2 1) Executive Summary At its 28 th January 2015 meeting, Council approved the Project Initiation Documentation (PID) report for the World War 1 Memorial Forest. The project to plant memorial forests within each of the five community board areas, and to work towards planting one tree for each soldier who died in WW1 (18,166 trees).the PID report set out in detail the project plan for a four year planting programme to 2018, and on-going maintenance for the remainder of the 10 year period. The Jan 2015 document included sources of funding and the proposed planting programme. From the options provided, Council selected the Option C ($452,556) as the preferred Option - namely using volunteers for initial planting and maintenance, but contractors for site preparation and long-term maintenance. Council agreed to fund $65,000 in the year. A grant of $40,000 was secured from the Waikato Regional Council. Combined with the $65,000 authorised expenditure, this raised capital of $105,000 - of which $87,408 was expended in including Community Board contributions. The TCDC has subsequently approved a budget of $49,224 in the 2015/16 financial year to continue project work. As of 3 February 2016, a total of $25,059 has been expended with a forecast of an additional $17,500 for new signage/maintenance in the financial year. This $22,000 can largely be funded from the unspent portion of the WRC grant. In the Long-Term Plan deliberations, Council agreed to underwrite the project for the first three years ( , and ), and to fund the on-going maintenance at up to $18,000 a year for the remaining years While Council is underwriting the project, it is seeking additional funds from external funders. This includes raising monies from sale of trees to members of the public. A bid for $122,205 of Lotteries funding has now been successful. This will allow the commencement of Stage 2 of the WW1 planting programme (subject to Council endorsement to continue with the WW1 project at its 24 th February 2016 meeting). 4 3) The Passchendaele Memorial Forest New Mercury Bay Cemetery Introduction The new Mercury Bay Cemetery is a 5.08ha site that is currently under construction and is administered by the Thames Coromandel District Council (TCDC). Access to the site is being developed, and it is proposed that a Passchendaele Memorial Forest area will be integrated into the design plan. The TCDC is working with the Mercury Bay Returned Service Association regarding this site, as there is a particular RSA designated area on site. The Proposed Memorial Forest Site at the New Mercury Bay Cemetery The Mercury Bay cemetery has not yet been opened, and is still under construction. However, as part of the Anzac Day ceremonies, a place was made to commemorate the 39 soldiers from Mercury Bay who gave their lives in World War One. In addition to the Returned Serviceman's area, it has been decided to also allocate an area of up to 1.5ha to create a Passchendaele Memorial Forest area. The Passchendaele battle saw the loss of some 2000 soldiers. To date TCDC has planted approximately 500 trees for the cemetery, and Stage 2 will now see an additional 1500 trees to complete the Passchendaele memorial. This will provide a memorial forest of Totara, Kauri, Rimu, Maori Princess Pohutukawa, Karaka, and RewaRewa. This extended planting area will provide a memorial forest gateway to the natural burial area, ash groves, and the amenity area. Business Case - (Stage 2- WW1 Forests) 4 Doc set no

6 Cost overview: The costs of the Passchendaele site are estimated at $34,760. This includes: $20,025 from NZ Lotteries $14,735 from TCDC Detailed costings are provided in the next section of the Business Case 4) The Somme Memorial Forest Stella Evered Memorial Park Introduction The Stella Evered Memorial Park is a private reserve administered as a publically accessible natural resource via a Deed of Trust by the Perpetual Guardian. In keeping with the Deed of Trust the Perpetual Guardian have made available to the Thames Coromandel District Council an area of approximately 3.2 hectares of land to be established as a Memorial Forest in remembrance of New Zealand soldiers that lost their lives in the First World War. The Proposed Somme Memorial Forest Site The area is a moderately steep gully system lying east to west with a small stream that flows to the Purangi estuary. The retirement from grazing, establishment of a native forest with a developed wetland and a focus on providing wildlife habitat with public access contributes directly to the purpose for which the Memorial Park was intended and reflects the lifelong interest for whom the reserve was named after. An initial concept design and planting plan has been developed for the site which has assisted in identifying: Areas of land that will be used within the Stella Evered Memorial Park for the establishment of the Somme Memorial Forest The existing infrastructure that can contribute to the site and what additional development is required Suitable tree species that will be used on site Establishment and on-going maintenance costs Partner Contributions to this site Each of the partners are proposing to contribute to the establishment and on-going maintenance of the Somme Memorial Forest site as follows: Perpetual Guardian (administrators of the Stella Evered Memorial Park) Approximately 3.2 hectares of land 750m of fenced, metalled and maintained vehicle access Car parking for up to 30 plus vehicles A double unity flush public toilet system One kilometre of public foot and servicing access developed to day use standard Specific items identified by Perpetual Guardian that are essential to the project are: 240m of stock proof fencing of the designated area An enhanced/developed wetland area as a component of the Memorial Forest Public access/stock control Business Case - (Stage 2- WW1 Forests) 8 Doc set no

10 5) The Gallipoli Memorial Forest Cathedral Cove Introduction Cathedral Cove is an iconic tourist site at Hahei on the Coromandel Peninsula. As part of World War One commemorations, the Thames-Coromandel District Council (TCDC) and its partners decided to create a "living memorial" to the Gallipoli soldiers. This will involve planting 2779 specimen trees at a site above Cathedral Cove - one for each soldier who died. The planting is divided into two stages. The first stage involves the planting of 1500 trees on a site known as "The Paddock" which sits above the Cove. This site has much in common geographically with the actual Gallipoli site with its sheer high cliffs adjoining the sea. In addition it is one of New Zealand s most highly trafficked visitor sites for both domestic and international tourists. 11 First Stage Planting In the 2015 planting season the first stage of the Gallipoli memorial forest has been planted. The Paddock site can accommodate 1500 trees, and the Thames Coromandel District Council has been working with the Waikato Institute of Technology (Wintec), the Department of Conservation (DOC) and the local iwi, Ngati Hei. This Stage 1 planting was officially opened by the Minister of Conservation and Minister of WW1 Celebrations, Hon Maggie Barry on Arbor Day June 5 th Minister of Conservation and Minister of Arts Culture and Heritage, Hon Maggie Barry at the formal launch of the World War One Memorial Forest project at the Gallipoli Memorial Forest site, Cathedral Cove. Work is now underway on planting the remaining trees for "The Paddock" site. 12 The proposal for Stage 2 of the Gallipoli site With 1500 of the 2779 trees already planted in Stage 1, there are still an additional 1279 trees to be planted to complete the memorial forest. This is where TCDC and its partners have received funding from the Lotteries Fund for the coming season. In addition TCDC also proposed the funding for a pathway for Stage 1 so that visitors can access the primary site within the Memorial Forest with expansive views. Pathway to view the Memorial Forest TCDC has obtained Lotteries funding for a walkway down though the Stage 1 Gallipoli forest, which will conclude in a viewing space that allows uninterrupted views into Cathedral Cove. This walkway is shown on the attached map on the previous page. This 430 metre long walkway will be constructed to Department of Conservation standard - and will conclude with the construction of a metalled area where people can get an unobstructed view into Cathedral Cove. At the lower end of the proposed walkway, there are spectacular views into Cathedral Cove itself. This is where the proposed metalled area is situated - which will provide a viewing site for tourists. Planting for Stage Two Planting for Stage Two (an additional 1279 trees) will also occur on DOC land adjacent to the Paddock site. This will involve planting on DOC land which is currently covered in pines. DOC is intending to remove the pines in the November-December 2015 period with TCDC financial assistance. 13 New planting area Partner Contributions to these two projects The Department of Conservation, the Thames Coromandel District Council and the Waikato Institute of Technology have been working in partnership on this proposed site. Each of the partners are proposing to contribute to the establishment and on-going maintenance of the Gallipoli Forest site as follows: Department of Conservation The Department of Conservation are the land administrators for the Cathedral Cove Recreational Reserve and are contributing the following: Approximately 8 hectares of land. 17 8) Gallipoli Cathedral Cove Site (2779 trees) Stage 2 of the planting plan for 1279 trees - including a track through the trees, and a lookout site above Cathedral Cove. Note that the Stage 1 trees (1500) are being planted in the 2015 season. The Stage 2 planting will occur in the 2016 year on Department of Conservation land once the pines have been removed. Stage 1 of the planting of the first 1500 trees has cost TCDC $23,460 including tree purchase, site preparation and mulching - with Wintec and Smart Environmental doing the planting. 18 9) Project Timeline The project timeline below shows the key work undertaken to date and the proposed project timeframes that are planned to fit within the Thames Coromandel Councils Long Term Budget plans to World War One Memorial Forests Project Team Milestones 2014/15 CONCEPT AND INITIATION PHASE (Thames Coromandel District Council Approved - $65,000, Waikato Regional Council Environmental Initiatives fund $40,000, plus in-kind project support TCDC, WRC, DOC, WINTEC) Timeframe September December 2014 Action Project Concept Development Council considered a proposal to establish a forest project as part of the Governments call for projects to commemorate 100 th anniversary of World War One. Initial Project Consultation Mayor and project staff engaged with local Community Boards, agencies and groups in each ward area to gauge interest in the project. A positive response resulted in the detailed project design phase. Memorial Forest Project formally initiated Economic Development Programme Manager appointed as Project Manager and internal team and partners for relevant sites were created.
