2 LATEST WORK IN 2018 LONDON CITY AIRPORT Landscape Planning has been working in partnership with London City Airport to assess and safeguard against environmental risk since Our work includes: Monthly and annual 13km radius bird surveys to monitor bird population sizes and trends in the vicinity of the airport. Bird population control using humane and PR sensitive methods. Ecological consultation on planning applications to reduce the attractiveness of new development landscaping to high risk bird species. Liaison with local authorities and businesses to manage risks from bird attractants such as landfill sites and food waste litter In 2018 so far we have: Written to fast food restaurant managers to address issues relating to food waste littering and overflowing bins around their establishments Installed do not feed the birds signs at Docklands locations where members of the public feeding the birds has regularly been noted Met with local authority park rangers and education officers, to ensure the younger generation are receiving the right messages when it comes to littering and feeding the birds Undertaken a program of Canada geese egg-oiling, a humane method of bird population control, at a busy central London Park, with low public visibility and over a 99% success rate THE PROBLEM Operating from a highly urbanised setting, London City faces a particular set of challenges in managing bird strike risk. High rates of public bird feeding and food waste littering, combined with low levels of natural predation and the availability of safe nesting sites on vegetated islands within nearby parks, have driven bird population increases in recent years. Landscape Planning s monthly off-site bird surveys have identified problematic sites and species, and thereby enabled the targeted implementation of a range of safeguarding strategies.
3 OUR WORK IN 2018 Landscape Planning provide concise monthly reports to London City Airport detailing all safeguarding activities undertaken, enabling the airport to readily demonstrate compliance with CAA CAP 772 objectives when undergoing audits.
4 OUR SERVICES: BIRD-STRIKE MANAGAMENT Bird Strike Risk Trees to avoid to negate flocking at aerodrome sites Birds commonly flock to trees and shrubs which provide food and shelter for nesting and roosting. Finches, Thrushes, Pigeons and Starlings commonly feed on fruits and berries, and finch flocks will often move onto aerodromes where there is a weed seed food source. Thus, in the autumn, masses of berries may attract large flocks to the aerodrome. Once the berries are all eaten, the flocks then move onto the rest of the aerodrome to hunt earthworms, etc. Numerous fruit and berry-bearing trees and shrubs have the potential to attract birds, including those in the table below. Oak Quercus spp. and Beech Fagus sylvatica in particular provide food for Wood Pigeons, which feed on acorns and beech-mast extensively in autumn. They also eat the flowers of Ash Fraxinus excelsior in spring. Rooks meanwhile, eat acorns and sometimes plant them in the aerodrome grass. Controlling the planting and management of trees and shrub species on site and in the near vicinity requires a strategy, as outlined in CAP 772 Birdstrike Risk Management for Aerodromes. 5 OUR SERVICES: SAFEGUARDING Civil aviation and the safeguarding of UK airfields is controlled by the Civil Aviation Authority (CAA). The CAA sets the various standards by which runways and the different approach methods are controlled and constrained, such that aircraft and the public are protected. There are clearly significant safety issues in a controlled airspace and an enormous amount of very technical detail associated with airfield safeguarding. Target Tree Plans: Safeguarding safety surfaces of airports. We can support contract production, specifications and contractor management all relating to safeguarding management of environmental risks. Communication with councils and landowners: As airports are statutory consultees we can on the airports behalf lead liaisons with owners regarding keys parks, which is essential to highlight problematic areas and implement management measures such as sign placement or population management of set species. Planning: Stakeholder liaison, assessment and advice for planning applications with TPOS, SSSI designations and conservations areas to ensure that all take-off and landing areas are target clear. Landscape Planning has a history of design and planning management so are able to direct planning applications that would impact on the airport such as multi-storey buildings off site and those onsite such as additional hotel space and terminal extensions. Our technical knowledge would aid the offsite losses through mitigation and restoration projects, to ensure there is minimal overall biodiversity loss.
6 SAFEGUARDING TECHNIQUES Population Management: Offsite we have undertaken effective and discrete population control of hazard populations of birds. Egg oiling is considered to be an extremely effective method of non-lethal and humane bird control commonly used for Canada Geese. Landscape Planning have seen over a 90% Sign Placement: In liaison with local groups and local authorities we manage the placement of Do not feed the bird signs in locations where the public have attracted large resident populations of birds due to feeding. Through long term monitoring Landscape Planning have observed reduced feeding in areas where signs are located. Edible waste: Site visits to locations where edible waste is an attractant, such places can include landfills and fast food restaurants. Landscape Planning have developed and implemented strategies and seen bird numbers reduced at multiple sites.
7 OUR SERVICES: AIRSIDE GM CONTRACT MANAGEMENT # Landscape Planning Ltd support Airfield Management in modernising maintenance contracts: Landscape Planning Ltd was invited by London City Airport to carry out a site assessment of the Airfield regarding its safeguarding duties as they relate to integrated grounds maintenance. Landscape Planning carried out an Airside and Landside audit of maintenance specifications, standards and delivery. Key issues to consider are: -When was your airside and landside GM contract last reviewed? -Is the GM contract integrated? -How is the specification performing? -How might the specification be changed? -What cost savings might accrue? -Are off site land management failures in maintenance impacting on site performance of the GM contract? The nature of the grounds maintenance contract, its impacts on modern safeguarding and issues relating to the contract were all considered. A report was presented to the management team which recommended a complete overhaul of the safeguarding service contract for grounds maintenance. Having prepared and presented our audit of the airside and landside environment, there were 3 significant findings: -The GM contract required modernisation. -The contract management of airside and landside budgets offered opportunities for integration. -There were off site impacts by way of weed species, invasive plants and other safeguarding issues that needed a trans-boundary approach. As a result of the audit report, LCY instructed Landscape Planning to: -Prepare a draft specification -Consult with Airfield Management teams on the intrasite agenda influencing maintenance decisions -Prepare a draft contract -Identify a select tender shortlist -Support the tender process -Prepare a balanced scorecard for awarding the contract We are delighted with the changes to the GM contract led by Landscape Planning Ltd which has simplified the contractual position and will lead to a higher standard safeguarding environment Sharon Preston, Director of Safety & Airfield Operations
