3 EOI 11/2010 Call to Artists Water Garden Island Feature Page 3 of Introduction The City of Thunder Bay is presently undertaking a series of initiatives that will assist in the revitalization of the waterfront in Thunder Bay. A priority project amongst these initiatives is the Prince Arthur s Landing redevelopment of the Marina Park area as a mixed-use village with expanded park areas and activities. The objective of this project is to stimulate increased economic development through tourism, provide a wider array of activities for residents of the Thunder Bay region to enjoy, and assist in revitalizing the adjacent downtown area, neighbouring communities and region. Prince Arthur s Landing is in the detailed design phase and has commenced construction of site works. Construction is expected to be substantially completed by Background The City of Thunder Bay is calling on artists to submit design proposals for the Water Garden Island Feature. The island structure will play an integral role as the centre piece of the site in both summer and winter and will be a very prominent feature visible from as far as Red River Road in Port Arthur. The history of the site to the present day is one of landings and departures via land and water for thousands of years. The intention of the island is to celebrate this history with an abstraction of the idea of a vessel at the centre of the ice rink/splash pad. The feature is located at the centre of the ice rink/splash pad which is adjacent to the Water Garden Pavilion. The building will provide washrooms and change facilities to support park uses as well as a café and multipurpose space. The ice rink is intended for leisure skating. The island area in the center of the rink will be free of ice and will act as a rest/warming area with benches and a gas fireplace. The benches and fireplace will be portable to allow for a change in use in the summer season. The summer water use will be dual purpose. The active water feature component will be a daytime use for children and adults that will have jets and streams of water coming out and over the island structure. Programming will control the changing intensity of the water action. In the evening the water jets will be turned off with the splash pad acting as a reflecting pool greeting patrons to the café and multipurpose space. It is important to consider lighting as part of the island feature design as the area will be active at both day and evening times. As part of the vessel design portable benches and a portable gas fire place (gas service provided) will be supplied by the City.
4 EOI 11/2010 Call to Artists Water Garden Island Feature Page 4 of Invitation to Artists Artists and artist-led teams are invited to submit Expressions of Interest to create a Water Garden Island Feature for the centre of the ice rink/splash pad, at Prince Arthur s Landing. 3.1 Artist Eligibility This competition is open to Canadian artists and artist-led teams. 4.0 Project Specifications Proposals are to include one (1) design concept. Artists are encouraged to consider innovative and creative approaches when interpreting the guiding theme of the island feature, vessel. 4.1 The proposed island feature: will be fastened to poured in place concrete base walls (provided) must respond to the oval shape of the concrete base wall may sit proud of the concrete by approximately 120mm (see the attached drawings for the layout and height of the walls) must provide four (4) openings for people to pass in and through the structure (see the attached drawings) must include lighting which should be integral to the design must accommodate multiple1.5 diameter water lines that will protrude vertically from the concrete base wall. The water lines will supply multiple overhead jet nozzles with water that will spray towards the centre of the island. The exact location of the water lines will be determined by the final design. The installation and cost of these lines are not part of this commission but will be jointly coordinated by the artist and the architect with the water feature consultant. must consider the water lines in overall aesthetic design must be safe, vandal & theft resistant 4.2 The proposed construction material of the island feature: will be in contact with treated water (similar to swimming pools) and therefore must not react to, or be subject to corrosion from contact with the treated water must be durable, weather resistant and predominantly maintenance free should be congruous with the high quality landscape and architecture of the park 4.3 The poured in place concrete base walls: will be provided as the base of the installation will be in place prior to the installation of the island structure will contain stubbed electrical wiring and stainless steel piping which will provide services for lighting and for spray jets to be integral to the artist s installation

The gas service is for a portable fireplace supplied by others. 4.4 The proposed artwork cannot: Be located in an alternate location Alter the surface characteristics of the ice rink/splash pad Pose a hazard in terms of location, position/orientation, materials used, or circulation of the site The artist will be required, as part of the maximum budget, to provide verification of the structural integrity and safety of the work as certified by a structural engineer licensed in the Province of Ontario with experience in work of comparable complexity. The engineer will be responsible for: structural design of island feature including fastening to concrete review, stamp and sign shop drawings conduct on-site inspections and prepare and submit inspection reports 5.0 Site Visit and Meeting A one time only Site Visit is scheduled for Friday, January 14, 2011 at 1:30 p.m., local time at Prince Arthur s Landing Thunder Bay, ON Marina Park Entry Marina Park Overpass, at Cumberland Street & Water Street (Meet at the construction fence beside the Skate Park) Artists must register (sign in) with the City representative conducting the site visit Attendees will be required to wear CSA Class 1 Safety Footwear with sole protection. Hardhats and safety vests will be available on-site. This site visit will allow artists to view the future site of the Water Garden Pavilion, Mariner s Hall and the Gateway area to Pier and to gain an appreciation for the waterfront environment and assist in concept development for the sculpture.
6 EOI 11/2010 Call to Artists Water Garden Island Feature Page 6 of 19 Expected to be in attendance are the following: Prince Arthur s Landing Design Team Representative Public Art Program Representative Materials Management Representative Waterfront Construction Supervisor 6.0 Budget The proposed budget for this project is $110,000, all inclusive. The City of Thunder Bay is not responsible for any costs incurred by the artist(s)/teams in the Expression of Interest (EOI) stage. An honorarium of $1,500 will be extended to a maximum of three (3) finalists for detailed proposal and maquette development. Artists must provide a detailed proposed budget not exceeding $110,000 which, must be inclusive of all expenses of this Public Art Project including, but not limited to: Artist fees including a $1,500 honorarium for detailed proposal (in finalist stage) Artist(s) expenses travel and accommodation Documentation of concept including computer modeling, drawings, mock-ups, Technical consultation and necessary stamped engineer drawings (electrical, structural, mechanical) Fabrication and materials costs Installation costs: including delivery/transportation, site preparation Insurance ~ $2 million liability All applicable taxes Contingency ~ 5% Due to regional variations in availability and cost of equipment and services, artists are strongly encouraged to obtain local quotes for any portion of the proposed project that may take place in Thunder Bay, i.e. fabrication/installation. 7.0 Timeline Call to Artists December 15, 2010 Artist Site Visit January 14, 1:30 Deadline for Submissions to EOI February 9, 2011 Selection of finalists by February 11, 2011 Distribution of By Invitation-Only RFP by February 11, 2011 Individual site meetings with finalists TBA Presentation of detailed proposals & maquettes/interviews week of March 21-25, 2011 Final selection by March 25, 2011 Project Completion Summer 2011

A complete application package must be submitted by deadline to be considered. a. Artists in a team must submit their proposal as one package and include supporting material and C.V. s for each artist. 2. Six (6) copies of preliminary design/concept. 3. Letter of intent, no more than two (2) pages in length a. Six (6) copies must be provided. b. Clear description of the proposed artwork and how it relates to the above criteria. c. Should state the probable form the artwork may take including scale, format, medium, colour and surface quality. 4. Additional support materials if required, such as drawings or two-dimensional materials that will give clarity to the proposal. a. Do not submit original artwork. Models, maquettes or any three-dimensional materials will not be accepted at this stage. 5. Proposed detailed budget not exceeding $110, a. Six (6) copies must be provided. 6. Recent Work, up to ten high resolution images. a. CD-ROM (jpeg) or colour prints (5x7). b. All images must be clearly identified, numbered and detailed on an attached image documentation list. c. Include examples from each artist in the team. 7. Up-to-date artist resume(s). a. Six (6) copies must be provided. b. Maximum 3 pages per artist. c. Should outline credentials and relevant experience including artistic achievements and public art commissions. 8. References: Complete address, telephone number and address for at least 3 references such as artists/arts professionals, design professionals or former clients on the attached form. a. One (1) copy must be provided. 9. Each submission must provide the name, address, telephone number and , fax & cell phone numbers (if applicable) for each of the members of the team on the attached form. Each team member must sign to indicate that they have read and accept the competition procedures as outlined in this document.
8 EOI 11/2010 Call to Artists Water Garden Island Feature Page 8 of 19 All Expressions of Interest submitted to the Corporation of the City of Thunder Bay become the property of the Corporation, and as such, are subject to the provisions of the Municipal Freedom of Information and Protection of Privacy Act. The City of Thunder Bay will not use/disclose the information provided, without proper authorization, and will keep the information in a physically secure location to which access is given only to staff requiring access. 8.2 Pre-Screening All Expressions of Interest will be pre-screened to ensure completeness and eligibility as per the submission requirements, project specifications, timeline and budget. The City of Thunder Bay reserves the right to accept or reject any and/or all submissions. 8.3 Stage One: Short-listing Those EOI s that are deemed complete and eligible will be reviewed by a jury of qualified persons, including two members of the City of Thunder Bay Public Art Committee, members of the City s Waterfront Project, and where applicable, members of the local arts community. The jury will invite non-voting technical advisors to assist with the selection process at its discretion. The review will be based on the following criteria: CRITERIA Maximum 1 Outstanding potential of the artwork concept Qualifications and professional experience of the artist(s) Location of the artist(s) ~ local/regional/provincial/national Quality of work, originality, excellence and appropriateness of artistic expression to the proposed project Sensitivity to site and context of the project Demonstrated and assessed ability to successfully execute the project within the provided project specifications, budget and timeline. 7 Feasibility. The committee will seek advice from technical experts on financial feasibility, structural integrity, durability, safety and maintenance Total Available Points 100 The jury will select a short-list of up to three (3) artists to be invited to present a more in-depth proposal, including model/maquette, for further review.
9 EOI 11/2010 Call to Artists Water Garden Island Feature Page 9 of 19 If applicable, in addition to the Expressions of Interest submitted, being reviewed and evaluated in accordance with the criteria listed, artists may be requested to provide additional information or address specific requirements not adequately covered in the original expression of interest submission. 8.4 Stage Two: Presentations, Interviews and Final Selection Only selected finalists will be contacted. An honorarium of $1500 for proposal development will be extended to these finalists for the development of more detailed proposals. A final recommendation will be made from the short-listed artists. Finalists will be provided with submission requirements and selection criteria for detailed proposals and will be given the opportunity to attend individual site meetings with the Jury and other relevant parties to review the site and address opportunities and constraints. The finalists will be required to present their detailed proposals and be interviewed by the Jury in relation to their EOI. The decision of the Jury shall be final and without recourse. The City of Thunder Bay reserves the right to negotiate with the selected artist(s). 9.0 For Further Information Please send questions via fax or only, and send to both of the persons listed below.
