4 Message from PIA SA President It is a pleasure to note the range and content of South Australian nominations that have been considered this year for planning excellence by our Awards committee. I congratulate the entrants on their submissions and the Awards Committee for the difficult job of judging the entries. South Australia has a respectable track record. From the instigation of the a free settlement based upon the Wakefield system, South Australian planning has quietly achieved national excellence and innovation from Light s vision, through Charles Reade s garden suburb and community space planning early in the 20th century, Stuart Hart s 1960 s blueprint for post war development, subsequent development of planning education and more recent legislative frameworks to manage future change through a planning system. by which time other planning tasks have come to dominate the thoughts and efforts of those who work constantly in the field. At the same time, we are faced with an ongoing need to manage our environmental and social assets sustainably given the challenges of the future. Good news accounts of planning are frequently overlooked for planning involves contested viewpoints from across different sectors of the community. This is why PIA Awards are so valuable for the profession and the wider public. The event is a time to pause, appreciate and celebrate the quality of planning in making a difference in this state and to recognise the people involved. I particularly thank our sponsors for their support to enable us to promote the awards to a wider audience. For those of you who could have nominated but lacked the time to prepare an entry, I d encourage your future participation in the Awards it is a valuable process to let people know what is being achieved by your work! 5 Message from PIA SA Convenor The last year has brought significant changes to planning in South Australia. The initiatives of the 30 Year Plan and the Government s reform agenda continue to be rolled out, now under the leadership of a new Minister. There is now a much stronger drive for urban infill and redevelopment to complement fringe growth. Communities continue to be vitally concerned with, and increasingly vocal about, how planning shapes their environments. And urban policy is now firmly on the national agenda for the first time in more than a decade. This year also marks a significant shift in how PIA approaches its annual Awards for Excellence. The new categories and the new judging process herald a broader and more external focus. In addition to the traditional categories recognising professional and technical excellence, there are new categories recognising particular urban places and providing greater recognition for the people (planners and others) who shape our cities. We now have nationally consistent award categories, with several of these decided entirely and only at national level. The new approach will be bedded down next year, including by vigorously promoting the new categories not just to the planning profession but to the broader communities of the State. I look forward to the take-up and benefits of the new Award format being maximised in coming years. My thanks to the judging panel, to Des and team for ensuring the smooth running of this year s process, my congratulations to all those who nominated and best wishes to the category winners who will now go forward to national judging. 8 From Plan to Place This Award recognises the implementation of a plan into a successful place. WINNER Salisbury North Urban Improvement Project Housing SA, Salisbury City Council and Jensen Planning + Design The Salisbury North Urban Improvement Project is an outstanding example of how a consistent long term partnership can successfully regenerate ageing urban environments and achieve social, environmental and economic benefits. The Project demonstrates that, while a good plan is an essential first step in any renewal process, moving from a plan to a place takes persistence, engagement and political will for the long haul. The Project effectively mobilised Governments, Councils, communities and resources in a robust, strong yet flexible partnership that delivered tangible and measurable outcomes. In doing so, the Project is an outstanding approach to the revitalisation of existing neighbourhoods that are experiencing economic, environmental and social stress. The proof of the Project s success in the physical evidence: a diverse, vital and sustainable urban neighbourhood, evidenced by quantitative indicators such as new houses delivered, jobs created, crime levels reduced, public realm investment generated and volunteer hours increased. The Salisbury North Urban Improvement Project is an exemplar that can show the way for future urban regeneration projects across Adelaide and nationally. 9 Outstanding Student Project Award Tertiary This Award recognises outstanding planning work by a tertiary student. WINNER Goodwood Road Transit Corridor Rezoning Project Daniel Kinnoch, Robert Tonkin, Michael Dickson, Matthew Ballard and Eilhard Carrilo The Report is a comprehensive plan for the future of the Goodwood Road and Tramline Transit Corridor and it has taken account of relevant policies and direction defined for this precinct. The project team demonstrated a clear understanding of the issues associated with a difficult mix of land uses and zoning and clearly articulated the conflict of zones and policies to be addressed to improve urban design management and amenity issues. The judging panel were impressed by the presentation to the report as a user friendly tool to articulate the need for change with a demonstrated understanding of planning principles. The final report was easy to understand and took the reader through a build up of issues with graphics and wording that would entice decision makers to implement recommendations and strategies proposed by the project team. 10 Outstanding Student Project Award Tertiary This Award recognises outstanding planning work by a tertiary student. COMMENDATION Food Sensitive Planning and Urban Design: An application in SA Stephanie Savio The work demonstrated the importance of research with excellent methodology and referencing. The judging panel were impressed by the innovative approach by the public interest in food and sustainability of our food system as it relates to urban design principles. The report was a very impressive body of work and provided a suite of strategies for the short and long term development of actions and policies. This very strong report demonstrated a clear understanding by the author of project methodology and a need to provide strong case studies and referencing to support the recommendations. This report is highly recommended to those professionals involved in Urban Management as related to healthy communities. 11 Best Planning Ideas Award - Large Project This Award recognises outstanding planning ideas. WINNER Woodville Village Masterplan City of Charles Sturt, Land Management Corporation, Jensen Planning + Design, Hames Sharley, Aurecon, SKM, Grieve Gillett, Realty Solutions, Monom Design & Construction and Alexander Symonds, Ian Robertson Design and Natalie Fuller & Associates The Woodville Village Masterplan is a comprehensive piece of planning work that seeks to achieve the integrated revitalisation of a significant inner-urban area of Adelaide. Developed under sometimes difficult political and community pressures, the Masterplan sought to address the objectives of the State Government s 30 Year Plan for Greater Adelaide and also key objectives in Council s Community Plan. Preparation of the plan was supported by extensive and very inclusive community engagement which included a wide-ranging charrete process. The Masterplan provides a comprehensive revitalisation strategy that accounts not only for some controversial key projects but also development associated with major Government investments in health and public transport facilities. The document presents a thorough analysis of the issues for the precinct, ranging from strategic to design, movement and traffic, art and culture. Underpinning the work is an implementation plan that can be used by the Council and other stakeholders to deliver on the vision. Overall, the Judges considered the Woodville Village Masterplan to be an outstanding example of an integrated approach to planning for the renewal of a precinct that has very much been in the public spotlight. 12 Best Planning Ideas Award - Small Project This Award recognises outstanding planning ideas. COMMENDATION Goolwa Open Space and Recreation Strategy Alexandrina Council, Jensen Planning + Design, One Eighty Sport and Leisure Solutions and Ian Robertson Design The Goolwa Open Space and Recreation Strategy is a valuable initiative to better integrate open space and recreation planning in a regional coastal township. The Strategy is noteworthy for its emphasis on accessibility and linkages. It seeks to ensure that residents of, and visitors to, Goolwa are able to access and use open spaces and recreation areas, as well as recommending directions for the ongoing maintenance, improvement and use of those spaces and places. The Judges were impressed by the comprehensive auditing of local open space, the graphical representation of issues and the focus on the linking of open space and recreation areas to enhance accessibility and usability. The development of a clear implementation plan was also highly regarded. Building on the importance of linkages the Strategy also promotes further developing Goolwa as a green town with a high standard of landscaping along key corridors. 13 Public Engagement and Community Planning Award This Award recognises initiatives in best practice public engagement that achieve an outstanding and innovative contribution to social planning practice and outcomes. WINNER Imagine Your Rural City 2020 Rural City of Murray Bridge, Burke Urban, Village Well and Regional Development Australia Murraylands and Riverland The Rural City of Murray Bridge is predicted to double in size over the next 30 years. To establish a sound and sustainable foundation for this growth, Council and its partners embarked on a Place Making program in order to engage the community in visioning the future. The judging panel was impressed by the program and approach adopted by the Council, which resulted in over 700 participants being engaged in a variety of workshops an unprecedented level of engagement for Murray Bridge. Noteworthy elements of the process included tailoring the workshops so they were not replicated through the engagement process, the use of key members of the community to act as ambassadors, and a focus on tangible actions that Council could achieve in the short term. These elements resulted in Council commitment to around 100 short term actions and the formation of action groups to take ownership of implementation. The Place Making program also been used as a foundation for Council plans including the Strategic Management Plan, Structure Plan and Town Centre Master Plan. Overall the judges considered the program was an outstanding example of community engagement as part of an integrated approach to urban growth in a regional context. 14 Public Engagement and Community Planning Award This Award recognises initiatives in best practice public engagement that achieve an outstanding and innovative contribution to social planning practice and outcomes. COMMENDATION Mount Barker Town Centre Review; Community Engagement District Council of Mount Barker and URPS Effective consultation is a key part of engaging communities in local decision-making processes. After the significant political and public debate about township expansion, the Mt Barker town centre review community engagement process displayed a conscious effort to re-establish community trust and develop a closer working relationship between Council and key community organisations. The judges were impressed by the extent of the community engagement process and the use of a wide variety of consultation mediums, including social media, a youth walk and talk out session and a series of speak out sessions. The engagement strategy, undertaken as a collaborative approach between Council and the consultants, clearly supported a high level of participation from all sectors of the community. Utilising staff from all disciplines and operational areas of Council to help deliver the engagement strategy as well as training local young people as youth facilitators demonstrated a commitment to building staff and community capacity to improve Council s engagement processes into the future. COMMENDATION Community Engagement for the Woodville Village Masterplan City of Charles Sturt, Land Management Corporation, Natalie Fuller & Associates, Jensen Planning + Design and Village Well The Woodville Village Masterplan project was a comprehensive engagement strategy which incorporated a significant 6 day interactive charrette. At a time when there was significant political and public interest in a number of local projects, the strategy provided a balanced collaborative process that ensured the community was engaged in a balanced discussion about the broader precinct. The judges considered the approach to be extremely comprehensive, with tailored workshop sessions, an extensive Fact Sheet Newsletter distribution to over 3,500 properties, and focussed discussion with key stakeholders. The judges were impressed with the extent of the engagement, including engaging with high school students, and the overall reach achieved by the program. Village Well conducted a Walk the Beat as part of the place audit, involving people on the street in order to get the feel of the place, their aspirations and ideas, together with visioning workshops. A short film was also prepared and used during the engagement strategy to demonstrate the value of the conversations and input from individuals. At a time when there were significant complexities, the project developed and delivered an outstanding process that effectively encouraged all parts of the community to participate Awards for Planning Excellence Commemoration Publication

15 Improving Planning Processes and Practices Award This Award recognises the achievements of planners, planning authorities and development entitites in translating good planning policy into improved processes and practices in the workplace and on the ground. WINNER Housing and Employment Land Supply Program Report 2010 for Greater Adelaide Department of Planning and Local Government One of the core roles of any planning system is the timely supply of suitably located zoned land for residential and employment-generating development. Yet South Australia s planning system has struggled in recent years to achieve this goal. In this context, the Housing and Employment Land Supply Program Report 2010 is a landmark achievement in the drive to improve the rigor, timeliness, reliability and clarity of land supply in Greater Adelaide. The Report contributes significantly to planning reform by setting clear priorities for rezoning of urban growth areas in Greater Adelaide. It defines implementation actions by identifying where, when and by whom land will be zoned. The Report improves planning processes by clearly signalling the Government s intentions on how the growth proposals of the 30 Year Plan will be delivered to support urban growth, housing affordability and protection of areas of environmental value. As a document, the Report is well researched, analytically strong, attractively presented and clearly argued. While the infill and commercial land supply components have yet to be fully articulated, the Housing and Employment Land Supply Program Report 2010 heralds a new and far more rigorous approach to the delivery of zoned land to support urban growth in Greater Adelaide. 16 Great Place Award This Award recognises a Great Place, Street or Neighbourhood in South Australia. WINNER Central Market Precinct Adelaide Adelaide City Council in association with Gouger Street Traders Association, Central Market Stall Holders Association, Central Market Arcade, Grote Street Business Association, Chinatown Business Association Nominated by Jensen Planning + Design The Central Market Precinct is one of the most loved, vibrant urban precincts in South Australia and is a social and economic hub for a number of specific cultural groups, as well as the broader community in Greater Adelaide and beyond. The history of the Adelaide Central Market stretches back to 1870, and the precinct has developed organically over the decades, closely reflecting the cultural diversity and economic vitality of the State. The Precinct is an exciting, interesting and unique place, demonstrated by its lively buzz at all hours of the day, from the early-morning arrival of traders, families shopping for groceries or enjoying lunch and a coffee, to buskers, street festivals, late-night diners and revellers. The Precinct as it exists today is the product of hundreds of contributions made over decades by individuals, businesses, customers and governments. It demonstrates that a robust public realm coupled with a dynamic economic and cultural milieu is an effective recipe for fostering the creation of memorable urban environments. For these reasons, we recognise the Central Market Precinct and congratulate the Adelaide City Council and the Precinct stakeholders for their efforts in maintaining and improving the value of one of South Australia s truly Great Places. 17 Minister s Award This Award recognises the achievements of planners, planning authorities and development entitites in translating good planning policy into improved processes and practices in the workplace and on the ground. WINNER Woodville Village Masterplan City of Charles Sturt, Land Management Corporation, Jensen Planning + Design, Hames Sharley, Aurecon, SKM, Grieve Gillett, Realty Solutions, Monom Design & Construction and Alexander Symonds, Ian Robertson Design and Natalie Fuller & Associates In selecting this Award, I commend the high quality and excellent presentation of all of the nominees. I was impressed by the thought and clarity of expression from all entrants from student - and I make special mention of this year s student entrant winners who presented the Goodwood Road Transit Corridor Rezoning Project - to professional. The broad range of ideas and variety of developments and proposals amongst the nominees for this Award gives me great confidence that our State has a broad range of talented planners. In determining the winner, I considered three elements that I think are central to delivering good planning outcomes: thoughtful and quality design; community and user engagement; and partnership. I also looked for a project presentation that reflected that State s Planning Strategy that is an example for other planners and project teams of how we do things in South Australia. To my mind, the Woodville Village Masterplan showed it had thoroughly met the three elements and was a clear example of a new approach to urban design and form, and an example of how we can meet some of the objectives of the 30 Year Plan for Greater Adelaide. The detail and work that has gone into this project as presented, demonstrates to developers, councils and locals that we can grow Adelaide up through dynamic, interesting and user-focused residential developments. Notably, the design outcomes are clearly explained and it is apparent that the team have worked through key features of the development, and details of how the project fits within its surrounds. The team document the extensive community and user engagement and the work shows a strong relationship between private enterprise, Local and State Government. 18 Minister s Award This Award recognises the achievements of planners, planning authorities and development entitites in translating good planning policy into improved processes and practices in the workplace and on the ground. COMMENDATION Imagine Your Rural City 2020 Rural City of Murray Bridge, Burke, Urban Village Well and Regional Development Australia Murraylands and Riverland The project Imagine Your Rural City Murray Bridge is also impressive work and as such I wish to give it a commendation. Again, it has met the three elements that I think are central to good planning. Importantly, this kind of work and design thinking does not happen enough in our regional and rural centres. Strategic planning and preparation for growth is work that must be done in our rural cities and towns as well as metropolitan Adelaide. Furthermore, users of cities and towns outside the metropolitan area should enjoy the benefit of well designed public spaces and thoughtful planning and infrastructure integration. I commend the Rural City of Murray Bridge and their partners on this visionary work Awards for Planning Excellence Commemoration Publication

19 President s Award This award recognises the most outstanding contribution to issues relating to urban and or regional planning in Australia WINNER Mount Lofty Ranges Planners Group A group of local government planners in 1993 formed a network within the Mount Lofty Ranges region to assist councils and professionals, located in these areas, to address the newly introduced Ministerial Supplementary Development Plan (SDP). This Plan became the Mount Lofty Ranges Primary Production Area across the region and included in Council s Development Plans. The Mounty Lofty Ranges Planners Group became a network for sharing information, lobbying Government on behalf of Councils and a professional development focus for members. Although it was a informal gathering of local government planners it expanded its network to include offices from Government agencies and other professions related to planning within the region. Since that time it has met on a regular basis and through the leadership of senior planners have developed a strong urban and regional focus to address the many issues that have developed from the Sellicks Beach area of Onkaparinga Council through to the Barossa Valley. The group is made up of 10 local government authorities with meetings based in the Stirling District Council or District Council of Mount Barker. The contribution to regional planning over 15 years has ensured a leadership role that demonstrates the worth of regional cooperation and the importance of professional knowledge sharing to maintain the quality of environmental, urban and rural planning in a peri-urban area. 22 2011 Planning Excellence Awards Nominees Waymouth Street Assessment Nathan J Farnell Waymouth Street runs east to west within the city centre of Adelaide. To the west, the street comes off West Terrace, running parallel to Currie Street and Franklin Street, and ending at King William Street. Waymouth Street is approximately a kilometer long and 20m wide. W Assignment 3 - Street Assessment Urban Design Principles aymouth Street Assessment Nathan J Farnell The street can be divided into three parts: Waymouth West; Light Square; Waymouth East. Waymouth Street has a signi!cant change in use, function and character either side of Morphett Street. The eastern section of the street provides a number of large hi-rise government and commercial of!ces buildings, with a selection of cafes and retail outlets at street level, while the western end of the street is a mix of residential, retail, of!ce and commercial uses. Tree-lined side street Regional Planning Study: Mount Barker As A Major Regional Urban Hub Matthew Ballard, Michael Dickson, Daniel Kinnoch, Robert Tonkin, Marcia Walton (tutor) The analysis prepared as part of this Study was done within the context of the targets and planned outcomes envisaged in the South Australian Government s 30 Year Plan for Greater Adelaide (30YPGA) which was released in early 2010, notwithstanding the need to being sensitive to current debates amongst Adelaide Hills communities surrounding the proposed Plan. The Study examined current concerns and issues in the area, growth predictions, and reviewed the availability of prime agricultural land and environmental sustainability within the region. Geographic Information System (GIS) analysis was undertaken using raw spatial data to provide a technical basis for planning and policy formulation to guide the future growth of Mount Barker. REGIONAL PLANNING STUDY MOUNT BARKER AS A MAJOR REGIONAL URBAN HUB ASSIGNMENT TWO: CMATTHEW MT BARKER AS BALLARD, A MAJOR REGIONAL MICHAEL URBAN DICKSON, HUB 1 DANIEL KINNOCH, ROBERT TONKIN THEME SIX The completed report provides the final analysis and provides targets and policies for the future of Mount Barker over the next 30 years. Principal targets are for an increase in local jobs, increases in public transport provision, the provision of sport and recreational facilities and higher residential densities in the core of Mount Barker without sacrificing the significant heritage and unique character of the town centre. 23 2011 Planning Excellence Awards Nominees Victor Harbor Main Street Precinct Urban Design Frameworks Vicki Denisa Main Street Precinct is one of the key elements of Victor Harbor Town Centre Master Plan development, which recognised as an important retail and service precinct of the City of Victor Harbor. The main objective of this project is to develop a comprehensive urban design framework for the Main Street Precinct that encourages and supports a commercially vibrant and attractive shopping and business centre. The purpose of this project is to redevelop the Main Street Precinct through the urban planning and design improvement in order to provide for and create a liveable urban environment and community. The Main Street Precinct therefore requires a number of improvements to assist the achievement of the main objectives which are generally divided into four main categories of improvement that is branding or image development, infrastructure improvement, physical improvement and activities or attractions development. This project has demonstrated how a comprehensive urban design framework provides the strategic directions will guide the approach to the development of the Main Street Precinct Conceptual Master Plan. The Conceptual Master Plan is developed as specific urban design concepts in response to the strategic goals for the future development of Main Street Precinct. Two Wells Main Street Design Guidelines JPE Design Studio, WAX Design, District Council of Mallala With the completion of South Australia s 30 Year Plan, the scene has now been set for how the State will tackle future population growth, transport needs, job creation, resource management and the establishment of sustainable communities. While the plan provides the robust framework for development, it is the existing communities, Councils and Townships of outer metropolitan Adelaide that now face the challenge of delivering this vision. Two Wells, located on the peri-urban fringe of Adelaide, faces just such a challenge. Identified as a key growth centre for the northwest, the town is anticipated to grow from a population of 1800 to 10,000 people over the next fifteen years. JPE and WAX Design have been working with the District Council of Mallala and the Department of Planning and Local Government to undertake a detailed assessment, consultation and planning process for the Town, which has led to the development of the Two Wells Main Street Design Guidelines. These guidelines explore what defines the Main Street of Two Wells in regards to its spatial, cultural and social character. Building on these characteristics, the guidelines use a precinctural approach to the development of the Main Street providing desired character statements, detailed guidelines for the built form and public realm; and graphic illustrations of the Town s future character. 24 2011 Planning Excellence Awards Nominees State of the District Report Adelaide Hills Council The State of the District Report 2011 is an encyclopaedic reference providing detailed information on Council s strategic, natural, social and economic environments. The Report provides a consistent and comprehensive reference source about the whole District for Council, the community and business. It features topic summaries, statistics, explanations, thematic maps, trend identification, and area histories. The Report addresses five key themes to provide easily understood strategic, local, natural, social and economic contexts, which together provide a complete picture of the District. This report excels because it paints a clear picture of the context and issues in one of the world s more complex planning regions, and it provides a succinct and useful single reference for use by all stakeholders. Internally it will inform policy, strategy and program development. Externally it will inform business and marketing plans, and plans for service delivery to residents. Annual updates will provide a dataset for monitoring the District s complex of elements, and a single point of reference for a wide range of applications in Council, and in its community. Having a single source of detailed information for the District will save time and money for users who would otherwise have to undertake considerable research themselves. Campbelltown City Council Responding to the 30 Year Plan for Greater Adelaide Campbelltown City Council Before and after the launch of The 30 Year Plan for Greater Adelaide, Council was working to improve processes, resource allocations and setting key directions to position itself to take advantage of the opportunities presented by the 30 Year Plan. Undertaking an opportunities scoping study for growth in Campbelltown to support and gain maximum benefit from the 30-Year Plan that drew on research previously undertaken by Council in its submission on the draft 30-Year Plan along with work on identifying Character Areas for the city was a key step forward. The approach taken in holding workshop with stakeholders including State Government, Council Elected Members and staff, and community, business and development industry representatives to do a SWOT analysis of the city, test ideas and concepts for consolidating development and increasing population densities was well supported and provided valuable intelligence. A report identifying 7 key nodes in a priority order of attention, exploring options for managing growth and change was the result, concentrating growth and change in corridors and centres and reducing pressure on urban fringe growth and taking the pressure off character suburbs was endorsed by Council. This has lead to key directions being set, new processes being developed, restructuring of departments to allocate resources and the development of an ongoing master plan program so as to take full advantage of opportunities and grant funding available. All aimed at achieving Council s Vision of Campbelltown providing a quality lifestyle for its people Awards for Planning Excellence Commemoration Publication

25 2011 Planning Excellence Awards Nominees create20forty - Community Engagement for the City of Tea Tree Gully - Strategic Plan and City Master Plan City of Tea Tree Gully create20forty was a two-phase engagement process that helped us deliver a vision for our City for 2040, a new Strategic Plan and a City Master Plan that outlines how our City will develop over the next 30 years. Phase 1 focused on gathering the ideas of the community and other stakeholders about the future of their City. The feedback would later be used to influence both the development of Council s Strategic Plan and the City Master Plan Phase 2 focused on canvassing the draft version of each document. We checked in with our community and stakeholders to ensure we captured the feedback from Phase 1. The project and engaged with members of the community and stakeholders using a range of innovative tools including educational material regarding the challenges facing their City, community café workshops, Council s online Community Panel and a youth workshop. The approach represents best practice and was based on the International Association of Public Participation (IAP2) foundations of public participation. Coastal Gardens Planting Guide Adelaide & Mount Lofty Ranges NRM Board, Rural Solutions SA The Coastal Gardens Planting Guide was initiated by the Adelaide and Mount Lofty Ranges Natural Resources Management (AMLR NRM) Board to address strategic priorities of the State and Regional NRM Plans as well as its Coastal Action Plans. Developed with Rural Solutions SA, the Guide educates and engages the public about weeds (or garden escapes ) by providing practical advice for using local plants to create a healthy and attractive coastal garden. A feature of the Guide is the landscape plans designed specifically for local coastal plants with sustainably sourced landscaping materials. New partners have been engaged and existing partnerships strengthened through the Guide s development and promotion. State and Local government agencies have provided technical input into the Guide or supported it through associated workshops combined with their own approach to weed removal and promoting local coastal plants. The Guide has fostered what has become a very strong working relationship with the nursery, garden, horticultural and landscape industry associations of South Australia. These industries have promoted and distributed the Guide into local garden centres and nurseries across South Australia. Nine other partner entities including other Natural Resource Management Boards and Catchment Management Authorities nationally have adapted the Guide through a Memorandum of Understanding with the AMLR NRM Board. Other cross-regional engagement and collaboration being explored is in the delivery of workshops in non-metropolitan regions, and teaming with coastal developers to encourage residents to use local coastal plants. 26 2011 Planning Excellence Awards Nominees Belair Nature Discovery Precinct Community Engagement Project URPS, Department of Environment and Natural Resources From the mouths of babes, or in the case of the Belair Nature Discovery Precinct Community Engagement Project, the mouths of children and young people! Children and young people are often overlooked in engagement processes, even when the engagement relates to something that will directly affect them. The Belair Nature Discovery Precinct Community Engagement Project recognised the opportunity to undertake a unique process that almost entirely focussed on hearing the voices of children and young people. The Department of Environment and Resources in association with consultants URPS, undertook an intensive 6 month process with children aged between 4 and 13 and using creative techniques such as mind mapping, a week with a camera and collage making identified the experiences they were looking for in a playspace. The information collected was developed into design criteria which is now being used by the design team to develop a detailed concept for the playspace. This project is an excellent example of how engaging with children and young people can produce insightful and useful information about the design of a space that is ultimately for their enjoyment and use. Graduate Certificate in Social Planning The Flinders University The Graduate Certificate in Social Planning fills a gap in the teaching of planning, which has until now usually focussed on largely urban and environmental planning. This new programme emphasises the human dimension of how people relate to each other and to the broader social, economic, environmental and structural contexts in which they live. It highlights the role of social justice and equity in planning, in order to address issues of social exclusion and the various dimensions of disadvantage which can be alleviated by sound planning. This programme gives students the option to focus on various aspects of policy and professional practice, in addition to studying the core topics of Social and Urban Planning, and Integrative Social Planning Awards for Planning Excellence Commemoration Publication

27 Fellow Elevations Marcus Rolfe - Elevation to Fellow Marcus Rolfe was raised in regional NSW. In 1987 Marcus spent 12 months in Michigan USA on a Rotary School Exchange Program. On his return, he enrolled in the Town Planning course at the University of New South Wales, graduating in Marcus later proceeded to obtain a Graduate Diploma in Management from the University of South Australia in Marcus s career commenced in NSW with the North Sydney Council; before spending three years with the NSW Department of Urban Affairs and Planning. He then joined Hassell initially in Sydney before moving to Adelaide. He spent two years with the City of Burnside before joining Jensen Planning and Design. Marcus has spent that last seven years with URPS where he is now URPS s Managing Director. Marcus has significant experience in the provision of strategic, policy and development assessment advice, including providing expert evidence in the Environment Resources and Development Court, for a range of public and private clients. Marcus s contribution to support the Planning Institute of Australia (SA Division) is well regarded and has included: A 2 year term as Vice President; Chair of the Education and CPD Education Committee between 2004 and 2006; Previous mentor in the PIA Mentoring Program; Conference Convener of the 2005 PIA State Conference; Regular presenter at State PIA conferences, seminars and PIA events. Marcus has played a pivotal role in the development of young planners in his role in Local Government and in private practice. He shares his knowledge and his desire of a well debated planning solution with great enthusiasm. Marcus is a passionate proponent of thoughtful and pragmatic application of planning policy and development outcomes. It is with great pleasure that PIA elevates Marcus to Fellow. 28 Fellow Elevations Kylie Fergusen - Elevation to Fellow Kylie is an experienced planner with over twenty years of experience in strategic and social planning, academia, community engagement, and training. Her focus has been on social justice - encouraging collaborative approaches between the melting pot of allied built and social environment professions, and pushing for policy decisions that improve not just our lives, but those of our kids and the generations to come. She has worked in rural and regional areas as well as cities, across federal, state and local government, in local villages in Indonesia and the Philippines, in academia in the UK and Australia, and has project managed major strategic planning and consultation projects for government, mining industry and road, gas and telecommunications infrastructure projects. Kylie has made an exceptional contribution to the planning profession in a diversity of roles and through her commitment to PIA: As a planning educator through her roles at the University of SA over many years Initial Convenor of the SA Social Planning Chapter and her ongoing contribution to that Chapter since Her long involvement on behalf of PIA with the National Heart Foundation with the Healthy Spaces and Places initiative Her recent completion of the National Training Manual for the Healthy Spaces and Places Program Her contribution to the social planning sector at a national level, particularly during her role as Planning Manager (SA) for SKM and since for Jensen Planning + Design Her valuable work in Sumatra in the Sunami reconstruction as well as other international aid projects Her volunteer work for PIA(SA), including her role for many years as a judge in the annual PIA Awards for Excellence program Her work as a trainer for planning and environmental planning practice, particularly for local government It is with great pleasure that PIA elevates Kylie to Fellow. 29 Fellow Elevations Philip Smith - Elevation to Life Fellow Phil Smith has been an active and highly respected member of the planning profession in South Australia for more than three decades. In this time, he has been one of the great mainstays of South Australia s central planning agency now the Department of Planning, Transport and Infrastructure where he has filled a variety of positions and mentored countless numbers of young planners in a highly distinguished career. In his various roles in the Department, Phil has undertaken the following: Between worked as a Planning Officer and Senior Planning Officer in development assessment and planning policy formulation, including a 6-year stint managing the Legislation Unit Between worked in the Development Program Unit providing advice to the Minister on long-term growth options for metropolitan Adelaide Managed the Development Policy Branch between where Phil managed Development Plan Amendments and acted as Executive Officer to Development Policy Advisory Committee (DPAC) Between he managed the Development Assessment Branch acting as Principal Adviser, Principal Delegate and Executive Officer for the Development Assessment Commission (DAC). During this time Phil was also seconded to the Premier s Department to work on the Planning Review when he effectively drafted the Development Act and Regulations, which we all continue to work with today From 1996 to his semi-retirement earlier this year, Phil was the Director of the Assessment Branch of DPLG where he was responsible for the assessment functions of the Department providing advice to the Minister, to DAC and to other sections of the agency in relation to all assessment matters. He also worked for short stints as Director of Planning Policy, Director of Strategic Planning and Executive Director of Planning SA. Phil has also undertaken important roles for the Planning Institute during his career. He has been a member of PIA (formerly RAPI) since 1987, was Vice President of the SA Division of PIA between , and was a member of PIA s National Council in 1997 and Phil s approach to these many key roles in the SA planning system and within the profession has always been highly professional and has been characterised by an incredible generosity of spirit in his sharing of advice, and more latterly, wisdom. Phil has been a wonderful supporter of planning education he has regularly contributed to the teaching program at the University of South Australia and has been the principal promoter of the work experience program for third-year students since its inception with students under his tutelage gaining an invaluable insight into the planning system during their time with the Department. Phil s made an enormous contribution to the planning profession in South Australia and no doubt he will continue to have some influence in coming years as he seeks to become a serial Development Assessment Panel member for a number of SA councils, who will be lucky to have him.
