, open-loop, other), fuel trim, ignition timing advance, intake air temperature, manifold air pressure, air flow rate, engine speed, throttle position sensor output value, secondary air status (upstream, downstream or atmosphere), calculated load value, vehicle speed, the position of the antilock brake system switch (on/off), the activated default mode(s) and fuel pressure. 19

19 Regulation (EU) No 44/2014 Update ISO standard for connection interface of motorcycles (Annex XII, App.1, 3.12) When Regulation 44/2014 was drafted, only ISO was available. ISO was developed for cars. The standard ISO is drafted specific for motorcycles. The amendment smoothly phases out the option for alternative interface connection (point 3.13) Until an OBD stage II system for L-category vehicle has been adopted on the vehicle (Annex XII, App.1, 3.12) 20

20 Regulation (EU) No 44/2014 The footnote under the table Ap2-1 has been amended to give more clarity If redundant APS or redundant TPS are fitted, signal cross check(s) shall meet all circuit rationality requirements. If there is only one APS or TPS fitted, APS or TPS circuit rationality monitoring is not mandatory. 21

23 Regulation (EU) 134/2014 WF in table 1-10 (Annex II point , in Table 1-10 line 6 row 5 The weighting factors are brought in line with the GTR 2 values and therefore the class L3e; L4e, L5e;L7e-A with a speed of Vmax <130km/h are left at the ratio. 24

24 Regulation (EU) 134/2014 Inclusion of NOx emissions in type test II (Annex III, 4.2.2) Point 4.3(e) the level of NOx in content by volume of exhaust gasses emitted ( in vol%) is added. Including NOx would increase the potential of the roadworthiness test to identify high emitters. Therefore this need to be registered in the type approval phase during the type II test. 25

25 Regulation (EU) No 134/2014 Crankcase emission assessment and test order (Annex III, ) point 4.1 to the test for crankcase emission has been changed the old basic test and old test number 1 are to be used as a alternative to choose from (2.2.2). If the test is failed the manufacturer shall pass the engine leak test ( test method 3) Point is amended to allow light pulsations in the crankcase. Point the size of the bag is brought inline with the swept engine volume. Point is amended, the test is satisfactory if after each measurement no visible inflation of the bag occurs. 26

26 Regulation (EU) No 134/2014 SHED or Permeation testing (Annex V, 2.5 ) point 2.5 is amended inline with the study,allowing permeation testing to used for the future for L1e;L2e;L5e-B;L6e-B;L7e-B and L7e-C. (Annex V, 2.5 ) SHED test limits set out fro Euro 5 are kept. (not lowered with an extra 50 %) point 1.1 of appendix 2 to annex V is amended L-vehicle categories L3e, L4e, L5e-A, L6e-A and L7e-A shall only be tested according to the SHED test procedure. 27

27 Regulation (EU) No 134/2014 Durability / introducing Bench ageing. (Annex VI 3.3) The mathematical durability is phased out in 2024 inline with the report and comments received, the procedure does not reflect the useful live of the vehicle. Point 3.6 is inserted in line with the study to allow Bench Ageing to be used as alternative option for full and half mileage accumulation. This is procedure is low in cost and well accepted. The Bench ageing procedure is carried over from Regulation (EU) No 692/2008 and R83. Appendix 3 and 4 to Annex VI are inserted to complete the Beech Ageing procedure. 28

28 Regulation (EU) No 134/2014 Durability / introducing Bench ageing. (Annex VI 3.3) Point 3.7 to Annex VI is added: At the request of the manufacturer an additive exhaust emission deterioration factor may be calculated and used for the procedure in point 3.1 and 3.2 to this annex, the factor shall be calculated for each pollutant. Point 3.7 is added on the basis of 692/2008/EC This will allow the additive option to be used as an alternative. 29

29 Regulation (EU) No 134/2014 Phase out AMA for WMTC class 3 (Annex VI, 3.4.3) Point is inserted to allow the use of the AMA for WTMC class 3 until Phasing out AMA for this class can be justified in with the results of the study. Reclassification the SRC-leCV / WTMC ( Annex VI, App.1 table Ap1-1) Point of Appendix 1 to Annex VI is amended. The subclassification is revised to ensure a better reflection of operational conditions. The table is made more simple and link to the WTMC classification only. 30 Regulation (EU) No 134/2014 Some editorial changes are made to Annex II in line with the tracking list / Mk and Mref : in the equations MK +75 is equal to Mref. A mistake was made the +75 Kg for the driver was deleted. In the equation MK will be changed to Mref. mk is defined as Kerb mass (L-category vehicle) mref meaning is Mass in running order of the L-category plus mass of the driver (75Kg) (This also matches the definition (18), where the mass in running order is added with the weight of the driver (75 kg) (and the propulsion battery)) The GTR 2 that is currently amended is changed in the same manner. 31

31 Regulation (EU) No 134/2014 Some editorial changes are made to Annex II in line with the tracking list. In point the last paragraph is replaced by the following: "m r1 may be measured or calculated, in kilograms, as appropriate. As an alternative, m r1 may be estimated as 4 percent of m." There was a small mistake in the Inertia mass setting, Equation 2-13 is corrected f is replaced by 4 percent. The equation is brought in line with the GTR2. 32

32 Regulation (EU) No 134/2014 Some editorial changes are made to Appendix 1 to Annex X in line with the tracking list. Point 8.1 to Appendix I is replaced by the following: The maximum vehicle speed, as determined by the technical service to the satisfaction of the approval authority, may differ from the value in point 7 by ± 10 % for vehicles with a Vmax than 30 km/h and 5 % for vehicles with a Vmax > 30 km/h. 33
