2 ABSTRACT Coastal Carolina Research, Inc. (CCR) conducted a historic architecture survey to reevaluate the Final Environmental Impact Statement (FEIS) findings for the Pound Bypass section of the Coalfields Expressway (CFX, U.S. Route 121), a proposed fourlane, controlled-access, primary highway. The FEIS was completed in Since that time, under provisions of the Virginia Public-Private Transportation Act (PPTA), the PPTA private partners (Pioneer Group, Inc. and Alpha Natural Resources, LLC) have proposed a different alignment than that presented in the 2001 FEIS. This section of the CFX extends from U.S. Route 23 west of Pound to Virginia Route 83 east of Pound, in Wise County, Virginia. It includes 1.8 miles of mainline roadway and a 0.7-mile connector to Route 83 at the eastern end of the corridor. The reevaluation was done to assess the changes in environmental impacts resulting from the alignment changes and to examine the potential for changes in the environment since the Record of Decision was issued. CCR conducted the survey for Parsons Transportation Group Inc., the firm retained by the Virginia Department of Transportation (VDOT) to prepare the transportation study for this project. The Area of Potential Effects (APE) for architecture covered a 1,000-foot-wide corridor incorporating the proposed right-of-way plus the resources that are adjacent to or visible from the corridor. None of the resources identified during the survey are recommended as eligible for the National Register of Historic Places (NRHP). The study was undertaken in compliance with Section 106 of the National Historic Preservation Act of 1966 and the Advisory Council on Historic Preservation s regulations for compliance with Section 106, codified as 36 CFR Part 800. The scope of the investigations was consistent with the Secretary of the Interior s Standards and Guidelines for Archaeology and Historic Preservation, and the report was prepared in accordance with the Guidelines for Preparing Identification and Evaluation Reports for Submission Pursuant to Sections 106 and 110, National Historic Preservation Act, Environmental Impact Reports of State Agencies, Virginia Appropriation Act, 1992 Session Amendments (VDHR 2001). i

ROUTE 23 TO VIRGINIA ROUTE 83 WISE COUNTY, VIRGINIA State Project No , PE-101; UPC VDHR FILE # Introduction MANAGEMENT SUMMARY The Virginia Department of Transportation (VDOT) commissioned a cultural resources study to reevaluate the Final Environmental Impact Statement (FEIS) findings for the Pound Bypass section of the Coalfields Expressway (CFX, U.S. Route 121). The FEIS was completed in Since that time, under provisions of the Virginia Public- Private Transportation Act (PPTA), the PPTA private partners (Pioneer Group, Inc. and Alpha Natural Resources, LLC) have proposed a different alignment than that presented in the 2001 FEIS. In order to determine if additional historic resources are included in the new alignment, Coastal Carolina Research, Inc. (CCR) conducted an architectural survey of the study area. The survey was conducted for Parsons Transportation Group Inc., the firm retained by VDOT to prepare the transportation study for this project. This report details the results of the architectural survey of the Area of Potential Effects (APE) for the proposed Pound Bypass section of the CFX, a proposed four-lane, controlled-access, primary highway. This section of the CFX extends from U.S. Route 23 west of Pound to Virginia Route 83 east of Pound, in Wise County, Virginia (Figure 1). It includes 1.8 miles of mainline roadway and a 0.7-mile connector to Route 83 at the eastern end of the corridor. The APE is defined as a 1,000-foot-wide corridor plus resources adjacent to or visible from the corridor. The reevaluation was done to assess the changes in environmental impacts resulting from the alignment changes and the potential for changes in the environment since the Record of Decision was issued. The purpose of the survey was to identify and record all architectural resources more than 50 years old and assess their potential for National Register of Historic Places (NRHP) eligibility. The survey was undertaken in compliance with Section 106 of the National Historic Preservation Act of 1966 and the Advisory Council on Historic Preservation's regulations for compliance with Section 106, codified as 36 CFR Part 800. 7 The survey was conducted in May 2008, with Loretta Lautzenheiser as the principal investigator and project manager. Jennifer Stewart served as the architectural historian, with assistance from Robert Patterson. Neil Mayberry created the graphics. Jennifer Stewart prepared the Data Sharing System (DSS) forms and sketch maps, and Bill Hall conducted the background research. Mattie Rasberry prepared the photographs and DSS packets. 8 Background Research To identify all previously recorded architectural resources present within the APE, CCR researchers examined the architectural site files at the Virginia Department of Historic Resources (VDHR) and the records of the previous CFX surveys at CCR. Researchers conducted further study at VDHR, Richmond; the Library of Virginia, Richmond; and the library of CCR in Tarboro, North Carolina. When possible, they located owners and residents of the resources located within the study area and interviewed them to collect information concerning the construction dates and history of the resources. Field Methods Fieldwork for the architectural investigation was conducted by vehicle and on foot. The purpose of the study was twofold: 1) to provide specific information concerning the location, nature, and significance of buildings more than 50 years old in the APE; and 2) to identify buildings that appear to be potentially eligible for the NRHP. Each resource that was determined to be more than 50 years old was recorded and photographed. A number of the previously recorded resources had little or no information on the DSS forms. CCR updated DSS forms for these resources. Resources were assessed against the criteria of eligibility for the NRHP in order to determine their potential for eligibility. These criteria require that the quality of significance in American history, architecture, culture, and archaeology should be present in buildings, structures, objects, sites, or districts that possess integrity of location, design, setting, materials, workmanship, feeling, and association, and that the buildings, structures, objects, sites, or districts: A. are associated with events that have made a significant contribution to the broad patterns of our history; B. are associated with the lives of persons significant in our past; C. embody the distinctive characteristics of a type, period, or method of construction or that represent the work of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack individual distinction; or D. have yielded, or may be likely to yield, information important in prehistory or history (Federal Register 1981). 4

9 Previously Recorded Architectural Resources Eighteen previously recorded architectural resources are located within the APE (Figure 2). The previously recorded resources have been determined not eligible for the NRHP by VDHR. The previously recorded resource VDHR # was originally recorded as a grouping of 11 resources along Maple Road (Route 850) (Jones and Lautzenheiser 1999). The resources were given individual numbers ( , through ) at the request of VDHR, as stated in the addendum of the 1999 report (Jones et al. 1999) and recorded on VDHR s Integrated Preservation Software (IPS) forms. However, these resources were never fully transferred into the current DSS. These resources were revisited, documented, and entered into DSS. The 11 resources were reviewed individually by VDHR and determined not eligible for the NRHP (Jones et al. 1999). Table 1 summarizes the previously recorded resources. 11 Newly Recorded Architectural Resources In the current survey, CCR researchers identified and recorded 11 architectural resources in the APE (Table 2; Figure 3). These resources represent common architectural types, with alterations or additions to their original designs frequently compromising their integrity. Therefore, all 11 of the newly recorded resources (VDHR #s through ) are recommended as not eligible for the NRHP. Table 2 summarizes the newly recorded resources. The markers are made from granite and are in an east-west orientation. The cemetery is on a hill overlooking Potter Town Road and is maintained by a nearby homeowner. There is no structure, such as a fence, to define the cemetery boundaries. The cemetery appears to be utilized by the community rather than a particular family. Families in the cemetery include Cantrell, Sowards, Hibbitts, Branham, Bently, Stallard, Moore, Mays, and Wright. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This small historic cemetery was begun in 1900 and does not lend itself to comparative archaeological or physical anthropological studies. The cemetery is recommended as not eligible for the NRHP under Criteria A, B, C, or D. It is also recommended as not eligible under Criteria Consideration C because it is not associated with historical figures of outstanding importance or under Criteria Consideration D, as it contains no graves of important persons, is not of great age, contains no special design elements, and is not associated with significant events. However, relevant local and state statutes regarding the protection and relocation of cemeteries must be followed if the cemetery is impacted. 7

13 VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dwelling, Potter Town Road DATE(S): 1955 DESCRIPTION: This one-story frame vernacular dwelling rests on a solid ashlar foundation. The exterior walls are clad in ashlar, and the side-gabled roof is covered in asphalt shingles. The original windows have been replaced with six-over-six aluminum sash windows. The shed-roofed front porch is two bays wide and is supported by turned wooden posts. There is no railing on the front porch. The house is currently a rental property. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dwelling, U.S. 23 (Orby Cantrell Highway) DATE(S): 1950 DESCRIPTION: This one-story frame vernacular dwelling features a wooden frame structural system that rests on a solid foundation of concrete block. The side-gabled roof is covered in standing-seam metal, and the exterior walls are clad in asbestos siding. The original windows have been replaced with one-over-one aluminum sash windows featuring decorative shutters. The porch spans the entire front façade and is covered by a shed roof that is supported by square wooden posts. A capped brick chimney is located on the rear elevation of the house. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This one-story dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Kelly House, 7912 Route 630 (South Mountain Road) DATE(S): 1955 DESCRIPTION: This one-story frame vernacular dwelling rests on a solid concrete block foundation. The exterior walls are clad in vinyl siding, and the front-gabled roof is covered in standing-seam metal. The front porch is two bays wide and is covered by a front-gabled roof supported by cast metal posts. The original windows have been replaced with one-by-one aluminum sliding windows. A brick chimney is located on the interior portion of the roof. A gabled addition has been appended to the rear of the house. South of the house is a one-story concrete block garage. The garage has no roof and is full of debris. 9

This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to alterations including the addition of vinyl siding and new windows, the construction of an addition, and the replaced roofing material, this house maintains a low level of architectural integrity. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dave Bently House, 11901A U.S. 23 (Orby Cantrell Highway) DATE(S): c DESCRIPTION: This one-story Craftsman-style house (Figure 4) was moved to its present location in The house rests on a solid concrete block foundation and features a semi-subterranean basement. The exterior walls of the house are clad in drop siding, and the front-gabled roof is covered in asphalt shingles. The hipped front porch is three bays wide and is supported by wooden columns. The porch displays a new railing with a turned wooden balustrade. The original windows have been replaced with oneover-one aluminum sash windows, and there is a metal-frame casement window in the foundation. There are two concrete block chimneys, one on each side of the house. The house also features exposed rafter tails and an enclosed hipped back porch. Southwest of the house is a small wooden shed that is half enclosed with vertical boards and half open. The roof of the shed is flat and covered with standing-seam metal. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to alterations, including the relocation of the house in 1969, the addition of new windows, the replacement of the original porch railing, and the alterations to the rear porch, this house maintains a low level of architectural integrity. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dwelling and Lundy Cemetery, Highland Drive DATE(S): 1945 DESCRIPTION: This one-story frame vernacular dwelling (Figure 5) rests on a concrete block foundation that is currently covered by wooden siding. The exterior walls are clad in vinyl siding, and the side-gabled roof is covered in asphalt shingles. The windows are six-over-six wooden, double-hung sash. The front-gabled porch is three bays wide and is supported by square wooden posts. The front yard is enclosed with a chain-link fence. To the east of the house, on top of a hill, is the Lundy cemetery, enclosed by a chain-link fence and measuring approximately 20 x 25 m. The cemetery contains three markers: Mont Lundy ( ), Cuba Lundy ( ), and James Carl Bolling TSGT Army WWII ( ). 10

In addition, the Lundy cemetery does not lend itself to comparative archaeological or physical anthropological studies. The cemetery is recommended as not eligible for the NRHP under Criteria A, B, C, or D. It is also recommended as not eligible under Criteria Consideration C because it is not associated with historical figures of outstanding importance or under Criteria Consideration D, as it contains no graves of important persons, is not of great age, contains no special design elements, and is not associated with significant events. However, relevant local and state statutes regarding the protection and relocation of cemeteries must be followed if the cemetery is impacted. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Branham Cemetery, West Side of Route 768 (Old Mill Village Road) DATE(S): 1921 DESCRIPTION: This historic cemetery contains seven graves of the Branham family. The grave markers are inscribed headstones, primarily of granite and marble. The boundaries of the cemetery are defined by a chain-link fence, which encloses an area approximately 15 x 25 m. This cemetery is located along the top of a ridge to the west of Route 768 (Old Mill Village Road). The nearby house is not associated with the cemetery. The graves in the cemetery are those of Colbert O. Branham ( ); Orpha Branham ( ); Aubra Branham ( ); Colbert Lincoln Branham ( ); Grover Branham ( ); Columbia Branham Helton (1897- no date); and John Helton ( ). RECOMMENDATIONS FOR NRHP ELIGIBILITY: This family cemetery does not lend itself to comparative archaeological or physical anthropological studies. The cemetery is recommended as not eligible for the NRHP under Criteria A, B, C, or D. It is also recommended as not eligible under Criteria Consideration C because it is not associated with historical figures of outstanding importance or under Criteria Consideration D, as it contains no graves of important persons, is not of great age, contains no special design elements, and is not associated with significant events. However, relevant local and state statutes regarding the protection and relocation of cemeteries must be followed if the cemetery is impacted. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dwelling, Poplar Street DATE(S): 1930 DESCRIPTION: This one-story Craftsman-style house is a wooden frame structure that rests on a solid concrete block foundation. The exterior walls of the house are clad in composition siding, and the front-gabled roof is covered in standing-seam metal. There is one brick chimney on the central interior portion of the roof. The original front porch has been replaced with a one-story, two-bay porch supported by square wooden supports. The windows are one-over-one aluminum sash windows. The house features triangular 12

17 brackets under the eaves, a front picture window, and wooden lattice covering part of the foundation. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to alterations including the replaced siding, the replaced windows, and the altered front porch, this house maintains a low level of architectural integrity. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Caldwell House, Clintwood Hwy. (U.S. 83) DATE(S): 1955 DESCRIPTION: This one-story house features a wooden structural system that rests on a solid concrete block foundation. The exterior walls of the house are covered in wooden T-111 siding, and the side-gabled roof is covered in asphalt shingles. A concrete block chimney is located on the west elevation of the house. The three-bay, shed-roof porch is supported by square wooden posts. The windows are one-over-one and three-over-one wooden double-hung sash windows, and a picture window is on the front façade. Northeast of the house is a concrete-block shed with a gabled roof covered in standingseam metal. The shed is currently used as a welding shop. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to the poor condition of the house and multiple alterations, this house maintains a low level of architectural integrity. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Church of God of Prophecy, East side of Route 631 (Mill Creek Road) DATE(S): 1930 DESCRIPTION: This one-story church features a wooden frame structural system that rests on a solid foundation of concrete block. The exterior walls of the church are clad in vinyl siding, and the front-gabled roof is covered in asphalt shingles. The west entrance features a simple wooden deck with no cover, and the southern entrance displays a onebay front-gabled porch supported by square wooden posts. The windows are two-overtwo wooden double-hung sash. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This church exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to alterations including the addition of vinyl siding, the alteration of the western entry porch, and the 13

VDHR INVENTORY NUMBER: RESOURCE NAME AND ADDRESS: Dwelling, 8938 Kiser Mountain Road DATE(S): 1925 DESCRIPTION: This house is built on a slope and has been significantly altered over the years. The original one-story Craftsman-style house features a wooden frame structural system that rests on a solid foundation that is covered with board-and-batten siding. The front-gabled roof is clad in standing-seam metal, and the exterior walls are covered in board-and-batten siding. The original porch has been replaced with a shedroof porch that spans the entire north façade of the house and is supported by square wooden supports. A large gabled addition has been appended to the east elevation of the house. An extension of the original roof was constructed to create an addition on the west elevation. The house site creates a semi-subterranean basement that has been extended to the west to create a flat-roofed one-car garage. A brick chimney is located on the west elevation of the house. The original windows have been replaced with oneover-one aluminum sash windows. The house also features triangular brackets under the eaves. RECOMMENDATIONS FOR NRHP ELIGIBILITY: This dwelling exhibits a design common for the period. This resource has no apparent association with any event or person important in our nation s history, lacks architectural significance, and does not appear to have the ability to yield important information. Also, due to the multiple alterations, this house maintains a low level of architectural integrity. This resource is recommended as not eligible for the NRHP under Criteria A, B, C, or D. Summary CCR conducted an architectural resource survey for the Pound Bypass section of the Coalfields Expressway (CFX, U.S. Route 121) in Wise County, Virginia. The purpose of the survey was to identify and record all resources more than 50 years old and assess their potential for NRHP eligibility. The APE for architecture included the 1,000- foot-wide corridor that extends from U.S. Route 23 west of Pound to Virginia Route 83 east of Pound, plus the resources that are adjacent to or visible from the corridor. The corridor includes 1.8 miles of mainline roadway and a 0.7-mile connector to Route 83 at the eastern end of the corridor. A total of 18 previously recorded resources and 11 newly recorded resources were documented. All of the previously recorded resources have been determined as not eligible for the NRHP. These 18 resources had been recorded in IPS (Jones and Lautzenheiser 1999), but were never entered in the current DSS forms. These resources were revisited, documented, and entered into DSS. Of the 11 newly recorded resources, none are recommended as eligible for listing in the NRHP. 14
