2 EVACUATION AND REOCCUPATION PLAN LOG HILL MESA FIRE PROTECTION DISTRICT This Evacuation and Reoccupation Plan (Plan) for the Log Hill Mesa Fire Protection District (LHMFPD) is based on Ouray County s evacuation plan, modified to suit local conditions. That county plan, contained in Section IV of Ouray County s Community Wildfire Protection Plan, is part of this Plan. This Plan contains an overview and the following stand-alone sections that provide necessary detail and can be separately used as field guides for evacuees, responders, and Evacuation Center personnel: Section 2, Map of Evacuation Zones & Routes and Alternate Safety Zones. Section 3, Evacuation Plan brochure for use by evacuees. Section 4, Evacuation Center Operations for use by evacuation center personnel, including those providing small and large animal services. Section 5, Target Notification System describing the notification system and listing contacts authorized to implement it. Section 6, Incident Evacuation Implementation Plan form, for use of the Incident Commander and the Sheriff. Section 7, Media Notification Procedures and List. Updates and additional information are available on the LHMFPD s website, SECTION 1 -- Overview A. Introduction: In the event a wildfire threatens areas within the LHMFPD, the Incident Commander and the Sheriff will work together to prepare for and implement an evacuation. The primary means for notifying residents will be the Target Notification System (TNS), a reverse 911 system which transmits voice messages to all wireline phones, and voice and text messages to wireless & VOIP phones (if registered) within the selected evacuation zone(s). Additional means of notification can include radio broadcasts, door to door contacts, and emergency sirens. The LHMFPD has been grouped into thirteen predetermined Evacuation Zones. These are defined in the map in Section 2. Evacuation and reoccupation procedures will be explained to residents in a brochure, which will be mailed to every property owner and is available on the LHMFPD s website. It is designed to be kept and used as a resource. This brochure is included in Section 3 of this document. In the event of an evacuation, residents are encouraged to check-in with the designated Evacuation Center. The primary Evacuation Center for residents has been preselected and 1

3 is the Ouray County 4-H Event Center at the Ouray County Fairgrounds on US Highway 550 in Ridgway. Staffing for Evacuation Center operations will include county employees, LHMFPD board members, the American Red Cross, Fortuna Tierra Club, and other volunteers. If the scope and severity of the evacuation requires the opening of shelter and feeding facilities, appropriate County and State agencies, in coordination with the American Red Cross, will identify, establish, and manage such facilities. The primary Evacuation Centers for small and large animals are the Ouray County Fairgrounds. The staffing and management of the small and large animal Evacuation Centers will be performed by the Second Chance Humane Society and the Ouray County Cattlemen s Association, respectively. B. Legal Authority to Order an Evacuation: Evacuation orders by local authorities and sheriffs are enforced by misdemeanor criminal sanctions. A person disobeys an evacuation order at his or her peril. A person commits a crime if the person interferes or threatens to interfere with the ability of a peace officer, fire fighter, or other rescuer while carrying out his or her responsibilities. C. Definitions and Key Terms: Emergency Alert System (EAS). Emergency radio messages will be broadcast on many radio stations, including the NOAA weather radio frequencies and local stations received on the Mesa such as KUBC (AM 580) and KKXK (FM 94.1 and 99.3). The Sheriff or Emergency Management Coordinator can activate EAS through the National Weather Service in Grand Junction. Evacuation Center. An Evacuation Center will be designated for residents to check-in for the purpose of providing contact and relocation information to authorities, as well as to serve as a contact and information point for residents through the reoccupation phase. Check-in is also important to enable authorities to contact evacuees about the status of their property. The Ouray County 4-H Event Center in Ridgway will serve as the primary Evacuation Center for the LHMFPD. Small and large animals should be evacuated to the Ouray County Fairgrounds in Ridgway. See Section 4 for details on the operation of Evacuation Centers. An alternate Evacuation Center is the Montrose Pavilion, 1800 Pavilion Drive, Montrose, in the event conditions prevent southbound traffic on Highway 550 between Colona and Ridgway. Other Evacuation Centers may be identified and established as conditions may warrant. The Evacuation Center will be staffed by the 4-H Center staff, other county employees, board members of the LHMFPD, Fortuna Tierra Club members, and others. Evacuation Notice. A notice with instructions for residents to PREPARE for issuance of an Evacuation Order. All preparations necessary to safely evacuate the area should be undertaken at this time. The Evacuation Notice will most likely be 2

4 communicated to residents through the TNS. (See Section 6, Attachment 1, for sample text of an Evacuation Notice.) Residents are also urged to monitor the emergency alert system (EAS) radio broadcasts described above. Evacuation Order. An enforceable order for residents to LEAVE immediately and report to the Evacuation Center. There is no time to prepare as an imminent threat to life is present. The Evacuation Order will most likely be communicated to residents through the TNS. (See Section 6, Attachment 2, for sample text of an Evacuation Order). Evacuation Routes. The primary Evacuation Route is the most direct route to the designated Evacuation Center that is not compromised by wildfire. The Evacuation Routes for the LHMFPD are County Road 1 south down the escarpment, or alternatively if conditions demand, north to Colona and then south on US Highway 550. These are shown in the evacuation brochure included in Section 3. Evacuation Zones. Specific residential or geographical areas threatened by the wildfire. To facilitate evacuation, the LHMFPD has been divided into thirteen geographical sectors as shown on the map in Section 2. For example, Log Hill Village and Divide Ranch (Fairway Pines) have been pre-designated Evacuation Zones 2 and 3, respectively. Target Notification System (Reverse 911 system). Ouray County has implemented a Target Notification System (TNS), often referred to as Reverse 911. TNS is able to send recorded voice messages to all wireline phones (and registered wireless & VOIP phones) located in a specified geographical area affected by emergencies. In the case of a wildfire the Incident Commander (IC) or Sheriff would notify pre-identified County contacts able to broadcast TNS calls. The IC or Sheriff would specify the general content of the message, including the general nature of the emergency, whether residents are instructed to prepare for evacuation (Evacuation Notice) or ordered to evacuate (Evacuation Order), and suggested Evacuation Routes and Evacuation Centers. See Section 5 for more information on TNS and Section 6 for a sample evacuation notice or order. Wireline phones and their associated physical location are automatically added to the TNS database upon initialization of phone service. However, due to the increased reliance on wireless phones, which by their mobile nature do not necessarily have an associated physical location, the TNS system has the capability to send emergency messages to wireless phones, BUT ONLY IF THE WIRELESS PHONE AND ITS ASSOCIATED PHYSICAL ADDRESS HAVE BEEN REGISTERED WITH TNS. Residents of Ouray County are encouraged to register their wireless phones with TNS on the Montrose County website (Montrose County administers Ouray County s TNS system). 5 Safety Zones. Safety Zones will be identified where evacuees and their vehicles can assemble if the planned Evacuation Routes cannot be used for traffic, fire, or other reasons. The use of a Safety Zone will be included in the message accompanying the Evacuation Order or by on-scene traffic controllers, and would typically require the availability of fire fighting personnel or equipment to assure the safety of the Safety Zone. Website. Updates to this document as well as other fire-related information are available on the LHMFPD s website, D. Log Hill Mesa Population: The following table is a rough estimate of current and potential number of residences in the various Evacuation Zones. This data was taken from a 2009 county document titled, Ouray County: Parcels Accessed from County Road 1. Implementing the Evacuation and Reoccupation: The Ouray County Sheriff and the Log Hill Volunteer Fire Department (LHVFD) will normally be the resources used to execute an evacuation upon notification by the Incident Commander (IC). The IC and the Sheriff will jointly prepare an Incident Evacuation Implementation Plan (See Section 6 for the implementation plan form). In the case of the immediate or possible need for evacuation, the following steps will normally be involved: 1. If requested by the IC, the county s mobile Emergency Operations Center (EOC) will be activated. 2. The IC will notify the Sheriff when the wildfire perimeter threatens or crosses into an Evacuation Zone. The IC will identify which Evacuation Zones may be impacted by the wildfire and which should receive Evacuation Notices or Evacuation Orders. Evacuation Zones, Safety Zones, if any, and Evacuation Centers will be established jointly by the IC and the Sheriff. The IC or Sheriff will 4

6 trigger a TNS phone campaign alerting residents that an Evacuation Notice or Evacuation Order has been issued and describing the selected Evacuation Route, Safety Zones if any, and Evacuation Center. 3. Evacuation Routes and Evacuation Centers: The Evacuation Order will describe the Evacuation Route and Evacuation Center. If evacuees intend to go to an alternate location of their choosing, they are urged to report to the Evacuation Center on their way to any alternate destination. This is necessary to establish their successful, safe departure from the danger area, enable authorities to contact evacuees about the status of their property, and provide detailed follow-up contact information for all parties. 4. The IC or Sheriff directly or through the County EOC will notify the following of any evacuation event. Contact information is provided in Section 6. a. The local media, including EAS stations. b. Montrose County Sheriff s Dispatch. c. Montrose Interagency Dispatch Center. d. Ouray County Government to open and staff the Evacuation Center at the Ouray County 4-H Event Center. e. Board Members of the Log Hill Mesa Fire Protection District to provide initial staffing and coordination at the Evacuation Center. f. Second Chance Humane Society to manage and staff the small animal Evacuation Center. g. Ouray County Cattlemen s Association to manage and staff the large animal Evacuation Center. h. Ouray County EMS to provide medical care at the Evacuation Center. i. American Red Cross. j. Fortuna Tierra Club. k. Ouray Mountain Rescue. 5. If possible, law enforcement, fire personnel, Ouray Mountain Rescue and authorized volunteers will conduct house to house contacts, particularly those homes known to house persons with special needs. In reality, resources or fire conditions may not allow for house-to-house contact, so it is recommended that persons with special needs, pets, or livestock outline a plan for emergency evacuation and, if necessary, appoint a primary person to assist them. See Section 6, Attachment 3, for Procedures for Conducting House to House Contacts and Non-Compliance Response. 6. Security and Reoccupation of Evacuated Areas: a. To prevent looting, the responsible law enforcement agency will attempt to provide security to the evacuated areas. Only individuals who reside in the evacuated area should be allowed to enter the area when it is deemed 5

7 safe to do so. Residency will be determined by driver s license or other documentation of record. b. Upon termination of the wildfire hazard, the IC will use the Evacuation Center as an evacuee meeting place, to advise them of what to expect and how to obtain recovery resources to contend with losses and to obtain updated contact information from returnees. c. The IC will contact the Evacuation Center and the media to advise evacuees when it is safe to return to the area. d. Fire fighters and other emergency workers in the evacuation area will be notified by the IC that residents are being allowed to return. 7. The following sections provide more detail. Most are intended to be used by residents, evacuees, responders, volunteers, and Evacuation Center personnel as field guides for their particular responsibility. a. Section 7, Public Information: Media Notification Procedures and Contact List in Evacuation Event F. Further Planning Tasks: The following pre-evacuation planning matters need to be addressed: 1. An Evacuation Plan Brochure for LHMFPD residents is included as Section 3. This plan for residents should be effectively communicated to residents by mail, public meetings, and the LHMFPD website. Updates should be mailed as evacuation plans are updated and residents turn over. 2. Provide information to persons with special needs, including the disabled, elderly, persons with pets, livestock, etc. and encourage them to complete pre-incident plans. Due to privacy issues, the county may not have adequate information on the location and extent of assistance required by people with special needs. Because resources and fire conditions may not allow for house-to-house contact, persons with special needs, pets, or livestock should outline a plan for emergency evacuation and, if necessary, appoint a primary person to assist them. 3. Identify safety zones for fire fighters as well as residents unable to evacuate because evacuation routes are compromised by wildfire, congestion, or other reasons. 4. Ouray County staff, the Ouray County Sheriff, the American Red Cross, the Log Hill Mesa Fire Protection District, and other fire districts, should jointly prepare operations procedures for managing and staffing Evacuation Center operations at 6

8 the Ouray County 4-H Event Center. There is also a need to identify and obtain additional resources needed to operate the Ouray County 4-H Event Center and Fairgrounds as an Evacuation Center for evacuees and animals, such as generators, portable showers, food preparation facilities, sleeping accommodations, animal care, etc. 5. The Second Chance Humane Society and Ouray County Cattlemen s Association should develop operations procedures for managing and staffing the small and large animal Evacuation Centers, respectively. 6. The Ouray County Road and Bridge Department should produce and install appropriate road signage to identify evacuation routes in the LHMFPD. G. 9 Section 2 -- Map of Evacuation Zones Evacuation Zone Map is enclosed as a PDF document with the transmittal . When the Department s website is operating, the map will be posted on it. 1

10 Section 3 -- Evacuation Plan Brochure The Evacuation Plan Brochure has been printed and mailed to all addresses in the Log Hill Mesa Fire Protection District. A PDF version of the brochure is enclosed with the transmitting this plan and will be posted on the Department s website when it becomes operational. All residents are encouraged to: Read the brochure and post it in a convenient place. Have Emergency Alert System (EAS) radio broadcast frequencies available. Sign up for wireless phone TNS notification. Make the recommended pre-evacuation plans. This brochure shall be updated from time to time and mailed to residents. 1

11 Section 4 -- Evacuation Center Operations This Section, Evacuation Center Operations, covers the staffing, notification, and operational procedures of the Evacuation Center. It consists of three subsections: A. Evacuee Operations B. Small Animal Operations C. Large Animal Operations A. Evacuee Operations The Ouray County 4-H Event Center is designated as the primary Evacuation Center for check-in and shelter for evacuees from the LHMFPD. Management of Evacuation Center operations will be handled by Ouray County s Facility Manager with the assistance of members of the Board of the LHMFPD. The American Red Cross has a disaster coordinator and volunteers in Montrose as well as Shelter Trailers in Montrose (50 cots), Delta (50 cots), and Grand Junction (300 cots), which can presumably be mobilized if conditions warrant the establishment of a shelter providing housing and meals. Additionally, Fortuna Tierra, a women s group on Log Hill Mesa, will provide volunteer staffing for Evacuation Center operations. Staffing: Facility Management: The Facility Manager at the Ouray County 4 H Event Center, telephone (970) Operations Management: Members of the Board of the LHMFPD will report to the Evacuation Center immediately upon the issuance of an Evacuation Notice or Order, to assist the Facility Manager and to assume the following duties: o Establish a check-in and information gathering procedure. o Confer with County authorities regarding the need for involvement of the American Red Cross and other volunteer agencies. o Coordinate needs with facility management, Ouray County, the American Red Cross, and volunteers. o Assure that medical assistance is available. Notification: In the event of either an Evacuation Notice or Order, the Incident Commander, Sheriff, or EOC at the IC s or Sheriff s direction will notify the contacts described in the Notification List in Section 6. Operational Procedures: Following are the chief tasks of Evacuation Center Operations: 1

12 Establish a check-in procedure, in which all evacuees are urged to check in and leave contact information whether they remain at the Evacuation Center or not. A check-in form is attached as Attachment 1 to this Section. Arrange for needed physical resources, such as generators, portable showers, and toilets. Coordinate with the American Red Cross. Coordinate with County EMS to provide medical services. Coordinate with the IC and Sheriff; provide information on the status of the wildfire, security, and reoccupation. B. Small Animal Operations. The Ouray County Fairgrounds will serve as the Evacuation Center for pet animals. Operations dealing with pet animals will be managed and staffed by Second Chance Humane Society employees and volunteers. A fee will be charged or donations accepted to help defray feeding costs and other daily care expenses. Pet owners are directly responsible to attending veterinarians for any cost of medical care provided to pets in need of it. Owners, if available, will be asked to sign liability waiver/temporary custody forms for each pet left in the care of Second Chance Humane Society. See Attachment 2 to this Section. In addition to pets brought to the Evacuation Center by their owners, Second Chance Humane Society may assist with the evacuation of pets brought to evacuation assembly areas, or found astray in the evacuation area. Second Chance Humane Society does not have the legal authority to enter private property for the purpose of removing an animal. Second Chance may provide assistance to a law enforcement officer for the removal of a pet from private property. Second Chance Humane Society is not able to recover or accept dangerous animals, wildlife kept as pets, or exotic pets, such as fish or reptiles. Staffing: Staffing will be by Second Chance Humane Society employees and volunteers. Notification: In the event of either an Evacuation Notice or Order, the Incident Commander or Sheriff directly or through the EOC will notify the contacts described in the Notification List in Section 6. Given the location(s) and scope of the incident, Second Chance Humane Society will then muster the necessary resources to support the evacuation, both at the Evacuation Center and in the field. Resources: Second Chance Humane Society and its volunteers have sufficient resources to care for about 100 pet animals at the Evacuation Center for a period of up to 72 hours. These resources include food, pet crates, bedding, cat litter, leashes, etc. For recovery of pets 2

13 from the evacuation area Second Chance Humane Society relies upon a volunteer having a horse trailer capable of carrying up to twenty pet crates. As a member of the Western Colorado Animal Resources (WeCARe) Coalition, Second Chance Humane Society can request access to an emergency response trailer. This trailer is outfitted with the supplies needed to set up a mobile animal shelter, including crates, medical supplies, food and water bowls, cat litter pans, and first aid kits. Located at the Mesa County Shelter in Grand Junction, this trailer is a limited resource that is available unless previously occupied for a different emergency incident. Operational Procedures: Second Chance Humane Society s has prepared an Operational Procedure for wildfire evacuation which they will employ in the event of an evacuation. C. Large Animal Operations. The Ouray County Fairgrounds will serve as the Evacuation Center for large animals. Operations dealing with large animal welfare will be managed and staffed by the Ouray County Cattlemen s Association. A fee may be charged or donations accepted to defray feed and other costs of care. Owners, if available, will be asked to sign liability waiver forms. See Attachment 2 to this Section. During the wildfire season, most cattle are located in the western part of the LHMFPD near Horsefly Mesa. There are few roads in a large area and there will be little time to organize an evacuation. For the most part, cattle will be on their own. On the other hand, horses, pigs, milk cows, sheep, goats, and even buffalo and llamas may be evacuated by their owners. It is estimated that the fairgrounds can accommodate up to 50 large animals. Promptly needed feed should be available from local ranches and corrals and fence panels are available at the fairgrounds. Local vets will be contacted to help with animal needs. Provisions will have to be made for capturing, transporting, and caring for stray animals. Staffing: Staffing will be by volunteer members of the Ouray County Cattlemen s Association. Notification: In the event of either an evacuation notice or order, the Incident Commander or Sheriff directly or through the EOC will notify the contacts described in the Notification List in Section 6. Operational Procedures: When one of the primary contacts is notified, he or she will call out added resources to handle the following activities: 3

14 Establish a check-in procedure. Set up pens and arrange for food and water. Arrange for veterinary services. Care for the animals. Initiate efforts to capture and transport strays to the Evacuation Center. 4

17 Section 4, Attachment 2, Liability Waiver/Temporary Custody Forms Attached is a form to be completed by the owner of each animal left in the care of volunteers at the Evacuation Center.

18 Liability Release Small and Large Animal Care Evacuation Center When any owner elects to house his/her animal(s) at the Evacuation Center shelter, he/she accepts the conditions of confinement. If possible, animal owners should provide own cage/kennel, food, toys, bedding, and medications. Owners may be charged a fee to offset the cost of providing evacuation care. CONDITIONS OF CONFINEMENT 1. Shelter Operators, including Ouray County, Log Hill Mesa Fire Protection District, Second Chance Humane Society, or Ouray County Cattlemen s Association (including any volunteers, officials, or employees of any of the foregoing agencies) are not responsible for injury, illness, or contraction of contagious diseases or parasites from other animals, and will not be able to prevent the animal from contracting a contagious disease or parasites from other animals. 2. All animals housed for evacuation must have a current rabies vaccine and rabies license tag. 3. Pet owners, if possible, should provide kennel/cage, toys, bedding, food, bowls, medications, leash, etc. for each animal. All supplies and kennel/cages must have owners name and phone number. 4. If your animal requires medical treatment, a veterinarian or veterinarian technician is authorized to treat, sedate, or euthanize if necessary. If possible, the pet owner will be contacted prior to a decision. 5. Immediately following the termination of the evacuation emergency, the shelter will be closed. The pet owner, family members and animal(s) must leave the shelter at the same time. Pet owners may not leave the shelter without their animal(s). 6. The final disposition (sterilization, adoption or euthanasia) of any animal which is not claimed at the time the evacuation shelter is closed shall be at the discretion of Shelter Operators. 7. Animal shelter admission will depend on available shelter openings. 8. No aggressive animal or animal classified as dangerous or potentially dangerous will be allowed into the shelter. No reptiles/amphibians or exotic pets will be allowed into the shelter. 9. Shelter Operators are not responsible for the loss of any personal items or pet items. 10. No commercially owned animals will be accepted into the shelter. (e.g., pet shops, breeders). RELEASE I, the undersigned, have read and agree to the rules and regulations listed above as set forth by Shelter Operators. I do hereby agree to hold Shelter Operators harmless for any claim, demand, suit, loss, cost, expenses, or any damage which may be asserted, claimed or recovered against or from them by reason of any injury to my animal, which damages, arises out of or is incidental to or is in any way connected with the sheltering of this animal at the Evacuation Center. 19 Section 5 Target Notification System Target Notification System (Reverse 911 system). Ouray County has implemented a Target Notification System (TNS), often referred to as Reverse 911. TNS is able to send recorded voice messages to all wireline phones located in a specified geographical area affected by emergencies. Wireline phones, and their associated physical location, are automatically added to the TNS database upon initialization of phone service. The TNS system has the capability to send emergency messages to wireless and VOIP (Voice Over Internet Protocol) phones, but only if the wireless phone and its associated physical address has been registered with TNS by the subscriber. Residents of Log Hill Mesa are encouraged to register their wireless and VOIP phones with TNS on the Montrose County website (Montrose County administers Ouray County s TNS system). The registration link is at, The Sheriff, Fire Chief, Assistant Fire Chief, or an Incident Commander are authorized to trigger a TNS notification. In the case of a wildfire the Incident Commander (IC) and Sheriff would agree on the content of the message and notify pre-identified County contacts able to launch TNS calls. The message should identify evacuation zones, evacuation routes, and the Evacuation Center and whether residents are instructed to prepare for evacuation (Evacuation Notice) or ordered to immediately evacuate (Evacuation Order). The message would be a recorded voice message delivered to all wireline phones within the evacuation zone and to those wireless and VOIP phones that have been individually registered on the Montrose County TNS website. 26 Section 6, Attachment 3 Procedure for Conducting House-To-House Contacts and Non- Compliance Response 1. The Sheriff will attempt to contact residents in evacuation zones when notified by the IC. Law enforcement officers, firefighters, Ouray Mountain Rescue members, or other evacuation volunteer workers will: a. Advise residents that an Evacuation Notice or Order is imminent or have been issued. b. Direct residents to Evacuation Centers. c. Note the address evacuated for later report to the IC. d. Advise evacuees to listen to emergency radio broadcast stations for status regarding their evacuation area. Frequencies are KUBC (AM 580) and KKXK (FM 94.1 and 99.3). e. Notify evacuees that by the following day the media should announce information phone numbers for evacuees to call. (See Section 7 for the media notification procedures and list) 2. Under an EVACUATION ORDER, the responsible law enforcement agency or other evacuation entity will flag entrances to residences, if time permits, with crime-scene flagging to indicate that residents have been notified. Two flags will be applied where residents have refused to evacuate. 3. Non-compliance Response Procedure: a. Adults refusing to cooperate with area closures or evacuations will be advised of the impending danger and that emergency resources will not be risked to rescue them after the time of the Evacuation Order. The officer or volunteer involved will note the address and report it to the IC as soon as practical. b. Minors will be evacuated regardless of their decision to stay, unless a parent or legal guardian is present who is also staying and insists that the minor must stay with them. 7

27 Section 7 Public Information: Media Notification Procedures and Contact List in Evacuation Event The IC shall appoint a Public Information Officer (PIO) early in the evacuation event.
