2 Evacuation and Communication What has your state DOT or EMA done to prepare to receive evacuees from other states or as evacuees move from area to area within your state? How has your state prepared to communicate with vulnerable populations?
3 Evacuation and Communication Prepare to host evacuees: SC repatriation mission (American citizens)from Haiti, DOT and Soc Services and mass transit collaborated. Initially had aircraft info just 15 minutes before they knew who would come, then more lead time, No shelters for that mission, primarily for hurricane and schools in session. Flow-through Charleston with military then to commercial flights to destination. Robust hurricane evacuation plan.
4 Evacuation and Communication Ohio- EMA has lead on evac and comm. Have contraflow plan, only likely for terrorism since no natural hazards, Overflights for traffic surveillnce, fuel support. Evac plan for DC and WVA, Ohio to house evacuees schools, Natl Guard and push west.
5 Evacuation and Communication TN evacuation planned for nuclear facilities. Receive hurricane evacuees Gustav refinements. Type of people sent, transportation provided. CA EMA in charge, counties have evac plans, county sheriff orders. Caltrans supports. Contraflow plans, not realistic for large cities, shelter in place most likely. Utah EMA lead for evac and comm. DOT support services, Natl Guard, Red Cross, religious organizations- evacuations to churches and civic locations. Earthquake plan for bridges. Liquefaction in Salt Lake Valley/County- roads and utilities
6 Evacuation and Communication OR- counties own evac plans, primarily along coast. OEM working with local agencies for distant tsunami, massive EQ and local tsunami. Relocation of population depending on severity of effects of EQ- locally or to eastern area of state. Out of state would be evaluated by Governor s Office. Traffic control, variable message signs routing.
7 Evacuation and Communication OK assistance to affected states, plan to help LA evacuees in northern area and OK people go into LA to help. Easier to keep people in home state. NV- incoming people after Katrina, never left. Plan to receive people from other states. County evac plan, no pre-notice disasters. Major operations are shelter in place. High transient population including out of country. Anticipate selfevacuation in earthquake.
8 Evacuation and Communication IL displaced from Katrina. Public transportation and private bus companies move from airports. Department of Human Services mass care plans.
9 Evacuation and Communication MASS- MEMA plans for population reception, local comm. Mass DOT/MBTA support. Cape Cod evac plan with state police and local communities, annual exercise, traffic control. Hurricane or nuclear catastrophe. Metro Boston has plan inc. 180 traffic control points, 20 zones based on evacuation, support or reception. Other regions in state working on similar plans. MEMA coordinating with other regions. Regional catastrophic plan for New England inc. reception and vulnerable pops.
10 Evacuation and Communication Michigan- EM/HS has evac and comm plans. DOT has role. No notice events so no contraflow plans. Detroit Metro area/wayne County plans for moving people including bus system. Daily traffic flow has led to alternate route management.
11 Evacuation and Communication WA- similar to Michigan. Dam problem led to Kent Valley ( K) inc. Port of Seattle, coordination with locals for evacuation, state DOT support we needed. Traffic control points, prevent I-5 for evac out only do not have construction to support contraflow. Seattle plans well developed.
12 Evacuation and Communication Seattle plan is shelter in place, no flooding in city. Green River flood issue most of evac population out of the area designated to go to Seattle shelter issue. Public communication uses 6 language platform- Spanish, Tagalog, Chinese, Japanese, others. Winter storms use written materials in advance. Harder to do all languages during event with accurate translations.
13 Evacuation and Communication Wiscon.- after Katrina governor ordered evac plans for 12 largest cities. Home rule. Transportation done but not all sheltering. Locals responsible for sheltering, Health and Family Services and Red Cross partners. Contraflow guidance but not plans for 12 largest cities.
14 Evacuation and Communication CA Who can order an evacuation? County sheriff can order. Indiana host state LOU with Louisiana, disaster shelter plan, evac plans being developed for major cities esp. Chicago area. Laurie Radow- WA and CA have ferries. Incorporated for evacuees? WA yes. Would support wherever there are ports. CA WETA ferries on San Francisco NYC ferries important part of evac plan. 9/11 ferries evacuated people from WTC. Boat Lift 9/11 video on YouTube
15 Evacuation and Communication How prepared to comm with vulnerable pops? Vulnerable pop, transportation collaborated- health-related problems, other special needs. Whole Community means no annex for special needs because people can be injured in event and enlarge number of vulnerable age, families. SC hurricane evac struggling with definition of vulnerable. Have special medical needs shelter, vehicles for nursing home evac, may be too many orgs contracting for the same resources. Dept of Social Service foster children. How to identify? Also transit dependent population contracts with over-the-road bus companies to assist with Charleston area busses within 96 hours before mandatory evacuation for full coastal evacuation.
16 Evacuation and Communication Radow:Comm with vulnerable pop includes whether to shelter in place. TN: DOT has arrangements with nursing homes. Comm with multiple pops is EMA and Public Health. Public transit in every county, assets to be used for vulnerable pops
17 Evacuation and Communication Mississippi small pop, transit agency supports out of hurricane evac zone. Call, , other comm to local transit agency. Composition of population Spanish speakers, Vietnamese boat peoplelanguage speakers in transit agency. 5-6 evacs since Katrina and went well hours before hurricane arrives. EMA and local school districts out of area. Local shelters transit agency serves. Senior citizens, mobility issues, hospital served by contractors.
18 Evacuation and Communication MASS health and homeland alert network- security, health and transportation network, Homeland security regions communicate to local areas. MASS DOT supports MEMA with evac, esp. MBTA.
19 Evacuation and Communication CA EMA has comm with vulnerable population. Caltrans gets mission from EMA for transportation. Question SC unless state of emergency directing evacuation, nursing homes cannot evac because insurance will not cover. Dept. of Helath and Human Services start 96 hours before hurricane just preparatory, state of emergency is 36 hours. Nursing homes cannot afford evacuation without evacuation order.
20 Evacuation and Communication IL question Dept of Human Services, Aging, Red Cross have plans for vulnerable pops. EMA coordinates. What vehicles use for evac of vulnerable pops? CA Caltrans busses used for parolee detail are used.
21 Evacuation and Communication Indiana- answer no equipment for people, but list of public entities they administer grant funds to includes list of handicapped vans, so gives list of potential assets. OR- Dept of Health licenses paratransit vehicles. Work with transit to know what transit busses would be available and school boards for school busses. Help EMA coordinate. Radow- coordinated between DOT and Health? OR- coordinated through JC and ESF-14. Pre-event through OEM.
22 Evacuation and Communication SC most busses carry 2 wheel chairs. Issue with ambulances for nursing homes. Liability if not right type of vehicle.
23 Intelligence and Information Sharing How does your state DOT coordinate for threat information or intelligence with Federal, state, regional, and local enforcement agencies?
24 Intelligence and Information Sharing Sharing info with EOC, fusion centers and DOT/TMC. Report coming. How work with partners. SC- fusion center newsletter SC Info Exchange. Infrastructure issues that can be declassified. Go to fusion center for sensitive briefings and pass to relevant agencies.
25 Intelligence and Information Sharing Radow fusion centers and TMCs sharing capabilities. Ohio- state fusion center, DOT has a member- Critical Information Management System password protected used to send info to state leads. Terrorism early warning groups, 8 homeland security regions- used to diffuse information. Morning brief to share info, and critical goes on CIMS.
26 Intelligence and Information Sharing Wiscon.- state and southeastern WS fusion centers. Div of State Patrol is primary information conduit. Emergency Transp. Program Manager is former member of fusion center. Video feeds to fusion center.
27 Intelligence and Information Sharing Iowa- major state agencies part of Fusion Advisory Cte., each agency has point of contact for info sharing. MA- HAN alert network for statewide notifications; task force of DOT, public safety and fusion center to discuss events and ensure communication.
28 Intelligence and Information Sharing Mont. DOT on Anti Terrorism and Threat Advisory Cte. Atny. Gen. convenes, includes public safety, military affairs, FBI, CIA. Quarterly meeting for notification of critical issues.
29 Intelligence and Information Sharing Radow DOT maint on the road. How do they share their information back to intel system/fusion centers?
30 Intelligence and Information Sharing Michigan Intelligence Ops Center Michigan State Police in charge of fusion center, moved under EM/HS division, and took over Detroit fusion center. Increased connection with state EOC when open. Tied to 3 transportation operations centers. Detroit one houses dispatch for state police in that area. Info on traffic goes to traffic ops centers, HS/intel goes to DOT. Info to fusion center have internal form Recording Suspicious Activityform with direct submit or call.
31 Intelligence and Information Sharing IL- State Terrorism Information Center FBI, law enforcement. Daily intel reports from STIC and then send as needed to districts and field staff. Info from HAN, siren network public health system info. Response Handbook for Incidents, Disasters and Emergencies (RHIDES), First Observer Program
32 Intelligence and Information Sharing Ohio- field personnel emergency info wallet cards which to disseminate quickly. 3 points of contact and then TMC. MA Internagency Notification Protocol MEMA and public safety; 4 level classification system for MDOT. Notifications to fusion center for significant incidents.
33 Intelligence and Information Sharing Dan F. - Privacy concerns (license plate) for using cameras to pass to law enforcement? MA Transportation Fiber Optic Network integrates, allows for video sharing across jurisdiction. Q. Have to be able to manage video for appropriate situational awareness.
34 Intelligence and Information Sharing Michigan questions about privacy. FBI says if it is on the public roadway there is no right to privacy. Governing policy for camera usage traffic and movement of traffic. Workshop to develop policy. Can change cameras to cover traffic and not victims.

36 Intelligence and Information Sharing SC do not record traffic cameras, only real time traffic management. Wiscon. record and keep for 72 hours, more if specifically needed. May be used for investigation if available. Ability to cut feed to media. Iowa do not record traffic cameras but looking at doing with 72 hour retention, and longer for training or after action. Working with attny gen to determine what constitutes public record? Covered by archives laws?
37 Intelligence and Information Sharing TN state legislation prohibits use of cameras for law enforcement. Live feeds only in TMC. Chicago cameras record, 72 hours, more if needed. Police watch cameras. Day NATO started they got hacked and website shut down several hours.
38 Intelligence and Information Sharing Ohio record, hold for 5 days, share with law enforcement if requested, esp. crash reconstruction. How good for license plates. Seattle TMC does not record. Camera control in police ops center and EOC. Off public website if police operations.
39 Intelligence and Information Sharing NE- not record traffic cameras. State Patrol in center. Cuts feed to public network if accident. OK not record. Law enforcement access to zoom cameras. Do not feed to media, but media may get images from internet feed.
40 Intelligence and Information Sharing Idaho not record traffic cameras. User agreement not to record parking lots or personal residences. OR- Not sure if record. Intel Trans manages. Traffic Ops Centers control. Cooperative effort with Portland to access live feeds. Media gets streaming videos from some, so if zoom into accident or fire the media has it too. Oregon State Police collaborate through TOC.
41 Intelligence and Information Sharing NH- Limited recording. Share with police and fire. Not share with media. Utah do not record cameras due to privacy. Cameras within right of way for illegal activities not allowed. Question: intrusion protection on bridges? Might include camera under bridge? Recorded?
42 Intelligence and Information Sharing Seattle cameras on bridges vulnerable areas, do record, 72 hour hold. MA- The T has tunnel portal monitoring system for trains. Intrusions are detected and alert generated tells train versus individual. Recorded and generates alert real time. Metro Boston cameras record everything, public record, kept 20 days, share with law enforcement, record license plates along I-90 roadway registry of motor vehicles and highway police.
