Equipment Operation: DCR s equipment shall be operated in a manner and location that will minimize potential environmental impacts. DCR operations staff is trained to operate heavy equipment in sensitive areas and is aware of the protection of coastal resources and of threatened shorebird species nesting activities. 2. Equipment Storage: There shall be no stockpiling of any kind of material or storage of equipment or vehicles beyond existing paved areas. This shall exclude special events, as approved by the Revere Conservation Commission. 3. Contractors: DCR assumes all responsibility for the proper conduct of all activities permitted including, but not limited to, monitoring of DCR contractor compliance with approved operations or maintenance activities. 4. Monitoring of state-listed shorebird species: DCR shall retain a qualified contractor from April 1st through August 31 st, approved by the Natural Heritage Endangered Species Program (NHESP). Said contractor monitors shorebird nesting, conducts outreach, and takes measures to ensure that the rare shorebirds are protected during nesting season, in compliance with the State and Federal Endangered Species Acts and Regulations. The shorebird contractor is supervised by DCR s Coastal Ecologist who provides appropriate DCR staff with recommendations to protect the coastal natural resources and with updates of shorebird nesting activities. (see maps 1 and 3) 5. Removal of winter debris: Debris shall be removed from the beach each year during the month of March. In order to remove debris, staff uses a front-end loader, bulldozer, Recreational Trailer Vehicles (RTV), Gator, and a pick-up and/or dump truck. This work shall occur before April 1st, unless approved by NHESP. If work must occur after April 1st, all beach areas to be impacted must be first surveyed by a qualified shorebird monitor and approved by NHESP, to determine status and locations of state-listed shorebirds (see maps 1-3). 6. Re-grading of the beach: Beach sand builds up along the seawall and after major storms. The wall cap was designed to contain blowing sand on the beach. When the beachside of the wall is full, it creates a ramp that accelerates deposition of sand onto the sidewalks and boulevard. Sand that accumulates along the entire length of the seawall is removed and re-graded back away from the seawall using front-end loaders and bulldozers. This operation is performed during March in the spring, and in the fall during October and November; or as needed based on sand accumulation surpassing half the height of the seawall. No re-grading or bulldozing of sand on the beach shall occur between April 1st and August 31 St unless approved by NHESP. If work must occur between April 1St and August 3 1st, the beach work areas must be first surveyed by a qualified shorebird monitor and approved by NHESP, to determine status and locations of state-listed shorebirds (see maps 1-3). 15 dcr Massachusetts 7. Beach cleaning: Mechanical beach cleaning/raking takes place between the months of March and September and is performed as a 5-7 day a week operation. The operation consists of a tractor pulling a Barber Surf Rake and a MOE Board. This operation helps staff keep the beach clean from trash that is left behind by visitors over an extended area. Areas proposed for mechanical beach cleaning after May shall be first surveyed by a qualified monitor approved by NHESP, to determine whether the proposed work is within 1 yards of any unfledged chicks of state-listed shorebirds. If chicks are present within 1 yards, said monitor shall be present during any beach cleaning / raking activities until the chicks have fledged (see maps 1-3). 8. Lifeguard stations: During the months of May through September, lifeguard chairs are placed on the beach and are operated as first-aid and emergency support quarters. These stations are deployed and removed once per season by a front-end loader. (see map 3) 9. Distribution of lifeguard equipment: During the recreational season, from May through September, Recreational Trailer Vehicles (RTV) shall deliver and distribute equipment to each lifeguard station on a daily basis. RTV s shall be authorized to be stored/parked within the coastal resource in designated areas close to the bathhouses or lifeguard stations, in order to respond promptly to emergencies. (see map 3) 1. Installation of snow fence: Installation is performed during the months of March and October to protect the designated dune areas. DCR staff transports fencing and material to the beach using RTVs and/or a pick-up truck. Snow fence is installed to protect coastal dunes and native vegetation. (see map 1) 11. Reclamation of sand from Revere Beach: Revere Beach is an artificially re-nourished beach system with no significant natural sediment sources remaining. Preservation of sand on the beach is an ecological and shore protection priority to avoid impacts to the beach system and to preserve its storm protection functions. Sand blown from the beach and not retrieved accelerates the erosion of the beach and diminishes its shore protection functions. Sand that has blown over the seawall and accumulates along the roadway of Revere Beach Boulevard and its sidewalks, between Elliot Circle and Carey Circle, creates a safety hazard and obstructs passage for vehicles and pedestrians. The majority of the sand reclamation is performed in the spring and/or after coastal storms. Bobcat tractors operate to scrape sand that has blown over the seawall onto sidewalks and the roadway and may place the sand over the adjacent seawall (maps 1-3), under the following conditions: a) DCR obtains a determination that public safety is at risk as a consequence of sand accumulation on the roadway that prevents safe passage. This determination will be made by the Massachusetts State Police, DCR Ranger or by a DCR Senior Operations Supervisor. b) DCR staff will first assess the deposited sand for any discolored or contaminated material. If any are found, they will be separated, won t be placed on the beach and the contaminated sand shall be removed from the site. Page 2 of 4

16 dcr Massachusetts c) This task will be performed immediately after the storm event ceases by DCR and/or maintenance contractors retained by DCR d) DCR will capture images and create a log record with the date and time of the event. DCR District Management will provide the record within 24 hours after operations are concluded to the Revere Conservation Commission, as evidence of compliance. e) Sand that is collected by street sweepers will only be removed from the site. 12. Winthrop Parkway Coastal Storm Surges & Flooding and Associated Clean-up: During coastal storms, significant surge impacts and overwash are often observed going over the seawall located at Short Beach, along Winthrop Parkway. During this time, these splash events deposit rubble debris in a section of approximately 25 feet of Winthrop Parkway and its sidewalk. This rubble debris represents a public hazard and this section of the road is closed for public safety. Winthrop Parkway is closed for transit, and vehicles are detoured at the intersections with Broadsound Ave in the North; at the four streets crossing with Crescent Aye, Winthrop Ave. and Endicott Aye; and at the merge of Winthrop Ave. with Winthrop Parkway in the South. After coastal storms cease, the top priority is to resume normal vehicle access at Winthrop Parkway. Rubble debris, such as cobble, gravel or sand accumulated on this specific section shall be removed by a frontend loader and be placed over the adjacent seawall (see map 4). Work shall be performed under the following conditions: a) DCR obtains a determination that public safety is at risk as a consequence of accumulations of rubble on the roadway that prevents emergency vehicles safe passage. This determination will be made by the Massachusetts State Police, DCR Ranger or by a DCR Senior Operations Supervisor. b) DCR staff will first assess the deposited material for all obvious trash or rubbish. If any rubbish materials are found, they will be set aside and removed from the site. c) After removing rubbish from the site and prior to the clean-up of accumulated overwash cobble, gravel or sand debris, DCR will capture images and create a log record with the date and time of the event. This task will be performed immediately after the storm surge and overwash event ceases by DCR and/or maintenance contractors retained by DCR. d) DCR District Management will provide the record within 24 hours after operations are concluded to the Revere Conservation Commission, as evidence of compliance. 13. Winthrop Parkway Flood Gate Operation and Associated Clean-up: During coastal storms, the flood gate located at Winthrop Parkway is closed for public safety. During this time and due to public safety, a section of approximately 25 feet of Winthrop Parkway is closed for transit, and vehicles are detoured at the intersections with Broadsound Ave in the North point; at the four streets crossing with Crescent Aye, Winthrop Ave and Endicott Aye; and at the merge of Winthrop Ave with Winthrop Parkway at the South point. After coastal storms cease, the top priority is to reopen the flood gate and resume normal vehicle access at Winthrop Parkway. Snow and/or overwash materials accumulated on this specific section cannot be plowed and shall be removed by a front-end loader and be placed over the adjacent seawall; as approved by Page 3 of 4

17 dcr Massachusetts () the Revere Conservation Commission and/or the Department of Environmental Protection (DEP). This task will be performed by DCR and/or maintenance contractors retained by DCR (see map 4). 14. Snow Removal: Plowing of snow that accumulates on Winthrop Parkway or Revere Beach Boulevard and its sidewalks will not be placed over the seawall, except in designated areas previously approved by the Revere Conservation Commission and/or the Department of Environmental Protection (DEP). This task will be performed by DCR and/or maintenance contractors retained by DCR (see maps 1-4). 15. Minor Activities: the following activities may be performed year round as needed: Manual removal of trash from the beach and the sidewalks, pavilions, bathhouses, etc. Pruning or weed whacking of the beach access points and adjacent non-landscaped areas. Power washing the bathhouses to clean public facilities and outdoor showers. Catch basin maintenance. Road maintenance (e.g. sweeping, repairing potholes, etc.) Activities necessary for operations and planning that are temporary and have negligible impact (e.g. sampling, monitoring, etc.) Amendments: Any change of the work and activities described in this Operations & Maintenance Plan (OMP) shall require DCR to file a written request for amendment with the Revere Conservation Commission.
