1 Wick and Abson Parish Council Minutes of the meeting held on 20 th March 2018 at Boyd Close Community Hall 7.30pm Attendees: Derek Bonas(DB), Simon Alway (SA), Gaive Golding (GG), Malcolm Watson -Chair (MW), Ron Morton(RM),,Clerk Jo Bray-Warner, Deputy Clerk David Wiltshire and 11 members of the public 1.To NOTE apologies and receive/confirm declarations of interest. Apologies: Carolyn Williams (CW), Bronwen Dyson (BD) Jane Watts (GE) Declarations of interest: None 2. Public Participation- to RECEIVE and NOTE submission from the public. 2.1 Member of the public confirmed their attendance in connection with an agenda item for a planning application and requested Council to ask any questions. Chair requested confirmation of siting of new residence. 2.2 Member of the public updated PC that some public have been driving over the green in Mendip View especially during recent snowy weather and requested PC provide an update as to whether PC could assist. Chair and Clerk provided context following recent meetings with SGC and that the SGC cabinet are due to meet early April with a view to addressing parking issues within the village. 2.3 Member of the public raised a query that the potholes at the junction of Naishcombe Hill and the A420 are getting worse. Clerk confirmed SGC had filled these during the day of 20 th March, however only with patching. 2.4 Member of the public raised a concern with the sale of the Carpenters Arms currently going through the pub will be boarded up and look an eyesore in the village. Chair updated PC had no power to request that the pub not be boarded however if this happened we would advise SGC. 2.5 Member of the public advised that he had ed the clerk regarding challenges with parking on Naishcombe Hill and the obstructions to wheelchair users and buggy users mainly by scaffolding lorries parking on the verges making the pavement impassable, he has reported to SGC and the police and requested PC report as well. Clerk to report via Fix my Street and include as much information as possible. 2.6 Member of the public raised that members of the public are smoking in the bus shelters. Clerk to renew No Smoking signs 2.7 Member of the public raised query regarding flytipping along Chesley Hill. Clerk confirmed this has been addressed by SGC and all rubbish removed. 2.8 Member of the public raised a concern regarding garden waste being flytipped in the footpath behind St Annes Drive and St Francis Drive Clerk to report 2.9 Member of the public commented that he had been stopped by a motorist who had potentially experienced damage to her vehicle due to the potholes. Chair provided an update as to action to take if this happens in the future Member of the public raised that he had viewed motorcycle tracks in Brockwell park and that someone had been riding through in the recent snow. Cllr SA advised that if this or any incident similar has been witnessed for the member of the public to try and take photographic evidence.

2 2.11 Member of the public updated PC to the planning application at Wick Quarry and thanked the PC for their ongoing support. 3. Law and Order to RECEIVE and NOTE a verbal/written report from A & S Constabulary None received 4. To RECEIVE and NOTE a verbal report from the Clerk on activities since the last meeting Streetcare issues: Please re-open case no ,LED streetlight not working in the footpath between Boyd Close and Naishcombe Hill, Wick Confirmed reopened by SGC 22/02 under ref SGC unable to locate ref, awaiting update There is flytipping on Chesley Hill, Wick, just past the residence 'Briarwood' on the right hand side Ref SGC unable to locate ref, awaiting update Please note 2, 30mph speed signs have been removed/stolen in Court Rd, Wick Refrence SGC response Updated saying Have tried to phone no answer unable to find court road in Wick I have provided maps! Naishcombe Hill and Holbrook Lane/Holbrook Common require a full inspection- once completed please can SGC provide a technical report on the roads back to Parish Council. Reference This has been passed for a road assessment- chased 19/03 as potholes now potentially dangerous Lodge Road, Abson- on the junction of Abson Road, the speed sign has been turned around and is now facing in an incorrect direction. Reference SGC Confirm sign has been turned around Lodge Road, Abson- Please can we request a litter pick for the whole length of the road. Reference Compelted

3 Abson Rd- From St James Church Abson to Pucklechurch- please can we request a litter pick. Reference SGC updated saying Cannot be done without Traffic Management - on the programme Awaiting further clarity There is a highway sign which has been knocked down on the junction of Hight Street Wick and Bath Rd. Reference SGC response- ticket has been raised for this to be dealt with Other issues arising from Jan meeting: Enforcement Updates: 21 Milford Avenue chase COM/18/0109/OD 6 Parkers Avenue chase ref. COM/18/0110/OD- response rec d and circulated to Councillors 28/02 In relation to application PK16/5579/F 20 Church Rd and Demolition of existing dwelling. Erection of 4no detached dwellings and associated works.. Reported to envforcement re the contamination of the pavements and highways of red ochre and mud as reported by residents- await refcom/18/0181/boc Response received and circulated to Councillors. Resident who requested this to be reported also advised 7 Milford Avenue- installation of driveway- reported 06/03 await ref COM/018/0222 OD Misc Response rec d from Community Payback representative- sent to Councillors 21/02 and clerk has requested this bean agenda item in March. Pre-school advised of PC rep 22/02/2018 Re Consultation for A420 Tog Hill casualty reduction scheme- Request sent to Marc Cashmore 22/02 to request a rep from SGC to attend a parish meeting as per Steve Reade suggestion at Feb meeting chased 06/03 Response received 07/03 and circulated to Councillors Letter sent to Wick Tabernacle church explaining grants and donations process for budgeting for Parish Council Confirmation received from Nicola Chidley re footpaths behind St Annes and St Helens and that they have been cleared of debris 5. To note and confirm Minutes from Meeting 16 th January, Proposal sought for confirmation of minutes. Amendment made to initials for Councillor Jane Watts Proposed MW Seconded GG All in favour 5 6.Finance a. To RECEIVE and NOTE a verbal report on the status of the accounts to date Clerk b. To instruct cheques to be signed in accordance with Bank mandate. Clerk provided context regarding finance and requested Councillors MW and DB to sign cheques. 7. To Discuss and agree items to be requested via Community payback scheme.

4 to overview a wish list to be put forward to the community payback supervisor, these items include: To dig out pathways in Brockwell Park to show a clear path through. Various tree work in Brockwell park Clearing the stream in Brockwell Park of debris Remove debris on the boundary fence between Wick School and play area in Brockwell park. Clerk to engage with supervisor and arrange a site visit with Chair. 8. To DISCUSS and AGREE Localism Contract. SGC have forwarded the contract for , this showed an increase of approx from previous years, proposal sought to agree contract. Proposal sought to reject proposal due to amount of cuts etc proposed and this to be an agenda item in April. Clerk to add to agenda for April and advise SGC of rejection of proposal 9. To DISCUSS and AGREE response to planning application PK18/0714/F 58 Naishcombe Hill 10. To DISCUSS and AGREE response to planning application PK17/4421/F Southwood House. 11. To Discuss and Agree response to planning application PK18/0222/F Wick Quarry. Letter of support already sent in by PC 12. To discuss quotation for resurfacing Brockwell Park Car Park. Quotation received from Greentrees to undertake maintenance work and resurface car park at a total cost of Following a site inspection by Councillors it was agreed there was no feasibility in extending car park into Brockwell Park. Proposal by MW that PC agree quotation subject to review of Standing order. Seconded GG All in favour 5 Clerk to check standing orders re finance position and then if within agreed standards advise Greentrees and look at potential dates 13. To DISCUSS and AGREE response to Local Green Spaces Consultation Deputy Clerk D Wiltshire provided context as to Consultation and that SGC required PC to confirm intentions for Brockwell Park. Discussion Held. Clerk to confirm to SGC that Wick and Abson Parish Council confirm that Brockwell Park will remain a recreational area/green space for the forseeable future Proposed MW Seconded DB All in favour 4 1 abstein 14. To RECEIVE short information items and oral updates from members 15.1 Cllr RM requested clerk chase Enforcement for 21 Milford Avenue for an update Cllr DB requested clerk to investigate cost of speed visor signs for permanent erection in village with proposed sites: Top of Naishcombe Hill Top of Riding Barn Hill. Clerk to contact SGC to check costs and potential external suppliers. Agenda item in April 15.3 Cllr MW updated PC that SGC have taken the decision regarding the potential new 18a junction of the M4 to route through Lyde Green rather than Pucklechurch. 16.
