2 1 ) Authorisation Procedure Procedure of getting an extension of authorisation for Minor Uses is a permission in accordance to 18a ( Pflanzenschutzgesetz ) Conditions: The plant protection product is already authorised The intended use is minor (in Germany < ha) The extension is in the public interest The producer of the pesticide is not liable for damages

3 The advisory board for Minor Uses in Germany is the Arbeitskreis Lückenindikation (AK-Lück) This working group of plant protection specialists mediates between Growers of ornamentals Pesticide-manufacturing industry Authorities concerned with the authorisation of pesticides Functions of AK-Lück : Determination of product needs Development of proposals for solutions Distribution of trials to the plant protection services of individual federal states Collecting trial results Applying for permisson ( 18a)

4 Components of an application for minor uses in ornamentals The completed application form The agreement of the licence holder 3-4 trials to demonstrate the product s efficiency and the plants tolerance

5 Application procedure The approval authority is the Bundesamt für Verbraucherschutz und Lebensmittelsicherheit (BVL) The BVL gives directives to three subordinated authorities: Bundesinstitut für Risikobewertung (BfR) User toxicity and Maximum Residue Levels Julius Kühn-Institut (JKI) Efficiency, phytotoxicity, toxity to bees Umweltbundesamt (UBA) Effects of pesticides on the environment (Water, soil, earthworms...)

6 Current problems with the authorities in the application process Missing data for user toxidity e.g. Prochloraz or Mepiquat in greenhouse, herbicides in ornamentals over 50 cm No figures of individual height levels given in basic authorisation / Missing driftmodels Restriction of application to cultures up to 50 cm No values for Interception of pesticides by the plant Effect on number of authorides applications (e.g. Difenoconazol)

8 Fungicides and Growth Regulators Paclobutrazol!!! especially for application in greenhouses (e.g. Tulips, Oxalis, potted roses, some solanaceous plants) Phytophthora outdoor treatment only products for the application in greenhouses available Powdery mildew treatment resistance management problems (e.g. in roses, oak), only some conazole and strobilurin fungicides available

9 Insecticides and Nematicides Products for Thrips treatment occurrence of multiresistent Frankliniella-strains, only Methiocarb, Spinosad and Abamectin in Germany available Products for Whitefly treatment It requires products that are suitable for combination with beneficial insects, e. g. insect growth regulators like Pyroproxifen or Buprofezin Products against some rarely occuring pests bugs, cicada Nematicides problems with Aphelencoides especially in perennial plants and migratory root nematodes in the production of cut flowers
