Classification PROJECT CONCEPT PAPER Provisional Program as of November 20, Regional Development sector The Paraguay Country Partnership Strategy (CPS) by Korean ministries defines four main cooperation sectors, and this suggested project is highly related to regional development sector. The CPS suggests an urban development program to improve urban function and facilities in terms of their utilization and management for the improvement of the quality of citizens lives. The expected result of this project will contribute the improvement of housing conditions in the target area that highly affects the quality of lives and poverty issues. 2. Project Outline 2.1. Title: Masterplan for Development of South Coastal Area (Bañado Sur) in Asuncion, Paraguay 2.2. Objectives: The main objective of this project is to establish a masterplan to develop Bañado Sur, a flood-prone area in southern Asuncion, Paraguay, through improving the residential environment, reducing dangers from natural disasters and improving housing conditions to ultimately reduce poverty in Paraguay Total Cost: USD 3,500, Duration: 2 Years, January 2018 to December Host organization: National Secretary of Housing and Habitat of Paraguay (SENAVITAT). 4 3. Situation Analysis 3.1. Current situation From 1966 to 2015, the rate of urban population of Paraguay has increased from 36% to 59%. Most of rural migrants have concentrated in Asuncion Metropolitan Area (AMA), and currently 45% of total population resides in AMA (516,000 inhabitants). However, due to the absence of legislation on territorial and land use planning, coupled with institutional weakness in urban planning, has led to uncontrolled growth and the rise of informal settlements of poor households on the urban fringe and in hazardous areas. The one of the most pressing issues in Paraguay is the extremely vulnerable settlements located by the Paraguay River, which are known as Bañado Norte and Sur (South and North swampland). These areas are very vulnerable to the floods and environmental risks as they are located in a flood-prone area, with an elevation lower than 62m (64 meters is considered the ideal limit for habitability). This affects approximately 75,545 people that live in these areas, which accounts for 14.75% of Asuncion s population. The situation is worse in the Bañado Sur area, as the most vulnerable social groups live here, and are forced to relocate every year due to the intense rain seasons. The municipal landfill site is also located here, which brings more serious environmental risks. The area of Bañado Sur is around 1,200 hectares and 8,000 households reside in this area. According to National Population and Housing Census Department in Paraguay (DGEEC), the satisfactory level for their living environment in Bañado Sur is worse than any other areas, as more than 60% of inhabitants express living in poor conditions. Also adequate basic services are not easily accessible, as only 2 to 3% households have access to water and sewage systems. The families that reside in this area face serious challenges, especially as it relates to the high level of environmental degradation and a good number of families living in extreme poverty, some of the critical obstacle to social and economic development of Paraguay Problem or opportunity analysis The city of Asuncion has been experiencing a continuing influx of population as it holds strategic importance in the economy, culture, society, and geography of the nation. Asuncion is an important base for the future national development of Paraguay, but at the time it still lacks the infrastructure needed to provide safe and proper living environment for low-income households. According to the statistics of the UN Department of Economic and Social Affairs, 17.6% of urban population is living in slums and 38.1% suffers from the housing deficits in Paraguay. 4
5 In April 2016, the Ministry of Infrastructure and Public Works (MOPC) has proposed a plan to build a riverbank road to provide the city with proper infrastructure to ease the mobility hurdles of a growing city. In addition, this new road provides the perfect opportunity to develops a long-term solution of the thousands of households that reside alongside the road extension area and who are affected by the constant floods. The road will be 7.9 km long, connecting Cerro Tacumbu to Cerro Lambare. However, at this moment, the project does not include any detailed plans to develop residential complexes and to solve the issues of poor housing conditions in the affected area. To increase a quality of lives of residents, provide an adequate shelter for flood-damaged households, and mitigate the environmental risks of this area, it is very critical to develop a master plan for the Bañado Sur area. In this regard, this project has two objectives as follows: i) to establish a masterplan to develop the Bañado Sur, a flood-prone region in southern Asuncion, Paraguay, and ii) to enhance a capacity of public officials in the sector of urban development and housing in Paraguay. This project aims to improve the residential environment, reduce dangers from natural disasters, and improve housing conditions to ultimately reduce poverty in Paraguay Government of partner country s priorities and plans The project is included in the country s development plan. It is considered as one of the most urgent and critical issues in the country as it affects directly 12,000 residents in the target area, which are the most vulnerable social group in the country. By following the guidance of the National Development Plan it is possible to understand the benefits of providing a solution to the most vulnerable in the country, in areas that may be of high potential but are currently undergoing unwanted segregation processes as a consequence of the lack of long-term comprehensive interventions. The project would set a precedent to understand the problematic better and to develop further ideas to provide a definite solution for these areas across the country. Tackling the mentioned area is only the beginning to a wider scope of urban projects drafted from the technical specs, paying close attention to the inhabitants needs Existing Sectorial and National Plans. - Title of the national development plan: PND, National Development Plan Title of the sector development plan: PLANHAVI, National Plan of Housing and Habitat 5
6 Priority of the proposed project or the sector in the national development plan The proposed project is part of one of the strategic axis of the National Development Plan 2030 (PND as in Spanish), the Reduction of Poverty and Social Development; and fits within one of the transversal topics, Land Use Planning. The PND has been developed by the Technical Planning Secretary (STP as in Spanish) in order to set the most important areas in which the government institutions should focus within the oncoming years. Reduction of Poverty and Social Development is one of the key topics to address within the project s scope in order to improve quality of life for approximately 99,000 people living in slum areas that suffer from flooding every rain season. One of the goals for the mentioned strategic axis is to reduce the housing deficit (both qualitative and quantitative) by 70% through different measures, such as improving the reach and quality of basic services, increase the housing production within the public and private sector, amongst others. Also, it is suggested by the PND that one of the ways to address such problems is to have Land Use Plans in place that may help to organize the territory allowing different types of solutions for families living in poor conditions. To date, Local Governments have come up with drafts for Sustainable Development Plans and are set to develop Land Use Plans for their constituencies by mid However, the mandatory Development Plans are still being developed without the necessary technical expertise. Thus, there is an urgent need for the strengthening of the human capital in order to produce quality documents with comprehensive views Rationale of the Project The MOPC s plan to build a riverbank road in the Bañado Sur area prompts the need to design an urban development plan. Thus MOPC has requested support from SENAVITAT to develop a plan for a new town development that can accommodate households damaged by flood but also include opportunities for private development. As mentioned above, the elevation of the project target area is below 62m while ordinance of Asuncion municipality regulates the areas below 62m are flood-prone zones. Currently, it is mostly consisted of residential areas, including high-density and illegal dwellings that are occupied by low-income families. Especially about 1,000 people with the lowest income reside next to the municipal landfill area, exposed to extreme environmental degradation. According to National Population and Housing Census Department in Paraguay (DGEEC), the satisfactory level for their living environment in this area was a lot lower than any other areas. Neither the central nor the local governments have had recent experience of developing a master plan and implementing it. Hence, the country lacks the technical expertise required to 6
7 face such a big challenge as it is the development of a new town. However, with proper planning, the project site has a very high potential to be a new face to the capital city and to accommodate mix use territories that will contribute to a more inclusive and sustainable city. The target site is located very closely to the city center, and the riverbank road will improve the connectivity between the site and the city center. Also the site is neighboring with Argentina, just across the Paraguay River, which gives a potentiality to develop this site as a water front area and commercial district. Also the lakes within the site can be transformed into ecological parks and green areas. 4. Analysis on Stakeholder 4.1. Beneficiaries Direct: 12,000 families who are currently living in extreme vulnerable conditions. These beneficiaries are in areas prone to flooding, most of the territory is considered wetlands, and have no basic infrastructure, resulting in very poor hygienic conditions, where diseases are spread easily, and overcrowding may be the norm. The costs for relocation every rainy season are considerably high for both, residents and the government, which needs to provide the necessary to accommodate families in public spaces around the city. Indirect: 525,000 residents living in the City of Asuncion. The city residents will be benefited with the improvement of the surrounding areas of the site, and from the project itself, as it will incorporate new land uses to an area that is currently poorly used and lacks infrastructure in the different scales, from basic services to public spaces, and others Project Implementing Organization of Partner s country In 2014, Paraguay government has released a national development plan 2030 to achieve the three goals for overall national development: poverty reduction and social development, inclusive economic growth, insertion of Paraguay into the World. It highlights the importance of tackling the issue of poverty and housing deficit to achieve a sustainable growth in Paraguay. It prioritizes a provision of adequate and safe living environments for the lowest income groups which are the most socially vulnerable people in the country, which emphasizes the importance and urgency of having a proper development plan for the flood-ravaged regions in Asuncion, Paraguay. To tackle the housing deficit, the National Secretariat for Housing and Habitat (SENAVITAT, 7
8 acronym in Spanish) was created in 2009 and is the public institution in charge of establishing and regulating housing policies in Paraguay, it has 750 employees with an annual budget of around USD The institution provides a direct subsidy and financing support for residents to solve the housing deficit issue, and seeks to prioritize building in areas that may be well served with basic needs. Establishing a masterplan for swamp areas by the Paraguay River (Bañado Sur and Norte) has been one of its prioritized task, as almost 15% of Asuncion population reside in these areas that are the most vulnerable social groups in the city. The Paraguayan government has been under a pressure to find a solution for these areas and has been an important issue to sustain their political power Other Stakeholders that may be involved Name of the organizations: SENAVITAT, MOPC, MCA, STP There are four main actors to take into account in the process: i) the National Secretary of Housing and Habitat (SENAVITAT), ii) the Ministry of Infrastructure and Public Works (MOPC), iii) the Municipality of Asuncion (MCA), iv) the National Secretary of Technical Planning. SENAVITAT is the public institution in charge of developing, ruling and implementing the housing policy of the country, and has urban planning competence within its programs and projects. The role of the institution would be to help coordinate and articulate works within the different institutions involved, as well as contribute with its technical staff in order to develop the best solution possible for the area. MOPC is the public institution in charge of undertaking large infrastructure works across the country. Their main role in this project is to undertake the sand-fill of the mentioned area, and to construct 7.9 km for the south side of the coastal avenue next to the river. The Ministry has been leading the round table within different governmental institutions, as it is within their interests to get the necessary help in order to develop urban plans for the area, as it is not their area of expertise. MCA is in charge of the Land Use Planning for the City of Asuncion. The institution, is an autonomous body that is currently working closely to the Central Government in order to support the development of new plans for the referred area. Their technical teams are involved in different projects of the central government in order to contribute to the most integral development of the areas, including Bañado Sur. STP is in charge of producing and overseeing national, regional and local plans for the country. Their role is to articulate different measurements within the country in order to end poverty 8
9 and improve strategic interventions in cities and rural areas for people, according to the National Development Plan Currently, these institutions lack the expertise needed to develop a comprehensive master plan. Therefore, it is expected to have Korea s technical staff as Korea already has experience developing new town development master plans and implantation of those plans. SENAVITAT has requested a technical support from Korea Research Institute for Human Settlements (KRIHS), which is a think-tank in the sector of territorial and regional planning in Korea and has extensive knowledge and experiences of implementing new town development projects. The main implementation agencies will be SENAVITAT and KRIHS. SENAVITAT will play a leading role to develop a master plan for the Bañado Sur, and KRIHS will transfer their knowledge and experiences related to new town and housing development and provide technical support to develop the master plan for the Bañado Sur. Also, the KRIHS team will coordinate with the engineering and technical experts in Korea to get technical support for this project. Lastly, to deeply discuss the feasibility of this project, the team will also closely coordinate with the private sectors in Paraguay History of Project Implementing Organization of Partners Country and Other Stakeholders that may be involved The Minister of Paraguay National Secretary of Housing and Habitat (SENAVITAT) and other 11 high-ranking officials from the five Latin American and the Caribbean (LAC) countries visited Korea from May 23-28, 2016 to learn about Korea s experiences in urban and housing development. This program called as KRIHS-IDB Urban Development Academy (KIUDA) was jointly held by KRIHS and Inter-American Development Bank (IDB) as the second year program of the three-year KIUDA 1. It is intended to build up relationship between Korea, LAC countries and IDB by sharing knowledge on the process of urbanization in Korea and discuss the measure to tackle urban issues in LAC countries. During her visit, the Minister of SENAVITAT requested a cooperation with KRIHS in establishment of new town development master plan for the flood-prone areas in Asuncion (Bañado Sur). To enhance collaboration between SENAVITAT and KRIHS, the MOU between two organizations was signed in Paraguay on July 15, The KRIHS President visited Paraguay not only to sign the MOU but also to investigate the site conditions and its urgency to implement the project. From July 11 to 15, the SENAVITAT and KRIHS team has visited the sites, met the related stakeholders, and discuss the possibility of developing it as a project and the project scope. 1 Total five staff from SENAVITAT participated in the KIUDA program: three high-level officials in 2015 program and two high-level officials in 2016 program. 9
10 The SENAVITAT and KRIHS have agreed that it is very critical to have a master plan to secure the safe living environment for the residents in the area and that it should be done in the near future to minimize the damages by flood and other environmental risks. It would be very important to have KRIHS s research experiences and Korea s extensive knowledge on urban planning such as new town development projects in Seoul Metropolitan Area, comprehensive planning for Han River s spontaneous recovery and tourism resources, Saemangeum area development project, and Gimpo new town development and management planning, etc. to successfully implement this proposed project in Asuncion, Paraguay. 5. Project Description 5.1. Goal and Outcomes A. Overall Goals i) To devise solutions for the residents residing in the flood-prone areas by the Paraguay River ii) To improve the connectivity to the city center by the construction of riverbank road and to revitalize the City of Asuncion through the new town development with residential and commercial mixed zones within Bañado Sur area iii) To mitigate environmental vulnerability and pollution by tackling the problems of lowquality living environment for who reside around the infill area in Bañado Sur 10

15 6. Feasibility Analysis 6.1. Economic, Social and Cultural Feasibility - Construction of a river bank and new settlement will secure the safety of residents who are periodically in danger of flood and alleviate poverty issue. - There are strong demands of revitalization of the old city center in Asuncion through the construction of river bank road and new town in the project site, Bañado Sur. - Considering the seriousness of housing deficit and informal settlement and increasing population in Asuncion, strong demands of new housing are expected Technical Feasibility - Korea possess experiences of new town development such as new town development projects in Seoul Metropolitan Area since the 1990s, Saemangeum area development, and Han River revitalization project, etc. as well as strong planning system including 1st to 4th national comprehensive territorial planning, regional planning, metropolitan area development and management planning, etc. Transferring this knowledge would be valuable inputs for the development of the project Sustainability and Partner Country Responsiveness - MOPC and SENAVITAT have agreed on an urgency and importance of this project and prioritized it to have proper solutions for the area to mitigate the problems from a periodic flood. - The related governments will to proceed with this project is strong, in light of high political interest in establishment of central government level masterplan reflecting the development requirements of the residents of flood-ravaged regions Environmental Feasibility - The successful implementation of this project will contribute to minimize the pollution and sanitation problems by improving residential environment for the people living around the landfill site. - It will also promote an eco-friendly image and provide environmentally sustainable leisure places through designing eco-parks and greenery around the lakes and also on the site. 15
16 7. Result Framework 7.1. Project Output The project output will be a report on the master plan for the Bañado Sur, flood-prone area in the southern region of Asuncion.
