APPROVAL OF SEPTEMBER 5, 2012 MEETING MINUTES Motion: Second: Vote: Mr. Harbinson Mr. Ryden Unanimous II. CERTIFICATE OF APPROPRIATENESS APPLICATION A. West End Historic Overlay District 1. William G. White, Jr. Family YMCA, Applicant Y.M.C.A., 775 West End Boulevard (Inventory # s 281 and # ) 775 West End Boulevard Request: Landscape Plan and Installation at the YMCA (southwest corner of West End Boulevard and Sunset Street) Case #: W Staff Comments: All staff was sworn for testimony. Ms. Pegram presented the staff report. She also presented a map showing the location of the property and photographs of the property. Ms. Pegram stated that Commission staff found that the application was not incongruous with the character of the District because: 1. The site s topography would be retained and preserved. Only minor grading, if any, would be conducted on the site; thus there would be no adverse effect of the project relating to drainage and soil stability (Vegetation, Guideline 3.)
5 -2-2. The scale of the landscaping materials was compatible with the surrounding environment. The project s intent was to provide a softened, buffered view of the intersection. Additionally, the trees proposed in the landscape plan were found in the Guidelines as indigenous or acceptable trees (Vegetation, Guideline 4.). 3. Ground cover materials would be in keeping with the Guidelines and would consist of a grassed lawn area and mulch for the planting areas (Vegetation, Guideline 10.). Staff Recommendation: Based on the preceding comments, staff recommended that the Commission grant a COA to the William G. White, Jr. Family YMCA for a landscape plan and installation at the YMCA (southwest corner of West End Boulevard and Sunset Street), located at 775 West End Boulevard in the West End Historic Overlay District, with the following condition: 1) Commission staff shall review and approve any revisions or deviations to any portion of the assubmitted work prior to commencement of that portion of the project. Public Comment Speaking in Favor of the Application: Joan Marie Belnap, 557 Steeple View Court, Winston-Salem, 27101, was sworn for testimony and spoke in support of the application. John Newman, 3511 Buena Vista Road, Winston-Salem, 27106, was sworn for testimony and spoke in support of the application. Speaking in Opposition to the Application: None Commission Discussion The Commission discussed the application. Finding of Fact Mr. Yohannes moved that based upon the evidence presented in the application and during the public hearing the Commission find that the application was not incongruous with the character of the West End Overlay District with the condition specified in the staff report. Second: Vote: For: Against: Mr. Davis Jim Davis, Brent Gearhart, Jeff Harbinson, Michael Ryden, Daniel Yohannes Becky Gibson Certificate of Appropriateness Mr. Harbinson moved that based on the preceding Finding of Fact, the Commission grant a COA to William G. White, Jr. YMCA for the property located at 775 West End Boulevard with the condition stated in the Finding of Fact made previously. NEW BUSINESS Ms. Pegram briefed the Commission on a rezoning petition that had been requested for property located at Canal and Bridge Streets in Winston-Salem. Located upon the property was the Hoots Roller Mill; the petitioner planned to list the property on the National Register and utilize income tax credits available for the rehabilitation and adaptive reuse of National Register properties. Ms. Pegram added that the State s National Register Advisory Committee (NRAC) was to consider placement of the property on the National Register Study List at its October meeting. She stated that the property had been identified and listed in the official inventory of historic properties for Forsyth County. Ms. Pegram stated that staff had reviewed the petition, visited the site, and was supportive of the rezoning. The Commission then discussed the application and asked Commission staff to write a letter of support to the Planning Board for the rezoning. Motion: Second: Vote: Mr. Yohannes Mr. Gearhart Unanimous V. COMMITTEE REPORTS A. Education Committee Ms. McCullough stated that planning for Winston-Salem s 2013 Centennial celebrations continued. She stated that staff was working with the City s Marketing and Communications Department on the project and that volunteers were still welcome to participate. B. Historic Marker Committee Ms. Pegram reminded the Commission that Sunday, October 14th was the Winston-Salem Chapter of the Black Panther Party s historic marker unveiling. She stated that the unveiling was at 3:00 p.m. and that staff would definitely need Commission members to participate and assist in the program. Additionally, at the end of October, Commission staff hoped to work with former members of the Party and Storyline to document some of the history associated with the organization. VI. UNFINISHED BUSINESS Ms. Pegram stated that the Commission s fall workshop would be held in November. The week of November 12 th was preferred by Commission members, as were afternoon hours. Ms. Pegram stated the specific date would depend on the availability of a site location. She stated she would be ing Commission members regarding availability for that week. Ms. Pegram stated that Preserve Historic Forsyth had held workshops on restoring historic windows. She stated that the organization had requested to make a presentation to the Commission and that would be scheduled during the next couple of months.
9 Ms. McCullough and Ms. Pegram briefed the Commission on Preservation North Carolina s annual conference, which had been held in Asheville at the end of September. Staff stated that they were honored to attend a behind-the-scenes tour of the Biltmore Estate, where they discussed historic preservation of the site with family members and staff responsible for maintaining Biltmore. Ms. McCullough stated that School of the Arts representatives had met with historic neighborhoods adjacent to the institution s property to provide the neighborhoods with an update on current building projects and the institution s master plan. She stated that the meeting had been well attended, with approximately 55 participants. -6- VII. OTHER BUSINESS Commission staff announced that the City s Community Roots Day would be held on October 27 th, and participation by Commission members was welcomed. Marco Andrade, City-County Planning Board staff, presented a report on Planning Staff s involvement in the plans for a new central library for Forsyth County. With no further business, the meeting was adjourned.
