3 SECTION 1: GENERAL ISSUANCE INFORMATION 1.1. APPLICABILITY. This issuance applies to all DCMA organizational elements POLICY. It is DCMA policy to establish and implement processes for Corporate Assessment (CA) Commercial And Government Entity (CAGE) code lists, Basic Elements of Information (BEI) change control, BEI refresh, and Corporate Assessment Work Products (CAWPs). Execution of this manual will be achieved in a safe, efficient, effective, and ethical manner. Section 1: General Issuance Information 3
4 SECTION 2: RESPONSIBILITIES 2.1. DIRECTOR, DCMA. The DCMA Director will provide strategic guidance, direction, and resources for the Corporate Assessment Capability DIRECTOR, CORPORATE OPERATIONS. The Director, Corporate Operations will provide the official repository for the CA CAGE code lists and approved BEI Blueprints CAPABILITY MANAGER, INTEGRATING CAPABILTY CORPORATE ASSESSMENT. The Capability Manager must: a. Provide CA infrastructure and resources. b. Serve as the Office of Coordinating Responsibility for cross-functional and/or collaborative development of CA activities and capabilities. c. Designate a leader for the Corporate Assessment Working Group (CAWG) DIRECTOR, BUSINESS INTEGRATION CENTER (BIC). The BIC Director will provide guidance, direction, and resources for CAs to accomplish the overarching CA goals, objectives, and initiatives DIRECTOR, CORPORATE INTEGRATION GROUP (CIG). The CIG Director will: a. Ensure BEIs are completed as scheduled and meet operational objectives. b. Direct the CAWP analysis and preparation in accordance with supporting documents located on the Resource Page of this Manual. c. Request from BEI Owner an out-of-cycle BEI refreshes to support on demand CAs. d. Coordinate Standard and Unique CAWPs with relevant Component Heads, CAWG, and Corporate Alliance Network (CAN). e. Co-chair the BEI Configuration Control Board (CCB). f. Assign a BEI CCB action officer (AO). g. Collect feedback on CAWPs to determine if modifying, streamlining, expanding, or canceling the products is necessary. h. Request Office of General Counsel (OGC) review of CAWP prior to external release EXECUTIVE DIRECTORS, COMPONENT HEADS. The Component Head Executive Directors will: Section 2: Responsibilities 4
5 a. Provide strategic guidance, direction, and resources for pertinent BEIs and CAWPs. b. Appoint a primary BEI Owner for each BEI Blueprint or retain this responsibility. c. Ensure applicable populated BEIs are in compliance with the approved BEI Blueprints. d. Approve new BEI Blueprints that meet the CA mission. e. Ensure applicable populated BEIs are credible, reliable, accurate, complete, and delivered as required by the suspense date/timeline. f. Appoint a Component representative(s), with delegated decision authority on behalf of the Component Head, to serve as a CAWG representative to support new/modified CAWPs unless the Component Head retains this responsibility EXECUTIVE DIRECTOR, COST AND PRICING CENTER. The Executive Director of the Cost and Pricing Center will ensure that Corporate Administrative Contracting Officers (CACOs) provide applicable CAGE Codes, by business segment, to the pertinent CIG Director(s) COMMANDER/DIRECTOR, EASTERN/CENTRAL/WESTERN REGIONAL COMMANDS, INTERNATIONAL DIRECTORATE, AND SPECIAL PROGRAMS DIRECTORATE. The Commander/Director, Eastern Regional Command, Central Regional Command, Western Regional Command, International Directorate, and Special Programs Directorate will: a. Ensure staff and Contract Management Offices (CMOs) provide CAWP related information as required. b. Appoint a representative(s), with delegated decision authority on behalf of the Commander/Directors, to serve as a CAWG representative to support new/modified CAWPs COMMANDER/DIRECTOR, CMO. The CMO Commander/Director will: a. Verify accuracy of the applicable published CA CAGE code lists. b. Review the populated BEIs data/trends and provide feedback and supporting analysis when requested by the BEI Owner. c. When appointed as a CAWG representative, support the CAWP development OFFICE OF GENERAL COUNSEL (OGC). OGC will conduct a legal sufficiency review for proposed and coordinated external DCMA CAWPs, as requested. Section 2: Responsibilities 5
6 SECTION 3: CA CAGE CODE LIST 3.1. CA CAGE CODE LIST. DCMA requires corporation CAGE codes for use with CAWPs. Developing the CA CAGE code list requires input from the CACOs with collaborative insights from the applicable Divisional and Administrative Contracting Officers. The CIGs take these inputs, add additional criteria for possible CAGE code addition or deletion, validate the resulting CA CAGE code list with the CAN (DCMA-MAN , Corporate/Sustainment Alliance Networks ) and publish the official CA CAGE code list CORPORATE CAGE CODE SUBMISSION. a. New Corporation CA Participant. The appropriate CACO uploads the corporation CAGE codes to the applicable CIG repository within 10 working days from the time a corporation becomes a CA participant. The CACO aligns the CAGE codes by corporation business segment. The CACO notifies the pertinent CIG Director, or designee, on uploading a new list. The CIG develops the CA CAGE code list by utilizing the CA CAGE code job aid located on the Resource Page. b. Existing Corporation CA Participant. The appropriate CACO uploads the corporation CAGE codes to the applicable CIG repository within 5 working days from CAGE code changes. The CACO aligns the CAGE codes by corporation business segment. The CACO notifies the pertinent CIG Director, or designee, on uploading a new list. The CIG updates the CA CAGE code list by utilizing the CA CAGE code job aid located on the Resource Page CAN MODIFICATION RECOMMENDATIONS. The pertinent CIG notifies the CAN members that an update to the CA CAGE code list is available for review. CAN members review the list and provide modification recommendations within 5 working days to the pertinent CIG CAN CA CAGE CODE LIST MODIFICATIONS AND COMPLETION. The assigned CIG evaluates the CAN recommendations and updates the CA CAGE code list as necessary. At a minimum, the CIG validates the CA CAGE code list is current within a 30 calendar day timeframe prior to the BEI refresh schedule which is located on the Resource Page. The assigned CIG uploads the CA CAGE code list to the DCMA 360 CA website, notifies pertinent BEI Owners, and shares updates with the CACO. Section 3: CA CAGE Code List 6
7 SECTION 4: BEI CHANGE CONTROL 4.1. BEI CHANGE CONTROL OVERVIEW. A BEI is defined as a set of standard measures and information packages that form a BEI Blueprint. BEI Blueprints are utilized for consistent corporate assessments. The BEI Blueprints may require changes, including creating, modifying, and deleting BEIs which may impact multiple CAWP stakeholders. All DCMA employees have the authority to request BEI Blueprint creation, change, or deletion. The action originates with a written submission using the BEI Change Control Request Form on the DCMA 360 CA BEI change control website (see Resource Page for link). All resulting BEI change decisions, with justification, are posted to the DCMA 360 BEI change control website and available for all employees to view BEI CCB. The BEI CCB reviews all BEI Blueprint change recommendations. The CIG Directors and impacted BEI Owner(s) or CAWG Component Representative are the BEI CCB voting members. Prior to any formal BEI CCB decisions, the impacted BEI Owner or CAWG Component Representative will review BEI Blueprint change recommendations and provide the BEI CCB AO with rationale to approve or disapprove the submitted change recommendations. The BEI AO will schedule the CCB with the CIG Directors and impacted BEI Owner(s) or CAWG Component Representative. Full CCB concurrence is necessary to approve changes, otherwise the request is disapproved. The disapproval will be documented in CCB form NEW BEI BLUEPRINT. The BEI CCB AO notifies the CAWG leader on receipt of a BEI change request to develop a new BEI Blueprint. The CAWG leader identifies the responsible Component Head for the proposed BEI Blueprint and requests the responsible Component CAWG representative to provide input to the proposed BEI Blueprint and to attend the BEI CCB meeting. a. BEI CCB Concurs with New Request. When the BEI CCB decision is to concur with the new BEI Blueprint request, the BEI CCB AO updates the BEI Change Control Request Form to identify the BEI CCB concurrence and rationale for the decision. The CAWG Component representative provides the BEI Blueprint and CCB decision to the responsible Component Head for approval or disapproval. (1) Component Head approves new BEI Blueprint and makes resource determination. Component Head assigns BEI Owner or retains responsibility. This identified BEI Owner notifies the BEI CCB of the agreed upon BEI Blueprint and BEI refresh frequency. The BEI CCB AO updates the BEI Change Control Request Form and uploads the BEI Blueprint to the official BEI Blueprint repository. (2) Component Head disapproves new BEI Blueprint. The CAWG Component representative notifies the BEI CCB and provides the BEI Blueprint disapproval rationale to the BEI CCB AO. The BEI CCB AO updates the BEI Change Control Request Form identifying the Component Head non-concurrence. Section 4: BEI Change Control 7
8 b. BEI CCB Non-concurs with New Request. When the BEI CCB decision is to nonconcur with the new BEI Blueprint request, the BEI CCB AO updates the BEI Change Control Request Form identifying the BEI CCB non-concurrence BEI BLUEPRINT CHANGE. The BEI CCB AO notifies the CIG Directors and impacted BEI Owner(s) on receipt of a BEI change request to modify an existing BEI Blueprint. Prior to the BEI CCB, the BEI Owner provides rationale to either approve or disapprove the change by updating the BEI Change Control Request Form. The BEI CCB reviews the BEI Change Control Request Form including attachments to render a decision to concur or non-concur with the proposed BEI change request. a. BEI CCB Concurs with Change Request. When the BEI CCB decision is to concur with the BEI change request, the BEI CCB AO updates the BEI Change Control Request Form identifying the BEI CCB concurrence and the decision rationale. The BEI Owner updates the existing BEI Blueprint with the pertinent change and provides it to the BEI CCB AO for upload to the official BEI Blueprint repository. If the BEI Blueprint level of difficulty has increased, this is noted as a Major Change requiring Component Head approval. (1) Component Head approves Major Change to BEI Blueprint and makes resource determination. The BEI Owner notifies the BEI CCB of the agreed upon BEI Blueprint and BEI refresh frequency. The BEI CCB AO updates the BEI Change Control Request Form and uploads the BEI Blueprint to the official BEI Blueprint repository. (2) Component Head disapproves Major Change to BEI Blueprint. The BEI Owner notifies the BEI CCB and provides the Major Change BEI Blueprint disapproval rationale to the BEI CCB AO. The BEI CCB AO updates the BEI Change Control Request Form identifying the Component Head non-concurrence. b. BEI CCB Non-concurs with Change Request. When the BEI CCB decision is to nonconcur with the BEI change request, the BEI CCB AO updates the BEI Change Control Request Form identifying the BEI CCB non-concurrence BEI DELETION. The BEI CCB AO notifies the CIG Directors and impacted BEI Owner(s) on receipt of a BEI change request to delete an existing BEI Blueprint. The BEI CCB reviews the BEI Change Control Request Form including attachments to render a decision to concur or non-concur with the proposed BEI change request. a. BEI CCB Concurs with Deletion Request. When the BEI CCB decision is to concur with the BEI change request to delete the BEI Blueprint, the BEI CCB AO updates the BEI Change Control Request Form identifying the BEI CCB concurrence and the decision rationale. The Deletion request is provided to the appropriate Component Head. (1) Component Head approves Deletion request. The BEI CCB AO updates the BEI Change Control Request Form and deletes the BEI Blueprint from the official BEI Blueprint repository. Section 4: BEI Change Control 8
9 (2) Component Head disapproves Deletion request. The BEI Owner notifies the BEI CCB of the disapproval rationale. The BEI CCB AO updates the BEI Change Control Request Form identifying the Component Head non-concurrence. b. BEI CCB Non-concurs with Deletion Request. When the BEI CCB decision is to nonconcur with the BEI change request to delete the BEI Blueprint, the BEI CCB AO updates the BEI Change Control Request Form identifying the BEI CCB non-concurrence. Section 4: BEI Change Control 9
10 SECTION 5: BEI REFRESH 5.1. BEI REFRESH. The BEI Owner is responsible for refreshing the information in accordance with the approved BEI Blueprint. BEI refreshes are accomplished in accordance with the BEI refresh schedule located on the Resource Page in order to populate the BEI Blueprints RETRIEVE BEI BLUEPRINT AND CA CAGE CODE LISTING. The BEI Owner retrieves the CA CAGE code list and approved BEI Blueprint from the official BEI Blueprint repository for use in populating the BEI refresh POPULATE BEI. The BEI Owner is responsible to ensure the BEI is populated in accordance with established schedules and uploaded to the pertinent CIG populated BEI repository (see Resource Page for link). Once uploaded, the BEI Owner notifies the pertinent CIG(s) that the BEI has been populated CIG BEI REVIEW. The pertinent CIG reviews the BEIs within 5 working days to ensure completion and conformance to the approved BEI Blueprint and notifies the BEI Owner of any discrepancies BEI REWORK. The BEI Owner addresses any discrepancies within 5 working days and uploads the reworked BEI to the pertinent CIG populated BEI repository (see Resource Page for link) BEI CONSOLIDATION. The pertinent CIG consolidates the updated BEIs and uploads them to the pertinent CIG BEI consolidation repository (see Resource Page for link). The CIG will validate the content of the consolidated BEI packages with DCMA stakeholders. Section 5: BEI Refresh 10
11 SECTION 6: CORPORATE ASSESSMENT WORK PRODUCT (CAWP) 6.1. CAWP OVERVIEW. DCMA is responsible for providing its customers and industry partners with insights and analysis on company performance to government contracts and programs. One method to meet this responsibility is via CAWPs to enhance corporate and customer engagements. The process begins with a request for a CAWP through the DCMA Intake process CAWP PROCESS. a. Request for Standard CAWP. Standard CAWPs assessments are scalable and utilize BEIs. The pertinent CIG ensures the latest BEIs are consolidated and will create a CAWP based on corporate and customer engagement need (see CAWP job aid on the Resource Page). b. Request for Unique CAWP (UCAWP). UCAWP assessments involve current DCMA data but are not limited to BEIs. (1) The pertinent CIG Director coordinates UCAWP requests with the pertinent Component Head(s) or Component CAWG representative. (2) The Component Head or Component CAWG representative determines the ability to complete the UCAWP request. The Component notifies the requesting CIG Director within 5 working days if unable to complete the UCAWP request; otherwise, the Component will complete the UCAWP within 10 working days from receipt of the request to meet timeliness requirements of external customers. The Component provides the completed UCAWP to the requesting CIG Director CAWP REVIEWS. a. Component Head Review. The pertinent CIG Director conducts a CAWP review with applicable Components Heads, or designees. CAWPs will be updated by the CIG and pertinent BEIs will be updated by the BEI Owners. b. OGC Review. As necessary, the CIG Director will coordinate with OGC for a CAWP review prior to releasing any CAWP to external DCMA stakeholders. CAWPs will be updated by the pertinent CIG and pertinent BEIs will be updated by BEI Owners. Section 6: CAWP 11
12 GLOSSARY G.1. DEFINITIONS. BEI. A set of standard measures and information packages that form the basis of consistent corporate assessments. BEI AO. An individual who performs BEI related duties as delegated by the BEI Owner within the same organizational structure. BEI Blueprints. The information and formatting that is required to complete or populate a BEI with set criteria and typically covers building notes, data refresh, and level of difficulty. The BEI Blueprints include: corporate view, corporate comparisons, and business segment view. BEI CCB. The individuals who control the configuration of all new and existing BEI Blueprints. The BEI CCB reviews all justifications and recommendations to create, modify, and delete BEI Blueprints to maintain the BEI Blueprint master repository. BEI CCB AO. An individual working within CIG, appointed by the CIG Directors, who captures the rationale for decisions regarding additions, modifications, or deletions of BEIs. The BEI CCB AO coordinates BEI CCB meetings with CIG Directors and BEI Owners, and manages the BEI CCB process. The BEI CCB AO receives written submissions for the BEI change approval/disapproval rationale. BEI Owner. Individual(s) appointed by the Component Head with delegated decision authority or the Component Head themselves. The BEI Owner serves as the subject matter expert for the BEI source data and Populated BEIs. The BEI Owner is the primary point of contact responsible for all aspects of the assigned BEI including vertical/horizontal communication. The BEI Owner refreshes the BEI data in accordance with the BEI refresh schedule. BEI Refresh. The process of updating all scheduled and approved BEI Blueprints with DCMA generated data. CAGE Code. A unique identifier assigned to suppliers to various government or defense agencies, as well as to government agencies themselves and also various organizations. CAGE codes provide a standardized method of identifying a given facility at a specific location. CAN. A forum of DCMA entities which discuss issues, best practices, and performance of a specific corporate entity. CA. An analysis of a corporation s performance using one or more common measurements to enable objective comparison of the corporation s business units. An overall assessment of the corporation s performance that can be used for relative comparison with performance of other corporations. Glossary - Definitions 12
13 CA CAGE Code List. A set of vetted CAGE codes for specific corporate business segments. This is the final list of CAGE codes used for CAWPs. CAWG. A team of BEI Owners/AO, CIG Directors, CACOs, Divisional Administrative Contractive Officers (DACOs), Regional Commanders/ Directors, and CMO Commanders/Directors. The CAWG collaborates on future corporate assessment mission and product insights. The CAWG ensures collaborative, repeatable, and integrated processes are employed to improve DCMA acquisition insight products and activities that DCMA provides to our acquisition enterprise customers and utilized in assessing corporate performance. CAWG Leader. Leader of the CAWG and designated by the Corporate Assessment Capability Manager. CAWP. A work product that provides insights on company performance to government contracts and programs. CIG. A team working for the CIG Director that executes DCMA-INST 3201 and provides corporate assessments. The single group within DCMA that is responsible for integrating multiple functional data sources that provide independent analysis and value-added actionable insight at multiple levels (corporate, corporate business unit, programmatic, and CMO levels). Populated BEIs. Approved BEI Blueprints populated with DCMA corporation data. Formatted against the original BEI Blueprint with corporate view analysis, business segment analysi,s and designed by specific CAGE codes assigned to pertinent business segments. Populated BEIs should not include building notes. UCAWP. A work product that provides insights on a specific area of company performance to government contracts and programs not limited to approved BEIs. Glossary - Definitions 13
