3 1 Introduction to the Works Content 1.1 Protection Status of Physical Culture Resource s in Huangshan are endowed with abundant physical cultural resources existing in the form of ancestral, ancient bridge, pavilion and ancient Hui-style traditional residential architecture which are the main carrier of Huizhou culture, and are the today s living fossil that Huizhou culture could continuously playing significant influence. According to statistics, Huangshan owns 8032 immovable cultural relics, 532 culture relic protection sites of different s including 17 national sites, 109 provincial sites and 153 municipal sites. In 2009, Huangshan City organized and implemented Huangshan Dwellings Protection and Utilization Project (hereinafter referred to as Dwellings Project), it was planned to invest RMB 6 billion Yuan in 5 years to protect and utilize 101 ancient villages and 1065 ancient s. Of which, the original styles of 406 culture relic protection sites of different s would be maintained with the derogative ones recovered; 429 ancient s with protective value not listed in culture relic protection sites would be effectively protected and transformed properly; 230 ancient s not suitable for in situ conservation would be protected under the centralized conservation and utilization in different places through pilot projects.at of the end of December 2012, the total investment of the Dwellings Project was RMB billion Yuan, completing the planning of 101 ancient villages, implementing the protection and utilization of 83 ancient villages and 1065 ancient s with 293 ancient s rented, claimed and subscribed, forging 19 classes of 600 new business types in undertakings and industries as well as constructing 13 central protection area including ancient village by the lakeside, Xiuli movie village and Liyang old residence. 1.2 The Proposed Physical Culture Resource Protection Project Based on the differences of project nature and protection subjects, the projects are divided into the protection of ancient architecture, change of Hui, ancient bridge repair, ancient trees and Shuikou forest protection. The 1

4 distribution of the physical culture resource protection project is shown as the Figure (1) Protection of ancient architecture Historical building maintenance plan will be formulated based on the stipulation of Measures for the Administration of Culture Relics Preservation Projects to maintain and reuse historic buildings under the centralized conservation in different places through pilot projects according to the overall plan of villages and tourism development. 137 public ancient buildings or culture relic protection sites will be protected and utilized including 4 national culture relic protection sites, 6 provincial sites and 74 municipal sites. (See Schedule I for detail) (2) Change of Hui The overall spatial environment that physical cultural resource depends will be protected in priority, and architectures inharmonious with the overall scene of the village, seriously influencing the village image and restricting the village tourism development will be rectified in Hui-style. 15 project villages are involved in the project and 292 architectures inharmonious with the village style will be rectified in Hui-style. (See Schedule II for detail) (3) bridge repair The repair plan is formulated based on the appraisal report of bridge construction and cultural relic protection requirements. 2 project villages, Xixi South and Wanxin, are involved in the project. (4) trees andnd Shuikou forest protection The 2 project villages(luxi and Changxi )are involved in ancient trees and Shuikou forest protection. 1.3 Developing Target (1) Protect the physical cultural resources of project village; maximally restore the antique historic styles and features as well as cultural value with unique charm; reappear the Form and Spirit of ancient villages and ancient buildings; promote the reputation of village s image; create the new highlight of village s tourism; urge them to play the value under the new historic condition and show the vigor as well as 2

9 inherit and carry forward the Anhuizhou culture. (2) Promote the urban image and accelerate the comprehensive development of economy, society and culture on the basis of protection and the tourism development means so as to realize the reasonable and effective developing for natural and historic cultural resources. On the basis of protection, construct the characteristic cultural tourism development and operation. 3

10 2 Protection Principle and Basis 2.1 Guiding Concept (1) Implement the policy of Giving priority to protection, rescue coming first, rational utilization and enhancing management ; stick to comprehensive and active protection to deal with the relationship between protection and economic, social development as well as resource and environment protection thus to spread Huizhou culture, motivate ancient village vitality and realize the comprehensive sustainable development of traditional villages. (2) Adhere to overall protection and the protection concept combining point, line and surface; rescue historic building while protecting the physical cultural resource, including the natural ecology space, human ecology space, economic ecology space and social ecology space. 2.2 Protection Principles (1) Attach importance to the protection of historic authenticity, style integrity and living continuity of physical cultural resource; keep the style of original building and environment; stick to ancient architecture conservation principle of not changing original state. (2) Principle of rational utilization: ancient architecture conservation is different from general cultural relic protection and should not be treated as museum simply for viewing and admiring. The object is to not only maintain historic environment, but also develop the social, economic functions to improve the value and form the positive interaction between protection. (3) Legislation principle: construct favorable legislation platform, completely eradicating various unhealthy phenomenon and short-term behavior from the very beginning. Measures on Huangshan Physical Cultural Resource Conservation and Management is formulated by the government while actively advertise relevant laws such as Law on Protection of Cultural Relics and Environment Protection Law. Relating supporting measures should be established in practical work to ensure the 4

12 3 Investigation Process and Current Situation 3.1 Investigation Process (1) From September 6 to September 14, 2012, our institute carried out the site survey for the first time. We divided two teams to survey the current situation of 68 villages, therein, Team I was responsible for surveying Huangshan District, Shexian and Tunxi District and Team II was responsible for surveying Huizhou District, Xiuning, Yixian and Qimen. During site survey process, Project Group immediately solves the problems on site found on subitem site for physical cultural resources protection, to ask questions timely, solve on site. Besides, they carried out the panel discussion with local peasants and listened to their comments and hope to reach the goal on new rural construction for this village to ensure that this physical cultural resource protection project can comply with local practical situation and peasants wish. Two teams carried out a panel discussion with principal of all departments in district and county and project villages and towns after completion of site survey. They listened to their reports on current situation and existing problems of physical cultural resource protection in two leaders of project villages and towns and seriously recorded their suggestions and wishes for project construction. Meanwhile, administrative department in three districts and four counties also put forward good suggestions on physical cultural resources project in project villages. (2) From vember 21 to December 7, 2012, our institute s designers carried out the second site survey. They thoroughly conducted a survey one by one on various specific items involved in physical cultural resource protect to grasp the firsthand basic information. For those project villages with topographic map, they implemented each item on topographic map and for those project villages without topographic map, the guide survey team carried out the topographic survey on site and recorded the site condition in detail via photographs. Meanwhile, they guideed the leaders in villages and towns to fill in site survey form. 6

13 3.2 Description for Current Situation Abundant physical cultural resources with unique regional features were found in project villages through above-mentioned survey, having high cultural and economic value as well as very strong tourism development potential. However, the following problems exist in these physical cultural resources generally after a long lapse of time. 7

14 4 Evaluation on Positive Impact for Project 4.1 Social effects (1) Conductive to effective protection of physical cultural resources as well as inheritance and promotion of Huizhou culture The physical cultural resource is original and non-renewable and of great historical, artistic and scientific values. The Anhui New Countryside Construction Demonstration Project by WB Loan to be implemented will preserve the original state of the physical cultural resource in its area. This will preserve the body of ancient village and inherit the spirit of Huizhou Culture, so as to spread these physical culture resources and realize sustainable use; (2) Conductive to boost national confidence and cohesion Huangshan City has brilliant culture and the Huizhou-style architectural art in Huangshan is the miracle of Chinese architectural art. People may understand its special charm from visiting the ancient architecture as well as the greatness of Chinese ancient civilization and be proud of such exquisite buildings made by our ancestors; (3) Conductive to ensure social stability Like the majority of counties in China, the villagers living in the project village are faced with the fact that their sources of revenue are reduced, the young adults are working in some other places. This will result in some social problems, such as education of stay-at-home children, support for the old. The development and utilization of ancient architecture to be preserved will provide more job opportunities, attract the villagers working out of the village, resolve the aforementioned problems and ensure social stability; (4) Conductive to inherit the intangible cultural resource The physical cultural resource is the soil on which the intangible cultural resource could survive and be inherited, while the intangible cultural resource improves the cultural connotation of the village. Both of them supplement each other and protect 8

15 the physical cultural resource of the village and natural, ecological and social environment, which are conductive to inherit and develop the intangible cultural resource; (5) Conductive to promote the exchange of folk cultures Combined with the local economic and social development, the lagging status of infrastructure will be improved, which is helpful to enhance villagers living standard and exchange of folk cultures. 4.2 Environmental effects (1) The protection of physical cultural resource may help deepen integration of the natural ecology space, human ecology space, economic ecology space and social ecology space to create an environment of ecological model significance. (2) The natural environment, style and features and hygienic conditions of the village will be greatly improved as well as the living environment of villagers through project construction. 4.3 Economic effects (1) Conductive to the transformation and upgrading of tourism operational types and increase of villagers economic income At present, among 19 AAAA or above Scenic Spots, there are 13 scenic spots focusing on ancient villages and s, which accounting for 63.74% of the total capacity of all spots but the touring modes are similar. The development features of tourism are the vitality and the diversity is the competitiveness. The solid-state cultural sources could be transformed into tourism resources via implementation of physical cultural resource preservation project, developing a new tourism operating types, promoting product diversification, combining with the intangible cultural resource preservation and inheritance, activating the value of static-state resources, boosting the transformation and upgrading of tourism form, increase of villagers economic income and source. (2) Conductive to construction of socialism new countryside With the rapid development of rural economy, the requirements of villagers on living quality is increasing day by day and the ancient village and s are insufficient 9

16 to meet the living requirements of modern people. The implementation of physical cultural resource preservation project may connect the traditional culture and modern concept to activate and expand the functional value and vitality of ancient village and s in the language and manifestation mode that meet the modern requirements, practically improving the soft and hard environments of the countryside. 10

21 6 Progress and Monitoring Plan for Project 6.1 Project Arrangement (1) The project is divided into protection for historic buildings, Anhuizhou-style, repair for ancient bridges and ancient trees and protection for Shuikou forest based on project nature and different protection subjects to perform the numbering, compile the project contents and scale as well as investment estimate respectively. (2) Establish the project protection list (refers to Appendix I) in conjunction with such practical situations as current financial resources, material resources and the conservation condition of physical cultural resource. The standards are shown as follows: a. Protection planning and approval which have been compiled and obtained are in priority; historic buildings listed in thousand s of hundred villages are in priority. b. Endangered historic buildings in urgent demand of protection are in priority. c. Historic buildings with representativeness to represent the village image are in priority. d. rs who have strong wish are in priority. e. Those which have mature utilization plan after repair are in priority; those which can promote the local tourism development obviously after repair are in priority. 6.2 Project Construction Contents and Investment Estimation The total investment for protection of physical cultural resource is of RMB 182,826,000. Among them, the works investment for protection of historic buildings is of RMB ; the works investment for Anhui-style is of RMB ; the total investment for Shuikou ancient village and ancient tree protection is of RMB

22 6.3 Progress Plan for Works Implementation (1) Executor of project implementation: people s government in project districts and counties. (2) Works progress arrangement s be carried out in such way that it must be in conjunction with natural condition and logical relations on construction program and spatial arrangement by each works to ensure balance and continuity of the works construction and to reasonably allocate the construction equipment and labor force. (3) The preliminary arrangement of construction period for this project is shown as follows: a. Complete the approval process of this project at home and abroad prior to June b. 24 7 Guarantee Measures 7.1 Reinforce the Legislation and Policy Guidance Reinforce the legislation Legislation is the fundamental guarantee to obtain the effectiveness for physical cultural resource protection. According to Convention Concerning the Protection of the World Cultural and Natural Resource (1927) issued by UNESCO, Law of the People's Republic of China on the Protection of Cultural Relics, Protection Regulation of Dwelling House for South Anhui in Anhui, Implementation Rules of Protection Regulation of Dwelling House in Anhui, Interim Procedure of Protection and Utilization of s in Huangshan City and other relevant laws and regulations as well as corresponding laws and regulations s be established as soon as possible. (1) Law of Huangshan City on the Protection of Physical Cultural Resource (2) The Use and Management Method for Special Funds of Physical Cultural Resource of Demonstration Project of New Rural Construction of World Bank Loan in Anhui Huangshan. (3) The Management Method of Professional Training for staff of Physical Cultural Resource Protection of Demonstration Project of New Rural Construction of World Bank Loan in Anhui Huangshan. (4) The Management Method of Financial Aid for Protection and Utilization of Dwelling House of Private Property Rights (n Cultural Relic Protection Site) Policy Guidance Policy guidance is the necessary way to obtain the effectiveness for cultural ecology protective area. Party committees and governments at all s in protective area must pay high attention to cultural ecological protection work and list it to important agenda. In addition, they s give guidance from following aspects: 18

25 (1) Link the physical cultural resource protection management plan with planning of other related businesses to enable it to become an important contents in overall planning of development of regional economy and culture. (2) Consider whether to take the valuing and completion for physical cultural resource protection work as an important standard for evaluation when assessing the job performance of their subordinate so as to urge the cadres at all s to set up the consciousness and responsibility of physical cultural resource protection and ensure the effective implementation of this planning. 7.2 Establish the Scientific Management Mechanism The works of Physical Cultural Resource Protection subproject under Demonstration Project for New Rural Construction by WB Loan of Huangshan in Anhui is an emphasis work for municipal party committee and municipal government. This work has strong policy-oriented and great social impacts as well as involves different aspects. So departments at all s s pay high attention to it, reinforce the leading, clarify their responsibility and strengthen the publicity and supervision to ensure that this work is truly implemented Establish Leader Organization It is recommended to establish the special management organization because this project involves in wide range and distributes here and there. This special management organization will conduct the unified leadership and unified management on the project works and be responsible for implementation, organization, coordination and management of this project. Huangshan Municipal WB Office will be fully in charge of project implementation and later operation management work. The WB Office of three districts and four counties s be responsible for project construction and later management work in this districts and counties, specific institutional Settings is as follows: (1) Huangshan establishes special operation management organization: namely Huangshan Municipal WB Office. This organization will conduct the planning and coordination for project construction and later operation management work in three districts and four counties. 19

26 (2) Three districts and four counties s establish the District and WB Office being responsible for project construction and later operation management work in their districts and counties. (3) Appoint the township chief and town chief in various project villages and towns as team leader and director of project office. The members of leading group are composed of relevant department heads for various villages and towns (4) The project office, in opinion of WB, is only established in the county in principle, and the village- organization can establish the working team, the secretary or director will act as the deputy director of working team, in addition, arrange full-time or part-time clerks who are specifically responsible for related issues during project construction and they are mainly responsible for later operation management, maintenance and coordination work after the completion of the project. (5) Establish the subproject leading group for Physical Cultural Resource Protection Subproject under Demonstration Project for New Rural Construction by World Bank Loan of Huangshan in Anhui. This leading group will cooperate with such relevant departments as Municipal Publicity Department, Municipal Development and Reform Commission, Municipal Tourism Committee, Municipal Science and Technology Bureau, Municipal Public Security Bureau, Municipal Finance Bureau, Municipal Construction Committee, Municipal Transportation Agency, Municipal Agriculture Committee, Municipal Water Resources Bureau, Municipal Forestry Bureau, Municipal Cultural Bureau, Municipal Land and Resources Bureau, Municipal Bureau for Urban Planning, Municipal Environmental Protection Agency, Municipal Legislative Affairs Office, Municipal China Merchants, Urban Construction & Investment Company, Municipal Housing Management Bureau, Huangshan Customs and People s Government in Districts and Counties Clarify the duties and responsibilities (1) Determine the management responsible persons according to following stipulation and protect the historic buildings. a. For such historic buildings signed as cultural relics, the local cultural relic administrative department s uniformly maintain and manage them. 20

For such historic buildings not signed as cultural relics, the local village s arrange special personnel to manage them and the cultural relic administrative department s be obliged to and have right to carry out the professional training and supervision. c. For public historic buildings, the utilization organization is the protection and management principal; for such historic buildings reutilized after repair, the administrative department is the first person responsible for the protection and management, using organization is the second person responsible for the protection and management. d. For private historic buildings, after relevant protection treaty s be signed according to law, the owner is the principal for protection and management, subject to the supervision by local administrative department of historic buildings seat. e. The people s government of local districts and towns s determine the management organization to manage such historic buildings free of management organization. The management organization is the principal for protection and management. f. The competent administrative department for cultural relics s sign the responsibility documents of protection and management with protection and management responsible person. They s go through the formalities of transferring protection and management at competent administrative department of cultural relic if protection and management responsible person are changed. (2) The protection and management responsible person for historic buildings s fulfill the following duties. a. According to the requirements of historic building protection and daily maintenance, repair and clearing sundries s be carried out. b. To fulfill such safety measures as fireproof and anti-theft so as to eliminate the potential risks. c. To reinforce the duty and patrolling and prepare the treatment for emergency plan of cultural relic protection. d. To accept the protection, guidance and supervision of superior planning department and cultural relic department on historic buildings. e. To report the good practice and existing problems in management timely. (3) Strictly investigate such behaviors of destroying the historic buildings 21

The county monitoring department s strictly investigate and deal with such behaviors of misconduct cultural relics and giving a policy discipline punishment in accordance with the seriousness of the case. 7.3 Technical and personnel guarantee Organize and build the expert team as well as develop the theory study The expert team is the important guarantee to ensure the physical cultural resource protection project quality and. The stability of experts s be maintained and their initiative s be developed. Carry on the study depending on academic strength of experts fully. The expert team was divided into three s and three categories. Three s are: provincial committee of experts for physical cultural resource protection composed by state and provincial experts; municipal committee of experts for physical cultural resource protection composed by city and county experts; committee of expert being familiar with local culture resource under county. Three categories are: the experts who are familiar with Huizhou historical culture; the experts who are familiar with physical cultural resource and protection policy as well as protection method; the experts who make great contribution in some subject area. Invite Chen Jirui and Chen Ansheng who are experts of Hui-style historic buildings protection, Cheng Rengui who is expert of Hui-style historic buildings protection in Huizhou Historic Buildings and Landscape Company and Wang Xiang who is expert of cultural resource protection of Huangshang culture committee to act as national and provincial expert advisor for cultural resource protection and depth development of this WB Loan Project and they will undertake the duties on theory study and guidance & review of cultural resource protection and management plan. Municipal and county experts are composed by municipal and county culture bureau and museum staffs. The experts under county s absorb antiquarian and the elders from villages and towns who are of noble characters and prestige and have deep 22

29 memory for historic scene of villages. The experts at three s and three categories have their advantages respectively. National and provincial experts have international view and higher academic credentials on theoretical thinking of physical cultural resource to ensure the construction. The municipal and county experts not only are familiar with current protection situation of physical cultural resource but also think and study on some physical cultural resource to some extent, so the cultural connotation of protection for physical cultural resource can be ensured. Local experts are more familiar with the current situation of protection projects and their cultural information, so the accuracy of project implementation can be guaranteed. The experts at three categories also have their subject and academic specialties. Therefore, Experts Committee at all s s have different classificatory experts for smooth implementation of experimental area for Huizhou cultural ecology protection according to planning. Mainly develop the theory study on physical cultural resource protection topic of demonstration project of new rural construction of WB Loan in Huangshan of Anhui Province. Through project implementation, summarize experiences in time. Summarize the protection strategies and methods with innovative significance according to the references of existing achievement from various subjects and successful protection experience existing in at home and aboard Qualification demand for design and construction organization For checking the design and construction organization for repair scheme of historic buildings, this work s be conducted by the design and construction organization who have corresponding qualification and practical experience according to protection class of buildings Improve the protection, development and participation of the public. The protection and development of physical cultural resource directly benefit the villagers and its main users are also of villagers. Without participation of villagers, physical cultural resource protection will lose its integrity. Through fully developing the function of social force, popularize the knowledge education of physical cultural resource and advocate the 23

30 historical value, humanistic value and economic value of physical cultural resource. Enable the villagers with a view to benefit from it, especially enable the villagers to directly participate in protection and management as well as prepare the protection scheme and publication of laws and regulations of physical cultural resource. The vitality and durability of physical cultural resource can be guaranteed. Meanwhile, public participation also includes the active participation of tourist so that they can deeply understand the value of the physical cultural resource and participate in every detail of protection work to form a fashion that the whole people protect the physical cultural resources. 7.4 Guarantee on administration and maintenance fund (1) Expenses for the protection and management of cultural relics arranged by people's governments above county and the expenses in city maintenance expenses used for cultural relics protection according to law and the construction fee for cultural undertakings collected according to law. (2) People's Government of villages and towns s arrange some funds in fiscal expenditure used for the protection and maintenance of ancient according to its protection and maintenance and financial condition. (3) List the protection and maintenance for ancient s as main expenditure item of government and establish the cultural relics protection funds according to law. (4) Take out 20% of funds from the income of development of historic buildings used for protection and maintenance of ancient. (5) Encourage and support the enterprise, institution, social organizations and individual invest capital to participate in protection of historic buildings. (6) The expenses for protection and maintenance of ancient s s be used for their specific purposes and s not be misappropriated for others. 33 8 Public Consultation 8.1 Public Consultation In order to help the masses in project area to fairly enjoy the social benefits of project, avoid the negative impact of the works construction to residents as possible, reduce the contradiction of environmental consciousness & lifestyle of residents with project objective as well as contradiction of the lives of residents with project construction, enhance capacity building for organization and subsequent management of project and promote the realization and sustainability of project objective, questionnaire survey is conducted actively in project area questionnaires survey are issued in three districts and four counties of Huangshan. 80 questionnaires are provided for each project village, being 40 questionnaires survey for male and female respectively, so that relevant laws * regulations and policies are fully understood to carry out the public participation actively; they may hold a full discussion with relevant government organization, employer, implementation organization, residents in project area and other stakeholders. 8.2 Questionnaire survey This questionnaire survey is conducted according to new rural construction situation for 889 incorporated villages in Huangshan. Of which, 5440 schedule of survey are issued towards 68 project villages, including 80 schedule of survey for each village and 40 schedule of survey for male and female respectively. For three districts and four counties beyond 68 project villages, select 2 project villages which are up to new rural construction standard, and 2 project villages which are not up to new rural construction standard, 60 schedule of survey s be issued for each project area.
