Introduction BLUEPRINT FOR PERIMETER-, PHYSICAL SECURITY AND ACCESS CONTROL AT ELDO LAKES EXT. 5 & 6 This document provides detail information on all security related issues at the proposed Eldo Lakes Ext. 5 & 6 development. 2. Perimeter Fence The existing perimeter fence, consisting of various types of wire fencing, will be demolished and be replaced by a solid wall. The wall, 2m high, will be built around the entire perimeter of the respective developments. The design and construction of this wall does not form part of this contract. The security will be enhanced by a wall-top electrified fence, protruding approximately 500mm above and fixed to the wall. The entire perimeter of each development will be divided into at least ten zones thus aiding in the detection and alarm tracing. Final positions of the field boxes to be determined on site with the developer. A mimic panel at the guard house will indicate the layout of the fence and the location of each zone. An alarm in a specific zone will be indicated at the mimic panel. See Figure 1 for the general layout of the perimeter security fence for Ext. 5 and Figure 2 for the layout of Ext.6 that indicates the proposed position of field boxes. 3. Access Control Separate access control points will be provided at each of the entrance gates. Four booms will be installed at each access control point, two for entry and two for egress. One entry and one exit boom will be reserved for residents with access cards and will be controlled by means of card readers. Visitors and deliveries will be required to use the other two booms which will be under the control of the security personnel. Residents will be issued with access tags for identification and for use at the gates. The management of the access card system will be under the control of the Estate Manager. He will be responsible for issuing, updating and controlling of the access cards. An industrial type turnstile will be installed at the guard house to be used by pedestrians or domestic workers on foot. The turnstile will also be fitted with card readers

5 The access control system will consist of a master controller and card readers at the booms. The card readers will be of the proximity type which means that the access card needs only to be held approximately 100mm from the card reader to be read. Figure 3 Card Reader Figure 3 shows a typical card reader configuration at a door. The same installation will be implemented at the gate booms. The master controller will further be enhanced by PC based configuration and control software. This software allows the user to set up the initial configuration, program the access cards and control the areas access is allowed to. Certain reports are also available. The traffic booms will be similar to that shown in Figure 4. Figure 4 Traffic Boom 4. Security Lighting Security lighting aids in the identification and tracking of suspected trespassers. Security lighting will be installed at the exit and entry points of the Hennops River. Handheld spotlights should be utilised by the security patrols as part of their patrols. 5. Security Intercom NOTE: Details of the intercom system to be finalised
6 6. CCTV Black and white CCTV cameras will be installed in camera housings on a 3m high pole at the two points where the Hennops River crosses the perimeter fence. Black and white cameras are used because of their superior picture quality at night and in low light conditions. These cameras will be linked to the security office via a fibre optic cable network. The fibre-to-video converter unit will pass the signal on to a DVR (digital video recording) unit and then to a CCTV monitor. The DVR unit stores the CCTV images in an electronic format on a hard drive thus eliminating the need for a time lapse recorder, video tapes and the regular changing of tapes. 7 Figure 8 DVR Unit Figure 5, Figure 6, Figure 7, and Figure 8 shows typical CCTV equipment. 7. Specification for Physical Security (guards) 7.1. General There will be a security official in the Operations Room on a 24 hour basis. This official will work shifts and the shifts are divided into two, i.e. a day shift and a night shift. This official will be a Grade B qualified Security Official, which means that he will be at the level of supervisor. According to industry regulations (Private Security Industry Regulatory Authority Act, 56/2001), a supervisor at this level will manage all security officials with a Grade E, D, C and B level, as part of his daily duties. Apart from the above, this official will also be in charge of the system within the security Operations Room. There will be two guards at the main gate, rendering access control duties. These officials will be Grade D qualified security officials. These officials will be rendering classical access control duties. During evenings and night time, when traffic allows it, these guards will in addition render patrolling duties, on the grounds, where the security contract so stipulates Definitions Grading of guards Grade B: Supervisor / Junior Manager Grade D: Access Controller, armed guarding and patroller Grade E: Patroller and unarmed guarding Shifts Day shift 06:00-18:00 Night shift 18:00-06:00-7 -
8 7.3. Guard inspections Guards will be inspected regularly. The following will apply: By senior officer: at least twice per week By shift leader or supervisor: at least twice per shift In addition, a company will be contracted to render objective audits on the total spectrum of the physical security system (guarding, access control and patrolling services), in order to render quality assurance. These audits will be done at least 4 times per week, twice during day time and twice during night time. Theses audits will be done at irregular intervals and a report will be submitted on a weekly basis to the security service provider, as well as the home owners association. This service is aimed at quality assurance as well as solving problems at the earliest stage Placing of guards No self-placement is allowed. Guard parades to be held before each shift change Guards in reserve A reserve force in relation to one guard for every five on duty should be available at all times to meet a reaction time of thirty (30) minutes Term of guards New guards must receive one (1) week of on site training at the Silver View Ridge estate before any exchanges may be made Emergencies In emergencies and situations of unrest, a senior manager of the contracting company must be available at the Estate at all times Uniform Each guard must be equipped with a full uniform, which must be neat and clean, at all times
