2 INTRODUCTION This information will help employees respond to emergencies at SSCC. This guide, together with common sense, should minimize problems and reduce property damage. This guide should be posted in offices and in classrooms where it is visible and immediately available. Please familiarize yourself with the contents of the guide. It is vital that you add any information specific to your area, such as the location of the first aid kit. South Security is available during operating hours to respond to emergencies. If you have any questions, or need assistance, contact the Department of Safety and Security at ext or at (Security cell).

4 ACCIDENT/MEDICAL EMERGENCIES For minor injuries or illness, go to the Security Office in RSB 62A or call 5157 or If a person is seriously injured, do not move them unless there is life threatening danger (such as falling debris or fire). In life threatening emergencies, immediately dial 911, and request medical aid. State the nature of the problem. Give your address and location in the building. Calmly and carefully provide the information requested by the 911 operator. When you complete the 911 call, immediately notify South s Security at 5157 or so they can meet the medical unit and guide them to the scene. State the nature of the problem, the location and that you have already notified 911. Provide as much information as possible about the illness or injury. Remain with the victim until Safety/Security or emergency personnel arrives. Let the victim know help is on the way and keep them as calm and comfortable as possible. If you have first aid training and feel it is needed, administer first aid. Anyone injured on campus should complete and submit an accident report to the Department of Safety and Security. Any student, staff or visitor injured on campus must submit an accident report as soon as possible, regardless of severity of injury. Accident includes any personal injury. Safety and Security Office is room RSB 62A. An online copy of the form can be found at Calling 911 from a campus phone causes Security to receive a text alert on their cell phone. AED An Automated Defibrillator (AED) is used on a patient when their heart has stopped. Our AEDs have audio instructions for use and will not shock a person unless it will help them. AEDs are located: Jerry Brockey Building, JMB Staff Lounge filing cabinet Library, near main media desk Olympic Hall, 2 nd floor hallway Technology Center, TEC 140 University Center, UNI 2 nd floor hallway

5 BOMB THREAT/SUSPICIOUS PACKAGE OR OBJECT If you receive a telephone bomb threat, remain calm and try to obtain information from the caller. USE BOMB THREAT REPORTING FORM (next page) Immediately notify Security at 5157 or Bomb threats received through the mail or by other means should also be reported immediately. Give your name, location and telephone number. Inform them of the situation, including information you were able to gather. Inform your supervisor or department head. Security staff and building monitors will be responsible for building evacuation. If you notice a suspicious object, package, etc. DO NOT touch or move it in any way. DO NOT pull the fire alarm, DO NOT use your cell phone. Please report the object immediately to Security in RSB 62A, or call them at , but do not use your cell phone. If instructed to evacuate, TAKE YOUR ITEMS WITH YOU and move a safe distance away from the building (500 ft. minimum). In inclement weather, you may move to another building that is a safe distance away. Do not re enter the building until you receive an official all clear notice. 6 BOMB THREAT REPORTING FORM The following questions can help locate a bomb. If possible, get information during the phone call and immediately report the call to Security at 5157 or QUESTIONS TO ASK: 1. Where is the bomb? 2. When is it going to go off? 3. What kind of bomb is it? 4. What does it look like? 5. What will cause it to go off? 6. Did you place the bomb? 7. Why? 8. Where are you calling from? 9. What is your name? 10. Where are you? Date/Time Call Received: Caller s exact statement to you: CALLER S VOICE Male Female Accent? What Kind? Calm Normal Angry Crying Excited Sincere Stressed Loud Quiet Rapid Slow Deep High Squeaky Giggling Stutter Slurred Disguised Broken Nasal Lisp If voice is familiar, whom did it sound like? Any background noise(s)? Other remarks? Person who received call: Telephone number where threatening call was received:

7 BUILDING EVACUATION Move towards the nearest exit. Wheelchair occupants or persons with mobility impairments have first priority for the building elevators, but NEVER use elevators in a fire or earthquake. Evacuation maps An evacuation map is located in each classroom and directs evacuees to the nearest emergency exit. Do not delay Safety/Security Officers or building monitors with questions. As soon as time permits, you will be fully briefed about the emergency. For your safety, calmly comply with directions given. Partial Evacuation It is possible that some incidents may require only certain areas on campus to be evacuated. You will be notified if these circumstances exist. BUILDING EVACUATION MOBILITY IMPAIRED PERSONS During an emergency, if assistance is not immediately available, individuals with disabilities should: stay in an exit corridor or stairwell landing continue to call for help until rescued, carrying a whistle is advised. To help those individuals waiting for evacuation assistance, report their location to Security staff, emergency personnel or building monitors. EVACUCHAIRS South has five Evacuchairs to help move a disabled person down the stairs in multi story buildings. Evacuchairs are stored in: Cascade Court, CAS 112B Library, LIB NW 2 nd floor stairwell landing Olympic Hall, OLY 304 Rainier Hall, RAH 221B University Center, UNI 101 hallway NOTE: Wheelchair occupants or persons with mobility impairments are urged to prepare ahead of time by instructing classmates or their instructor about how to assist them in the event of an emergency. They may also contact Disabilities Support Services in RSB 12 or by calling 5137, (TDD available).

8 CRIME IN PROGRESS Call the Security immediately at 5157 or Give them your name, location and department. State the nature of the situation and description(s) of those involved. Remain where you are until contacted by an officer. For your own safety and the safety of others, do not attempt to apprehend or interfere with the criminal except in self defense. If safe to do so, get a good description of the subject: Height, weight, race, sex, age: What the person is wearing: Method and direction of travel: If the subject is armed? If the subject enters a vehicle: o License number, make, model, color o Any outstanding characteristics

9 DISASTER EVENT A large scale disaster such as an earthquake, fire, chemical spill, flood, etc. affects the entire college and endangers the well being of the college community. In the event of a large scale disaster, all employees will be informed that the college is operating under an Incident Command System. All employees will assist with building evacuation. SEE BUILDING EVACUATION and BUILDING EVACUATION MOBILITY IMPAIRED PERSONS Staff with assigned responsibilities within the Incident Command System will assume those responsibilities. Staff who do not have assigned responsibilities are encouraged to check with the Volunteer Coordinator to see how they can assist in the disaster response. Employees will be informed when normal operations can be resumed. Do not resume normal operations until informed to do so.

10 DISTURBANCE/DISRUPTIVE PERSON(S) If a person becomes a disruptive or a disturbance occurs in your area, notify Campus Security immediately at Give them your name, location and department. State the nature of the situation and description(s) of those involved. Remain where you are until contacted by an officer; be prepared to provide a statement. If a weapon is involved, call 911 immediately. State that the person(s) involved are armed and what they are armed with. Give your location, a description of the suspect(s), and any other information requested. Do not hang up until told to do so by the dispatcher. Then notify Campus Security at 5157 or , with the same information, and tell them that 911 was called.

11 EARTHQUAKE In an earthquake, DROP, COVER, HOLD. When you feel an earthquake, DROP under a desk or sturdy table. Stay away from windows, bookcases, file cabinets, heavy pictures and other objects that could fall. Stay under COVER until the shaking stops. HOLD onto the desk or table. If it moves, move with it. Outdoors, move away from trees, signs, buildings, electrical wires and poles. Do not rush for exits. Move away from display shelves with objects that could fall on you. After an earthquake, check yourself and those around you for injuries. Expect aftershocks. See other sections of this manual for fire, hazardous materials leaks, and medical emergencies, if necessary. In the event of major damage or disruption, the Department of Safety and Security will implement evacuation procedures. SEE BUILDING EVACUATION Use the phone only to report life threatening hazards or injuries. Immediately notify Campus Security at 5157 or of serious hazard(s) or injuries. Employees are encouraged to maintain a basic disaster supply kit in their office or area. A list of kit items recommended by the American Red Cross is available in the Security Office, room RSB 62A. 12 FIRE If small, attempt to extinguish the fire (i.e. a trash can fire.) Be sure to use the correct type of extinguisher for the type of fire. A Common Fires (paper, wood) B Flammable liquids and gases C Electrical Notify Campus Security immediately at 5157 or If it is not possible to extinguish the fire go to the nearest Fire Pull Station and activate it. Fire PULL Stations are near each classroom exit. Call 911. State the nature of the call and that you activated the building fire alarm. Advise the dispatcher of the location of the fire and any other information requested. Do not hang up until told to do so by the dispatcher. Then notify Campus Security at 5157 or State nature of call and that you have activated the building fire alarm. Also state that you have called 911. Give the location of the fire and any other information requested. Again, do not hang up until told to do so by the dispatcher. If the fire is large, smoky or spreading rapidly, evacuate the building. Inform others to evacuate and proceed calmly to the nearest exit. SEE BUILDING EVACUATION WHEN ALARM SOUNDS: Begin evacuation. Calmly proceed to the nearest exit. When fire alarms sound or if there is a fire, do NOT use elevators. They may shut down. Give assistance to disabled persons using the stairs. SEE BUILDING EVACUATION MOBILITY IMPAIRED PERSONS Notify building monitors, security or fire fighters if you suspect someone is trapped inside. Evacuate to at least 300 feet from the building and do not interfere with emergency personnel. DO NOT reenter the building unless there is an official All Clear notification.

13 HAZARDOUS MATERIALS Gas cylinder leak: Confine any fumes by shutting doors to the area. Immediately notify Campus Security at 5157 or or Campus Services at Give you name, location and nature of the emergency. Evacuate to a safe area at least 300 feet away from the building. SEE BUILDING EVACUATION Suspected gas leaks or suspicious odors should be reported to the Security immediately at 5157 or or to Campus Services at If a leak or spill has the potential to affect the outdoors, and you can t reach Security, call: The Washington State Department of Ecology s 24 Hour Emergency Spill Response hotline: (425) Product Warnings: Flammable: capable of being ignited and burning quickly Toxic: poisonous Corrosive: dissolves substances / burns skin Keep a record of hazardous materials in your area. Chemical Hazards in your area: Safety Data Sheets (SDS) located: Note: Each campus desktop has an MSDS online icon that can be clicked to access a searchable database of the potential hazards and necessary precautions for all products on campus.

14 BODY FLUIDS A HIGH RISK exposure to body fluids is when human blood or body fluid contacts the mouth, nose or broken skin of another person. Assume any high risk exposure is infectious and: Immediately and thoroughly wash the area with soap and water, or flush the eyes and mucous membranes with water or saline for 15 minutes. Notify Campus Security at ext or If you are unsure what to do, call Harborview Medical Center at Low risk exposures involve contact with body fluids such as semen, feces, urine and vomit that do NOT contain visible blood. If the contamination is on campus, contact custodial staff at ext or To safely clean up body fluids yourself: Wear gloves and eye protection Use a disinfecting cleaning solution (e.g. 10% bleach, 90% water) Double bag contaminated items and label the bag biohazard Report the incident and the location of the bag to South s Environmental, Health and Safety Officer at ext or

15 LOCKDOWN Lockdown is a process that protects people from external and internal danger. A lockdown is used when there is immediate danger in or around the school. The lockdown process includes calling 911, locking exterior doors, and directing people to the nearest room. Lock all doors and windows and close the blinds. Position people along the wall that provides the most protection, staying as low as possible and remaining quiet. Be sure to silence cell phones. IF YOU HEAR GUN SHOTS (OR RECEIVE A SHOTS FIRED NOTIFICATION): The first priority is to LOCK YOUR ROOM Then PREPARE FOR INVASION If the gunman enters your room, you may be trapped. In most random shootings, the assailant is on a suicide mission; reasoning with him is not effective. Try to prevent him from entering your room and be ready with a plan in case he gets in. If you hear shots, call 911 and report shots fired. Give the shooter s location and description to police. Also call Campus Security at ext 5157 or TO HELP YOU PLAN FOR INVASION, ASSESS YOUR RESOURCES. QUESTIONS YOU MIGHT ASK OTHERS IN THE ROOM: Does anyone have pepper spray? Was anyone in the military? Did anyone play football? A POSSIBLE STRATEGY: Have a person to the side of the door with pepper spray or something heavy to throw. Have others ready to charge the attacker after he is sprayed or hit. Have anyone remaining ready to move, toss papers, and make noise to distract the attacker. PLANNED OUTCOME: The attacker is tackled, disarmed and restrained face down. Each defender takes an arm or leg and straddles it. If necessary, place one or two defenders on the intruders back to completely immobilize him. REMEMBER THERE MAY BE MORE THAN ONE WEAPON STAY ALERT After the intruder is restrained, call 911 and Campus Security at and tell them that you have disarmed an attacker, called 911 and where you are located.

16 WORKPLACE VIOLENCE Immediately report all incidents of workplace violence including verbal abuse and threats of violence to Campus Security at ext or IF YOU HEAR YELLING OR THREATS: Do not ignore a potentially dangerous situation. Interrupt, knock and ask if everything is ok, or get help. Call Campus Security at ext or IF YOU WITNESS A FIGHT OR PHYSICAL ABUSE: Do not get physically involved. Immediately call Campus Security at ext or Discourage others from becoming involved. If in doubt, call 911 REPORT RED FLAG COMMUNICATIONS Complaints / outrage over a college incident. Evidence of stalking behavior / obsessive desire. Belief that another owes money or affection. Belief that one person is someone else. References to: Attacks on public figures Mental illness, psychiatric care or medications Body guards, security Death, suicide, weapons, violence, assassinations, acts of terrorism.
