2 NYC Department of Environmental Protection Mission Statement The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. 2

6 What is Green Infrastructure? Green infrastructure (GI) practices are designed, constructed and maintained to collect stormwater runoff when it rains. Video 6
7 Green Infrastructure Program Timeline 2010 NYC Green Infrastructure Plan Laid framework to use green infrastructure to manage 1 of stormwater runoff from 10% of impervious surfaces in combined sewer areas by DEP Office of Green Infrastructure (OGI) is created to implement GI Plan 2012 Amended Consent Order DEP and NYS Department of Environmental Conservation (DEC) signed an historic agreement to incorporate a green and grey adaptive management approach into the CSO program. 7

13 Priority Areas and Area-wide Approach The Area-wide Approach allows OGI to: Focus resources on selected CSO tributary areas (Priority Areas) Saturate these CSO tributary areas with as much GI as practical Achieve efficiencies through standard designs, specifications and procedures 13
14 Hydraulic Calculations Site Selection Delineate ROW tributary drainage areas (TDA) upstream of existing catch basins in contract area. Calculate the 1 volume of stormwater runoff in each TDA. Determine the number of ROW green infrastructure practices to manage 1 volume. 14
15 Site Selection Site Walkthroughs DEP staff walks each area with design consultant, NYC Parks and Recreations, and NYC Department of Transportation to locate potential sites for green infrastructure. Sites must meet requirements for all agencies. 15
16 Site Selection Standard Geotechnical and Survey Procedures DEP has developed standard procedures for performing geotechnical investigations. Consultants complete soil borings and permeability tests at all selected locations Conduct Limited GI Survey for all practices that pass geotechnical investigations 16

18 Design NYC DEP Standards for Green Infrastructure Received NYC Public Design Commission (PDC) approval and officially released on August 16, 2012 Received PDC Excellence in Design Award in July 2013 Standards include ROWB designs, details, and planting plans Using these standards, DEP has constructed over 1,000 ROW GI practices to-date. An additional 1,600 ROW GI practices are currently in construction in Queens, Brooklyn, and the Bronx. 18

33 Design Updates and Lessons Learned Using adaptive management strategies, DEP updates the standards and procedures to improve performance, durability, efficiency, and capacity of ROWBs. Recent updates include: Variable size ROWBs Stormwater retention chambers Updated header support design for concrete headers Updated planting plans Permeable pavement gutter between inlet and outlet 33

May be issues working with different versions of standards across multiple contracts.
