1 CRM Lab Archaeological Services MONITORING STRATEGY Archaeological Monitoring and Mitigation Strategy submitted to City Planning - for project Yonge Street, 7 & 9 Gloucester Street, 4 Dundonald Street City of Toronto Documentation of any remaining portions of: o The de!i).olished Michie House; later Matheson House (formerly #547, later #599 Yonge Street), and related outbuildings. o The demolished James Stitt House at 593 Yonge Street, and related outbuildings. o Any outbuildings related to the demolished William Proudfoot's Kearsney House; later Dundonald House. Documentation of any other significant archaeological resources. The following is the Archaeological Monitoring and Mitigation Strategy that will be undertaken at : Yonge Street, 7 & 9 Gloucester Street, 4 Dundonald Street: l. An Archaeologist licenced by the Ontario Ministry of Tourism, Culture & Sport will be retained by the applicant to provide archaeological monitoring services for the duration ofthe demolition portion ofthe proposed redevelopment program in areas ofpotential, as denoted in the Stage 1 Archaeological Background Study for the subject property. This specific work is to involve the demolition of the structures at Yonge Street, which will be to grade, and no further. 2. Stancorp Properties Inc. will advise the construction contractor, in advance of demolition, that no below-grade excavation or removal of foundations is to occur on any part ofthe property until the Stage 2-3 Archaeological Assessments, and if necessary Stage 4 Site Mitigation are complete, or unless otherwise directed by the licenced Archaeologist conctracted by Stancorp. 3. In the event that human remains are encountered during construction, the proponent will immediately contact both the Ministry of Tourism, Culture & Sport ( ) and the Registrar or Deputy Registrar ofthe Cemeteries Regulation Unit of the Ministry of Government Services ( ). The scheduling for protection ofthe site will be determined by the Cemeteries Regulation Unit. 4. The contractors will be advised by the client in- advance of demolition- that there will be no selling, trading or distribution ofglass or ceramics bottles or of any other objects and artifacts related to the project site. 5. A final report, with appropriate mapping of the site monitoring, will be prepared in accordance with provincial licencing regulations and submitted to City Planning - in both hard copy and PDF format electronically or on CD. 6. Any monitoring or mitigation activities in relation to the demolition of Yonge Street is NOT intended to replace the recommended Stage 2 Property Assessment recommended in the Stage 1 Archaeological Background Study for the subject property. We are also in receipt of a letter and monitoring strategy from the consultant dated April4, Typically, all archaeological assessment work is completed early in the development application process. However, in consultation with the archaeologist and the proponent, HPS determined that in this instance, in order to protect the integrity ofthe archaeological resources and allow full consultant access to the property, the Stage 2-3 archaeological assessment should be completed once the demolition of the structures fronting Yonge Street has been completed. The alleyways and areas requiring archaeological assessment are not to be impacted by the demolition process. Therefore, recommends that should the application be approved, it be subject to the following Site Plan pre-approval conditions: I. The applicant shall retain a consultant archaeologist, licensed by the Ministry of Tourism, Culture and Sport under the provisions of the Ontario Heritage Act (R.S.O 1990 as amended) to carry out a Stage 2-3 archaeological assessment of the entire development property and follow through on recommendations to mitigate, through preservation or resource removal and documentation, adverse impacts to any significant archaeological resources found (Stage 4). The assessment is to be completed in accordance with the Standards and Guidelines for Consulting Archaeologists, Ministry oftourism, Culture and Sport. 2. Should the archaeological assessment process continue beyond a Stage 2-3 assessment, any recommendations for Stage 4 mitigation strategies must be reviewed and approved by Heritage Preservation Services prior to commencement of the site mitigation.

TI1e consultant archaeologist shall submit a copy of the relevant assessment report(s) to the Unit in both hard copy format and as an Acrobat PDF file on compact disk. 4. Significant archaeological resources and findings will be incorporated into the proposed development through either in situ preservation and interpretation where feasible, or will be commemorated and interpreted through exhibition development on site including, but not limited to, commemorative plaguing. 5. Any demolition, construction, grading or other soil disturbances shall take place subject to the provisions of the Monitoring Strategy prepared by CRM Lab Archaeological Services (April4, 2014). In our professional opinion it would be more mindful of the preservation of the undocumented archaeological resources, and make more logistical sense to complete the archaeology on the property once the demolition of the structures fronting Yonge Street has been completed; so long as the alley and other areas requiring archaeological mitigation are NOT disturbed during demolition. In this case, the archaeologists will have much more room to work, which will allow us to more effectively investigate all of the archaeological resources on the property, and not only within the confines of the rear alley to begin with. Furthermore, without the need to avoid live overhead and below ground utilities associated with the occupied structures, our investigation will be able to place excavation trenches more efficiently to seek out buried structural remains and former grades. Overall, this order of operations will simplify and expedite the process, and would allow us to deal with all of the Stage 2-3 archaeology in the alley as well as under the concrete pad at Yonge at the same time, rather than a two-tiered approach. Were we to only complete the Stage 2-3 assessment of the alley at this time, the remaining area under Yonge would still require assessment following demolition. Should any of these areas require further Stage 4 Site Mitigation, carrying out these previous stages of work separately will likely complicate the Stage 4 fieldwork I

5 and interpretation; it makes most logical sense to do all of the Stage 2-3 work at the same time. Finally, we do have concerns that the relative lack of work space in the alley may result in the damage of subsurface archaeological resources which we expect will extend beneath the existing structure at Yonge should we attempt to investigate the alley alone to begin with. We have prepared and attached a monitoring protocol and demolition strategy for the demolition of the Yonge Street structures to ensure that none of the archaeological resources are affected by demolition activities. To be clear: demolition of the structures at Yonge Street should only be to grade, with no below-grade excavation or removal of foundations. We hope that this clarifies matters to your satisfaction.
