1 PUBLIC ART COMMISSION TOWN OF PELHAM Public Art Installation as a Gateway Feature Stage 2: Competition Brief for Public Art Proposals The Town of Pelham has issued this Competition Brief as Stage 2 of the Call to Public Artists ( Call ) to design, produce and oversee the installation of a public art commission for the East Fonthill Mixed-Use Centre. Through the first stage of this process, interested artists submitted their credentials for consideration. The Public Art Selection Panel evaluated the submissions and three artists were shortlisted to participate in this stage of the process Public Art Proposals. This Competition Brief provides an overview and context for the site, identifies desired locations for the public art, and lists specific information and requirements for the submission itself. 1

2 OVERVIEW The Town of Pelham ( is centrally located in Ontario s Niagara Region ( The public art is to be located in the East Fonthill Mixed-Use Centre ( Site-Plan.aspx) located on the east edge of the Town, providing an important gateway to the municipality. The location identified for the public art installation is in the vicinity of the Stormwater Management Pond currently under construction. The public art is to consider that: The intersection of Canboro Road and Rice Road is identified as a Town Gateway. Canboro Road (RR20) is an important historic corridor that links the villages of Fenwick, Fonthill and Ridgeville. Rice Road forms the eastern boundary of the municipality with rural land uses on the east side of the road. Future Land Uses within the Mixed-Use Centre will include commercial retail, residential townhouses and apartments, a seniors residence, a community centre, a public urban square, parks, stormwater management ponds and trails. 2

5 SITE CONTEXT The public art is to be situated outdoors and near the southeast corner of Regional Road 20 (RR20) and Rice Road. In this prominent location, anchored by a naturalized stormwater management pond, the commissioned art is to serve as a Town of Pelham gateway feature. The landscaping in the adjacent pond area will include native trees, shrubs and perennials as well as riparian plantings along the water s edge. Along the top of the pond, a pedestrian walkway, an overlook area and seating will allow viewing opportunities as well as placement of interpretive signage. There are several utilities that run along RR20, both above and below ground. This includes an existing hydro line (and associated poles) which are to be buried below-ground, with the exception of the pole that is located at the corner of RR20 and Rice Road. In addition to the burial of the Hydro line along RR20, there are a number of site improvements that are planned along this important corridor. Currently, detailed drawings are being prepared for the south side of this street that include: New curbs, boulevards and concrete sidewalks New street trees (Red Oak, Shingle Oak and Chinquapin Oak) New pedestrian light standards Along the Rice Road frontage, similar new curbs, boulevards and sidewalks will be provided. As a transition to the rural uses on the other side of this street, new street trees in this location will consist of Trembling Aspens and Basswoods. Within the pond block itself the areas from the property line to the permanent water level will be planted with native trees, shrubs and perennials including Maples, Oaks, Aspens, Dogwoods, Willows and seed mixes. As a naturalized pond, it is expected that minimal maintenance will be provided on the slopes, and that vegetation will grow and fill in to create a natural open space. A secondary walkway will be provided through the pond block, connecting RR20 to the Multi-Use Trail along Rice Road and running along the west and south limits of the pond. These limits coincide with a retaining wall that will provide transition from the adjacent higher elevation to the proposed lower elevation of the pond. The retaining wall will be constructed using a precast block system/product and trees and shrubs will be planted in front, to eventually screen the wall from view. A safety railing will be installed along the top of the retaining wall and adjacent to the edge of the walkway. A pedestrian gathering node will be located at the elbow of the walkway. This area will contain benches, interpretive signage and trellis structures and be highlighted through the use of special paving. 5

7 DESIRED LOCATION(S) The desired location for the art installation (s) are mapped on the previous page and include: The corner of Regional Road 20 and Rice Road The area along Regional Road 20 behind the sidewalk to the property line (or crest of slope) The pedestrian node (in this location, visibility from RR20 and Rice Road will be particularly important) The art installation may be located in one, a combination of, or all these areas. PUBLIC ART PERFORMANCE STANDARDS The art installation shall: Be visually prominent and easily recognizable from Regional Road 20 and Rice Road Be viewed from 360 degrees Have a presence during the daytime and night time Engage the public Be mindful of public safety Be durable and suitable for Pelham s climate (Summer and Winter); and, Require minimal maintenance, be readily maintainable and age well over time. The art installation may also comprise more than one piece and location. The art installation may include the word Pelham and the Town s logo in the design. SUBMISSION REQUIREMENTS The following must be compiled in a consolidated PDF package and include: 1. a written description of the concept (max words) including o location o size, materials, colours o method of fabrication 2. a plan locating the public art 3. the artistic rationale or general expectations on how the artwork will present itself 4. illustrations of the concept from various views 5. specifications 6. price quotations from the chosen fabricator 7. a detailed cost estimate of the public art including : artist fee design and engineering fee fabrication costs materials costs insurance delivery and transportation costs installation costs 8. a maintenance plan including estimated costs for ongoing maintenance and any special requirements for a 30-year post installation period. The maintenance budget is in addition to the project budget 9. a description of the timelines for fabrication, delivery and installation of the public art and confirmation of the ability to meet the Project Schedule (see next page). 7

8 HONOURARIUM Each artist will be paid $2,000 CAD (inclusive of taxes) for the submission of the Stage 2 Public Art Proposal. Artists are required to submit their invoice with their Public Art Proposals. PROJECT BUDGET The budget for the public art installation is $200,000 CAD exclusive of taxes. This is in addition to the $2,000 honourarium. The budget is allocated for artwork design, engineering, insurance, materials, labour, fabrication, delivery (including any international taxes, customs, duties) and installation of the artwork and as listed in #7 of the Submission Requirements. PROJECT SCHEDULE Issue Call for Stage 2: Public Art Proposals March 24, 2016 Questions & Clarifications Deadline April 22, 2016 Public Art Proposals Submission Deadline May 20, :00 pm EST Posting of artists illustration(s) on Town s Website for public viewing/voting May 24, 2016 June 1, 2016 Technical review by Town of Pelham May 27, 2016 Presentation of Public Art Proposals by Artists (in person or on-line) June 1, 2016 Public Art Selection Panel review of proposals and selection of winning proposal June 1, 2016 Council approval June 2016 Contract between artist and Town of Pelham June 2016 Design, fabrication and installation of public art July 2016 April 2017 SELECTION PROCESS Upon receipt of the Public Art Proposals, the Town of Pelham will initiate their technical review of submissions. Questions or requests for additional information will be addressed by the Artist during their presentations. The artist will grant the owner the ability to exhibit and promote the art work. All copyright and moral right (s) will be retained by the artist. Illustrations of each submission will be posted on the Town of Pelham s website for the purpose of information only to the public. The Town of Pelham residents will be invited to vote for their preferred public art installation. The results of the community s vote and the technical review will not determine the winning proposal but will be considered by the Public Art Selection Panel during their deliberations. Artists will be invited to present their proposals to the Public Art Selection Panel on June 1, Both the presentations and the submissions will be considered by the Panel members in their deliberations. 8

9 EVALUATION CRITERIA The Public Art Proposals will be evaluated based on the following: 1. Demonstrated and clear understanding of the site and the community 2. How it represents Pelham 3. Successful integration with the site and site features 4. Scale and visibility 5. How it contributes and enhances the surrounding context 6. Innovation, creativity and originality 7. How well it responds to and addresses performance standards (i.e. durability, visibility, minimal ongoing maintenance requirements) 8. How it addresses the budget ARTIST SELECTION The Town will enter into a contractual agreement with the selected artist following Council approval. Through detailed design and collaboration with the planning and design team overseeing the Mixed-Use Centre, changes may be required to the Public Art Proposal. The Town will not retain ownership of the submission but will have permission to exhibit the winning public art proposal. SUBMISSION DELIVERY AND CONTACT INFORMATION Submissions must be received no later than Friday, May 20, 2:00 pm. EST. Artists are solely responsible for the timely receipt of their submissions.
