2 The intention with the rescue plan of Haliskylä I & II is to yield a foundation to self-directed protection by the people who are in the housing locality, to prevent and to act correctly during situations of danger and accidents. In order to function well, the safety arrangements mentioned in the plan require that the tenants of the housing locality, as well as people working there and especially the people in charge, are well orientated in the plan. Annual updating of the plan ensures that it works when needed. This plan is intended for situations of danger and accidents both during normal and emergency states and it meets with the requirements of the below presented Rescue Act and the Government Decree on Rescue Services. It has been decreed on the drawing up of the rescue plan in the Rescue Act (379/2011) and the Government Decree on Rescue Services (407/2011) (untranslated decree). Excerpts from the Rescue Act: Section 14, Self-preparedness The owner and occupants of a building and the business and industrial operators shall for their part: 1) prevent fires and other dangerous situations; 2) prepare for the protection of persons, property and the environment in dangerous situations; 3) prepare for extinguishing fires and taking other such rescue action which they are capable of performing independently; 4) take measures to ensure safe exit during fires and in other dangerous situations and to facilitate rescue operations. The provisions of subsection 1 also apply to activities carried out outside buildings and to public events. Rescue Act, section 15 subsection 2 The emergency plan shall contain the details of: 1) the conclusions on the assessments of the dangers and risks; 2) the safety arrangements of the building and the facilities used for the operations carried out in the building or at the site; 3) the instructions for building residents and other persons on how to prevent accidents and what action to take in accidents and dangerous situations; 4) any other measures related to self-preparedness at the site. Further provisions on sites for which an emergency plan shall be drawn up are given by government decree. Further provisions on the content of the emergency plan may be given by government decree. 3 Section 2 Content of the rescue plan Rescue plan for building intended for living In addition to the contentual requirements decreed in section 15 subsection 2 of the Rescue Act, the rescue plan has to, as needed, also take into consideration such use of the building that deviates from its normal use, as well as a temporary alteration in the use of the building. The rescue plan also has to account for how the self-preparedness as intended in section 14 of the Rescue Act is realized during a state of emergency. The rescue plan has to be kept up to date and the people inhabiting or working in the building or object, as well as others who have to participate in the realization of the rescue plan, have to be informed of the rescue plan. The rescue services are to provide advice on the drawing up of the rescue plan. Contents: 1. Vacating the building and assembly points Evacuation is as needed lead by: Is it possible to vacate the building without hindrance and without a key Assembly point and reserve point for tenants upon vacating the building Seeking protection indoors The rescue authority in charge of the rescue mission answers for the evacuation of the tenants, as well as gives the order thereof It is possible to vacate the building without keys. The staircase is used as exit. In exceptional cases the building is vacated via the balconies using the equipment of the rescue authorities Apartments 1-27 parking area at Frantsinkatu 3. When there is a fire in another apartment than one s own, it is safest to remain in the own apartment and listen to possible instructions by the rescue authorities. If smoke begins to come into the apartment, one should seal the gaps around the door as well as notify the emergency center at the telephone number 112 of this, after which one should listen to the instructions given over the phone. 8 Other safety issues REMOVAL OF SMOKE Arrangements for removal of smoke from the basement areas (ground floor): There are hatches for smoke removal on the walls of the household basements. Smoke is removed from the emergency shelters through the emergency exit. Smoke is removed from the other basement areas through windows and doors in the outer walls. Arrangements for removal of smoke from the staircase: Smoke removal in the staircases is done by opening the upper floor windows and/or the upper floor maintenance hatch (locked). Removal of smoke from the attic areas: Smoke is removed through fire hatches or openings made by the fire brigade. LOCKING AND PROTECTION AGAINST BURGLARY The service man/service company/security company has master keys. The tenants have keys for their apartments and the common areas. FIRE ALARM Rescue Act, section 29: The occupant of the apartment is liable to take care that the apartment is fitted with a fire alarm or other device, which as early as possible detects a beginning fire and alarms the persons in the apartment. The obligation corresponding with subsection 1 lies with the practiser of the business in the cases of accommodation and care facilities. (free translation) There has to be at least one fire alarm for each new 60 m 2 on a floor or landing in an apartment. The Foundation (the owner) has installed fire alarms fitted with long-life batteries. The tenants are liable for the care of the fire alarms in the apartments. ENSURING ACCESS TO THE BUILDING Public Order Act, section 8: Ensuring access to a building The owner or occupant of a building, or their representative, shall ensure that the contact information of a caretaker, building manager or other such person, with whose assistance the police, rescue and social welfare and health authorities or a process server can without delay and free of charge gain access to the building, are displayed in a visible manner in a multi-storey building. On the bulletin boards of each building there are instructions and contact information for opening of doors DISPOSAL OF HAZARDOUS WASTE Waste Act, section 3: Hazardous waste means any waste which may cause particular hazard or harm to health or the environment because of its chemical or some other property. Waste Act, section 6: Different types of hazardous waste shall not be mixed with one another or with other waste or substances unless this is necessary for waste recovery or disposal, and can be done without causing hazard or harm to health or the environment. The most common hazardous waste generated by homes consists of rechargeable and non-rechargeable batteries, oils, paint and solvents, fluorescent lamps, medicines, cleaning agents, as well as various substances counted as poisons. These are particularly harmful for people and nature even in small amounts. Hazardous waste must not be disposed of in any containers except containers intended for this purpose. Goods are stored in the corridors of the storages for movables and in the staircases. Cars are parked, truck skips etc. are stored or snow is piled on the rescue ways in the yard areas. Fire extinguishing missions cause danger to fire fighting personnel. It may become more difficult to vacate the building or the storages or personal injuries may occur. People may trip during power outages or exiting the interior of the building may be hindered. The vehicles of the fire brigade cannot come sufficiently close to the building or the aerial ladder platform cannot be raised by the wall. Only objects belonging there are stored in the storages for movables. We immediately intervene in cases of unauthorized action and the goods are removed from the common areas. Goods are immediately removed from the storage corridors and the walkways. The walkways and their exits are always kept operable and free from objects. 10 Dangerous situation Effect Measures taken in order to prevent dangerous situations The fire alarms in the apartment do not work. The doors of the common areas are not kept locked. The fire doors are kept open or wedged open. A washing machine, a tumble dryer, a dish washer or other such appliances are left running when one leaves the apartment. The power is always left on in televisions, radios, stereos or other such appliances. A burning candle is always an open fire. Hot works are conducted inside the building or on the roof. A beginning fire does not set off the alarm at a sufficiently early stage. By means of locking one prevents strangers from getting into the common areas, whereby thefts and arson can be prevented. Fire doors that are shut prevent fire gases from spreading from one compartment to the next. A running appliance may catch fire or if the appliance breaks there might be water damage. The standby current may cause a fire in an electric appliance. Without adult supervision, a burning candle can in moments cause a devastating fire. There is a considerable risk for fire. The tenant of each apartment inspects the operation of the fire alarm once per month and always when the apartment has been empty for long. When leaving common areas one always ensures that the doors are locked. A fire door must never be wedged open. Running appliances are turned off when the apartment is vacated. The power is turned off from electric appliances at least for the night and when one leaves the apartment. The candles are to be blown out every time when the room is vacated for a longer time, as well as when children, dogs or cats remain in the room. The person who orders the service makes sure that the provider of the service has a valid certificate for hot works as well as the required professional level to carry out hot works. 14 INSTRUCTIONS FOR EMERGENCY FIRST AID Emergency first aid is lifesaving first aid. By means of emergency first aid you will save the life of the patient, prevent that the condition of the patient deteriorates and you will call for professional help. It is always a matter of minutes in emergencies; the person who has been injured seriously or fallen suddenly ill requires help quickly. Begin emergency first aid immediately on location. Call the general emergency number 112 Check the breathing: Open tight clothes As needed, cleanse the mouth and the throat Open the respiratory tracts by tilting the head backwards As needed, commence mouth-to-mouth resuscitation: Squeeze the nose, blow, observe if the rib cage rises When breathing is restored, turn the patient to lie on the side Check the pulse: Check the pulse from the carotid artery. If there is no pulse, begin cardiopulmonary resuscitation (CPR). Rhythm: blow 2 times, press 30 times; for a child blow 1 time, press 10 times (remember to be careful) Place where to press: Two fingerbreadths above the tip of the sternum Pressing pace: times per minute Staunch large bleedings: Elevate the bleeding spot to being higher up than the heart Press the wound with the palm of your hand or with your fingers Make a compress bandage: protect the wound with dressings or similar, place a solid object (such as a matchbox) on top, apply a bandage or belt tightly around this, however not so tight that the blood circulation of the whole limb is disturbed Shock: Typical features in a patient suffering from shock: weak and rapid pulse, paleness, cold sweat, restlessness, disorientation, thirst, reduced level of conscience Prevent unnecessary pain, sooth the patient Ensure blood circulation in the head: place the patient in a lying position, feet higher than the head Protect the patient from cold (cover with blanket) Do not administer anything orally Burn injury: Cool the burn down through showering with cold water until the patient is taken to care Injury caused by chemicals on the skin or in the eyes: Rinse with lukewarm water until the patient is taken to care Supply the care workers with the name of the chemical agent and with a possible notice of user safety Poisoning: Poisoning due to gas: Take the patient to clean breathing air Ingested substance: Give the patient charcoal tablets or powder. Do not feed the patient or make him/her drink. 15 HOW TO REACT IN CASE THE GENERAL ALARM IS SOUNDING The general alarm signal is A one minute long ascending and descending sound signal (the length of the ascending signal is 7 seconds, the length of the descending signal is 7 seconds), or A warning announced by the authorities The signal for danger or threat that has passed is an even sound signal lasting one minute The test signal is an even sound of 7 seconds Do this when you have heard the general alarm signal: Go indoors. Remain indoors. 16 HOW TO REACT IN CASE OF A SITUATION WITH DANGER OF GAS The general emergency signal is sounded in situations with danger of gas. In a situation with danger of gas do the same as when the general emergency signal sounds and additionally: If you are indoors and you smell gas Press a wet cloth in front of your mouth and breathe through the cloth Stay at the upper floors until the danger has passed Listen to the radio. If you are outdoors and you are unable to get indoors Hurry away from the path of the gas cloud cross the direction of the wind Try to get as high up in the terrain as possible, for instance on the top of a hill Press a wet cloth in front of your mouth and breathe through the cloth; instead of a piece of cloth a wad of grass, peat or moss can also be used. 17 HOW TO REACT IN CASE OF A SITUATION WITH DANGER OF RADIATION The general emergency signal is sounded in situations with danger of radiation. Do this in a situation with danger of radiation: The radiation situation is monitored continuously in the whole country. Even small changes are immediately observed and information about the changes is released without delay. Go inside Shut the doors, windows, air vents and ventilation tightly, in order to prevent radioactive substances from getting inside. The best protection is in the central parts of the building, as well as in the basement. Do not take an iodine tablet until recommended to do so by the authorities Do not take an iodine tablet until recommended to do so by the authorities over the radio or television. Iodine tablets prevent accumulation of radioactive iodine in the thyroid gland, but they do not give additional protection. One should not fetch tablets from outside the building in a situation of danger. They can be acquired at the pharmacy in advance. Protect the food and the drinking water Place foodstuffs that are in the open in plastic bags or in tight vessels. A refrigerator, freezer and tight packaging protects from radioactive dust. If you have to go outside If you have to go outdoors, wear a compact outfit that covers the skin, for example rain apparel. When you come inside, undress in the hall and wash yourself carefully. Use a gas-mask, towel or kitchen paper in order to prevent access of radioactive particles into the lungs. Protect animals Take domestic animals indoors and protect carefully their fodder stores and drinking water.
