2 INTRODUCTION Workplace emergencies can have a significant impact on employees, citizens and visitors, as well as interrupt city services. SEVERE WEATHER Together, our unified goal is to provide a safe and secure workplace for everyone. Proper planning and training are the two keys for success. ACTIVE VIOLENCE FIRE & EXPLOSION
3 WHAT IS AN EMERGENCY ACTION PLAN? The City of Farmington Hills Emergency Action Plan (EAP) describes the actions employees should take to ensure their safety in the event of an emergency or crisis in the workplace. It is issued by the Local Planning Team and reviewed annually. You can locate the EAP and other employee safety information on the Intranet: Reference Center / Employee Safety
4 The purpose of an Emergency Action Plan is to: Facilitate and organize employer and employee response to workplace emergencies. Provide instructions and designated actions to assist employees during a crisis. Individual employee actions and resourcefulness are critical to achieve successful outcomes in the event of an emergency.

6 EMPLOYEE RESPONSIBILITIES Safety and security begins with you. First, become fully familiar with the content and location of the EAP. Know the locations of: i l ll i Fire alarm pull stations Extinguishers First aid supplies AEDs Emergency exits Evacuation routes Shelter areas
7 EMPLOYEE RESPONSIBILITIES Visitors & Members of the Public When hosting visitors, or are involved with reception/lobby areas, or provide counter assistance to the public: Keep appraised of visitor locations at all times. Assist with their evacuation or shelter in the event of an emergency. This will enhance the safety of our visitors This will enhance the safety of our visitors and the security of city facilities.
8 EMPLOYEE RESPONSIBILITIES Implementation Training Drills Department Heads Supervisory Review Requirements Drills Assist with EAP implementation Upon implementation Will be conducted annually Identify shelter areas When an employee s Allemployees are at their facility responsibility change required toparticipate Identify assembly areas at their facility Designate Safety Officer(s) Whenever changes occur in Plan Anew employee or transfer arrives PD / FD personnel will be involved Notifications will always be made prior to a drill At no time will a surprise drill be conducted. If an alarm sounds, and a drill was not scheduled, it should be considered a real emergency situation.
9 EMPLOYEE RESPONSIBILITIES Safety Officers Safety officers are an integral part of emergency response in the workplace. Voluntary safety officers assume a leadership role within their department. General responsibilities include: Assisting with EAP orientation for new/existing employees Assisting with safety training and drills Promote a culture of safety within the department Assist supervisors with emergency procedures (evacuation/sheltering) during a crisis Provide aid to employees or visitors until first responder arrival Maintain first aid supplies & emergency kits Designated safety officers will be provided additional training and equipment
10 EMPLOYEE RESPONSIBILITIES Hosting Organized Meetings or Events at City Facilities Safety briefings shall now be conducted to acquaint visitors and nonemployee attendees with emergency procedures. Briefings should include: How to access 911 Exits and evacuation routes Shelter areas Fire extinguisher First aid & AED locations The EAP contains a written script to assist meeting organizers with the delivery of a safety briefing prior to the start of an event.

13 EMERGENCY PROCEDURES If an emergency of any type is observed: CALL If utilizing a City owned land line phone remember, dial 9 first to obtain an outside line Describe nature of emergency (e.g. What happened? d?h How severe?) Number and location of victim(s) Hazards involved Nearest entrance for emergency responders to enter Execute the appropriate emergency protocol Notify a supervisor Follow the plan
14 EMERGENCY PROCEDURES In the event an emergency necessitates evacuation or shelter in place procedures, the most senior supervisor or if a supervisor is not present, the most senior employee on duty will execute the EAP and perform the following tasks: Communicate emergency procedures to employees & visitors until relieved by emergency personnel. Account for all employees & visitors ii in the building at the time of the emergency. Report information to the Fire/Police Incident Commander.
15 EMERGENCY PROCEDURES Facility Evacuation Internal Hazard Example: Active Violence Smoke Fire Chemical Spill In the event of a hostile or hazardous situation that erupts within the workplace employees should immediately consider self evacuation when safe to do so. Supervisors and Safety Officers will ensure employees, visitors and citizens are notified of the emergency situation. Employees areto leave immediately upon notice of evacuation. Persons with disabilities are to be assisted during evacuation. Personnel are to report to their supervisor or safety officer at the pre determined evacuation assembly area for accountability.
16 EMERGENCY PROCEDURES Lockdown/Shelter In Place External Hazard Example: Outside Threat of violence Chemical Release In the event of an emergency or threat of an external nature, it may become necessary to Lockdown a city building to protect the occupants and minimize exposure to a dangerous situation. If a threat to the facility is identified, the most senior employee on site shall be immediately notified. Upon announcement to Lockdown employees should: Close and lock all exterior doors and windows Draw blinds, close curtains if available Employees are not to exit unless exigent circumstances exist No person is to enter without prior supervisor approval Rd Reduce exposure to exterior windows Move to designated shelter areas if directed If an exterior chemical emergency, shut down air intakes, HVAC
17 SECTION Q & A Emergency Procedures Q: If you must dial from a city owned land line you must dial this number first. A: 9 Q: In the event an emergency dictates evacuation or shelter the on duty will take charge and execute the EAP. 18 TYPES OF EMERGENCIES Illness or Injury Response to aninjury orillness in the workplace will vary according to the circumstances, number of persons involved or hazards present. Before rendering assistance always ensure ethe eenvironment e is safe to do so. Should you observe someone become ill or injured: Alert and seek aid of others Dial if it is of a serious nature Provide first aid, if trained Notify a supervisor Refer to applicable city policies
19 EMERGENCY PROCEDURES Smoke Fire Explosion In the event of smoke, fire or explosion you will likely hear a loud dhorn. Exit your work area in an orderly fashion. Leave immediately; do not delay your egress by collection belongings. Plan Ahead By Knowing: What to do in this type of emergency Eit Exit routes Where stairs and exit doors are located Where the fire alarm pull stations are Location and proper use of portable extinguishers Who is responsible for clearing rooms of participants Where the assembly area is located
20 EMERGENCY PROCEDURES Smoke Fire Explosion Should you discover smoke, fire or other hazardous condition do the following: Stay calm Evaluate the situation Soundalarm Activate theclosest fire alarm Evacuate Do not use elevators. Direct visitors. Stay low Check In Locate your supervisor or safety officer in the assembly area Direct Provide information to arriving first responders Return Only after it has been declared safe to do so
21 EMERGENCY PROCEDURES Smoke Fire Explosion Fire extinguishers are only designed for use on small fires. When operating a fire extinguisher: Approach 6 to 8 feet away from fire Remember the acronym P.A.S.S. P Pull the safety pin located at the handle A Aim the nozzle at the base of the fire S Squeeze the handle to start extinguisher flow S Sweep the nozzle from side to side over the entire width of the fire at the base
22 TYPES OF EMERGENCIES Severe Weather Unpredictable forces of nature such as tornados, high winds, severe thunderstorms t and flooding can threaten t city facilities. Each department has been equipped with weather radios to monitor local conditions. Should you learn of impending severe weather warn others and notify a supervisor. Ifi inside id and a TAKE SHELTER order is issued: Move to the predetermined shelter area Assist other employees & visitors to shelter Usestairs stairs, nottheelevatorthe elevator Distance yourself from windows, furnaces, machinery Locate a supervisor or safety officer and check in
23 TYPES OF EMERGENCIES Severe Weather Ifoutside andnearnear a building, enter andtake cover. Ifyou cannot get into a building, lie flat in a ditch or depression and hang onto anything sturdy you can find. If you are on the road and a severe weather warning sounds, proceed to the nearest city facility and seek shelter. Contact your immediate supervisor and report your status and location. Weather conditions will dictate when it is safe to resume normal activity. There will be no all clear signal.

25 TYPES OF EMERGENCIES Hazardous Chemical Release Each department is responsible for adequately planning for emergencies resulting from the accidental release of a hazardous chemical. The location and severity will determine response level. All employees should remain clear of any spill or release unless trained in the proper p evaluation and clean up. Familiarize yourself with the location and content of safety data sheets. In the event of a hazardous chemical release: Staycalm and evaluate the situation Stay calm and evaluate the situation Dial If the chemical release is inside, evacuate and report to your pre determined assembly area. Assist visitors with evacuation and do not return to building until declared safe. If the chemical release in outside, shelter in place. Include HVAC and air intake shut down.
26 TYPES OF EMERGENCIES Bomb Threat / Suspicious Package The first priority of any bomb threat or suspicious package discovered in a city facility will always be the safety and welfare of all persons involved. Threats must always be taken seriously and never dismissed. In the event of a bomb threat that is phoned in: Keep the caller on as long as possible. Utilize the Phone Threat Checklist Preserve the caller s phone number if displayed on phone Ascertain as much information as possible Notify and advise a supervisor Check your area for unusual packages. If you locate a suspicious package, do not touch! Avoid devices that transmit a signal (cell phone, radio) near the package. Evacuate to assembly area when directed to do so. If a written threat is received, save the message including container.
27 TYPES OF EMERGENCIES Phone Threat Checklist Located in the Appendices Section of EAP. If your job requires taking calls from the public, post near your phone.
28 TYPES OF EMERGENCIES Workplace Violence An immediate personal threat is an incident which causes the employee to fear a physical assault to his/her person orothers. When faced with an agitated or angry individual, display a calm demeanor and never engage in an argument. Summon others. If hostility escalates, create distance, removing self from situation. Contact Remember description of individual and vehicle if they leave. Do not attempt to follow. If an act or altercation constitutes an emergency: Dial Notify a supervisor, summon others DO NOT GET INVOLVED, allow the PD to handle the situation If necessary, move others to a safe area Prepare to employ LOCKDOWN procedures
29 TYPES OF EMERGENCIES Threat of Lethal Violence Suspected criminal activity or hostile behavior can turn violent or deadly quickly. Employees must prepare to immediately take action in the event violence erupts in the workplace or an armed intruder enters. In the event a lethal threat presents in the workplace: If you are in imminent danger ESCAPE if possible. Call by any means available when safe to do so. Give as much info as you can. If unable to ESCAPE Lockdown and hide. Barricade yourself. FIGHT as a last resort, defend yourself with whatever you can, however you can. Consider improvised weapons, attack as a group. Officers are trained to immediately proceed to the threat. Immediately follow their orders. Provide aid to self and others when safe to do so.

31 TYPES OF EMERGENCIES Earthquake State of Michigan does not normally experience severe earthquakes, however they can occur. Most earthquake injuries result from collapsing walls, falling objects and flying glass. The only warning of a quake will be when the ground or buildings begin to rumble and shake. In the event of an earthquake: If INSIDE a building: Take cover under desks, tables or heavy furniture in interior halls or against inside walls. Stay away from windows, electrical fixtures, gas and water pipes, machineryandheating and heating systems. Often, the greatest point of danger is just outside of entrances and close to sides of buildings.
32 In the event of an earthquake: TYPES OF EMERGENCIES Earthquake If OUTSIDE: Move away from buildings, towers, poles, overhead wires, gas and water meters. AFTER the quake: Evacuate from building if there is serious damage Stay away from downed wires Go to a safe area away from buildings (assembly point) Check in with your supervisor or safety officer
