3 Chesapeake Bay Foundation Largest and oldest non-profit dedicated to restoring the Chesapeake Bay and its tributary rivers and streams Environmental education for adults and schoolchildren in PA, MD and VA Advocacy at the local, state and federal level, and help for communities Restoration program for filters: forested stream buffers, oysters, etc.
4 Center for Watershed Protection Stormwater and watershed guidance documents National MS4 Expertise Hands-on technical assistance
5 Presentation Overview Introduce the Chesapeake Bay Pollution Reduction Plan How to develop a Plan using PA DEP s 4 step process
6 Chesapeake Bay TMDL A pollution diet for a local waterbody. TMDL= Wasteload allocations (MS4 system, WWTP, industrial point sources) + Load allocations (septic, agriculture) + Margin of safety
7 PA DEP Requirements for Section B: Chesapeake Bay Pollution Reduction Plan Four Steps: 1. Narrative of MS4 2. Incorporate GI/LID/ESD into municipal infrastructure upgrades 3. Estimate current pollutant loads (optional) 4. Identify TMDL control measures PA DEP Document 3800-FM-BPNPSM0493 8/20/13
8 Step 1. Narrative of MS4 Drainage area of MS4 within the UA discharging to the Chesapeake Bay Watershed: 1. Pervious and impervious cover (%) 2. Land use (acres) 3. Stream miles (note impaired streams) (linear feet) *Sources of GIS data included on resource sheet
9 Step 1. Narrative of MS4
10 Step 1. Narrative of MS4 Data Impervious Cover Land Use Streams Boundary layers (municipal, county boundary, etc.) Urbanized Area Source Chesapeake Bay Program USGS National Land Cover Database PASDA PASDA, CBP U.S. Census Bureau *Use local data when available
11 Step 1. Narrative of MS4
PA Municipal Separate Storm Sewer System (MS4) TMDL Plan Step 1. Narrative of MS4 Other information to include: Areas not included Large federal facilities (not responsible for) Other permitted entities Watersheds and tributary streams in MS4 High quality areas Protected lands Population stats Other relevant information 12
PA Municipal Separate Storm Sewer System (MS4) TMDL Plan Army Depot in Fairview Township 13
14 Chesapeake Bay Pollution Prevention Plan (CBPRP) Four Steps: 1. Narrative of MS4 2. Incorporate GI/LID/ESD into municipal infrastructure upgrades 3. Estimate current pollutant loads (optional) 4. Identify TMDL control measures
15 Step 2. Incorporate GI/LID/ESD into Municipal Infrastructure Upgrades Green Infrastructure (GI) Low Impact Development (LID) Environmental Site Design (ESD)
16 Step 2. Incorporate GI/LID/ESD into Municipal Infrastructure Upgrades
17 Step 2. Incorporate GI/LID/ESD into Municipal Infrastructure Upgrades
PA Municipal Separate Storm Sewer System (MS4) TMDL Plan Example I Street Widening project on Main Street Options Considered Bioretention Porous Pavement Considerations On-street Parking Mature Trees Result Neither option is feasible here because most residences do not have driveways and loss of parking for street scape bioretention is not acceptable to community. Potential damage to large mature trees during construction and concerns of clogging due to leaf litter result in porous pavement being unacceptable. 18
PA Municipal Separate Storm Sewer System (MS4) TMDL Plan Example II New Township Park Options Considered Bioretention in parking lot Stream restoration with floodplain connection and forest buffer Considerations Costs Result Permits Construction timeline Bioretention will be implemented along the down slope perimeter of the parking lot as well as in the parking lot islands Stream restoration will occur in phases with phase 1 occurring at the time of park development and phases 2 and 3 occurring in subsequent years. 19
20 Chesapeake Bay Pollution Prevention Plan (CBPRP) Four Steps: 1. Narrative of MS4 2. Incorporate green infrastructure into municipal infrastructure upgrades 3. Estimate current pollutant loads (optional) 4. Identify TMDL control measures
21 Benefits: Step 3. (Optional) Estimate Current Pollutant Loads 1. Provide a baseline pollutant load for your municipality 2. Account for what you and your partners (watershed groups, schools, etc) have done 3. Have a better understanding of current rate of progress.
22 Step 3. (Optional) Estimate Current Pollutant Loads Modeling programs MapSheds (GWLF)- PSU Chesapeake Assessment and Scenario Tool (CAST)- CBP Others Watershed Treatment Model See CBF webcast on modeling
PA Municipal Separate Storm Sewer System (MS4) TMDL Plan Minimum Data requirements BMP type and acres treated (or area for land-use change BMPs) Better BMP type, acres treated and % impervious Best BMP type, acres treated, % impervious, land use type, and amount of runoff retention (i.e. 1, 2.5, etc.) 23
24 Step 3. (Optional) Estimate Current Pollutant Loads
25 Summary of Reported BMPs Installed from BMP Type Impervious Drainage Area (Acres) Pervious Drainage Area (Acres) Acres Linear Feet Stream Restoration ,000 Forest Buffer Wet Pond/Wetland
26 Step 3. (Optional) Estimate Current Pollutant Loads
27 Chesapeake Bay Pollution Prevention Plan (CBPRP) Four Steps: 1. Narrative of MS4 2. Incorporate green infrastructure into municipal infrastructure upgrades 3. Estimate current pollutant loads (optional) 4. Identify TMDL control measures
28 Step 4. Identify TMDL Control Measures Identify TMDL control measures and include: 1. Location of BMPs (latitude/longitude, street name, other) 2. Implementation schedule including interim milestones 3. BMP pollutant reduction for N, P and/or Sediment 4. Rationale for selecting the BMP 5. BMP Inspection, operation and maintenance
29 Existing Resources: Watershed plans, stream assessments, etc. Conduct Field Assessments: opportunities at public lands, public sites needing upgrade Location of BMPs
30 TMDL Control Measures 1. Establish and Protect Riparian Forest Buffers restore vegetated buffer areas 2. Disconnection Program Disconnect impervious areas from your regulated small MS4 system 3. Tree Planting Plant trees within the area that drains to the regulated small MS4. 4. Construct Recharge / Infiltration Facilities 5. Stormwater Basin Retrofits Naturalize or modify for extended detention, and/or modify basins for increased infiltration 6. Restore Stream banks Restore and/or stabilize degraded and eroded stream banks 7. Establish Green Infrastructure at Facilities that are owned by the municipality and that drain to the regulated small MS4 8. Develop and implement additional provisions to address TMDLs or a separate MS4 TMDL Stormwater Management Ordinance 9. Participate in an approved Trading and Offset Program
