For example, relieving congestion on one flowgate causes an congestion on another flowgate Develop criteria over the usage of M2M when a resource or fleet of resource that contribute to congestion or can provide relief are offline (via outage or not committed) or not dispatchable by SCED The MRTO should provide sufficient detail in op guides of voltage/stability limited flowgates such that the NMRTO can verify the flowgates are not being used as proxies during M2M. 9 M2M Settlement Invoice and Payment Timeline There are differences in the MISO and SPP settlement billing cycles that introduces challenges for M2M settlements to ensure SPP remains revenue neutral. MISO and SPP have and will continue to discuss solutions to address SPP s concerns. 11
