Changes to UK alarm standards PD6662:2010 April 2012 Honeywell Security
Update of PD6662:2004 What is PD6662:2010? Calls up the latest versions of the EN5013x series standards Key changes include: EN : General Requirements EN :2009 Control and Indicating Equipment EN : Power Supplies EN : Installer Guidelines EN :2009 Fog device systems Updates the standards for confirmed alarms BS8243 replaces DD243 Incorporated EN standards where applicable Address areas where DD243 did not fully meet the industry needs Tidies up inconsistencies in PD6662:2004 Terminology, etc 2
When does PD6662:2010 apply? Dual running period with PD6662:2004 started in May 2010 Systems could be fitted to either PD6662:2004 or PD6662:2010 PD6662:2004 will be withdrawn on 31 st May 2012 From 1 st June 2012 onwards all new installs and installs which require URN renewal must be fitted to PD6662:2010 if police response is required 3
Key changes due to EN5013x Key changes introduced by the updates to the EN5013x series : Marking of products Product labels must state the applicable version of the standard eg. EN : 2009 Technical literature must contain specific minimum information regarding power, environmental class and product type Off wall tamper requirements All grade 3 devices must have an off-wall tamper switch, including Keypads & Expanders Battery Monitoring for Power Supplies Every battery must have individual monitoring including two batteries in parallel Remote Sensor LED activation All PIR/Dualtech sensors must have capability to have the LED enabled remotely Installers should ensure products are marked to the correct standard 4
Key changes due to PD6662: 2010 Key changes introduced by PD6662: 2010 : (UK specific requirements over and above the En5013x requirements) Defines Minimum Grade for police response Full Grade 2 or higher required for Police Response Grade 1 and Grade 2x not for Police response Power Supply Changes Permissible to use plug if removal protection in place Alarm Verification changes BS8243 replaces DD243. See details on next slide 5
Key changes due to BS8243 Intruder alarm confirmation changes Entry timer expiry and one detector off the entry route is sufficient to activate a confirmed alarm Previous DD243 required two detectors off of the entry route and did not recognise entry time expiry as contributing to a confirmed alarm Benefits for installer/customer Can save the cost of one detector Makes installation easier in a one-room premises (small shop) does not necessitate the need for setting/unsetting outside of the premises Hold up alarm changes New requirement for hold up alarms to be verified for police response Can be either Audio, Video, Sequential or Call-back More on this later... 6
Honeywell.com Honeywell Product Compliance Status Product Galaxy Flex Galaxy Dimension Galaxy G2 MK8 Keypads/Prox Touch Centre/Prox MK7 Keypads RIOs Power RIOs PD6662:2010 Status Compliant since launch last year Compliant Compliant Compliant since launch last year Compliant since launch last year Compliant Compliant Compliant Honeywell has modified, where required, and independently tested our products to the new standard. 1
Honeywell Product Changes Most products will have a rolling change For peripherals there are labelling changes only product is functionally identical and fully interchangeable For G2 panels there is a firmware update plus labelling changes Identified by software revision label on carton Galaxy Dimension panels have a hardware configuration change An off-wall tamper is required for every panel A part number change is being introduced which includes this tamper switch Old Part Number C048-C-E1 C096-C-E1 C264-C-E1 C520-C-E1 New part number C048-D-E1 C096-D-E1 C264-D-E1 C520-D-E1 New Dual-Battery Monitor module will be available as an option (A079) 8
BS8243:2010 & Hold Up Alarm Verification Driven by ACPO due to high number of false PA alarm activations Hold up alarm confirmation Required only if requested by police or client there is variance to police implementation of this operation throughout UK situation being raised with ACPO by BSIA If Hold Up confirmation is required the options are: Video Verification most effective but potentially expensive to client, installer, ARC Audio Verification potential solution, but increases cost and ARC training Sequential Verification low cost but may not be fully effective in reducing false activations See next slide ARC Call Back cost effective at site, not fully reliable Most commonly used, although certain police forces are starting to push back on this. Any one of the above can be used for full compliance to PD6662:
Hold up Sequential verification how it works Sequential Verification likely to be the most common suggested implementation Verified if any of the below sequences of events occurs within 8-20 hrs : 2 separate PA zones, each with standard twin-push activation 1 PA zone with a multi-action switch activating two separate PA alarms 1 PA + 1 tamper 1 PA + 1 Intruder ARC Signals: New SIA/Contact ID events will need to be accepted by the ARC ARC receives Hold Up/PA event followed by new confirmed Hold Up/PA event Fast Format/RedCare/DualComm etc extension of current Confirm channel Panel indicates via PA output followed by confirmed alarm output Portable hold up devices Wireless PA Must meet the requirements of BS8243:2010 Dual button, dedicated device, or two separate devices activated Allowed in a grade 3 system without reducing the grade of the system 10
Hold up Sequential verification the risks New multi-action PA button configuration Initial experience has shown that confusion can prevent proper activation In a real panic situation it is possible that an alarm may not be raised In a non panic situation it is still possible for a user to activate the button There is no agreed standard for how the buttons should work At least two different implementations have been released so far Difficult for panels to be compatible with all button designs 11
BS8243:2010 Hold Up Alarms (contd) Galaxy Compliance to BS8243 Hold up alarm verification Honeywell system are already compatible with call-back verification Separate video and audio systems can be used, although more expensive A lower-cost Image Sequence video verification system is being developed by Honeywell will be introduced later in 2012 Sequential verification is being added to G2, Flex and Dimension systems Available to the market in May 2012 as a software upgrade There is no current deadline to use Sequential verification for hold up alarms. Supporting this method of verification is not a specific requirement of PD6662: There is, however, growing pressure from some police forces to move away from call-back verification and it is expected that Sequential verification will be the preferred method despite it s limitations 12
Honeywell Sequential Verification of PA Honeywell is updating all three UK product lines in the same way Verified hold up condition is generated by any one of the following Any two PA zones activated within a configurable time window Compatible with multi-push PA buttons that have two separate outputs PA zone and an Intruder zone activated with the time window PA zone and a tamper activated within the time window Verified hold up condition is signalled to the ARC as follows: Fast Format/DTMF: Shares the current confirmation channel for Intrusion SIA: Sends HV * event Contact ID: Sends code 129 * * Note that the SIA and Contact ID event codes are new codes invented for the purpose. They are not yet part of the official SIA and Contact protocols. ARCs will need to adapt in order to manage these new signals 13
Changes to UK alarm standards Appendix PD6662:2010 April 2012 Honeywell Security
New Honeywell modules RIO new Enclosure Sacrificial of-wall tamper 15
New Honeywell modules Dual Battery Monitor module Note Under PD6662: 2004 & 2010 the required battery standby time is reduced to 12 hours, provide AC failure is signalled o the ARC. Therefore it is unlikely that two batteries will be needed on any UK installations. 16
FAQ Do I need to upgrade PD6662:2004 sites? Only if the URN is lost What about multi function PA devices? These are included as an option in the standard however there is no specific standard on how they should operate so difficult at this point to include operation in the panel. We will work with the PA manufactures and BSIA to establish a standard Are my PD6662:2004 sites still compliant? Yes Can Honeywell products be upgraded? Yes, most can be upgraded by labelling/literature only some eg Dimension will require a field firmware upgrade, fitting of a back tamper and potentially fitting of a battery monitoring module Do you need 2 separate wireless PAs to get a confirmed PA? Yes 17
