2 Presidential prose September is here, summer is nearly over, temperatures will gradually turn cooler, the leaves will (hopefully) put on their annual display of vibrant reds and golds and football season (and some serious tailgating) begins in earnest. And it is time to commence with another Chapter Meeting season this month as the Chapter will descend on the annual CMPA Product Show at their Training Facility in Sharonville. While this gathering does come hot on the heels of the ASPE Convention/Expo, I hope you ll be able to drop in to enjoy some cook-out grub, renew acquaintances and learn about the latest in products and services our industry has to offer in a casual setting. But before we get to this month s Chapter gathering, there is the little(?) matter of attending the 2014 ASPE Convention and Engineered Plumbing Exposition held from September in Chicago, IL. And for those of you with recertification requirements, it will truly be worth your while to make the journey to the Windy City as the Expo and Technical Seminars both offer opportunities to obtain CEUs. But if you have not yet registered, act quickly the available accommodations are growing scarce. To register or for more information, just visit the Society website. I wish I could take the credit for thinking this one up, but I learned about it while at Region II. The Western Michigan Chapter has an on-going program where they commemorate those members who have belonged to the Society for 25 years by presenting them with a 25 th Anniversary pin and all Chapter Presidents with a Presidents pin. I think it is safe to say that all of you noticed the new header on Page 1 of our newsletter. It occurred to the Board that we are not just a Chapter that serves 2 cities in 1 state; we actually serve 5 cities in 2
3 states. So, in an admittedly small way, we are giving some long-overdue recognition of our members in Louisville, Lexington and Northern Kentucky (not necessarily a city onto itself but significant nonetheless). And our outreach program will be engaging in something to help bridge the gap between the members in the Bluegrass State and the Chapter even further. And I will go into this in next month s column. Some of our more eagle-eyed readers may have noticed one other significant change on Page 1. For reasons that I will not delve into here, Brandt Junker, while remaining a member of the Chapter s Board of Governors (BOG), will be stepping down as the BOG Chair. Note that there is nothing prejudicial in this between Brandt and the Chapter Board of Directors (BOD) and Officers. Indeed we as a Board wish Brandt nothing but the best in his future endeavors. As our most recent Past-Chapter President preceding Brandt, Al Fike has graciously accepted the BOG Chair position, and will be leading the group as it and the BOD work to the betterment of our Chapter in the future. Our VP Technical, Bob McGinnis, has once again put together an outstanding list of speakers and technical presentations for the upcoming year. While the actual presentation took place on June 14, we didn t want to let pass the mention of a Chapter member that has again distinguished himself. Past-Chapter President David D Dexter, PE, F.ASPE has added the initials F.NSPE after his name by being inducted into the National Society of Professional Engineers College of Fellows for his contributions to the NSPE and the engineering profession. Congratulations, Dave. David D Dexter, PE, F.ASPE, (center) has been named a Fellow of NSPE. He is pictured with OSPE President Fred Tito, PE, (left) and NSPE President-Elect Harve Hnatiuk, PE, F.NSPE And even though we have not yet held the 2014 Convention and Exposition, it s not too early to begin thinking about the 2015 Technical Symposium. And while there are still many details are to be worked out, one item has been finalized. Namely the location in which the event will be held. Hosting the event next year is the city of St Louis, MO. Naturally, more details will follow so stay tuned. For those of you who were not able to attend the 2014 Convention and the Technical Sessions that will be presented, a webinar of selected presentations had been scheduled. Unfortunately, due to an underwhelming response from the Society membership, the webinars have been cancelled. All those who had enrolled will be given a full refund of their fees. Do yourself a favor and go to the ASPE website, to read the latest ASPE legislative report and articles on wet venting, reclaimed water treatment methods and high-purity water system sizing It is with much sadness that we note the passing of Kenny Bratton on August 11, 2014 at the age of 80. Kenny was Founder and CEO of Hydro Security Systems (a Dayton-area fire protection design and installation firm) and Tipp City Pipe and Supply. Kenny is survived by his wife of 58 years Sandra J. (Niswonger) Bratton and three sons of Dayton, OH - Mark S. Bratton (Karen, Heather and Chelsea), Kent T. Bratton (Melissa Allen), Randy S. Bratton (Cathy, Isaac and Isabella) and two brothers Dave Bratton (Julie) of Dayton, OH and Barry Bratton (Sally) of Augusta, KY. The Board, Officers and membership of the Southwestern Ohio Chapter extend their heartfelt sympathies to the Bratton family and friends. Around the water cooler Fall will soon arrive, Coolers but the conversation doesn t stop just because the seasons change. So let s get started with a couple of questions from an Electrical Engineer who is playing Plumbing Designer I am performing the final review on a retail project (which I will be affixing my seal to) that includes the renovation of the existing toilet rooms. In this instance, the existing wall-mounted, flush valve water closets are being removed and replaced with floormounted, tank-type models. Considering all of the various demolitions and reworking of plumbing systems involved, why would this be necessary?
5 Without knowing additional specifics, it is difficult to approach your question in anything other than generalities. But the swapping of water closets may be nothing more than conforming to the Owner s current design standards. It may also be a case of the water pressure being less than when the facility was originally designed, making the use of a flush valve no longer feasible. With that said, we are puzzled that, if it is indeed a case of reduced water pressure, why the flush valve units weren t replaced with wall-mounted, pressure-assisted, tanktype water closets. It is likely that the carriers are in good condition and would readily accept the new fixtures. The reworking of the piping would be significantly reduced. Both would save the Owner a few bucks in the bargain. And it is certainly easier to keep the floor clean beneath a wall-mounted water closet than a floor-mounted unit. We have a small riser room on a project which is located at an exterior wall and houses the domestic water service, RPBFP and duplex domestic water heaters. Will the water heaters give off enough radiant heat to remove the necessity for a unit heater in this room? All domestic water heaters must conform to the standby loss requirements of ASHRAE/IESNA Since the majority of this heat will be captured within the unit by insulation or a lining, there will be insufficient radiant heat loss from a domestic water heater to maintain the room temperature at a non-freezing level. Hello, unit heater. As a side note, do be careful about affixing your seal to Contract Documents that are outside your area of expertise (even if you do have qualified staff members to bounce questions off of). The various licensing Boards tend to take a very dim view of this sort of activity. Next we have a question on plastic domestic water piping The Architect on a project is requesting that we use plastic piping for interior domestic water piping systems. Where can I find information detailing the type of plastic piping that is acceptable to use? This question is an easy one just refer to Chapter 6 of the OPC. Table provides a list of all piping materials that are acceptable for domestic water distribution systems. Table covers all of the acceptable pipe fittings available for use. And Section 605 gives a description of all of the various materials, joints and connections that are permissible. Do pay attention to the various certifications for each piping/tubing type. This will come into play later when submittals arrive. The time has come for us to get the lead out: I m just touching base on a question that came up. What is the new lead content limit for potable water piping materials? The lead-free initiative that is currently governed and enforced by the EPA regulations (and is coming soon to an edition of the OPC near you) states the following (in OPC language): Lead content of drinking water pipe and pipe fittings. Pipe, pipe fittings, joints, valves, faucets and fixture fittings utilized to supply water for drinking or cooking purposes shall comply with NSF 32 and shall have a weighted average lead content of 0.25 percent lead or less. Exceptions: The following items are exempt from the lead content limitations of this section (even though the potable water supply pipe which serves the
6 fixture or supplies the nonpotable system is not exempt): 1. Pipes, pipe fittings, plumbing fittings, or fixtures, including backflow preventers, that are used exclusively for nonpotable services such as process piping, irrigation piping, and outdoor watering piping. 2. Toilets, bidets, urinals, fill valves, flushometer valves, tub fillers, shower valves, and service saddles. 3. Water distribution main gate valves two inches in diameter or larger. We have a Project Manager fielding a question from the Architect who is looking for some assistance with a common occurrence during construction: Yesterday, we had our inspector out to look at the plumbing underground. In light of existing conditions, we had to make a field decision and revise the way we installed the underground pipe. In view of that, the plumbing inspector is requesting an updated stack diagram to match what is installed. I have attached a picture (above) for you to review; it is a simple circuit vent system. I would imagine the inspector will want this drawing prior to our next inspection. If you were sent this, would your response be, Please mark-up a plan or prepare a simple sketch for our use? That would certainly be a reasonable request and would (hopefully) clear any ambiguity. By the same token, the plumbing engineer/designer should have sufficient background and knowledge of his design and the project as well as a workable knowledge of Chapter 9 of the OPC and may well be able to modify the drawings from the information contained in the picture. After all, it is a simple circuit vent system. And, we would like to commend the plumbing inspector for doing his duty and requesting that the Approved Drawings be amended with proper documentation. The permit is for construction of the plumbing system as submitted to and approved by the Plans Examiner. This is what the Owner is authorized and has every right to build (provided all is in compliance with the Approved Drawings and the prevailing code). Any significant modification of these documents in the field by the Contractor must be accounted for (after all, there are legalities in play here). Finally, we take a look at a fire protection issue for an emergency generator room: We have an emergency generator room that, because it is attached to the building exterior, shares a small amount of common wall with it. The emergency generator room will not be protected with a sprinkler system (this part is set-in-stone). The main building is protected by a wet-pipe sprinkler system and I believe the building envelope to be 1- hour rated; would this wall be sufficient protection for the emergency generator room? We also have the ability to place this room as a stand-alone structure on the roof. Would that make any difference?
7 As far as the OBC is concerned no and no. From OBC (highlight ours): Exempt locations. [F] Automatic sprinklers shall not be required in the following rooms or areas where such rooms or areas are protected with an approved automatic fire detection system in accordance with Section that will respond to visible or invisible particles of combustion. Sprinklers shall not be omitted from any room merely because it is damp, of fire-resistance-rated construction or contains electrical equipment. 1. Any room where the application of water, or flame and water, constitutes a serious life or fire hazard. 2. Any room or space where sprinklers are considered undesirable because of the nature of the contents, when approved by the fire code official. 3. Generator and transformer rooms separated from the remainder of the building by walls and floor/ceiling or roof/ceiling assemblies having a fire-resistance rating of not less than 2 hours. 4. Rooms or areas that are of noncombustible construction with wholly noncombustible contents. 5. Fire service access elevator machine rooms and machinery spaces. Also note that if you choose to take this exemption, the building as a whole would not be considered to be fully-protected by an approved sprinkler system. That may invoke the inability of taking other exemptions otherwise allowed by the OBC. Regionally affiliated Let me begin this article by expressing what an honor it is to be your ASPE Region 2 Affiliate Liaison. For the past few years it has been a goal of mine to reach out to every chapter that makes up our Great Lakes Region. May 30 th & 31 st of this year I attended the Region 2 Presidents meeting held in Indianapolis, IN. It was hosted by our Central Indiana Chapter. They did a wonderful job making everyone feel at home and amongst friends. During our annual meeting, I volunteered to write a monthly newsletter article not just for the ASPE Eastern Michigan Chapter where I reside but to all our chapters. Writing is one way for me to communicate to you; visiting each chapter is another. The latter makes for better two-way conversation and interaction but the logistics are tougher. Before I start making travel plans across our Region though, how about we try and introduce ourselves at ASPE s 50 th Anniversary Celebration during the 2014 Convention (20 th -24 th ) and Expo (22 nd -23 rd ) in September at the McCormick Place in Chicago? I ll be there walking the show, talking with engineers, manufactures, regulators, other certifying bodies and/or working in the NSF booth (#530). I ll be interested to know what topics and subjects you d like to read about. A plumbing engineer references plumbing standards every day; have you ever wondered how a standard is written? How are they revised? You might have questions concerning performance testing of kitchen and lavatory faucets, shower heads, or thermostatic mixing valves.
8 What about plastic pipe and fittings? What kind of tests do these materials really go through? Can you trust them as a substitute for steel pipe or ductile iron pipe? What affect does chlorine or chloramines have? Will allowing these materials really add Value Engineering to your project? It might surprise you to learn that the amount of water allowed to leak from a PE piping system servicing a population of 100,000 per year is ZERO; for PVC pipe it s 12,059,942 gallons and for ductile iron pipe it s 13,340,643 gallons! All the while we re looking at ways to save drops of water at the end of our faucet. As an industry we can do much better and by working together we will. I m hoping to hear from you over the next few months on topics you d like to have addressed. I d like to get your input so we can start a dialogue in print prior to me meeting you in person. Let me conclude by congratulating ASPE on their 50 th Anniversary. The progress that has been made over these years by plumbing engineers as well as those who write and enforce the plumbing codes is astonishing. The importance of plumbing standards and the licensed professional plumbers who follow the proper installation method is paramount, as more lives have been saved by the plumbing profession than by any other. Please feel free to contact me at: Dann Holmes ASPE Region 2 Affiliate Liaison NSF International Business Unit Manager dholmes@nsf.org or (Tel) Legislative Lingo Recently Consulting-Specifying Engineer did a lengthy detail on the changes to NFPA 99: Health Care Facilities Code applies to all health care facilities other than home care. The code is intended for professionals involved in the design, construction, maintenance, and inspection of health care facilities, in addition to the design, manufacture, and testing of appliances and equipment used in patient care rooms of the health care facilities. I will work to bring up a few of the changes and summarize the article. While this highlights some of the changes, it is critical to read the actual wording and discuss the intent with the AHJ as it will enforce any adopted codes and standards. The 2015 edition of this code is in its revision cycle and currently is in its second revision; the final second draft was posted in January 2014 with the final issuance date planned for August Updated chapters Chapters 1, 2 & 3 have all updated to be consistent with other changes in the code listed below. Chapter 4, Fundamentals, is a new chapter. The previous Chapter 4 information on electrical systems was moved to Chapter 6. This chapter defines building systems categories and requires that building systems be designed to meet system Categories 1 through 4. The Categories are based on risk to the patient and caregiver and not on the location the procedure or service is performed. A defined risk assessment procedure must be used and documented to determine the Category. The Category definitions apply to
9 Chapters 5 through 11, and the facility systems must be designed to meet the Category requirements as summarized below. Category 1: Failure of facility systems or equipment is likely to cause major injury or death of the patient or caregivers. Category 2: Failure of facility systems or equipment is likely to cause minor injury to patients or caregivers. Category 3: Failure of facility systems or equipment is not likely to cause injury to patients or caregivers, but can cause patient discomfort. Category 4: Failure of facility systems or equipment would have no impact on patient care. The annexure item for this chapter (Annex A4.1) gives a few examples of health care facilities that would fall into different system categories. Chapter 5, Gas and Vacuum Systems, was changed to match the Category 1, 2, and 3 definitions in Chapter 4. The Category 1 requirements are similar to the previous Level 1 requirements in the 2005 edition and apply to health care facilities where failure of the systems may cause major injury or death to a patient, such as lifesupporting ventilators. In section 5.2, Category 2 system requirements are very similar to Category 1, piped gas and vacuum system; however, some exceptions apply such as medical air compressors and vacuum pumps are permitted to be simplex. Category 3 piped gas and vacuum systems have less stringent requirements than Category 1 or 2. Of significant note is that deep sedation and general anesthesia shall not be permitted to be administered when using a Category 3 medical gas system. The revised code now includes enhanced information regarding testing and maintenance requirements that the facility must be aware of as well. Chapter 8, Plumbing systems, this chapter was added by a tentative interim amendment (TIA) and covers performance, maintenance, and testing of plumbing systems in health care facilities; previously not included in NFPA 99. Chapter 9, HVAC Systems, this chapter was also added by a TIA and covers performance, maintenance, and testing of HVAC systems in health care facilities. Chapter 10, Electrical Equipment, This chapter covers performance, maintenance, and testing of Electrical equipment in health care facilities. Chapter 11, Gas Equipment, is the previous Chapter 9 in the 2005 edition. Several minor changes were made to Sections 11.3, Cylinder and Container Storage Requirements; 11.4, Performance Criteria and Testing; 11.5, Administration; and 11.6, Operation and Management of Cylinders. A new section was added, 11.7-Liquid Oxygen Equipment, which requires the oxygen seller and manufacturer to provide documentation and instructions for use, operation, storage, protection, handling, and related safeguards. Chapter 15, Features of Fire Protection, is also a new Chapter. It applies to all new and existing health care facilities and requires compliance with NFPA 101 or the fire code acceptable to the AHJ. The Chapter includes sections on utilities; fire detection, alarm, and communication systems; special hazards; automatic sprinklers; maintenance and testing; and similar topics.
