1 BCIT NEWSLETTER MAY 2014, ISSUE 0514 INSTITUTE OF TECHNOLOGY BCIT continues to be a leader in emergency management and business continuity for postsecondary institutions in Canada. At the centre of the BCIT Emergency Management and Business Continuity programs is the BCIT Disaster Management Committee. The Disaster Management Committee is comprised of senior and middle managers whose role is to set policy direction and oversee initiatives for preparedness, mitigation, emergency response, recovery, and business continuity. Stay and Wait or Evacuate In the event of an emergency, you will hear one of these two comments: Stay and Wait or Evacuate. The Evacuation Plan objective is to remain flexible in order to adapt to the Emergency Response Plan which addresses varied magnitudes of all hazards threat and disaster. The Evacuation Plan is comprised of two primary orders, Stay and Wait (Shelter-in-Place) or Evacuate. The expectation for the order is: EVACUATE Stay and Wait (Shelter-in-Place) is the measure that consists of inviting a population to stay inside their homes or the buildings where they are waiting for the end of the threat, and to take certain precautions. Evacuate is the action by which one or more persons leave the place they are occupying to avoid a real or potential threat. Emergency Evacuation at the Sound of the Fire Alarm Bell Commence a total and orderly evacuation immediately via the nearest exit. Before evacuating, close doors and windows, disconnect laboratory power equipment, secure safes and cash registers and take personal belongings with you if they are readily available. DO NOT use elevators under any circumstances. It is possible that the elevator could stop on a fire floor, due to faulty systems caused by heat and smoke. Assist persons in wheelchairs to the nearest fire exit stairwell (refuge area). A fire warden, staff member or student must be designated to inform the fire personnel that someone is in the refuge area. Fire exit stairwells are fire rated for two hours and persons waiting in the stairwell will be safe pending evacuation. Other mobility impaired persons without restricted mobility should be escorted to the Designated Assembly Area. Pay attention to emergency evacuation personnel and security personnel who will assist and monitor building evacuation. Once outside move away from the exit doors so as not to impede persons following behind and proceed to the Designated Assembly Area for that building. 2 STAY AND WAIT (SHELTER-IN-PLACE) One of the instructions you may be given in an emergency is to Shelter-in-Place (Stay and Wait). This is a precaution aimed at keeping you safe while remaining indoors. Shelter-in-Place means selecting an interior room with no or few windows and taking refuge there. If you are told to Shelter-in-Place you must follow the procedures below: Shelter-in-Place Procedures In the event that a Shelter-in-Place is advised for a BCIT building, all persons including employees, students and visitors in the affected building will be notified that BCIT is preparing to Shelter-in-Place. When BCIT Security/external authorities announce the decision to Shelter-in-Place, personnel in the building should take the following steps immediately. Close all windows and internal doors but do not lock. If you are told there is danger of explosion, close the window shades, blinds or curtains and stay away from the windows. If you are told hazardous materials have been released into the atmosphere use duct tape and plastic sheeting to seal all cracks around the doors and any vents into the room(s). Unless there is an imminent threat, personnel are allowed to call their emergency contacts to let them know where they are and that they are safe. Turn on call-forwarding or alternative telephone answering systems or services. Change all voic recordings to indicate that the business is closed until further notice. All personnel will remain in the building until the relevant authorities advise it is safe to leave. Gather essential supplies you have available such as non-perishable food, bottled water, battery-powered radios, firstaid supplies, flashlights, batteries and plastic garbage bags. Go to Shelter-in-Place interior room(s) above the ground floor with the fewest windows or vents. The room(s) should have adequate space for everyone to be able to sit. Avoid overcrowding by selecting several rooms if necessary. Conference, copy rooms and large storage closets without exterior windows will work well. Avoid selecting a room with mechanical equipment like ventilation blowers or pipes because this equipment may not be able to be sealed from the outdoors. Personnel under Shelter-in-Place conditions are to call Security (see below) to confirm which telephone is being used as an emergency telephone. Only use the telephone for an emergency in your shelter room or for contact with your emergency contact person. Burnaby Security Communications Centre or local Security will designate an emergency contact person who will contact you on the designated emergency telephone. Write down the names and affiliation of everyone in the room and call your designated emergency contact to report who is in the room with you. If possible, monitor the radio or television for updated information. When the All Clear is announced, open windows and doors and go outside until the building s air has been exchanged with clean outdoor air. REMEMBER: Do not leave the building until authorized to do so by BCIT Security or external authorities. FIRST AID PROCEDURES ENSURE ACCIDENT SCENE IS SAFE no further danger to injured worker or self. DO NOT MOVE PATIENT unless there is a high risk of further injury or death. Keep calm and do not leave patient unattended unless doing so creates an imminent risk. CALL SECURITY AT (BURNABY) (CARI) immediately (If life threatening condition is suspected, contact first and then inform BCIT Security.) Report exact location of patient and nature of injuries. BE PREPARED TO ASSIST when directed by the first aid attendant. ALL injuries sustained at work must be reported to First Aid. BURNABY, security

3 SECURITY BCIT Lost & Found The BCIT Safety, Security and Emergency Management department manages lost and found property at the following campuses: Burnaby Campus Downtown Campus Aerospace Technology Campus Marine Campus CARI All found property received by BCIT Safety, Security and Emergency Management, if unclaimed shall be retained for a fifteen day period. Where possible, found property shall be returned to the rightful owner. Found property may be claimed at the BCIT Security Communications Centre at the respective campus, twenty-four hours a day, seven days a week, except for the Marine Campus whose hours of operation are 07:00 to 22:00 hours Monday to Friday. All lost property can be reported to BCIT Security Communications Centre. If later located, then attempts will be made to return the property to the rightful owner. Locker Clean Out The BCIT Safety, Security and Emergency Management department currently coordinates an annual locker clean-out. NOTE: This locker clean-out only applies to lockers in SW01, SW03 and SE12. Students wishing to use these lockers throughout the summer are required to register their locker at the Security Communications Centre at the north end of SW01. All unregistered lockers will have their locks cut and contents removed during the locker clean-out. All locker contents will be bagged and stored until mid-september at which time they will be disposed of following the process outlined below. Disposal of Found Property Perishable articles will be disposed of daily in whatever manner is appropriate. Library books or other identifiable Institute property shall be returned to the appropriate department as soon as possible and said return noted in the Lost and Found ledger. Found property may be returned only when the claimant has identified themselves and the article to the satisfaction of the BCIT Security staff assigned to Lost and Found. If the rightful property owner is not located within the fifteen day retention period, property may be returned to a finder who has made that request. Unclaimed property shall be disposed of in accordance with Department procedures. Clothing and related articles will be donated to various charitable organizations. Remaining items will be turned over to the Institute for disposal. BURNABY, emergency

4 HEALTH AND SAFETY Keep your cool this summer! It is important that you stay cool and well-hydrated while at work and at play this summer. DEHYDRATION Dehydration can cause noticeable discomfort & can lead to serious health implications. Dehydration is typically caused by a person becoming very sick with fever, diarrhoea or vomiting, overexertion or if they are overexposed to the sun. Occasionally, dehydration can be caused by drugs, such as diuretics, which deplete body fluids & electrolytes. The condition is caused when the body loses water content and essential body salts. Whatever the cause, dehydration should be treated as soon as possible. Prevention: drink plenty of fluids; schedule activity for the cooler parts of the day; try to maintain electrolyte balance (sports drinks) Symptoms: thirst; dry skin/mouth; fatigue; light-headedness; less-frequent urination; confusion; headache; increased heart rate/breathing rate Treatment: drinking fluids is typically effective for treating cases of mild and moderate dehydration. Moderate dehydration may require intravenous fluids. Cases of serious dehydration should be treated as a medical emergency and immediate action should be taken. HEAT STROKE Heat stroke is typically the result of long, extreme exposure to the sun in which the body loses its ability to cool itself effectively. Heat stroke is the most severe form of heat illness and is a life threatening emergency. Prevention: drink plenty of fluids, particularly during outdoor activities on hot days (avoid diuretics coffee/tea/alcohol); wear lightweight, loose clothing (light colors); schedule activity for the cooler parts of the day; use a hat, sunglasses and/or umbrella to protect from the sun; gradually increase time spent in the sun to acclimatize to the heat; drink fluids and mist yourself regularly when performing outdoor activities. Symptoms: headache; dizziness; disorientation, agitation or confusion; fatigue; seizures; hot; dry skin that is flushed but not sweaty; elevated body temperature; loss of consciousness; elevated heart beat; hallucinations. Treatment: it is imperative that heat stroke is treated immediately by medical professionals. Some measures to take while waiting for help to arrive include: get the person indoors; remove clothing & gently apply cool water to the skin followed by fanning (stimulates sweating); apply ice packs to groin and armpits; have the person lie down with feet slightly elevated. Stu. Energy WHY AN SSEM NEWSLETTER? Toolbox Ladders SETTING UP YOUR LADDER Inspect ladder for loose, broken, or missing rungs, split or bent side rails, or other defects. Only use CSA / ANSI Standard ladders, or those that have been job built to WCB Standard: LDR Only use ladders against a firm structure Ladders (other than stepladders) must extend 3ft above a safe landing Set up ladder with a 4-vertical to 1-horizontal slope Tie, block or otherwise secure the ladder to prevent slipping Only use ladders on firm, level ground Watch for overhead power lines before erecting a ladder If you must place the ladder in front of a door (or in a high traffic area) be sure to block off the area USING YOUR LADDER APRIL SUMMARY REPORT A total of 106 injuries were reported to BCIT First Aid The chart on the left indicates the number of injuries from each person type (Student, Employee, Contractor), and the chart on the right indicates the proportion of injuries to for each school Check that the rungs of the ladder & your boots are free from grease & mud > Carry your tools in a tool belt or raise and lower them with a hand line > Keep 3-points of contact with the ladder at all times > Don t lean to the side-keep your weight between the ladder supports ADDITIONAL CONSIDERATIONS FOR STEPLADDER USE Fully open stepladder and lock spreaders prior to use Climbing or standing on the rear part of the ladder may cause it to collapse or tip over Never work from the top two rungs of the ladder or from the bucket shelf get a longer ladder Safety, Security and Emergency Management is a priority at BCIT!
