4 General Welding and Hot Work, such as brazing or grinding present a significant opportunity for fire and injury. All precautions described in this program must be applied prior to commencing any welding or hot works by college employees and/ or contractors. Examples of Hot Works: Cutting, Brazing, Soldering, Thawing Pipes, Torch Applied Roofing, Grinding and Welding. Fire Prevention Precautions Hot work shall be allowed only in areas that are or have been made fire safe. Hot work shall be performed in either designated areas or permit-required areas. A designated area shall be a specific area designed or approved for such work, such as maintenance shop or a detached outside location that is of noncombustible or fire resistive construction, essentially free of combustible and flammable contents and suitably segregated from adjacent areas. All designated areas for welding will be inspected yearly and must display a copy of the permit in the approved area at all times as well as warning signs to alert others of the activities and dangers associated in these areas. A permit required area shall be an area that is made fire safe by removing or protecting combustibles from ignition sources. Hot work permits shall not be allowed in the following areas: Areas not authorized by Public Safety or Supervisor. In sprinkler buildings when the sprinkler system is not operational. In the presence of explosive atmospheres. Hot Work Permit Permits are required from Public Safety or Supervisor before any work can be started. A public safety officer or supervisor will receive defined instruction on what the work will involve. The following conditions must be met before a permit will be issued: All combustible materials must be removed at least 35 feet in all directions from the area where the work is to be performed. Where relocation is impractical, combustibles shall be protected with flame proof covers, shielded with metal, guards, curtains, or wet down material to help prevent ignition of material. All openings in walls, floors, and ceilings must be protected or shielded to prevent sparks from entering those areas. Ducts, conveyor systems and augers that might carry sparks to distant combustibles shall be protected or shut down. A fully charged 10 lb. dry chemical fire extinguisher is made available near the work area. All sprinkler heads are protected.
5 All personnel performing the work are wearing personal protective equipment to protect against sparks, flames and heat. Fire Alarm System must be zoned out to prevent false alarm. Fire watch must be designated. Fire Watch A fire watch is required during the work being performed as well as at least one half hour after the work is completed. The fire watch will constantly monitor the work being done and stop any work that is causing a hazard. The fire watch person shall have the fire extinguisher with them and be trained in its use. The fire watch will be required to sound the fire alarm and to notify the fire department by calling 911 or Public Safety at 1111 in the event of a fire.
6 Dickinson College HOT WORK PERMIT This Hot Work Permit is required for any operation involving open flames or producing heat and/or sparks. This includes, but is not limited to: brazing, cutting, grinding, soldering, thawing pipe, torch applied roofing, and welding. THIS PERMIT MUST BE SUBMITTED 24 HOURS PRIOR TO PERFORMING HOT WORK PART I INSTRUCTIONS for Public Safety Officer or Supervisor: A. Verify precautions listed at right (or do not proceed with the work). B. Complete and retain PART I. C. Issue PART 2 to person doing job. HOT WORK BEING DONE BY: EMPLOYEE CONTRACTOR: DATE: LOCATION/BUILDING & FLOOR: NATURE OF JOB: NAME OF PERSON DOING HOT WORK: I verify the above location has been examined, the precautions checked on the Required Precautions Checklist have been taken to prevent fire, and permission is authorized for this work. SIGNED (Public Safety Officer or Supervisor): REQUIRED PRECAUTIONS CHECKLIST Available sprinklers, hose streams and extinguishers are in service/operable. Requirements within 35 ft. (11m.) of work Flammable liquids, dust, lint and oily deposits removed. Explosive atmosphere in area eliminated. Floors swept clean. Combustible floors wet down, covered with damp sand or fire-resistant sheets. Remove other combustibles where possible. Otherwise protect with fire-resistant tarpaulins or metal shields. All wall and floor openings covered. Fire resistant tarpaulins suspended beneath work. Work on walls or ceilings Construction is noncombustible and without combustible covering or insulation. Combustibles on other side of walls moved away. Work on enclosed equipment Enclosed equipment cleaned of all combustibles. Containers purged of flammable liquids/vapors. Pressurized vessels, piping and equipment removed from service, isolated and vented. Fire watch/hot work area monitoring Fire watch will be provided during and for 30 minutes after completion of work. Fire watch is supplied with suitable extinguisher. Fire watch is trained in use of this equipment and in sounding alarm. Fire watch may be required for adjoining areas above, and below.
