ADOPTION OF MINUTES It was Moved by Mary Mikelson Seconded by Terry Willis That the minutes of the Public Art Advisory Committee meeting held on November 13, 2008, be adopted. Carried B. DELEGATION 1. Delegation from other municipalities to come to a future meeting of the PAAC regarding Private Sector Developer Contributions. Invited Guest Speaker: Bryan Newson, Public Art Coordinator for the City of Vancouver. Sheila provided an overview of the Private Sector Developer contribution strategy. Katherine Kerr prepared the research and the potential plan for Surrey. Extended discussion was held in the October PAAC meeting regarding private sector contributions to public art and whether there should be exclusions, and for what types of developments. At the end of the discussion, people wanted a program that is simple, consistently applied, with a level playing field for all developers. Recommendations included looking at the homelessness and housing fund as an example of where a set amount was applied to all development applications. It was agreed before this goes to Council that the Committee wanted to learn from other communities experiences, challenges, and outcomes. 2 Bryan Newson: Vancouver City Council adopted the public art program in 1991 as an outgrowth of Expo 86. The underlying premise is: A good program is a diverse program Expo 86 There are two programs, one for private and one for civic development. A budget for projects which reflect civic priorities is allocated each year. Potential projects are selected from a list of infrastructure and parks development projects and other City undertakings such as the Greenways in Other project suggestions may be encouraged by the needs of particular communities. Projects are reviewed by staff and the Public Art Committee and recommended to City Council. A consultant is hired to undertake community consultation, to assemble a jury and coordinate the artist call and submissions. The project prospectus, the artist call, and the makeup of the jury are reviewed by the Public Art Committee. Submissions are by open calls though specific artists may also be invited to submit. Private sector contributions began with 95 cents per square foot of development, applied to all major re-zonings over 161,000 sq.ft., that had gone through re-zoning process where there was uplift in value. Of the programs that they have they are pleased to say that they cannot distinguish what is commissioned by City of Vancouver and what went through the private process. The underlying premise is that artists contribute to cities in many ways. The Civic program is two fold it includes projects associated with civic development, as well as a fund for community projects. After having the private sector program in place for 17 years at 95 cents, staff went to City Council and got the programs first private sector increase to begin in New rate will be $1.81 per sq foot; to apply to all re-zonings over 100,000 square feet, except for social housing. Dropped threshold and increased rate. Will commence in January If doing again, would try to do on percentage based on gross building costs as the budget for the program would escalates in relationship to building costs. One percent is standard but depends on the City, some cities it is as high as 2 percent. In response to queries the following information as provided: The figure for percentage funding of a building included only construction costs. Community Art Program funds are made available to artists who wish to work with communities. Funds include everything from fees for artists to supplies. Private sector program spending is between $2-3 million per year. Funding for public art for civic develop was beaten down in capital planning process, however did get more money generally in the Public Art program, for 2009, 2010 and There will be another review of the program and its funding in h:\papdc\minutes\2008 minutes\min paac doc Page 2
3 Bryan Newson provided further comments: In Vancouver, because of re-zoning and large developments the City doesn t build very much. There is more infrastructure than building development. Civic facilities are now often incorporated into private development (i.e. libraries incorporated into a development). Community art program was rolled into the civic program and together will have funding of $1 million per year. Community public art grant money ($75,000 per year) to go to non-profit groups was shifted into the civic program primarily because of staff requirement to work with groups. A very simple application process. Some community art projects were funded and installed on public land including a school and even on a private building occupied by a non-profit organization if they had long term lease. The more public art that is done with the City, the more the public want public art. The most inexpensive, largest and most popular project they have done were the manhole covers in Vancouver. Engineering approached them and wanted to separate sanitary sewers from the storm sewers. They received over 600 submissions, and received massive publicity. Hugely popular and a very successful program. Bryan provided slides of various public art throughout the City. Provided some brochures, the cost for brochures is approx. $5,000 - $6,000 and are paid for with project budget. Brochures are distributed throughout community centres and libraries and around where the project is. Developers have two options for implanting public art, according to the private sector program. They can participate in the program and go through a process. Or they can have 60 percent of the budget to spend on public art and write the city a cheque for 40 percent. With this second process the developer can have sole choice of what the art is and where it goes (as long as it continues to be accessible by the public (i.e. on the plaza of the building). In response to queries the following information was provided: There are 30 to 35 major works now underway in Vancouver, as well as many small ones most have come out of the private sector. The rate of 95 cents/square foot had been same for 17 years so there was concerns regarding the $1.81 increase. Council agreed that the increase had to be done. Still it is less than 1% of building costs. People want to see more iconic artwork. However the costs are often preclusive. The City is not tying program costs to Vancouver construction price index (CPI). But it was acknowledged as a good idea. There are really great artists who are not participating in public art programs because they can live on direct commissions, without wasting any time on the competition/proposal process. Reaching out to get a bit more diversity in terms of those who respond to the calls for public art is a huge issue for public art programs. Vancouver is looking to see whether they can offer commissions to get the mores established artists more involved. Private Sector contributions is on the PAAC agenda for further discussion to determine what it is we want to take forward to Council and to discuss timing. h:\papdc\minutes\2008 minutes\min paac doc Page 3
4 A percentage would be recommended because in the long run it takes care of itself through inflation. The difference between civic program and community programming is that they used to do separate community programs with a separate budget but have now rolled it into one civic program, for public art. One of the other things the Vancouver Public Art Program will do is Artist Initiatives; Invite the artist to make a proposal for ideas and sites which might not have yet been considered The public art program sited in the main branch of the Vancouver Public Library was also discussed (brochure shared) Vancouver public art also partnering in commissions in conjunction with the Olympics will do 3 major pieces, with a total of $6 million for the public art program. Also discussed the light The Committee thanked Bryan for his time and presentation. The meeting adjourned at 6:17 p.m. and reconvened at 6:22 p.m. with the same members in attendance. C. ITEMS FOR DISCUSSION 1. Update on Private Sector Guidelines File: DEFERRED to January 8, Finalize Public Art Master Plan Includes an update regarding a meeting held with the Inter-departmental Art Team. Sheila McKinnon provided the following comments: Inter-departmental Art meeting was held on December 1, 2008 to discuss the Public Art Master Plan, and identify new projects. It was noted that the redevelopment of Kensington Prairie Elementary, Kwomais Point Park, did not qualify as they are not new construction and there are no artificial turf fields funded in the 2009 capital program. As such there will not be any allocation of public art funding toward those projects. It was Moved by Mary Mikelson Seconded by Terry Willis That the Public Art Advisory Committee accepts the Public Art Master Plan and approves of staff moving forward with the plan. 5 3. City Centre Implementation Plan Including Public Art Liane Davison provided the following comments: There has been a long history of studies regarding Surrey Centre and the transit village. The last public consultation was done in September There is excitement around the public feedback, possibility of having cultural amenities, and the development of neighbourhoods with particular characteristics. Public Art Program staff have been asked to put forward recommendations for the implementation of public art within the Surrey City Centre implementation plan. The recommendations are very much in concert with Public Art Master Plan and will include some of the projects already underway such as Holland Park, the Surrey Games Preparation Centre, the continuation of the Greenways plan, the possibility of developing a second project in the walking loop area, and Holland Park Cultural Capitals public art project. Also looking at identifying the cultural corridor within the Surrey City Centre master plan. Will be recommending that arts staff be part of the planning process for neighbourhoods as well as civic facilities so there can be integration of art within the building (as was done in the Seattle Library). Implementation Plan will go forward to Council in January A draft of the recommendations to be included in the implementation plan was circulated D. ITEMS FOR INFORMATION E. PROJECT UPDATES (Ongoing) 1. Six Cultural Capitals of Canada Projects Liane Davison provided a document with the updates (see attachment). 2. Surrey Olympic Preparation Centre Liane Davison provided an update regarding the Public Art component proposed for the Surrey Olympic Preparation Centre at Tom Binnie Park: When Surrey became a venue city, the commitment Surrey made was development of a facility. That facility is going to be constructed right near Tom Binnie Recreation Centre. 6 The building consists of series of multi purpose rooms and a gymnasium The aim is for building to be as green as possible, that includes a white roof. The building is sited along the skytrain line, between Surrey Central and Gateway skytrain stations with an unobstructed view from the skytrain across the parking lot to the building. Proposing establishing the infrastructure of an Urban Screen venue, for ongoing public art program which would feature digital content. Proposal is to develop a projection surface of the whole building s west wall. Maninder left meeting at 6:59 p.m. The entire building will have white walls and roof as it is more environmentally friendly. Graffiti on the building was raised as a concern. This is a CPTED issue, and is being addressed in the building s design and landscape planning. Still to be determined whether there will be any windows on the side of projection side the building. The projectors available now use much less energy than before, and this form of public art involves little construction material, or processes, so there is less environmental impact. 3. Donation - Bear Creek Park Poetry Rock This artist already has a piece of poetry art installed in Van Dusen gardens. The rock has arrived from Chilliwack and is located in the garden area of the park in the Asian Gardens. Delegation still to provide their poetry choice to the Committee. F. ANY OTHER COMPETENT BUSINESS Mural on an inside wall of the North Surrey Pool is deteriorating (children s pool area). A mural in a wet environment is very hard to maintain unless it is a mosaic of tile. This artwork is not part of the public art collection and since we have such limited funds, it needs to be understood that this work is not part of the public art program s area of responsibility for maintenance and upkeep. Arts Council is putting on workshop of business and arts. Official congratulations were extended to Mary Mikelson, who received the Order of White Rock. Jim Adams shared a clipping from a UK paper about a metal sculpture of a he horse planned for installation on the hillside in the Kent area, that will be 50 meters tall. h:\papdc\minutes\2008 minutes\min paac doc Page 6

This approval will be provided following fabrication of the sculptural forms with their precise weights and measurements. Support has been received from Green Timbers Urban Forest Committee-Greg Ward; Green Timbers Historic Society - Peter Marsman; Parks - Gerhard Vandenbosch; BC Hydro - Anjail Gill; Teresan Gas - Don Derby; Metro Vancouver Water - Thomas Wu; Structural Engineer s initial approval - Chuck Periera; Risk Management - Jeff Schaafsma has approval in principle based on approval of engineer s stamped drawings. 2. SERPENTINE GREENWAY Artists Lorna Boschman, Vicki Moulder, Cease Wyss Location multiple sites on Serpentine Greenway Budget $100,000 Anticipated Installation: late spring The final design has not been approved. The artists have been asked to revise their design for a greater focus on community content, visual appeal for engagement with the work and budget. 3. CITY CENTRE WALKING LOOP Artist Karen Kazmer Location #1 Holland Park Location #2 West Whalley Ring Road Budget $130,000 Anticipated Installation: April 2009 The final designs have not been submitted for the two sites. A revised model for Holland Park with greater detail and aesthetic considerations has been presented. No photo is available at this time. 9 developing mechanisms for solar power rather than electrical power at Holland Park, details for attachment to sky train pillars and accommodation of the design to new light fixtures planned for Whalley Ring Road. Possible extention of the public art to pillars extending from 107 th to 108 th has been investigated. Due to the difference in pillar structures and skytrain s hanging cable tray, only two further pillars could be considered. These two pillars, a direct continuation of those planned, are located immediately north of 107 th Ave on Whalley Ring Road. The addition of these would create an attractive entrance feature to the Olympic training site, currently under construction. Support for final design is ongoing with Skytrain Dale Ignatieff and Trevor Barnett; Parks Operations Marty Benson; Lighting Engineer- Ania Schoof. 4. BEAR CREEK PARK Artists Melanie Cassidy, Michael Filimowirtz, Brady Marks, Philippe Pasquier Location Bear Creek Park Garden Budget $100,000 Anticipated Installation: late spring The final design has been received and is now under review. The final design demonstrates considerable attention has been given to systems intended to minimize the risk of damage to the work including the security and access to the media components, public safety, structural integrity and how it will reflect Surrey s diverse community. An experienced and well known public artist, Alan Storey, has been sub contracted by the artist team to work on this project s structural design. Support has been received from: Parks Planning - Tiina Mack; Parks Operations - Gerhard Vandenbosch; Electrical Operations - Mark Stevens. 5. CLOVERDALE MAIN STREET Artist Paul Slipper Location Cloverdale Main Street, three sites Budget $111,400 Anticipated Installation of the three sculptures: February 2009 Tha artist installed the Farmer on the corner of 176 th St and 57 Ave on November 13 to coincide with the Unveiling of Cloverdale main Street Rehabilitation. He is currently working on the Cowgirl which he anticipates will be finished next month. Support has been received from Engineering - Ross Burkholder; Traffic - Ken Lee; and Risk Management - Jeff Schaafsma. 6. SEMIAHMOO CARVING Artists Leonard and Leslie Wells Location Traffic Round-about, 146 th St and 20 th Ave Budget $100,000 Anticipated Installation: April 2009 The final design for both the artwork and its installation is currently under review. The design of the support structure by Van der Zalm Landscape Architects, and has been developed to consider safety for vehicular and pedestrian traffic, structural integrity and resistance to vandalism.
