1 CITY OF LOS ANGELES RESOLUTION Thomas M. Erb Los Angeles Department of Water and Power WHEREAS, Thomas M. Erb, Director of Water Resources, is retiring after more than 31 years of dedicated service to the Los Angeles Department of Water and Power's (LADWP) Water System; and WHEREAS, Thomas M. Erb began his distinguished career at LADWP as a Civil Engineering Assistant in the Water Operating Division on January 21, 1980; and WHEREAS, Thomas M. Erb transferred to the Water Engineering Design Division in 1984 and promoted to Civil Engineering Associate in November 1985 to serve as a Planning and Design Squad Leader; and WHEREAS, Thomas M. Erb was appointed Waterworks Engineer in December 1990, initially managing the Water Operations Construction Support Group of the Water Operations Division, and subsequently managing the Water Policy and Conservation Section of the Water Resources and Planning Business Group; and WHEREAS, Thomas M. Erb was appointed Assistant Manager of the Water Resources and Planning Business Group in October 1998 and Manager of the Water Resources Business Unit in April 1999 (now called the Director of Water Resources Division); and WHEREAS, Thomas M. Erb has worked tirelessly to protect the precious water resources of the City of Los Angeles (City), including allocations through the Metropolitan Water District of Southern California, water rights in the Eastern Sierras, and local groundwater, and has led the way in developing new, local, and sustainable sources of water through conservation, storm water capture, and water recycling; and

2 WHEREAS, Thomas M. Erb oversaw the development of the 2000, 2005 and 2010 Urban Water Management Plans, and the 2008 Water Supply Action Plan, which outlined the City's commitment to restoring and enhancing local water supply resources; and WHEREAS, Thomas M. Erb provided critical leadership during the development of many vitally important LADWP initiatives and projects, such as the Owens Lake Dust Mitigation Program; Lower Owens River Project; Mono Basin Restoration Project; the Neenach Temporary Pump Station connecting the California and Los Angeles Aqueducts; localized and distributed stormwater capture projects such as the Tujunga Spreading Grounds Project and the Elmer Avenue Neighborhood Retrofit Project, respectively; and the significant expansion of the Water Recycling Program; and WHEREAS, Thomas M. Erb was instrumental in crafting the current Water Conservation Ordinance, the implementation of which led to extraordinary conservation efforts by LADWP customers that brought water use during Fiscal Year I 0 to below 1979 levels; and WHEREAS, Thomas M. Erb is a respected leader in regional water resources issues, having been appointed by the Governor of the State of California as an alternate member of the Colorado River Board of California and serving in leadership positions on numerous water-resources-related organizations, including his current positions as President of the Board of the Los Angeles and San Gabriel Rivers Watershed Council; Chairman of the Upper Los Angeles Sub-Regional Group in the Greater Los Angeles County Region Integrated Regional Watershed Management Plan's Leadership Committee; member of the National Water Research Institute's Board of Directors; member of the Los Angeles River Cooperation Committee; and member of the California Urban Water Agencies' Technical Advisory and Oversight Committee: NOW THEREFORE, BE IT RESOLVED, that by adoption of this resolution the Los Angeles City Council does hereby commend Thomas M. Erb for his 31 years of service to the people of Los Angeles. His service has helped to improve the quality of life for the residents of the City of Los Angeles. It is with great pleasure that we recognize your contributions to water resources and extend best wishes for a long, happy and prosperous retirement. 3 RESOLUTION John Schwada WHEREAS, John Schwada has covered City Hall for the LA Herald-Examiner, the Los Angeles Times and Fox II News since 1981; and WHEREAS, the Society of Professional Journalists honored John as its newspaper and TV "journalist of the year" in 1989 and 2008 respectively, and the LA Press Club honored John with its Joseph M. Quinn Award in 2011; and WHEREAS, as a Fox 11 News reporter, John received 2 Emmys, 2 Golden Mikes, and journalism awards from the Sidney Hillman Foundation and from the Associated Press Television and Radio Association; WHEREAS, as a newspaper reporter John received awards for his investigative reporting from the Los Angeles and San Francisco press clubs; and WHEREAS, John's stories about political abuses at City Hall lead to the formation of the City's Ethics Commission in 1989, and more recently to efforts to tighten the rules on gifts to politicians; and WHEREAS, by his vigilant and tough reporting John has often acted as the people's watchdog at City Hall, thus performing one of the highest callings of the journalism profession: NOW, THEREFORE, BE IT RESOLVED, that by adoption of this resolution, the Los Angeles City Council hereby congratulates John Schwada on his extraordinary career as a journalist and reporter, and for his commitment to journalistic integrity and full transparency in govermnent. 4 Resolution Ronald "Ron" Sanchez WHEREAS, on January 26, 1981, Ronald "Ron" Sanchez, Serial No , began his career as a Police Recruit Officer in Training Division (Elysian Park Facility), Los Angeles Police Department; and WHEREAS, during his years of service, Police Officer Ron Sanchez was assigned to the following divisions: West Los Angeles as a Police Officer I and Harbor Division, Personnel as a Police Officer II; he also worked Harbor, and Southwest Area as a Police Officer III; and WHEREAS, Police Officer Ron Sanchez was assigned to the Training Unit, Southwest Area, where he became an integral part of the unit as the Police Officer I Coordinator, ensuring that all training mandates were followed by the training officers; and all documentation was completed properly and in a timely marmer; and WHEREAS, Police Officer Ron Sanchez was promoted to Police Officer III in the Training Unit, Southwest Area, serving as the Assistant Training Coordinator for 370 sworn and civilian persmmel; and WHEREAS, Police Officer Sanchez received numerous commendations for exemplary service and attention to duty; and WHEREAS, throughout his career, and especially in his capacity as the Assistant Training Coordinator, Police Officer III Ron Sanchez has shown exceptional skill when interacting with peers, supervisory personnel, and management to achieve the training mandates ofthe Los Angeles Police Department; and WHEREAS, Police Officer III Ronald "Ron" Sanchez has served the City of Los Angeles for 30 years; and he will leave a legacy of dedication to the Department's Core Values and to the improvement of all Department personnel through quality training: NOW THEREFORE, be it resolved that the Mayor, City Attorney, City Controller, and City Council of the City of Los Angeles express their sincere appreciation and gratitude to Police Officer III Ronald "Ron" Sanchez for his able leadership, excellent service, genuine concern, commitment to excellence, and invaluable contributions to the citizens of the City of Los Angeles, and most especially to his peers in the Los Angeles Police Department; and wish him continued happiness and good health in his retirement and success in all his future endeavors. los ANGElES CITY COUNCil PRESENTEDBY:~ ~ - - M CHELL ENGLAND I, SECONDEDBY: ~~~~~~~~~~~~ NNIS. 5 Resolution Chatsworth Day WHEREAS, The community of Chatsworth in the Northwest San Fernando Valley, City of Los Angeles, District 12 is one of the most unique, beautiful, and historic communities in the City of Los Angeles; and WHEREAS, Chatsworth covers an area of 15,24 square miles, has a population of over 37,000, and is located in the foothills of the beautiful and rugged Santa Susana Mountains and is blessed with spectacular scenery, boulder-strewn hillsides, nature areas, equestrian, bicycling and hiking trails, a world-class rock-climbing site, and spectacular views of the San Fernando Valley; and WHEREAS, Chatsworth is served by Chatsworth Neighborhood Council, Chatsworth/Porter Ranch Chamber of Commerce, Chatsworth Historical Society, Chatsworth Business Improvement District, Equestrian Trails. Inc., Corral 54, Kiwanis Club of Chatsworth, Northridge/Chatsworth Rotary Club, and countless other non-profit organizations, houses of worship, schools, and community-based organizations that make Chatsworth a vibrant, active and involved community; and WHEREAS, Chatsworth has a rich history; it was originally inhabited by the Fernandefio and Chumash Native American tribes thousands of years ago. The first Europeans who came into the Chatsworth area were Spanish Missionaries and explorers in In 1821, after Mexican independence from Spain, Chatsworth was part of the Mission San Fernando area that became part of Alta California, Mexico. In 1834, The Mexican government sold off much of the mission lands and Chatsworth became part of several land grants; and WHEREAS, Chatsworth was an active stage coach station up until1891, a stop on the stagecoach road through the Santa Susana Pass, part of the Overland Stage Road from Los Angeles to San Francisco. The old Stagecoach Trail can still be seen in the hills of Chatsworth and is a historic landmark. In 1915, the town Chatsworth became part of the City of Los Angeles. Chatsworth is currently home to eight Historic-Cultural Monuments; and WHEREAS, After World War I, Chatsworth became known for fruit grown in its orchards and for thoroughbred horse ranches. During the 1920s, it became the rugged backdrop for many Western films thanks to its unique scenery and proximity to Hollywood; and WHEREAS, Chatsworth is unique for being home to a large and thriving equestrian community within a major City. There are a large number of individual horse properties, several professional boarding ranches, and therapeutic horsemanship ranches. Residents still ride their horses along the streets on special bridal paths and tie them up at hitching posts outside several restaurants. Every year, the Chatsworth Day of the Horse celebrates the equestrian lifestyle; and WHEREAS, Chatsworth's most unique feature is its people: they are kind, brave, active, charitable, peaceful, hard-working, and care about helping to make the community a better place to live, work and play; and WHEREAS, Chatswm1h's ZIP code is and the date is September 13, 2011 ( ): THEREFORE BE IT NOW RESOLVED, that by the adoption of this resolution, the City of Los Angeles does hereby designate September 13, 2011 to be Chatsworth Day in Los Angeles, and does hereby wish Chatsworth and all its resident, health, prosperity and happiness.
